Coordenação de Aperfeiçoamento de Pessoal de Nível Superior - CAPES This research refers to a study about the important role that women have in the rural area, role which is usually not well regarded and it is considered as “help”. The general objective of this research is to understand the role of family farming in generating income within the productive unit, from agroindustries’ work and handcraft activity in the town of Faxinal de Soturno – RS. In order to achieve the proposed objective, natural, social economic aspects of the aforementioned town were researched. Thereafter, the theoretical framework and the research instrument were constructed in the form of interviews. The target participants of this study are family farmers from the town of Faxinal do Soturno/RS. However, in order to develop this investigation, the extension worker, the technician from Emater, the secretary of agriculture and the coordinator of tourism and culture from Faxinal do Soturno/RS also participated in the research. In the town, there are seven agroindustries that are managed by women who contribute to generate income and to value women’s work in the family unit. There is, also, a group of artificers who produce their handcraft in order to sell in regional and local markets to generate income and as a result, their self-esteem increases. By the end of the study, it was possible to verify that both agroindustry and handcraft contribute to generate income for these women. This income is used to pay household expenses and it supports the family and also helps to boost their self-esteem, that is, another incentive for these women to increasingly expand their autonomy. Therefore, it is necessary and important that public policies related to family farming be created so these women can have opportunities and support, in addition to being protagonists of their work. Este trabalho trata de um estudo sobre o importante papel que a mulher desenvolve na área rural, que, na maioria das vezes, não possui o seu trabalho reconhecido e valorizado, sendo visto apenas como “ajuda”. O objetivo geral da pesquisa é compreender o papel da agricultora familiar na geração de renda dentro da unidade produtiva, através das agroindústrias e da atividade artesanal no município de Faxinal de Soturno – RS. Para alcançar o objetivo proposto, foram pesquisados os aspectos naturais, sociais e econômicos do município em questão, e a partir disso, foram construídos o referencial teórico e o instrumento de coleta de dados, na forma de entrevistas. Os participantes alvo desta pesquisa são as agricultoras familiares do município de Faxinal do Soturno/RS. Porém, para o desenvolvimento da pesquisa, a extensionista, o técnico da Emater do município, o secretário de agricultura do município e a coordenadora de turismo e da cultura de Faxinal do Soturno/ RS também foram participantes entrevistados. No município há sete agroindústrias que são gerenciadas pelas mulheres, que contribuem para a geração de renda e valorização do seu trabalho na unidade familiar. Existe também um grupo de artesãs, que fazem seu artesanato para comercializar nas feiras locais e regionais, gerando renda e autoestima para essas mulheres. Ao término da pesquisa, foi possível verificar que tanto a agroindústria quanto o artesanato contribuem para a geração de renda por parte da mulher. Essa renda é utilizada nas despesas da casa, contribuindo assim, na economia da família, além de gerar uma autoestima, que acaba sendo mais um incentivo para que essas mulheres busquem cada vez mais sua autonomia. Portanto, é necessário e importante existir mais políticas públicas voltadas para a agricultora familiar, pois essa tendo oportunidade e incentivo, consegue ser protagonista do seu trabalho, não ficando na invisibilidade.

The themes Defense, although uncommon in the Brazilian geographic research, are increasingly common in other areas of knowledge, particularly among anthropologists, historians, graduates of international relations, administrators and political scientists. It can therefore be a little expression of this research theme in the contemporary geography. In this sense, the present study aims to: identify and assess the extent to which military professionals, 3rd Military structure Organizations Division of the Army, in charge of the field study; and the planning and execution of military operations, know and apply the concepts of Military Geography in its operational activities. The methodological support for the organization of the dissertation will be based on the methods Observational and Monographic procedures. This study is structured as a qualitative research approach with exploratory and descriptive goals, using the Field Research and Case Study. It is hoped that the research answer the question: What is the level of knowledge and the use of military geography, professionals involved in planning and conducting military operations, as part of the Southern Military Command, responsible for a geographical area represented by the Region southern Brazil, leaning over a border region with Argentina, Paraguay and Uruguay? Os temas Defesa Nacional, embora pouco frequentes na pesquisa geográfica brasileira, são cada vez mais comuns em outras áreas do conhecimento, notadamente entre antropólogos, historiadores, bacharéis das relações internacionais, administradores e cientistas políticos. Percebe-se assim, que esta temática, é pouco expressiva na geografia contemporânea. Nesse sentido, o presente estudo pretende: identificar e avaliar em que medida os profissionais militares, das Organizações Militares da estrutura da 3ª Divisão de Exército, encarregados do estudo do terreno; e pelo planejamento e execução de Operações Militares, conhecem e aplicam os conceitos da Geografia Militar em suas atividades operacionais. A sustentação metodológica para a organização da dissertação terá por base os métodos de procedimentos Observacional e Monográfico. O presente estudo esta estruturado como uma pesquisa de abordagem Qualitativa, com objetivos exploratório e descritivo, empregando as Pesquisa de Campo e o Estudo de Caso. Espera-se com a pesquisa responder ao problema: qual o nível de conhecimento e do uso da geografia militar, dos profissionais envolvidos com o planejamento e condução de Operações Militares, no âmbito do Comando Militar do Sul, responsável por uma área geográfica representada pela Região Sul do Brasil, debruçada sobre uma faixa de fronteira com a Argentina, Paraguai e Uruguai?

