In the process of global urban development, there are urgent ecological security and environmental pollution problems, green development is the fundamental way for urban sustainable development, economic transformation and mitigation of ecological and environmental problems. Based on the panel data of 283 cities at prefecture level and above in China from 2003 to 2017, this paper analyzes spatial–temporal evolution characteristics of urban green development efficiency (UGDE) and the peer effects of UGDE between cities of different grades. It is found that during the study period, in terms of temporal evolution, the average UGDE in China increased from 0.47 in 2003 to 0.61 in 2017, with a cumulative growth rate of 29.79%, showing a rising trend in general. In terms of spatial evolution, the number of low-efficiency cities and medium-efficiency cities continued to decrease. The eastern region has always been the main distribution area of higher-efficiency cities and high-efficiency cities; in the central region, UGDE in most cities improved significantly; in the western region, UGDE has always lagged behind that in the eastern and central regions. In addition, the center of gravity of UGDE presented a trend of northwest migration in general, with a total displacement of 100.07 km, and UGDE showed a spatial dispersion trend. The empirical results indicate that the improvement of UGDE in large cities has a driving effect on that in neighboring medium cities and small cities through the positive peer effect, and the growth of UGDE in medium cities has a promoting effect on that in neighboring small cities through the positive peer effect; the increase of UGDE in medium cities has a positive peer effect on that in neighboring large cities, and the growth of UGDE in small cities has a positive peer effect on that in neighboring medium cities; UGDE promotes each other between large cities through the positive peer effect. The paper discusses the effects of the digital economy on highquality urban development and its mechanism. Theoretically, the digital economy can empower high-quality development by boosting entrepreneurial vitality. Empirically, the paper measures the overall level of the digital economy and high-quality development of the 222 Chinese cities at and above the prefecture level during 2011–2016, depicts the entrepreneurial vitality of the cities with the microscopic data of the business registration information and makes quantitative analysis on this basis. The result shows: Digital economy has remarkably improved high-quality development and this conclusion still exists after the robustness test selecting historical data as the instrumental variables and the Broadband China pilot policy as the quasi experiment. The analysis of the mechanism of action indicates that encouraging public entrepreneurship is an important mechanism of the digital economy to release the dividend of highquality development. Finally, thanks to the threshold model and the spatial model, it is found that the positive effect of the digital economy has the characteristics of nonlinear increment and spatial spillover of the “marginal effects.” The research of the paper stimulates the reasons for high-quality development and the understanding of the effects, mechanisms and regional differences of high-quality development empowered by the digital economy. This paper uses Baidu migration data to obtain the intercity trips between cities in China. Taking intercity travel as a functional connection between cities, taking into account the internal and external intercity travel connections of urban agglomerations, an improved rank scale distribution method was used to quantitatively measure the form and function of the Beijing-Tianjin-Hebei, Yangtze River Delta, Pearl River Delta, middle reaches of the Yangtze River, Chengdu-Chongqing, Central Plains, Guanzhong, and Harbin-Changchun urban agglomerations. It is found that, firstly, there are differences in the Functional Polycentricity presented by the internal and external connections of urban agglomerations, which are related to the economic development of urban agglomerations and central cities. Secondly, there are differences between Morphological Polycentricity and Functional Polycentricity of the eight urban agglomerations measured by the internal and external connections, indicating that the external connections have a significant impact. The internal and external connections of urban agglomerations are important functional connections of urban agglomerations. The study of urban agglomerations should not ignore the internal or external connections, and the overall consideration can more comprehensively reflect the polycentric characteristics of urban agglomerations. Rapid economic development has led to urban sprawl and threatens river systems. In this paper, we used geographic information system (GIS) techniques to examine the effects of urbanisation on the water resources of the Yanggong River watershed in Lijiang City, and analysed the temporal changes in river systems and their impacts on watershed ecosystem functions. The total length of the river systems in the Yanggong River watershed decreased from 786.9 km in 1995 to 674.2 km in 2009 and is predicted to continue to decrease by 35.5 km in the next 11 years according to various data sources. The decrease in river system density started in the Old Town of Lijiang and gradually spread to the surrounding areas. Our analysis shows that urbanisation is failing to take into account the impacts on river systems and their functions, which could cause a reduction in the size of the river systems and degradation of watershed ecosystem functions in the Yanggong River watershed of Lijiang City. It is suggested that protecting the natural river network and making full use of the advantages of the distinctive terrain in the Yanggong River watershed could contribute to the sustainability of urban development in Lijiang City. Background: China's 35 largest cities, including Wuhan, are inhabited by approximately 18% of the Chinese population, and account for 40% energy consumption