An analysis is presented of the precipitation bias and change signal in an ensemble of regional climate model (RCM) (RegCM4) projections driven by multiple general circulation models (GCMs) over China. RegCM4 is driven by five different GCMs for the 120‐year period 1979–2099 at 25 km grid spacing, under the representative concentration pathway RCP8.5. We find that the GCMs and RegCM4 reproduce the general spatial pattern of precipitation over China in all four seasons, with RegCM4 providing greater spatial detail, especially over areas with complex terrain. The spatial patterns of precipitation bias show common features between the GCMs and RegCM4, characterized by an underestimation in the wetter regions, and an overestimation in the drier ones. Systematic increases of precipitation are projected in northern China, most pronounced in the Northwest basins, by both the GCMs and RegCM4 in all seasons except summer, when more mixed results are found. In addition, weak correlations of the projected change patterns are found in summer between the GCMs and nested RegCM4, indicating the greater role played by the representation of local convection processes during this monsoon season. The projections across the RegCM4 experiments show higher consistency and lower spread compared to the GCM ensemble, again indicating that the nested model physics significantly modulates the change signal deriving from the GCM boundary forcing. How future precipitation will change over the region is of great concern for the general public and decision makers. Water footprint of production can be used to identify pressure on national or regional water resources generated by production activities. Water stress is defined as the ratio of water use (the difference between a regional water footprint of production and a green water footprint) to renewable water resources available in a country or region. Water stress can be used to identify pressure on national or regional water resources generated by production activities. This paper estimates the water footprint of production and the water stress in China during the years 1985-2009. The result shows that China's water footprint of production increased from 781.58 × 109 m3 in 1985 to 1109.76 × 109 m3 in 2009. Mega-cities and regions with less agriculture production due to local climatic conditions (Tibet and Qinghai) had lower water footprint of production, while the provinces (Henan, Shandong) with higher agriculture production had higher footprint. Provinces with severe water stress increased from 6 in 1985 to 9 in 2009. High to severe water stress exists mainly in mega-cities and agricultural areas located in the downstream areas of the Yellow River and the Yangtze River in North and Central China. China has been facing increasingly severe water scarcity that seriously threatens the socio-economic development and its sustainability of this country. This paper is intended to analyze and assess the water security of China. It first attempts to characterize the current status of water security within a risk-based, integrated framework that encompasses five key aspects critical to water sustainability, including water availability, water use patterns, wastewater generation and pollution control, water institutions and management, and health of aquatic systems and societal vulnerability. Based on the above assessment, the paper then analyzes emerging challenges for water security brought by climate change, population growth and rapid urbanization, and the water-food-energy nexus. In the end, the paper discusses China's future prospects on water security, including current achievements, government actions and policy initiatives, and recommendations for management improvement aimed at increasing water security. Big cities are often said to have big water problems, and Shanghai is no exception. In this paper, we examine and compare the influence of the major factors that give rise to the risk of water insecurity in Shanghai. There is an extensive and diverse literature on these issues, dealt with in isolation, and here, we provide a synthesis of the literature, together with our own assessments and calculations, to assess what are the risks to Shanghai's water supply and what is our degree of confidence in this assessment. We describe the systems that supply water to the city, and past and future changes in the systems, including changes in the glaciers that supply some water to the river, changes in climate, changes in land use, the construction of dams, and water diversions. We show how, at the same time as Shanghai is increasing its dependence on the Yangtze river, water diversions and sea level rise are increasing the risk that this water will be too saline to consume at certain times of the year. This analysis suggests that most of the major drivers of the risk to water security in Shanghai are within the power of environmental managers to control. [ABSTRACT FROM AUTHOR]

Climate change, over abstraction, pollution and questionable engineering-based paradigms are contributing to a state of crisis in water governance. This paper reports on preliminary research in Lake Baiyangdian catchment, China, which has the potential to realise more systemic and adaptive forms of water governance through development and use of a method that reframes water catchment management in the form of social learning. A cross-disciplinary research group worked together with multiple-department managers and stakeholder representatives within a purposefully designed ‘learning system’ to create an insipient social learning platform. The results demonstrate the potential to reframe water catchment management in Lake Baiyangdian so as to better address the questions: who should manage the water catchment and what in the catchment should be the focus of managing? Understanding how drought is impacted by both natural and human influences is crucial to the sustainable utilization and protection of water resources. We established a drought severity index (DSI) based on the terrestrial water storage anomaly (TWSA) derived from the GRACE satellite to detect drought characteristics and trends over ten major river basins in China from 2002 to 2017. The influence of natural factors (terrestrial water storage components, precipitation, evapotranspiration, runoff, NDVI, and