Energy efficiency can help facing the climate crises. Yet the energy intensity has decreased more slowly than required to achieve climate goals. Based on this premise, we build an agent-based model to study the effects of different energy efficiency policies. Policies analysed range from indirect policies – taxes, incentives, and subsidies – to direct technological policies, where a public research laboratory invests in R&D to establish a new technological energy efficiency paradigm. Results reveal that, although most of the policies effectively reduce energy intensity, the research lab is the most efficient in promoting energy efficiency without negative impacts on macroeconomic and public finance conditions. However, the success of this policy requires a long-term commitment, highlighting the importance of complementing this strategy with more "ready to use" measures. The findings also indicate that most policies do not induce significant macroeconomic rebound effects. This paper is a review of research undertaken, and subsequent policy change enacted, in the years 2018 to 2022 regarding the integration of cooking loads and needs into modern energy planning. Building on an earlier paper which described how the dominant global approaches to tackling the enduring problem of biomass-fuelled cooking was failing, and how a new UK Aid programme (Oct 2018) would be seeking to intentionally change international energy policy towards cooking and enable a significant transition in energy use, in this paper we review whether this strategy is being adopted by researchers, governments, and the private sector across the world and whether it is likely to make a significant contribution to the fulfilment of Sustainable Development Goal 7. In particular, the call is for integrated planning of modern energy inclusive of cooking loads—the potential 'Mutual Support' that both can lend to each other. The review considers the international commitments made by donors and governments to this end, the research that positions the use of modern energy as a cost-effective proposition, the urbanisation and societal changes reinforcing such planning, and positions the review in the light of climate change and the need to reach net zero carbon by 2050. Energy efficiency policies can help to reduce energy use and mitigate the effects of climate change. This paper examines the U.S. and Chinese economies by applying HEM to both. Key sectors absorbing more energy from other sectors by purchasing intermediate products from them and, simultaneously, transferring more energy by selling products to the rest of the sectors are identified. This provides insights for decision-making on appropriate energy efficiency policies. According to the Intergovernmental Panel on Climate Change (IPCC) 5th Assessment report, energy-efficient appliances can reduce global electricity consumption even though there is an expected increase in the number and ownership of appliances. The International Energy Agency (IEA) expects a high increase in energy efficiency in traditional appliances (refrigerators, washing machines, television, etc.), and in the number of new appliances installed (also called plug loads). The bibliometric study of publications related to energy-efficient appliances carried out in this paper shows that research on this topic is growing in developed regions (North America and Europe) and even more in some developing regions (Asia Pacific) with a high emphasis on China and India. The results indicate that, in general, policies are always implemented before the core of publications on the topic, with time spans ranging from 3 to 30 years. However, the trend seems to be changing with publications related to new appliances where the core research happens shortly after or in parallel to the establishment of policies. The regional impact of climate change on heating and cooling demand is important to consider when designing optimal long-term energy policies. Several studies have addressed this issue, but either at a very aggregated level or without optimizing the whole energy system. The aims of this paper are to fill this gap in a generic way and to assess the impact of climate change on heating and cooling energy demands for residential and commercial sectors at the regional and nodal levels in the context of Chile's energy transition. We propose a methodology based on high resolution climate simulations for the Representative Concentration Pathways (RCP) RCP 2.6 and RCP 8.5 scenarios. First, a statistical analysis is performed to estimate the long-term trends of so-called heating and cooling degree-days and their impact on final regional energy demands. Then, demand pathways in the energy transition are assessed using a multi-sectoral energy planning model. Numerical experiments using data from Chile show an overall positive economic impact of climate change (limited to heating and cooling demands) for the energy system, with a significant decrease in heating demand compared to a limited increase in cooling requirements. For the RCP 8.5 scenario, cost reductions reach 2.1% of the total discounted system cost on the 2020-2050 period mainly due to a significant decrease of gas consumption for heating. Policies targeting energy efficiency and renewable energy are sometimes viewed as more politically feasible than carbon pricing in pursuit of emission reduction goals. This paper assesses underlying drivers of energy policy development. These factors include economic, social, environmental, and institutional variables. The between estimator for panel data is an appropriate method for our focus on some exogenous variables that vary more across countries than over time. We find that larger oil reserves per capita have a negative relationship with renewable energy policy development. Education and political globalisation have strong positive relationships with both