With global action being outpaced by climate change impacts, communities in climate-vulnerable countries are at increased risk of incurring climate-induced losses and damages. In the last few years, disasters from extreme weather events such as typhoons have increased and have breached records, with typhoon Haiyan being the strongest ever typhoon to make landfall. Such an event solicited global compassion and altruism where Canada and the USA, apart from doling out traditional humanitarian aid, also offered immigration relief opportunities to typhoon Haiyan victims who have familial connections to their residents. Drawing from these immigration relief interventions, this paper uses a sociopolitical approach in proposing a climate humanitarian visa that would be offered to climate change victims on the basis of transnational family networks and skilled labor. Noting that several countries such as in Europe have demographic deficits and labor shortages, such a scheme would benefit both climate change victims and receiving countries. To counter the risk of selective compassion against economically trapped populations, potential receiving countries could provide skills upgrading geared toward addressing their labor shortages through their existing development programs. While migration is only one strategy in a spectrum of responses to climate change impacts, a climate humanitarian visa could provide climate change victims a legal choice for mobility while invoking altruism, hospitality, and compassion from potential receiving countries, whether or not they historically cause climate change. A wealth of pre-Confederation weather and climate observations were recorded in Canada by individuals and institutions during both the French and British empires. This scientific heritage came about for a number of reasons. For instance, the Hudson's Bay Company wanted to reduce operating costs by having their posts in Canada's north-west become self-sufficient in agriculture. Others wished to save lives from cholera or shipwrecks, or to satisfy curiosity about the ever-present debate concerning anthropogenic climate change. Today, historical climate observations can be found in many diverse locations. Despite our rich scientific heritage, turning archival paper and ink observations into scientific data remains an enormous technical challenge. This challenge falls to our generation, both to use this heritage to investigate the historical context of current climate change and variability, and to use the digital resources in development today to safeguard our scientific heritage for future generations. While climate scientists have developed high resolution data sets on the distribution of climate risks, we still lack comparable data on the local distribution of public climate change opinions. This paper provides the first effort to estimate local climate and energy opinion variability outside the United States. Using a multi-level regression and post-stratification (MRP) approach, we estimate opinion in federal electoral districts and provinces. We demonstrate that a majority of the Canadian public consistently believes that climate change is happening. Belief in climate change’s causes varies geographically, with more people attributing it to human activity in urban as opposed to rural areas. Most prominently, we find majority support for carbon cap and trade policy in every province and district. By contrast, support for carbon taxation is more heterogeneous. Compared to the distribution of US climate opinions, Canadians believe climate change is happening at higher levels. This paper contributes to the literature on Indigenous health, human dimensions of climate change, and place-based dimensions of health by examining the role of environment for Inuit health in the context of a changing climate. We investigated the relationship between one key element of the environment – sea ice – and diverse aspects of health in an Inuit community in northern Canada, drawing on population health and health geography approaches. We used a case study design and participatory and collaborative approach with the community of Nain in northern Labrador, Canada. Focus groups (n = 2), interviews (n = 22), and participant observation were conducted in 2010–11. We found that an appreciation of place was critical for understanding the full range of health influences of sea ice use for Inuit. Negative physical health impacts were reported on less frequently than positive health benefits of sea ice use, which were predominantly related to mental/emotional, spiritual, social, and cultural health. We found that sea ice means freedom for sea ice users, which we suggest influences individual and collective health through relationships between sea ice use, culture, knowledge, and autonomy. While sea ice users reported increases in negative physical health impacts such as injuries and stress related to changing environmental conditions, we suggest that less tangible climate change impacts related to losses of health benefits and disruptions to place meanings and place attachment may be even more significant. Our findings indicate that climate change is resulting in and compounding existing environmental dispossession for Inuit. They also demonstrate the necessity of considering