This work aims to identify and think over the process of deterritorialization of the Countryside Schools of the city Dona Francisca/RS. Weaving a broad approach of the global context for the research action’s place in the city under this study, directed to education in order to better elucidate the cessation of these schools. The general purpose of this work is to understand the historical, environmental, social, economic and cultural processes that led to the deterritorialization of the Schools in the Countryside of the city Dona Francisca/RS. The specific objectives are: to identify the implementation of rural schools in the city; to verify the issues related to public policies in countryside education; and to argue about the possibilities and the limitations of permanence of the Tiradentes School in the countryside of the city Dona Francisca/RS. This research is arranged as a case study, using a qualitative approach, with observations in the communities, fieldwork, interviews, mapping and images capture. In this context, there is still a territorialized school, while the others have followed the reverse process, which means, the deterritorialization. Closed schools in the countryside denote the rural exodus, the disarticulation of the community, and disconnected public policies to the needs of working and needy population. Este trabalho busca identificar e refletir sobre o processo da desterritorialização das Escolas no Campo do município de Dona Francisca/RS, tecendo uma abordagem abrangente, do todo para o local de ação da pesquisa no município em estudo, direcionada à educação com o intuito de melhor elucidar a cessação das escolas. O objetivo geral é compreender os processos históricos, ambientais, sociais, econômicos e culturais que ocasionaram a desterritorialização das Escolas no Campo no Município de Dona Francisca/RS. Os objetivos específicos são: identificar a implantação das escolas rurais no município; verificar questões referentes às políticas públicas direcionadas à educação do campo; e argumentar sobre as possibilidades e limites da permanência da Escola Tiradentes no campo do Município de Dona Francisca/RS. A pesquisa organiza-se como um estudo de caso, em uma abordagem qualitativa, com observações nas comunidades, pesquisa a campo, entrevistas, elaborando mapeamento e captura de imagens. Nesse percurso, encontra-se uma escola territorializada, sendo que as demais seguiram o processo inverso, ou seja, a desterritorialização. Escolas fechadas do campo representam o êxodo rural, a desarticulação da comunidade e a aplicação de políticas públicas desconexas com as necessidades da população trabalhadora e mais necessitada.

This dissertation aims to discuss the contradictions between the reality of educating and teaching practices of educators, found in the process of teaching and learning at school in the field: Municipal School of Education Elementary Santo Antonio do Agudo-RS municipality. For this, a qualitative research was conducted on-site observation, semi-structured interview and questionnaire the families of students. Therefore, we sought to reflect on the importance of rural education, historical knowledge and territory then highlighting the dynamics in these knowledge and relating to the inclusion of environmental issues in the teaching-learning process, and the theory of Paulo Freire as guiding. Additionally, this work also presents some theoretical reflections about the construction and reconstruction of the territory in the farmer's perspective. It is considered that, in order to have a chance of resistance to agribusiness pressure, to which the class is submitted, it is necessary to diversify the property in order to achieve self-sufficiency. Esta dissertação objetiva discutir as contradições entre a realidade dos educandos e as práticas pedagógicas dos educadores, encontradas no processo de ensino-aprendizagem em escola localizada na zona rural do município de Agudo-RS. Para isso, foi realizada uma pesquisa qualiquantitativa com observação in loco, entrevista semiestruturada e questionário aplicado às famílias dos educandos. A pesquisa realizou-se nos anos de 2015 e 2016. Para tanto, buscou-se refletir a respeito da importância da educação do campo, saberes históricos e território, destacando a dinâmica existente nesses saberes. Relaciona-se essa problemática à questão ambiental no processo de ensino-aprendizagem. Além disso, este trabalho também apresenta algumas reflexões teóricas acerca do processo de construção e reconstrução do território na perspectiva do camponês. Considera-se que, para que se tenha uma possibilidade de resistência à pressão do agronegócio, ao qual os agricultores são submetidos, é necessário diversificar a propriedade e o currículo escolar na perspectiva da territorialização, efetivando o projeto da educação do campo.