energy-efficiency and renewable-energy policy development. These results suggest that greater participation in global political groups can be an indirect approach toward energy policy development, in cases where direct and immediate policies are hard to implement. OECD countries have higher policy scores by 33 and 25 points in energy efficiency and renewable energy respectively. In view of the current geopolitical situation, the EU and its Member States are accelerating efforts to reduce their dependency on fossil fuel imports, while simultaneously tackling the climate crisis. With heating in buildings accounting for a large share of the energy consumption in the EU, policies to phase-out fossil fuels for heating and to switch to renewables are key elements. In the context of the proposed actions to phase-out fossil fuels at EU level, this article provides a systematic analysis of current and planned phase-out regulations for fossil fuel boilers in the EU Member States. The paper quantifies the share of energy consumption for heating that is addressed by such regulations and finds that the current regulations only address about 10% of the total fossil energy consumption for heating in the EU. The share increases to almost 30% when considering the planned regulations, reflecting the fact that large energy consumers such as Germany and the Netherlands have announced such regulations. The analysis shows that several Member States with high energy consumption for heating have neither implemented nor announced plans to introduce phase-out regulations for fossil fuel heating. The study concludes that immediate policy action is needed both at EU and at Member State levels. At EU level, the proposed introduction of an end-date for stand-alone fossil fuel boilers needs to be substantiated and implemented into the legislative framework. Energy efficiency is recognised as a key strategy to tackle three energy-related challenges – climate change, energy security and economic development – at the least cost to the society. In the recent years of the economic downturn, it gained even more relevance in the developed countries as there is more than ever the need to decouple economic recovery and growth from energy consumption. However, despite this formal recognition, energy efficiency remains the least understood and the most neglected feature of overall energy policy. Despite the substantial efforts made to develop sound energy efficiency policies, the desired effects in terms of achieved energy savings are lacking. The phenomenon is known as energy efficiency gap and its persistence was the main driver of this research. The aim of the research was to examine the causes and propose solutions for bridging the gap. Therefore, ideal policy making cycle is defined connecting design, implementation and multiple criteria evaluation of policy instruments’ impacts in closed, repetitive loop. Concept of energy efficiency market was introduced as a basis for policy making, enabling better understanding of the overall environment where policy needs to be implemented. Paper deals with the concept of energy efficiency market. It discusses the fundamental aim of energy efficiency policy – to achieve market transformation towards more efficient products and services. It presents market barriers that call for policy interventions, but upgrades the list of usually addressed barriers with behavioural and societal aspects of energy efficiency related decisions. Abstract Extraordinary declines in the cost of photovoltaic systems (PV), combined with a growing range of energy efficient consumer technologies (EE), has driven significant deployment of these two options in many jurisdictions. This deployment has proven to be a key way to mitigate the risks of catastrophic climate change. However, existing retail electricity arrangements can create mixed incentives for households contemplating investing in both PV and EE. This is caused by net metering arrangements that value self-consumption of PV generation far more than PV exports to the grid. This means that falling household demand due to EE may significantly reduce the financial value of PV. Meanwhile, the continuous cost decline of battery storage systems (BS) has encouraged more PV owners to consider storing PV exports to maximise self-consumption. However, there has been little research on whether the addition of BS could reduce barriers to the combined uptake of PV and EE. In this paper, real PV generation and electricity consumption data is used from numerous households in Sydney (Australia), together with a battery cyclelife model, to assess the financial outcomes of combining PV, EE and BS. The results indicate that EE can reduce PV system revenue, that adding BS to a combination of PV and EE generally increases PV revenue, that BS costs are still high for this residential application, and that the uptake of EE can result in deeper BS cycling which reduces the battery lifetime. Abstract The growing demand for energy and the accelerating threats from climate change call for innovative and sustainable solutions to decrease dependency on fossil fuels. Biomass-based, small-scale Combined Cooling, Heating and Power (CCHP) systems are one of these solutions, because they can satisfy the energy demands of the consumer with enhanced flexibility, lower losses, less costs and less environmental pollution as compared to centralized facilities. Due to recent advances in several scientific subfields with relevance to small-scale CCHP, a rapidly increasing amount of literature is now available. Therefore, a structural overview is essential for engineers and researchers. This paper presents a review of the current investigations in small-scale CCHP systems covering biomass-fired concepts and solar extensions. To this end, critical system components are described and analysed according to their specific advantages and