place meanings, culture, and socio-historical context to assess the complexity of climate change impacts on Indigenous environmental health. Rationale Intersectoral action (ISA) has been at the forefront of public health policy discussions since the 1970s. ISA incorporates a broader perspective of public health issues and coordinates efforts to address the social, political, economic and environmental contexts from which health determinants operate and are created. Despite being forwarded as a useful way to address and treat complex or 'wicked' problems, such policy issues are still often addressed within, rather than across, disciplinary silos and ISA has been documented to fail more often than it succeeds. Aims and objectives This paper contributes to an understanding of ISA by outlining and applying critical systems heuristics (CSH) theory and methods. Methods CSH theory and methods are described and discussed before applying them to the example of addressing climate change and health equity through public health practice. Results CSH thinking provides useful tools to engage stakeholders, question relations of power that may exist between collaborating partners, and move beyond power inequalities that guide ISA initiatives. Conclusions CSH is a compelling framing that can improve an understanding of the collaborative relationships that are a prerequisite for engaging in ISA to address complex or 'wicked' policy problems such as climate change. Abstract: When planning the acquisition of new palaeo proxy data for reconstructing past climates, many factors influence the decision of where the proxies are to be collected. One such influence is the likelihood of recording a significant climate change relative to the modern. Another consideration, which is less often considered, is the desire to target regions in which there is significant uncertainty in numerical model predictions of past climate change. New proxy data in these regions enables a more rigorous test of model simulations, and results in better constraints on the various boundary conditions used to force the models. In this paper we present a methodology for targeting new palaeo proxy data, based on model simulations. We use the terrestrial late Miocene (11.6 to 5.3 Ma) as a case study. The late Miocene climate provides insights into future climate behavior, as it is believed to have been considerably warmer than the modern. We carry out a suite of late Miocene atmosphere-only General Circulation Model simulations, which we initially evaluate relative to an example dataset of terrestrial temperature and precipitation. In terms of targeting future data acquisition, we locate those regions in the model which exhibit the largest change in temperature and/or precipitation relative to the pre-industrial. We also locate those regions which display the largest variability between the model simulations, because new data in these regions are most likely to provide a strict test of the reliability of the model results. Among other regions, the Amazon basin, the Chad basin, central Canada, and northern India are identified as potentially useful areas to collect data. [Copyright &y& Elsevier]

Abstract: A new technique for climate simulations and projections has emerged over the past 15 years that allows to reach unprecedented spatial resolution at an affordable computing cost: regional climate modelling. The technique has matured and several groups around the world are participating in model intercomparison projects and collaborating in coordinated endeavour to produce ensemble climate-change projections at regional scales. The paper describes the formulation of a specific regional climate model (RCM), the Canadian RCM, commenting on the formulation choices and experience gained during the development and validation process of this model. Climate change is already occurring in the Arctic and the Arctic Climate Impact Assessment recently concluded that future climate change could be devastating for Inuit. This paper characterises vulnerability to climate change in two Inuit communities in the Canadian territory of Nunavut, focusing on the resource harvesting sector. In both communities, Inuit have demonstrated significant adaptability in the face of current changes in climatic conditions. This adaptability is facilitated by traditional Inuit knowledge, strong social networks, flexibility in resource use, and institutional support. Changing Inuit livelihoods, however, have undermined certain aspects of adaptive capacity and have resulted in emerging vulnerabilities. Global and regional climate projections indicate that climatic conditions which currently pose risks are expected to be negatively affected by future climate change. These projections are not without precedent and analysis of current vulnerability and identification of adaptation constraints by Inuit in the two communities indicate the continued importance of traditional coping mechanisms. The ability to draw on these coping mechanisms in light of future climate change, however, will be unequal and the research indicates that young Inuit and those without access to economic resources, in particular, are vulnerable. For over a decade, the scientific community and park professionals have recognized that climate