The year of 1990 can be considered one in which the environmental issue reaches more visibility in the international arena and represents compulsory subject on the agenda. It s also during this period that, under hegemonic influence of neoliberal thinking in a context marked by the democratic restructuring, NGOs (Non Governmental Organizations) shall assume and create mechanisms for the management of "abandoned" territories by public institutions, starting to act in defense of the assumption of civil society participation in the state, assuming the role of public policies executors and supporting various forms of public services privatization, responding to the market demand. It is interesting to note that the emergence of ecological and environmentalists movements did not occur in a deserted political arena, its purposes are adding to the many social movements and popular causes that arise in response to the civilization model and exploratory force, acting as carriers of the constituent elements for the introduction of citizen's rights and citizenship. The main objective of this dissertation is to discuss the role of Non Governmental Organizations (NGOs) operating in the environmental limit of COREDE Centre of RS, based on the environmental policy of the Brazilian government after the 80's. The working sample consisted of active institutions (selected through the registration data provided by the Ministry of Justice) within the limits of COREDE Centre, considering only those who are dedicated specifically to environmental issues or working in related areas, totaling six institutions distributed among 19 counties in the Centre COREDE of the Rio Grande do Sul state. This research was based on a qualitative analysis methodology of managers and volunteers discourse analysis that belonged to the sample institutions. As a result, one can conclude that (a) the lack of a unified and updated database complicates the possibility of seeing in a clear way the relations between State and the third sector, also making harder the social control; (b) the institutions were not built through the process of social movements institutionalization; (c) mostly are functional to a corporate model consisting of neoliberal policies; (d) regarding the public policies, much of the sample was found to be consistent with the market precepts; (e) despite the environmental issue is not the central focus of many institutions, even if there were found three institutions that address this issue with actions that fill a critical and emancipatory educational practice. A década de 1990 pode ser apontada como aquela em que a questão ambiental atinge maior visibilidade no cenário internacional e se constitui tema obrigatório na agenda política. É também neste período, sob influência hegemônica do pensamento neoliberal, em um contexto marcado pela restruturação democrática, que as ONG s (Organizações Não Governamentais) passam a assumir e a criar mecanismos de gestão dos territórios abandonados pelas instituições públicas, passando a atuar na defesa do pressuposto da participação da sociedade civil no Estado, assumindo a função de executoras de políticas públicas e apoiando as várias formas de privatização dos serviços públicos, respondendo à demanda de mercado. É interessante destacar que o surgimento dos movimentos ecológicos e ambientalistas não ocorre em uma arena política deserta, seus propósitos vêm a somar aos de muitos movimentos sociais e causas populares que surgem em resposta ao modelo civilizatório e exploratório vigente, atuando como portadores dos elementos constitutivos para introdução dos direitos do cidadão e da cidadania. O objetivo central da presente dissertação consiste em discutir o papel das Organizações Não Governamentais (ONG s) ambientalistas que atuam no limite do Corede Centro do RS, com base na política ambiental do Estado brasileiro pós década de 80. A amostra de trabalho foi constituída das instituições atuantes (selecionada através dos dados cadastrais fornecidos pelo Ministério da Justiça) nos limites do Corede Centro considerando apenas aquelas que se dedicam expressamente à temática ambiental ou atuam em áreas correlatas, totalizando 6 instituições distribuídas entre os 19 municípios do Corede Centro do Rio Grande do Sul. A presente pesquisa tomou como base uma metodologia de análise qualitativa apartir da análise de discurso dos gestores e voluntários das instituições componentes da amostra. Ao final pode-se concluir que (a) a inexistência de um banco de dados unificado e atualizado dificulta ; a possibilidade de se visualizar de forma mais clara as relações entre o Estado e o Terceiro Setor, dificultando até mesmo seu controle social (b) as instituições da amostra não se constituíram a partir do processo de institucionalização dos movimentos sociais; (c) em sua grande maioria são funcionais a um modelo societário constituído pela política neoliberal; (d) quanto às politicas públicas, grande parte da amostra mostrou-se condizente com os preceitos do Mercado (e) apesar da questão ambiental não ser foco central de grande parte das instituições, mesmo constando em seu registro três instituições que abordam esta temática com ações que permeiam uma prática educativa emancipatória e crítica.