teleconnection factors (ENSO, PDO, NAO, and AO)) and a human factor (LULC) on drought were investigated and quantified from the perspective of water storage components based on the Theil–Sen trend and Mann–Kendall test method, the perspective of climate change based on cross wavelet transforms, and the perspective of water balance based on Random Forest. The results indicated that (1) almost all humid and arid basins experienced major drought periods during 2002–2006 and 2014–2017, respectively. The southern IRB and central YZRB regions exhibited notable declines in DSI trends, while the majority of the HLRB, IRB, LRB, YRB, HRB, and SWRB experienced significant increases in DSI trends; (2) abnormal groundwater decreases were the main cause of drought triggered by insufficient terrestrial water storage in most basins; (3) ENSO was the strongest teleconnection factor in most humid basins, and NAO, PDO, and AO were the strongest teleconnection factors in the arid basins and PRB. Most significant resonance cycles lasted 12–64 months in 2005–2014; and (4) the influence of an anthropogenic driver (LULC) has become as important as, or more important than, natural factors (runoff and teleconnection factors) on hydrological drought. Whether or not large-scale vegetation restoration will lead to a decrease in regional terrestrial water storage is a controversial topic. This study employed the Geodetector model, in conjunction with observed and satellite hydro-meteorological data, to detect the changes in terrestrial water storage anomaly (TWSA) and to identify the contributions of climate change and vegetation greening across China during the years 1982–2019. The results revealed that: (1) during the period of 1982–2019, TWSA showed a downward trend in about two thirds of the country, with significant declines in North China, southeast Tibet, and northwest Xinjiang, and an upward trend in the remaining third of the country, with significant increases mainly in the Qaidam Basin, the Yangtze River, and the Songhua River; (2) the positive correlation between normalized vegetation index (NDVI) and TWSA accounts for 48.64% of the total vegetation area across China. In addition, the response of vegetation greenness lags behind the TWSA and precipitation, and the lag time was shorter in arid and semi-arid regions dominated by grasslands, and longer in relatively humid regions dominated by forests and savannas; (3) furthermore, TWSAs decreased with the increase in NDVI and evapotranspiration (ET) in arid and semi-arid areas, and increased with the rise in NDVI and ET in the humid regions. The Geodetector model was used to detect the effects of climate, vegetation, and human factors on TWSA. It is worth mentioning that NDVI, precipitation, and ET were some of the main factors affecting TWSA. Therefore, it is essential to implement rational ecological engineering to mitigate climate change's negative effects and maintain water resources' sustainability in arid and semi-arid regions. Acquiring freshwater resources is a necessary component of sustainable human settlement subject to increasing pressure from population and climate changes. This sometimes scarce resource primarily comes from rivers, and international river basins ( IRBs), where watersheds and watercourses cross political boundaries, are often spaces of great political tension and conflict worldwide. Such conflict potential has garnered interest from a wide range of research communities, and each emphasises public access to hydrologic data as integral to successful international management of IRBs. However; these hydrologic data, especially measurements of river flow rate, are often closely guarded state secrets. Satellites have been cited as a key technology set to challenge this data monopoly that have yet been unable to calculate river flow rate without some form of guarded ancillary data. Now, at-many-stations hydraulic geometry ( AMHG) offers a means of circumventing data limitations without any a priori information, and the forthcoming NASA/ CNES Surface Water and Ocean Topography ( SWOT) satellite also promises to estimate flow rates solely from its novel measurements following launch. In this paper, we explore how these newly available estimates of river flow rate could reconfigure water-management and interstate relations in IRBs, and demonstrate AMHG, for two cases: the Ganges- Brahmaputra and Mekong. For these basins we find that satellite flow rate retrievals will likely reinforce and favour state-level negotiations of water resource governance. Also, satellite flow retrievals can have the direct, concrete effect of improving hydrologic understanding of the upstream Ganges- Brahmaputra, a sorely needed advance that will positively benefit millions of Bangladeshis and affect state-level interactions between India, China, and Bangladesh. Finally, we avoid offering prescriptive water management solutions for each case, as local stakeholders will ultimately determine if and how such satellite retrievals will be used. Worldwide, consumption of resources such as water, energy and food continues to rise exponentially despite environmental and climatic change related challenges. Centralized sewerage systems continue to be implemented worldwide despite being very water and energy intensive, and although this is not always the best option for regions facing water scarcity. Deploying the Water-Energy-Food (WEF) Nexus approach, particularly through alternative technology options that can support decentralized water reclamation with integrated resource recovery, can enable resource conservation and more effective management of the WEF security Nexus for local governments with limited capacities. However, a certain pattern of "business as usual" infrastructure development and investment linked to infrastructure shaming continuously reinforces implementation of centralized sewerage systems, thereby hampering deployment of alternative technology options. This study uses two typical case study towns, Shaxi in China and Leh in India, to describe this pattern. The study finds that alternative technology approaches were in place in both towns. Yet after international consulting companies got involved, centralized sewerage systems were implemented despite limited water availability and large segments of the population