drawbacks. Recent case studies have been collected and key findings are highlighted according to each type of prime mover. The results indicate a scientific bias towards the economic viability of such systems and the need for real-life and experiment system data. However, the potential of biomass-fired CCHP systems and of such systems with solar extensions has clearly been recognised. Based on the results, future policy implementations should focus on fostering such systems in areas with high energy costs and to increase energy resilience in developed regions. Additionally research and industry applying novel prime mover technologies should be financially supported. Global climate change mitigation action is hampered by systematic under-assessment of national ‘fair shares’, largely on the basis of perceived national interests. This paper aims to inform discussions centred on South Africa’s nationally determined contribution (NDC) by estimating (1) emissions reduction pathways for the country using the Climate Equity Reference Calculator (CERC) assuming a maximum 2°C aggregate warming target and (2) the likely economy-wide net mitigation costs or savings associated with reaching these pathways if known lower-cost mitigation measures, identified through the national mitigation potential analysis, are prioritised. The cumulative net savings associated with achieving the CERC ‘fair share’ emissions pathway, assuming the moderate use of low carbon power generation measures, would reach $5.3 billion by 2030. Net savings could be substantially greater reaching $46.8 billion by 2030 assuming power generation focuses on moving towards full decarbonisation. An unconditional commitment to the mitigation action implied by the ‘fair share’ emissions pathway therefore seems reasonable and prudent purely from the point of view of net country-wide savings. Only if power generation moves towards full decarbonisation would there be a reasonable chance of achieving the more ambitious CERC domestic emissions pathway. However, the significant additional cost associated with achieving the domestic emissions pathway should be conditional on international assistance. Key policy insights South Africa can only achieve its ‘fair share’ of the global mitigation effort if greater use is made of renewable energy options, and can realise significant net savings if it does so. Further emissions reductions would incur costs and require significant upscaling of the share of renewable energy and full implementation of all non-power generation mitigation measures available. Committing to this further mitigation action contingent on international finance would both strengthen the nation’s position in climate negotiations and support the provision of finance for those vulnerable developing nations that bear little or no responsibility for climate change. The building sector is considered as the biggest single contributor to world energy consumption and greenhouse gas emissions. Therefore, a good understanding of the nature and structure of energy use in buildings is crucial for establishing the adequate future energy and climate change policies. Availability of the updated data is becoming increasingly important in order to allow a rigorous analysis. In this paper, recent data on the world energy consumption in both residential and commercial buildings are reported. Past situation, current status and future trends are discussed and analyzed for selected countries. A breakdown of buildings energy consumption is realized in order to determine the influencing key parameters. A whole section of this paper is dedicated to give an overview of measures and policies adopted by different countries, allowing the monitoring, management and reduction of the energy consumption in buildings. Two mega-trends are rapidly emerging to reshape the European energy system: decarbonisation and digitalisation. Based on strong public policies, decarbonisation is already transforming the European energy mix, while industry-driven technological innovation is progressively opening-up new and potentially disruptive opportunities for evolving energy systems. These trends will transform the European energy system from a static, unidirectional and centralised model into a dynamic, multidimensional and more decentralised one. In this framework, the governance of the European energy system will also need to change. Traditional top-down energy and climate policy dynamics will need to be complemented by more bottom-up dynamics, and increasing interaction between local, national and EU policies will be essential. Over the past decade, a growing body of research has examined the role of cities in addressing climate change and the institutional and political challenges which they encounter. For the most part, in these accounts, the infrastructure networks, their material fabric, everyday practices and political economies, have remained unexamined. In this paper, it is argued that this is a critical omission and an approach is developed for understanding how urban responses to climate change both configure and are configured by infrastructure networks. Central to any such analysis is the conception of how and why (urban) infrastructure networks undergo change. Focusing on urban energy networks and on the case of London, the paper argues for an analysis of the ‘urban infrastructure regimes’ and ‘experiments’ through which climate change is governed. It is found that climate change experiments serve as a means through which dominant actors articulate and test new ‘low-carbon’ logics for urban infrastructure development. It is argued that experiments work by establishing new circuits, configuring actors in new sets of relations and through these means realising the potential for addressing climate change in the city. At the same time, experiments become sites of conflict, a means through which new forms of urban