This study aims to understand the relation between the spatial organization of Palmitos / SC and production of yerba mate, over time. The exploitation of this natural resource is linked with the earliest forms of human occupation in space developed which includes the city under study. During this period played main role in determining the ways that space received from human action. Concomitantly, it is this same period that have intensified the disputes between Brazil and Argentina for that space, in a diplomatic row nominated as Question of Palmas. After the resolution of this, the Brazilian government's policies with territorial immigration geoeconomic and geopolitical interests, as evidenced by the deployment of small farms, which no strength to produce the export products to turn their production to grocery, absorbed by the demand generated by urbanization and industrialization developed in southeastern Brazil. In this context, the exploitation of mate takes a secondary role in this socio-spatial formation, in which cereal production and livestock development, especially pigs, have assumed crucial role in determining the region's economy and spatial organization. After the restructuring of production in the 1970s, in which the industry ervateira experiencing a technical improvement that increases the demand for raw material, is contributing to upgrading the product. Moreover, through the same phenomenon (restructuring productive) farmers experience a process of selectivity and marginalization, which induces the constant search for alternative production enabled the social reproduction of the same. The combination of these factors corresponds to the assumptions that account for the reintegration of the cultivation of yerba mate in the city, with high production of this statement in 1996 (Agricultural Census, 1996). To perform the study, it became necessary to understand historical and geographical formations of space developed in Palmitos / SC ervateira and peculiarities of the activity. O presente estudo objetiva compreender a organização espacial da produção de erva-mate no município de Palmitos/SC, ao longo do tempo. A exploração desse recurso natural está vinculada com as primeiras formas de ocupação humana desenvolvidas no espaço que comporta o município em estudo. Nesse período desempenhava função principal na determinação da formas que o espaço recebia da ação humana. Concomitantemente, é nesse mesmo período que se intensificaram as disputas entre Brasil e Argentina por esse espaço, num embate diplomático nominado como Questão de Palmas. Após a resolução desse, o governo brasileiro desenvolve políticas territoriais imigratórias com interesses geopolíticos e geoeconômicos, que se expressam na implantação de pequenas propriedades rurais, que sem pujança para produzirem os produtos de exportação, voltariam sua produção à gêneros alimentícios, absorvidos pela demanda produzida pelo processo de urbanização e industrialização desenvolvido no Sudeste brasileiro. Nesse contexto, a exploração da erva-mate assume papel secundário nessa formação socioespacial, na qual a produção de cereais e desenvolvimento da pecuária, sobretudo, suínos, assumiram papel primordial na determinação da economia da região e organização espacial. Após a reestruturação produtiva, na década de 1970, na qual a indústria ervateira vivencia um aperfeiçoamento técnico que eleva a demanda de matéria-prima, tem como conseqüência a valorização do produto. Por outro lado, através do mesmo fenômeno (reestruturação produtiva) os produtores rurais vivenciam um processo de seletividade e marginalização, que induz a constante busca de alternativas de produção para viabilizaram a reprodução social dos mesmos. A combinação desses fatores corresponde aos pressupostos explicativos para a reinserção do cultivo da erva-mate no município, com elevada declaração de produção desse no ano de 1996 (Censo Agropecuário, 1996). Para efetuar o estudo, tornou-se necessário o entendimento histórico-geográfico das formações espaciais desenvolvidas em Palmitos/SC e peculiaridades da atividade ervateira.

Coordenação de Aperfeiçoamento de Pessoal de Nível Superior The formation processo of the latifundium in Rio Grande do Sul is directly related to the history of occupation and settlement of the space gaucho. It is highlighted that it was through the sesmarias that the latifundia appeared, that were lands distributed unequally, always in favor of detainers of great incomes, contributing to the earth concentration. The latifundium resisted economically and politically while the extensive livestock represented the base of the State s economy with the charqueadas and, later, with the freezing companies. However, with the decadence of that economical segment, because of the prices conjunctures and commercialization unfavorable to the livestock in Rio Grande do Sul, the latifundium has it gradual economical decadence, but it doesn´t decrease in earth concentration, at most, this segment incorporates more capital to earth through the practice of the lease to the managerial farming. This way, this present research has as central concern analyzing the formation process and the factors that allowed the permanence of latifundium in Geographical Microregion of the Campanha Central, that includes the districts of Rosário do Sul, Santa Margarida do Sul, Santana do Livramento e São Gabriel, front to the consolidation of new interests in the Rio Grande do Sul economy. Specifically, the research aimed at: (a) characterizing the process of formation of the latifundium in Rio Grande do Sul; (b) verifying the role