change will have critical implications for park conservation policy and management (International Union for Conservation of Nature, 1993; Welch, 2005). The implications of global climate change for nature-based park tourism has only recently begun to be assessed. Nature-based tourism and related outdoor recreation are strongly influenced by climate. Climate can affect the physical resources that define the foundation of many tourism and recreation activities as well as the length and quality of tourism and recreation seasons. Any changes in the length and quality of tourism and recreation operating seasons brought about by changes in the climate would have considerable implications for visitation and related aspects of park management. Canada's national parks are a major resource for nature-based tourism, with approximately 16 million person visits in 2003. Visitation to Canada's national parks is highly seasonal and greatly affected by the country's regional climates. This paper examined the potential impact of climate change on the annual number of visitors and the seasonal pattern of visitation in Canada's national parks. Multivariate regression analysis using four climate variables and monthly visitation data for 1996 to 2003 was used to develop a monthly climate-visitation model for 15 high visitation parks. Each park-specific model was then run with two climate change scenarios to assess potential changes in park visitation under a range of climatic conditions projected for the 2020s, 2050s and 2080s. Results indicate that Canada's national parks could experience an increase in visitors under climate change due to a lengthened and improved warm-weather tourism season. In the 2020s, overall visitation levels were projected to increase 6% to 8%, with a number of parks projected to experience larger increases (+12% to 30%). The largest increases in visitation occur during the spring and fall months. Visitation was projected to increase between 9% and 29% system-wide in the 2050s and between 10% and 41% in the 2080s. Through an empirical investigation of the historical relationship between the destination climate and tourist arrivals in the Caribbean, this study presents the first revealed preference evaluation of a climate index informed by tourists' stated climatic preferences for coastal-beach tourism (i.e., a sun-sand-surf or 3S travel market). The goal of this multi-organization collaboration was to examine the potential application of a newly designed climate index—the Holiday Climate Index (HCI):Beach—for three Caribbean destinations (Antigua and Barbuda, Barbados, Saint Lucia). This paper provides an overview of the evolution of climate indices, including the development of the (HCI):Beach. To test the validity of climate indices for a beach travel market, daily climate ratings based on outputs from the Tourism Climate Index and the HCI were correlated with monthly arrivals data from Canada (a key source market) at an island destination scale. The results underscore the strength of the new index, with each destination scoring consistently higher using the HCI:Beach, including a stronger relationship (R2) between index scores and tourist arrivals. This paper discusses Leslie Sharpe's sound and sculpture installation project "Beak Disorder," exhibited at Manizales, Columbia for Balance-Unbalance 2016. The work addresses how anthropogenic climate change may be affecting birds in the Pacific Northwest regions of Canada and the United States. "Beak Disorder" is a project that references an unexplained condition documented in birds in the Northwest of Canada and Alaska called "avian keratin disorder" where the bird's beak becomes distorted and elongated. This paper presents examples of environmental changes in the Canadian Rockies in the context of a 1.5 deg. C increase in mean annual temperatures over the last 100 years. During this period increases in winter temperatures have been more than twice as large as those during spring and summer. Glacier cover has decreased by at least 25% during the present century and glacier fronts have receded to positions lastoccupied ca. 3000 years ago. These two lines of evidence suggest that the climate of the late 20th century is exceptional in the context of the last 1000 to 3000 years. Detailed studies in three closely located upper treeline sites document variable responses of vegetation to climate change that reflect species differences as well as local differences in microclimate and site conditions. Treeline has advanced upslope in response to climate warming, but site and species differences control the rate and nature of the advance. Human impacts on the environment compound the changes due to climate warming. Historic photographs indicate significant changes in the type and density of forest cover due to the absence of significant forest fires within these National Parks during the last 70-80 years. The visual impact of these changes, which partially reflects a policy of fire suppression, is far greater than the impact of changes associated with more direct tourist-related impacts. It is therefore important that monitoring programs examine vegetation changes over the entire landscape rather thanfocusing exclusively on supposedly climate-sensitive sites. [ABSTRACT FROM AUTHOR]