circulation can be confined and marginalised, leaving dominant energy regimes (relatively) intact. In accordance with the EU Energy Policy, developed in 2007, energy is an essential element for the development of the Union, but equally is a challenge regarding the impact of the energy sector on climate change, increasing dependence on energy imports and increasing the energy price. The paper focuses on the latest European Directive of the European Parliament and of the Council from October 25, 2012 on energy efficiency. The Directive establishes a common framework for promoting energy efficiency measures in the Member States of the Union, in order to achieve, by 2020, the main objective of 20% energy efficiency and to open up the way for further energy efficiency increase. Abstract: The goal of this paper is to estimate the perspectives of the Baltic States: Estonia, Latvia and Lithuania on meeting the new European Union climate commitments, i.e., to reduce greenhouse gas emissions by 20% to the year 2020 in comparison with 1990. This ambitious target could be reached based on other EU climate and energy package commitments: increase of the share of renewables and improvement of energy efficiency as tools for fulfilling the GHG emissions reduction target. Abstract: Thermal energy loss in the process industry is a significant issue due to the high temperatures and multiple heat intensive processes involved. High-grade thermal energy is typically recovered within processes. However, lower grade heat is often rejected to the environment. The benefits of capturing and utilising low grade thermal energy are highly dependent on the qualities and properties of the heat in the waste streams. The temperature of the low grade heat stream is the most important parameter, as the effective use of the residual heat or the efficiency of energy recovery from the low grade heat sources will mainly depend on the temperature difference between the source and a suitable sink, e.g. another process or space heating/cooling. In general, the temperatures of these waste heat sources are too low to produce electricity and direct heat use will depend on whether potential user can be found. This paper presents past and current drivers for heat recovery studies. High and low grade heat sources are defined according to the viability of recovery within the processes. Firstly, high grade heat capture within the processes is reviewed. Then, the focus is on the potential for low grade heat capture outside of the original plant. The paper addresses the potential for low grade heat recovery with regard to new incentives and technological advances. Finally, different aspects which influence the decision making for low grade heat recovery in the process industry are discussed. It is concluded that organisational, financial and economic barriers might be overcome and benefits from a holistic vision could be gained with stronger governmental policy and regulation incentives. Scientific, technological, ethical, and religious issues confronting the human prospect are emerging as we encounter the inevitable shift from fossil to renewable fuels. In particular, we are entering a period of monumental transition with respect to both the forms and use of energy. As for any technological transition of this magnitude, ultimate success will require good ethics and religion, as well as good science and technology. Economic and political issues associated with energy conservation and renewable energies are arising in the context of climate change, sustainability, and human purpose. Specifically, we must consider (1) ethical and religious perspectives which might guide future energy choices and (2) energy choices which, in turn, might challenge ethical and religious perspectives. In this paper, I set the stage for subsequent articles by introducing thermodynamic and theological considerations relevant to our energy future. Scientific and technological aspects are covered within the context of the first and second laws of thermodynamics. Ethical and religious aspects are covered within the context of basic philosophical and theological motifs within our secular culture. Abstract: Since the global warming and climate change are recognized as real concerns, attention of power system planners and operators, energy policy makers and regulators as well as developers around the world including Australia is focused on using alternative and low emission energy technologies for electric power production. Renewable energy and energy efficient technologies have many advantages including reducing climate change, increasing sustainability in power sector, and increasing security of power supply. This paper presents an overview on both current electricity grid and future grid. Experts believe that in future more distributed generation (DG) will be integrated into the low to medium electricity grid. This paper will also review the key drivers in relation to integration of increased DG technologies in general and the renewable energy-distributed generation (RE-DG) technologies in particular, into the electric power system and the opportunities and challenges linked to these technologies. Globally, the issue of energy use and climate change is at the forefront of many national and international agendas, and also an issue central to children's lives and well-being. This paper examines how children are both affected by and contribute to the problems associated with unsustainable energy use as it relates to the growth of car dependent lives. The paper presents the findings of a study of travel as it relates to the everyday lives of children in the city of Dunedin in New Zealand. The study found that children currently lead complex car dependent lives. This extensive car reliance presents a serious and largely unrecognised challenge to the sustainable planning and management of the urban environment. The