Antarctica is a crucial regulator of the world's climate, and as environmental security permeates global security, using Antarctic science to better understand climate is becoming increasingly pressing. Although the Australian Government has recognised that climate change poses 'a current and existential national security' threat and has acknowledged Antarctica's importance regarding the earth's global climate system, the focus of Australia's intelligence community pertaining to Antarctica currently remains restricted to upholding the military-security and diplomatic goals of the Antarctic Treaty System (ATS). This current focus aims to hedge against the possibility of conflict on, or over, the frozen continent via 'working the ATS', however, this paper argues that Antarctic climate science holds a greater capacity to deliver security outcomes for Australia. Antarctic climate science offers opportunities regarding intelligence for Antarctica, that is, securing Australia's Antarctic interests, as well as regarding intelligence from Antarctica; by enhancing natural disaster preparedness, bolstering broader strategic planning, as well as furthering diplomacy and the legitimisation of Australia's leadership on, and over, the frozen continent. It is recommended that the Commonwealth Government establish a climate intelligence working group to ensure the utility of climate science to security and intelligence is realised. There has been a global trend away from delivering 'climate information' towards producing 'climate services' for decision-makers. The rationale for this shift is said to be the demand for timely and actionable climate knowledge, whilst the means of its delivery involves a shift from public good to more privatised forms of climate science. This paper identifies important implications of this shift to climate services by examining the role of consultants, drawing on an in-depth study of adaptation consultants in Australia. The role of consultants is instructive, not just because these private sector experts are engaged in climate services, but also because publicly funded climate science agencies are increasingly encouraged to behave as consulting firms do. Four imperatives of knowledge businesses—to be client-focussed, solutions-oriented, resource-efficient and self-replicating—are described. The paper argues that an emphasis on climate services shifts the incentives for climate science away from the public interest towards the ongoing pursuit of profit. There is a subsequent diversion of effort away from publicly accessible and transparent climate information to private knowledge for discrete clients. Climate services also emphasise knowledge for climate solutions as opposed to the politically charged identification of climate risks. The paper concludes with a warning that the trend towards climate services undermines the knowledge required for societies to adequately respond to the scale, speed and severity of climate change. Scientific warnings about impending climate disaster and experts' advocacy for more and better climate science have been largely unsuccessful for advancing evidence-based policy in Australia. Continuing expectations to the contrary stem from a reliance on the supposed ability of science to prime political understandings of climate change. This paper shows how scientists undermine this 'deficit model' ideal by conflating types and uses of evidence and expertise in policymaking. These tactics are unconvincing for conservative opponents, for whom climate science is far from the last word on what climate change means. This paper examines experts' rhetorical tactics through the eyes of conservative policymakers and, thereby, proposes a strategy more likely to effect resilient climate adaptation and mitigation policies in Australia. Early adolescence (12–13 years old) is a critical but under-researched demographic for the formation of attitudes related to climate change. We address this important area by exploring adolescent views about climate change. This paper presents opinions collected from surveys of 463 1st-year secondary school students (12–13 years old) in public secondary schools in inner-urban centres in Austria and Australia on whether climate change is (1) something about which to worry, (2) caused by humans and (3) happening now. Eligible respondents in both countries showed similar levels of agreement that climate change was probably or definitely something we should (1) worry about (84.6% Austria, 89.1% Australia), which is significantly higher than either country's adult population. Eligible respondents agreed that climate change probably or definitely is (2) caused by humans (75.6% Austria, 83.6% Australia) and that climate change is probably or definitely something that is (3) happening now (73.1% Austria, 87.5% Australia). Their response differed from the respective adult populations, but in opposite directions. Our results suggest that socio-cultural worldview may not have as much influence on this age group as it does on the respective adult populations and suggests that this age group would be receptive and ready for climate science education and engagement initiatives. There has been a growing focus on uncertainty as a distinct concept in the risk literature. This paper is concerned with how those involved in the design and implementation of climate change policy conceptualize risk and uncertainty. Based on interviews with policy and industry elites in Australia, China and the UK, it finds that participants did not distinguish between "risk" and "uncertainty" in their conceptualization of climate threats. For the majority of them, politics was the most significant source of risk and uncertainty in climate policy, but delegation of otherwise political decisions to the market was seen as the best solution. The conclusion suggests that the conceptual