and greenhouse gas emissions. Wuhan is the only sub-provincial city in Central China and, as the eighth largest economy nationwide, has experienced a notable increase in energy consumption. However, major knowledge gaps exist in understanding the nexus of economic development and carbon footprint and their drivers in Wuhan. Methods: We studied Wuhan for the evolutionary characteristics of its carbon footprint (CF), the decoupling relationship between economic development and CF, and the essential drivers of CF. Based on the CF model, we quantified the dynamic trends of CF, carbon carrying capacity, carbon deficit, and carbon deficit pressure index from 2001 to 2020. We also adopted a decoupling model to clarify the coupled dynamics among total CF, its accounts, and economic development. We used the partial least squares method to analyze the influencing factors of Wuhan's CF and determine the main drivers. Results: The CF of Wuhan increased from 36.01 million t CO2eq in 2001 to 70.07 million t CO2eq in 2020, a growth rate of 94.61%, which was much faster than that of the carbon carrying capacity. The energy consumption account (84.15%) far exceeded other accounts, and was mostly contributed by raw coal, coke, and crude oil. The carbon deficit pressure index fluctuated in the range of 8.44–6.74%, indicating that Wuhan was in the relief zone and the mild enhancement zone during 2001–2020. Around the same time, Wuhan was in a transition stage between weak and strong CF decoupling and economic growth. The main driving factor of CF growth was the urban per capita residential building area, while energy consumption per unit of GDP was responsible for the CF decline. Conclusions: Our research highlights the interaction of urban ecological and economic systems, and that Wuhan's CF changes were mainly affected by four factors: city size, economic development, social consumption, and technological progress. The findings are of realistic significance in promoting low-carbon urban development and improving the city's sustainability, and the related policies can offer an excellent benchmark for other cities with similar challenges. Abstract: China’s rapid growth over the last three decades has attracted much academic attention. In the post-reform era, economic growth has been paralleled by rapid urbanization. China’s urbanization experience has been shaped heavily by the state through national urban policies as well as through local administrative means. Much has been written about large Chinese cities in the more developed coastal regions, such as Beijing, Shanghai and Guangzhou, but little is known about the process of city-making in medium-sized and small Chinese cities, especially those in the less developed central and western regions of the country. This paper sheds light on the processes of urban transformation in Hebi, a medium-sized inland city in Henan Province, emphasizing the critical role that the local state has played in city-making, the mechanisms and processes of change, and the resultant impacts on the city. As a mining city, Hebi has been threatened by depleting natural resources. To invigorate the city, a new city center has been built to attract new enterprises. Through intensive interviews and fieldwork conducted in 2007 and 2008, we examine what the city government of Hebi has done to turn the newly constructed urban space into a new administrative and economic center of the city. With the establishment of new enterprises, the local economy has been diversified, although coal continues to be a major component of Hebi’s economy. The role of the local state in the production and development of the new urban space is direct and forceful. As local state policies on urban development have been implemented by strong administrative means, we conceptualize the contemporary Chinese model of urbanization as “administrative urbanization”. One problem with this kind of state-dominated urbanization and city-making is that the needs of the people are not fully considered, and it is unclear who the major beneficiaries are. More case studies are needed to determine how economic and political forces are driving China’s land-based urban development, the extent to which local states are understood as entrepreneurial, profit-seeking and pro-growth, the relationship between the local state and other stake-holders in local urban development, and who has benefited from administrative urbanization. As societal interaction and combination play a vital role in shaping spatio-temporal development paths, meta-theories of uneven development should give way to a relational meta-theory of uneven and combined development (U&CD). U&CD examines at multiple levels of abstraction not just internal causal mechanisms governing the trajectories of individual societies but also causal mechanisms deriving from societal interaction in a world of multiple unevenly developed societies and multiple development pathways. As a consequence it helps explain geographical differentiation and the multiplicity, hybridity and multilinearity of processes of development. As U&CD examines the roles of ideal and efficient causes and causal laws, it also entails revitalized social science and political economy approaches in geography and urban and regional development studies. To demonstrate the indispensability of analyses of the role of societal interaction and the explanatory significance of the theory of U&CD, a series of longue-durée vignettes explore their role in explanations of the spatio-temporality of the decline and subsequent return of China in a changing and interdependent world. Cities with great government capacity are expected to become more effective in mobilizing resources and promoting urban economic development than other cities. While urban government capacity is important in its own right, its size structure across nearby cities is crucial because multiple channels wherein local governments generate externalities beyond their jurisdictions are present. By quantifying urban government capacity and regional size structure across Chinese cities in 2010, I examine the direct effect of a city's government capacity on its economic performance and the indirect effect of the urban government capacity's size structure among neighboring cities. Our analysis confirms that urban government capacity has a positive and significant effect on urban economic performance, and cities exhibit better economic performance in regions that have a leading city in urban government capacity than in regions where urban government capacity is relatively evenly distributed. Further examination suggests that the effect of urban government capacity on economic performance is stronger for cities in monocentric regions than in other regions. [ABSTRACT FROM AUTHOR]