iron and steel industry is a large energy user in the manufacturing sector. Carbon dioxide from the steel industry accounts for about 5–7% of the total anthropogenic CO2 emission. Concerns about energy consumption and climate change have been growing on the sustainability agenda of the steel industry. The CO2 emission will be heavily influenced with increasing steel production in the world. It is of great interest to evaluate and decrease the specific CO2 emission and to find out feasible solutions for its reduction. In this work, a process integration method focusing on the integrated steel plant system has been applied. In this paper, an optimization model, which can be used to evaluate CO2 emission for the integrated steel plant system, is presented. Two application cases of analysing CO2 emission reduction possibilities are included in the paper. Furthermore, the possibility to apply the model for a specific integrated steel plant has been discussed. The research work on the optimization of energy and CO2 emission has shown that it is possible to create a combined optimization tool that is powerful to assess the system performance from several aspects for the steel plant. The recent energy independence and climate change policies encourage development and utilization of renewable energy such as bioenergy. Biofuels in solid, liquid, and gaseous forms have been intensively researched, produced, and used over the past 15 years. This paper reviews the worldwide history, current status, and predictable future trend of bioenergy and biofuels. Bioenergy has been utilized for cooking, heating, and lighting since the dawn of humans. The energy stored in annually produced biomass by terrestrial plants is 3–4 times greater than the current global energy demand. Solid biofuels include firewood, wood chips, wood pellets, and wood charcoal. The global consumption of firewood and charcoal has been remaining relatively constant, but the use of wood chips and wood pellets for electricity (biopower) generation and residential heating doubled in the past decade and will increase steadily into the future. Liquid biofuels cover bioethanol, biodiesel, pyrolysis bio-oil, and drop-in transportation fuels. Commercial production of bioethanol from lignocellulosic materials has just started, supplementing the annual supply of 22 billion gallons predominantly from food crops. Biodiesel from oil seeds reached the 5670 million gallons/yr production capacity, with further increases depending on new feedstock development. Bio-oil and drop-in biofuels are still in the development stage, facing cost-effective conversion and upgrading challenges. Gaseous biofuels extend to biogas and syngas. Production of biogas from organic wastes by anaerobic digestion has been rapidly increasing in Europe and China, with the potential to displace 25% of the current natural gas consumption. In comparison, production of syngas from gasification of woody biomass is not cost-competitive and therefore, narrowly practiced. Overall, the global development and utilization of bioenergy and biofuels will continue to increase, particularly in the biopower, lignocellulosic bioethanol, and biogas sectors. Energy security has been an actively studied area in recent years. Various facets have been covered in the literature. Based on a survey of 104 studies from 2001 to June 2014, this paper reports the findings on the following: energy security definitions, changes in the themes of these definitions, energy security indexes, specific focused areas and methodological issues in the construction of these indexes, and energy security in the wider context of national energy policy. It is found that the definition of energy security is contextual and dynamic in nature. The scope of energy security has also expanded, with a growing emphasis on dimensions such as environmental sustainability and energy efficiency. Significant differences among studies are observed in the way in which energy security indexes are framed and constructed. These variations introduce challenges in comparing the findings among studies. Abstract: The serious energy supply problems along with the conventional resources depletion and the environmental conscience regarding global warming and climate change have urged the need for a complete change in the energy production, supply and consumption patterns. Therefore, the switch towards renewable energy resources including solar, biomass, wind and hydro-power in addition to the development of energy efficient technologies are two key factors to attain a secure and reliable energy sector and to mitigate the global warming problem. Tri-generation is one of the most promising technologies allowing the efficient simultaneous production of heat, coolth and power with potential technical, economic and environmental benefits. This paper provides a comprehensive review of the latest developments in the field of combined cooling, heating and power generation. Recent tri-generation supporting mechanisms, prime movers, cooling technologies, system configurations, fuels and renewable energy resources employed are presented and discussed. As the operation strategy is the critical factor governing the tri-generation system performance, the current work presents the recent strategies developed and implemented to optimize the system performance and improve its overall efficiency. While certain technologies employed in tri-generation systems as internal combustion engines, gas turbines and absorption cooling are well-established and have already found their way to the commercial market, other promising technologies including organic Rankine systems, fuel cells and liquid desiccant cooling, are still in the research and development phase with additional work needed to demonstrate their potential and reach commercialization. Abstract: Renewable energy and energy efficiency (REEE) policies