distinction between risk and uncertainty is less important, for policy and industry elites, than the need to develop mechanisms that account for both persistent scientific uncertainties as well as interpretive and moral ambiguities in climate policy design and implementation. Tourism is widely acknowledged as a key contributor to climate change, but it remains unclear how the tourism industry has been planning for climate change in practice. This paper conducts the most comprehensive critical review of Australia's tourism policy and planning documents to date. The paper explores the complex challenges posed by climate change to tourism and how tourism policy has been adapting over a 15-year period. Drawing on a longitudinal data-set of 477 Australian tourism policy and planning documents at the national, state, regional and local level, this research analyses the strategic discourse on climate change using content analysis and bibliometrics. The findings reveal opportunities, challenges and strategies for the tourism industry to contribute to the sustainable management of climate change. Opportunities include developing more “green” products, while strategies include establishing and/or participating in collaborative climate change schemes and strengthening dialogue surrounding climate change to aid the implementation of sustainable practices. Future research should consider the broader policy-making environment, such as the stakeholders, power and interest dynamics when analysing tourism strategies in relation to climate change. Pride in Australia's extreme climate has long been a part of Australia's national identity. Today, climate continues to be enrolled in a range of nationalistic projects, including the (re)development of climate science and other responses to climate change. In this paper, we outline some of the contours of the 'Australian national climate', claims to know it, and four idealised responses to it: bounce back, dismissal, endurance, and migration. We argue that the deeply cultural framing of climate in Australia-in particular, Australians' emphasis on the climate's inherent variability and unknowability, and their own historical adaptability-is being exploited by the federal government and hampering climate change mitigation nationally. Anticipatory governance is emerging in the literature and practice as a form of decision-making which attempts to deal with climate change complexities and uncertainties. Underpinning the anticipatory governance approach to decision-making is a three-step process which includes future analysis, flexibility of strategies and monitoring and action. This paper adopts the anticipatory governance and its three-step approach as a framework to investigate two Australian local government adaptation initiatives. It discusses the challenges local governments face in taking the lead through anticipatory governance to address climate change adaptation in their planning efforts. Abstract: Building adaptive reuse plays a critical role in emissions reduction and supports global climate protection. Thus, the designing of future buildings with embedded adaptive reuse potential is a useful criterion for sustainability. This paper describes the development of a new rating tool known as adaptSTAR, which offers holistic and unified design criteria suitable for assessing the adaptive reuse potential of future buildings. The findings show that criteria can be identified and weighted according to physical, economic, functional, technological, social, legal and political categories to calculate an adaptive reuse star rating. In addition, this paper reports on the first stage of the research methodology used in the initial development of the rating tool and concludes with some preliminary observations from 12 selected successful case studies in New South Wales (NSW) and Melbourne, Australia. It is now broadly acknowledged that climate change due to an enhanced Greenhouse Effect is underway and such change will have major implications for our societies and environments. This paper outlines a pedagogical approach devised to encourage learning and critical thinking about climate change. A constructivist approach to teaching and learning is applied to stimulate analysis of potential impacts of climate change on systems familiar to secondary school students in South Australia. The problem-based method guides students through a conceptualisation of the implications of environmental change. Students at Woodcroft College, when given the opportunity to examine the potential climate change impacts on a local coastal ecosystem, found the method to be both challenging and engaging. The exercise concluded with students discussing possible personal behavioural and broader societal responses to reduce the impacts of future climate change. This paper examines conservation objectives in Australian law in the context of climate change. The rate of climate change and the scale and extent of its impacts on natural systems drive the need to re-evaluate current conservation objectives, from basic concept definitions, to overarching goals and values, to the way they are operationalized at all levels. We outline the case for reform of objectives in the legal framework for conservation and discuss three key strategies that would facilitate this transition: (1) acknowledgment in conservation law of system dynamism; (2) focus on ecosystem function, stability, and resilience; and (3) an explicit recognition that systems operate across multiple scales. Law reform is a slow process, but the potential of climate change to drive transformational changes means that urgent action is needed to overcome the limitations of current objectives and in the legal framework itself. Species distribution models (SDMs) are an effective way of predicting the potential distribution of species and their response to environmental