not having flush toilets. This study discusses management of the WEF security Nexus implications thereof in the context of cities worldwide and a systemic socio-technical transition to a circular economy. Global climate change is likely to affect reference evapotranspiration (ET0), which is important for agricultural water resources and food security. Analysis of ET0 changes is also important for understanding climate change and its impacts on hydrology. In this study, ET0 was calculated from 2020 to 2099 in nine agricultural regions and the entire country of China utilizing the Penman–Monteith method based on bias‐corrected climate data from the global climate models MIROC‐ESM‐CHEM, NorES1‐M, IPSL‐CM5A‐LR, GFDL‐ESM 2M and HadGEM2‐ES under future climate change scenarios. The spatiotemporal characteristics of seasonal and annual ET0 and climatic variables were analysed based on the Mann–Kendall test with trend‐free prewhitening (TFPW‐MK) and Sen's slope estimator. Sensitivity coefficient and multivariate regression were used to identify factors controlling the change in ET0. The results showed that seasonal and annual air temperature and precipitation both increased under all climate scenarios, and the majority of relative humidity and wind speed values showed downward trends during 2020–2099. The lowest annual ET0 values were found in the NECR and QTR, and the SCR had the maximum ET0. Both the TFPW‐MK and slope statistics showed an upward trend of seasonal ET0 during 2020–2059 under all scenarios. During 2060–2099, seasonal ET0 values showed a slight and nonsignificant downward trend under RCP 2.6, while upward trends were produced in other scenarios. Areas with high ET0 values were located in the SCR, GXR and HHHR, while low ET0 values mainly occurred in the NECR and QTR. The ET0 for the four seasons in the SCR was higher than that in the other regions, and the summer ET0 was the highest compared with that in the other seasons overall. For the attribution assessment, Tavg is the main controlling variables to ET0 trends under the interaction of multiple climatic factors though RH is the most sensitive. [ABSTRACT FROM AUTHOR]

Based on the daily precipitation data of 545 meteorological stations in China from 1961 to 2016, the spatial-temporal variation characteristics of rainstorm rainfall and rainy days in different months of China were diagnosed from three aspects: climatic characteristics, variation trend and interannual variation. The results showed that: (1) Rainstorm rainfall and rainy days in different months of China from 1961 to 2016 had similar spatial characteristics in corresponding months. From January to July, the high-value areas of rainstorm rainfall and rainy days gradually expanded from southeast coast to northwest inland, but mainly distributed in the east area of Hu Huanyong Line. From August to December, it shrank from northwest to southeast coastal areas. Rainstorm rainfall and rainy days were less distributed in different months in the west area of Hu Huanyong Line; (2) From 1961 to 2016, the spatial-temporal variation characteristics of rainstorm rainfall in different months in China were basically consistent with that of rainy days. May to August was the most significant month for the variation trend of rainstorm rainfall and rainy days in China. It mainly distributed in the southeast monsoon area, and was mainly increasing trend. The trend of rainstorm rainfall and rainy days in northwest China changed slightly in different months; (3) The interannual variability of rainstorm rainfall in different months in China from 1961 to 2016 was similar to that of rainy days. The fluctuation characteristics from April to October were larger in the northern region. The southern region fluctuated greatly from November to December in January to March. With the development of the month, the high-value areas with large daily fluctuations of rainstorm rainfall and rainy days gradually expanded from southeast to northwest, northeast and southwest, and the fluctuations in southeast tended to decrease, then shrank from northwest, northeast and southwest to southeast, with the increasing fluctuations in southeast. Water resources are the basis for the sustainable development of China. However, the country is currently facing alarming water-related problems associated with its fast economic development and climate change. This editorial introduces briefly the status of its water resources research at the national level and the researcher level. It also introduces the research reported in this thematic issue to highlight its role in addressing flood and water-scarcity issues, improving water management in inland plains and supporting the sustainable development of the country. To reduce greenhouse gas (GHG) emissions and help mitigate climate change, urban water systems need to be adapted so that electrical energy use is minimised. In this study, energy data from 2011 was used to quantify energy use in China's urban water supply sector. The objective was to calculate the energy co-benefits of urban water conservation policies and compare energy use between China and other countries. The study investigated influencing factors with the aim of informing the development of energy efficient urban water infrastructure. The average energy use per cubic metre and per capita for urban water supply in China in 2011 was 0.29 kWh/m and 33.2 kWh/cap year, respectively. Total GHG emissions associated with energy use in the urban water supply sector were 7.63 MtCOe, or carbon dioxide equivalent. Calculations using these indicators showed significant energy savings could result from water conservation measures. A comparison between provinces of China showed a direct correlation between energy intensity of urban water supply and the population served per unit length of pipe. This may imply energy and emission intensity can be reduced if more densely populated areas are supplied by a corresponding pipe density, rather than by a low-density network operating at higher flow rates. This study also found that while the percentage of electrical energy used for urban water supply tended to increase with the percentage of population served, this increase was slower where water supply was more energy efficient and where a larger percentage of population was already supplied.