have far-reaching implications for energy security, climate change, economic competitiveness, pollution, and human livelihood. For these reasons, REEE has become a national priority for the Chinese government, particularly since 2005. This paper aims to critically review China's REEE policies in six sectors: electricity, industry, transportation, buildings, and local government. In addition to examining the progress China has made in the development and implementation of REEE policies, this review also identifies limitations and room for improvement. Energy efficiency is a central target for energy policy and a keystone to mitigate climate change and to achieve a sustainable development. Although great efforts have been carried out during the last four decades to investigate the issue, focusing into measuring energy efficiency, understanding its trends and impacts on energy consumption and to design effective energy efficiency policies, many energy efficiency-related concepts, some methodological problems for the construction of energy efficiency indicators (EEI) and even some of the energy efficiency potential gains are often ignored or misunderstood, causing no little confusion and controversy not only for laymen but even for specialists. This paper aims to revisit, analyse and discuss some efficiency fundamental topics that could improve understanding and critical judgement of efficiency stakeholders and that could help in avoiding unfounded judgements and misleading statements. Firstly, we address the problem of measuring energy efficiency both in qualitative and quantitative terms. Secondly, main methodological problems standing in the way of the construction of EEI are discussed, and a sequence of actions is proposed to tackle them in an ordered fashion. Finally, two key topics are discussed in detail: the links between energy efficiency and energy savings, and the border between energy efficiency improvement and renewable sources promotion. Abstract: The aim of the article is to develop technique for climate change mitigation policies assessment based on priorities of sustainable energy development. There is a close relationship between energy policies and tools aiming at sustainable energy development targets, i.e. promotion of renewable energy sources and energy efficiency measures and climate change mitigation tools. Therefore ranking of climate change mitigation tools based on their impact sustainable energy development targets is necessary seeking to ensure harmonization of policies and their synergy effect. The main tasks of the article are: (i) to define EU sustainable energy development targets, (ii) to analyze EU energy and climate change mitigation policies and their interactions, (iii) to propose a multi-criteria framework for climate change mitigation policies assessment and ranking, and (iv) to apply multi-criteria decision making methodology for climate change mitigation policies ranking in Lithuania. Abstract: Energy and climate change is a key priority issue mentioned by the Mediterranean Strategy for Sustainable Development (MSSD) which explicitly claims that “Control, reduce or stabilize GhG (Greenhouse Gas) emissions” is a crucial target for Mediterranean countries. This paper uses the integrated assessment model IFs (International Futures) to implement a scenario analysis to investigate the mitigation potential of Mediterranean regions. It analyzes if the Mediterranean regions will be able to reach the MSSD climate change target and recommends amendments of the MSSD to implement with effectiveness climate change policies in the Mediterranean area. Abstract: Energy efficiency is an important issue of European climate policy. Energy efficiency is measured by the energy intensity of an economy showing how much energy (expressed in kilograms of oil equivalent, kgoe) is used for the production of one unit (1000 EUR) of GDP. There are huge differences between EU old and new member states. Though there are some trends of energy intensity convergence between EU member states however the achieved decrease in energy intensity is attributable mostly to a loss of energy-intensive industrial capacities in the transformation process. There is a crucial difference between whether the energy intensity of a given economy decreases as a result of downscaling energy-intensive activities or because of increased energy efficiency in activities that are maintained. It is important to make sure that this distinction is made within the policy framework which at present is not the case. The aim of the paper is to assess policies targeting energy intensity decrease in Lithuania in terms of efficiency, effectiveness and efficacy and to select the best policies able to increase energy efficiency in activities that are maintained. Energy consumption is critical to economic growth and quality of life. America's energy system, however, is malfunctioning. The status quo is characterized by a tilted playing field, where energy choices are based on the visible costs that appear on utility bills and at gas pumps. This system masks the "external" costs arising from those energy choices, including shorter lives, higher health care expenses, a changing climate, and weakened national security. As a result, we pay unnecessarily high costs for energy. New "rules of the road" could level the energy playing field. Abstract: As the debate on policy responses to climate change gathers pace, there has been an increasing focus on tools to model national scale energy use and emission characteristics of UK dwellings. This paper reviews some existing models and highlights limitations of their common underlying methodologies. We argue that a radically different, integrated, approach is required to tackle these challenges and ensure that the modelling remain robust and able to meet future demands. We suggest that Agent Based Modelling (ABM) is a