of the latifundium, front to the consolidation of the new economical conjunctures, and also identifying is respective exploration form, in the four territorial units that compose MRG of the Campanha Central and, (c) establishing the factors that allowed the performanence of latifundium, in the Geographical Microregion of the Campanha Central, and the perspectives for this cut space front to the new economical factors. In what is referred to the investigative process, the work was divided in fundamental phases for the development of the thematic. Firstly, we tried to accomplish a wide bibliographical revision in seeking for theoretical subsidies on the proposed problem. Later, the research turned to the data collection in primary sources (fieldwork) and secondary through statistical data (IBGE and FEE). The field research based on two different instruments, addressed the representatives of the offices of EMATER in the municipal districts of the MRG and, to the municipal agriculture secretaries. The final phase was constituted in the analysis and interpretation of the data obtained during the fieldwork, the bibliographical research and the research in the statistical organs. As obtained results, it is observed that the current social economic transformations are originating new formas of economical appropriation of latifundia in MRG of the Campanha Central. Latifundia are not anymore, at least not exclusively, explored with the extensive livestock, because through the leases, the great properties the managerial farming of rice and soy penetrate. It is also highlighted that more recently, due to the sales of lands for the accomplishment of the forestation, the great properties watch the insert of the eucalyptus planting and pinus, is areas, previously occupied, only with the extensive creation of cattle. However, that spreading in relation to the economical use of the latifundia is still insufficient to determine a significant change in the agrarian structure, because the leases and the development form in great areas of forest activity contribute to the maintenance of the earth concentration. O processo de formação do latifúndio no Rio Grande do Sul está diretamente relacionado aos antecedentes históricos de ocupação e povoamento do espaço gaúcho. Destaca-se que foram através das sesmarias que surgiram os latifúndios, que eram terras distribuídas desigualmente, sempre favorecendo aos poucos detentores de grandes rendas, contribuindo para a concentração da terra. O latifúndio resistiu econômica e politicamente enquanto a pecuária extensiva representava a base da economia do Estado com as charqueadas e, posteriormente, com os frigoríficos. Entretanto, com a decadência desse segmento econômico, em face de conjunturas de preços e comercialização desfavoráveis à pecuária gaúcha, o latifúndio tem sua gradativa decadência econômica, mas não diminui em concentração de terra, no máximo, esse segmento incorpora mais capital a terra através da prática do arrendamento à lavoura empresarial. Desse modo, a presente pesquisa tem como preocupação central analisar o processo de formação e os fatores que permitiram a permanência do latifúndio na Microrregião Geográfica da Campanha Central, que compreende os municípios de Rosário do Sul, Santa Margarida do Sul, Santana do Livramento e São Gabriel, frente à consolidação de novos interesses na economia gaúcha. Especificamente, a pesquisa objetivou: (a) caracterizar o processo de formação do latifúndio no Rio Grande do Sul; (b) verificar o papel do latifúndio frente à consolidação de novas conjunturas econômicas, além de identificar a sua respectiva forma de exploração, nas quatro unidades territoriais que compõem a MRG da Campanha Central e, (c) estabelecer os fatores que permitiram a permanência do latifúndio, na Microrregião Geográfica da Campanha Central, e as perspectivas para este recorte espacial frente aos novos atores econômicos.No que se refere ao cominho investigativo, o trabalho dividiu-se em fases fundamentais para o desenvolvimento da temática. Primeiramente, procurou-se realizar uma ampla revisão bibliográfica, buscando-se subsídios teóricos sobre o problema proposto. Posteriormente, a pesquisa direcionou-se para a coleta de dados em fontes primárias (trabalho de campo) e secundárias através de dados estatísticos (IBGE e FEE). A pesquisa de campo baseou-se em dois instrumentos distintos, direcionados aos representantes dos escritórios da EMATER nos municípios da MRG e, aos secretários municipais da agricultura. A fase final constituiu-se da análise e interpretação dos dados obtidos durante o trabalho de campo, a pesquisa bibliográfica e a pesquisa nos órgãos estatísticos. Como resultados obtidos, observa-se que as transformações socioeconômicas atuais, estão imprimindo novas formas de apropriação econômica dos latifúndios na MRG da Campanha Central. Esses não são mais, exclusivamente, explorados pela pecuária extensiva, pois através dos arrendamentos, penetra nas grandes propriedades a lavoura empresarial com o arroz e a soja. Destaca-se, também, que mais recentemente, em decorrência das vendas de terras para a realização do florestamento, as grandes propriedades assistem à inserção do plantio de eucalipto e pinus, em áreas, anteriormente ocupadas, somente com a criação extensiva de gado. Entretanto, essa desconcentração quanto ao uso econômico dos latifúndios ainda é insuficiente para determinar uma mudança significativa na estrutura fundiária, pois os arrendamentos e a forma de desenvolvimento em grandes áreas da atividade florestal contribuem ativamente para a manutenção da concentração da terra.