An urban agglomeration (shorted as UA) is a highly developed spatial form of integrated city and an important driving force for regional economic development. The network of UA mainly reflects the spatial connections and organizational structure of all cities, which is of great significance for understanding the development status of UAs and revealing their development laws. However, there are few horizontal studies comparing the network structure of China's UAs. This study constructs the economic network of China's eight UAs with the gravity model and explores the overall network structure and city centrality using indicators in network analysis. Then, two groups of UAs with similar network structures are compared. Finally, the association between the gravity model and empirical data is discussed. The results show that the spatial pattern of cities in UAs can be expressed by the gravity model approximately. Besides, UAs with different development levels present different spatial network structures, but the network structures cannot reflect the development levels of UAs directly. With the pursuit for global competitiveness and economic growth, Chinese cities have recorded massive urban land expansion. This article examines the effects of development policies and economic restructuring on urban land expansion in China through a case study of Nanjing, representing the rapidly growing and globalizing coastal cities in China. Wei investigate the development process and changing contents of government policies, and analyze development zones and key projects as privileged, trait making, and even path-breaking elements of the development process. We highlight the transition and paradox of the Chinese state in the urban development process, and the broad contexts underlying urban land expansion in Chinese cities. We see urban expansion in China as a process largely responding to top-down policy change and economic transition initiated by the central government. We hold that the role of the state has to be analyzed to understand urban transformation and land expansion, moving beyond local factors of accessibility and feasibility. Development-zone and project fevers, and lagging administrative reforms, however, have made Chinese cities heavy with debt and led to wasteful development, corruption, and social unrest in China. Characteristic towns have emerged along with China's economic and social development. As a new model of small-town development, they have played an essential role in promoting industrial transformation and upgrade, improving the living environment, and promoting regional innovation and development. Accurate identification of the expansion characteristics of National Characteristic Towns (NCTs) is vital for optimizing the spatial layout of characteristic towns and adjusting the policies of characteristic towns. This study used a dataset on nighttime light to identify expanding NCTs and measure their expansion from 2000 to 2020. In total, 233 expanding NCTs were identified, accounting for 58.25% of the NCTs in China. The areas with the most significant intensity of expansion are primarily located in the East, South, and North economic regions. The critical period of NCTs expansion primarily occurred in the periods 2008–2011 and 2011–2014. Our results show that NCTs are highly consistent with the spatial distribution of urban agglomerations, and the development of NCTs is inherently related to the development of urban agglomerations in the region. The implementation of NCT policies has significantly promoted the development of NCTs in the Central and Western economic regions, which face challenging development issues and differ from those in the Eastern region. Economic and population growth increasingly threaten the sustainable development of world heritage sites. Given the lack of emphasis on the notion of sustainable development for cultural (and, to a lesser extent, natural) diversity in planning development in and around such sites, the notions of sustainability and heritage need to be combined in a conceptual perspective. The need for such an integrated approach and possibilities for it are explored in this Special Issue, with a focus on Lijiang City (China), a famous tourist city with UNESCO world heritage status due to rich cultural and natural diversity. The city is experiencing rapid development, characterised by human population growth, natural/cultural attractions and socio-economic pressure. Tourism development in Lijiang City has resulted in urbanisation, which alters the existing landscapes and threatens the integrity of the world heritage. Tourism development as currently practiced is unfavourable to the health of the industry in the long term. This self-contradictory mechanism explains the major conflict between short-term destructive development and sustainable development in Lijiang City. By reviewing 15 studies, this Special Issue highlights the economic, tourism and ecological challenges in sustainable development of Lijiang City and its surrounding area, and suggests a variety of solutions, including green spaces, digital technology in heritage protection, climate-sensitive land resource planning, etc. This preliminary work will provide a useful focus for sustainable development studies and assessment of performance of Lijiang City to both researchers and administrators, and will contribute to sustainable development of world heritage areas in China and elsewhere.