change. Most SDMs apply presence data to a relatively generic set of predictive variables such as climate. However, this weakens the modelling process by overlooking the responses to more cryptic predictive variables. In this paper we demonstrate a means by which data gathered from an intensive animal trapping study can be used to enhance SDMs by combining field data with bioclimatic modelling techniques to determine the future potential distribution for the koomal (Trichosurus vulpecula hypoleucus). The koomal is a geographically isolated subspecies of the common brushtail possum, endemic to south-western Australia. Since European settlement this taxon has undergone a significant reduction in distribution due to its vulnerability to habitat fragmentation, introduced predators and tree/shrub dieback caused by a virulent group of plant pathogens of the genus Phytophthora. An intensive field study found: 1) the home range for the koomal rarely exceeded 1 km in in length at its widest point; 2) areas heavily infested with dieback were not occupied; 3) gap crossing between patches (>400 m) was common behaviour; 4) koomal presence was linked to the extent of suitable vegetation; and 5) where the needs of koomal were met, populations in fragments were demographically similar to those found in contiguous landscapes. We used this information to resolve a more accurate SDM for the koomal than that created from bioclimatic data alone. Specifically, we refined spatial coverages of remnant vegetation and dieback, to develop a set of variables that we combined with selected bioclimatic variables to construct models. We conclude that the utility value of an SDM can be enhanced and given greater resolution by identifying variables that reflect observed, species-specific responses to landscape parameters and incorporating these responses into the model. The Murray dairy region produces approximately 1.85 billion litres of milk each year, representing about 20 % of Australia's total annual milk production. An ongoing production challenge in this region is the management of the impacts of heat stress during spring and summer. An increase in the frequency and severity of extreme temperature events due to climate change may result in additional heat stress and production losses. This paper assesses the changing nature of heat stress now, and into the future, using historical data and climate change projections for the region using the temperature humidity index (THI). Projected temperature and relative humidity changes from two global climate models (GCMs), CSIRO MK3.5 and CCR-MIROC-H, have been used to calculate THI values for 2025 and 2050, and summarized as mean occurrence of, and mean length of consecutive high heat stress periods. The future climate scenarios explored show that by 2025 an additional 12-15 days (compared to 1971 to 2000 baseline data) of moderate to severe heat stress are likely across much of the study region. By 2050, larger increases in severity and occurrence of heat stress are likely (i.e. an additional 31-42 moderate to severe heat stress days compared with baseline data). This increasing trend will have a negative impact on milk production among dairy cattle in the region. The results from this study provide useful insights on the trends in THI in the region. Dairy farmers and the dairy industry could use these results to devise and prioritise adaptation options to deal with projected increases in heat stress frequency and severity. Since the mid-1970s the climatic changes that have taken place in southwest Western Australia have generated a variety of impacts, the most prominent of which is a reduction in dam inflows of at least 50 percent. These impacts were the catalyst for the formation of the Indian Ocean Climate Initiative in 1998, a research partnership between two national research organizations and several state government departments and agencies. This paper describes the key scientific findings of the Initiative with respect to the nature of the climatic changes that have taken place within the region, explores the factors that might have caused these changes, and describes the most recent climate projections for the region. We reflect on the factors leading to the rapid acceptance of the research outcomes from the Initiative, the impact of the Initiative on policy development across Australia and its likely evolution post-2006. In this paper, I explore the Australian Government's approach to international cooperation regarding global climate change from its emergence as an international political issue in the late 1980s to the present. In particular, I reflect on the ethical assumptions underpinning Australia's approach, and the ethical arguments invoked to justify Australia's stance on climate change. I argue that Australia's position has regressed from support for the central ethical principles (here defined as distributive and retributive justice) underpinning the climate change regime to an ultimate rejection of these principles. This regression is concerning for what it tells us about the Howard Government's conception of ethical responsibility in global politics. Further, and in light of the entry into force of the Kyoto Protocol in 2005, it is concerning given its potential to undermine meaningful international cooperation on a complex but pressing environmental issue. With policy and legislative developments for the mitigation of climate change advancing apace, there has been little consideration given to the interactions, both positive and negative, that such instruments are likely to have with other forms of existing environmental management. Australia in particular has a number of environmental problems such as dryland salinity, biodiversity loss and general land management that will be directly impacted by climate change, and the instruments used to try and control its impacts.