suitable candidate modelling paradigm to achieve an integrated modelling framework. We also present DECarb-ABM (an ABM based implementation of an existing model, DECarb) with many of the desired properties of such an integrated framework. Abstract: Efforts towards decarbonizing the energy system have to focus on individual actors within the system. Their current and potential future stake in energy consumption and contribution to climate change has to be analyzed when formulating energy policies targeting system-wide reduction efforts. Focusing on firms, this paper develops a framework for the assessment of corporate carbon performance. We use this framework for an empirical assessment of the 100 largest US electricity producers within three different carbon scenarios. Our results show that in a scenario without changes in the US institutional environment electricity producers will not face a severe increase of their carbon exposure and only a small improvement regarding the carbon intensity of the electricity mix is achieved. In a scenario with more carbon-constrained US energy market conditions some companies face a financial risk from using and emitting carbon that more than triples compared to today. However, in a scenario with strong investments in renewable energy technologies the carbon dependency of electricity production can be significantly reduced. Abstract: This paper identifies the main features of CO2 emission from fossil energy combustion in China. Then it estimates China''s future energy requirements and projects its CO2 emission from 2010 to 2020 based on the scenario analysis approach. China''s rate of carbon productivity growth is estimated to be 5.4% in the period 2005–2020, while the CO2 intensity of GDP will reduce by about 50% but CO2 emission in 2020 will still be about 40% higher than prevailing in 2005 because of rapid growth of GDP. This estimation is based on the assumption that China will implement a sustainable development strategy in consideration of climate change issues. The main objectives of the strategy are to implement an “energy conservation first” strategy, to develop renewable energy and advanced nuclear technology actively, to readjust the country''s economic structure, and to formulate and legislate laws and regulations, and to build institutions for energy conservation and development of renewable energy. It concludes that international measures to mitigate CO2 emission will limit world fossil fuel consumption. China is not placed to replicate the modernization model adopted by developed countries and has to coordinate economic development and carbon dioxide emission control while still in the process of industrialization and modernization. Abstract: The increasing pressure resulting from the need for CO2 mitigation is in conflict with the predominance of coal in China’s energy structure. A possible solution to this tension between climate change and fossil fuel consumption fact could be the introduction of the carbon capture and storage (CCS) technology. However, high cost and other problems give rise to great uncertainty in R&D and popularization of carbon capture technology. This paper presents a real options model incorporating policy uncertainty described by carbon price scenarios (including stochasticity), allowing for possible technological change. This model is further used to determine the best strategy for investing in CCS technology in an uncertain environment in China and the effect of climate policy on the decision-making process of investment into carbon-saving technologies. This paper argues that the most obvious measure to combat greenhouse gas emissions is to remove the vast subsidies that promote higher energy consumption in more than half of the countries in the world, and that this measure should take precedence over many others. The article discusses also why removing energy subsidies is so difficult, and which type of state may succeed. This question is examined with reference to China, India and Russia, all major contributors to global warming. Non-democratic governments and energy importers might be expected to be more likely to halt subsidies. In fact, energy trade imbalances do not seem to significantly affect the capacity to reduce subsidies. The risk of social unrest is a political restraint in all three countries. Abstract: In order to respond to climatic change, many efforts have been made to reduce harmful gas emissions. According to energy policies, an important goal is the implementation of renewable energy sources, as well as electrical and oil combustion savings through energy conservation. This paper focuses on an extensive review of the technologies developed, so far, for central solar heating systems employing seasonal sensible water storage in artificial large scale basins. Among technologies developed since the late 1970s, the use of underground spaces as an energy storage medium – Underground Thermal Energy Storage (UTES) – has been investigated and closely observed in experimental plants in many countries, most of them, as part of government programmes. These projects attempt to optimise technical and economic aspects within an international knowledge exchange; as a result, UTES is becoming a reliable option to save energy through energy conservation. Other alternatives to UTES include large water tanks and gravel–water pits, also called man-made or artificial aquifers. This implies developing this technology by construction and leaving natural aquifers untouched. The present article reviews most studies and results obtained in this particular area to show the technical and economical feasibility for each system and specifics problems occurred during construction and operation. Advantages and disadvantages are pointed out to compare both alternatives. The projects discussed have been carried out mainly in European states with some references to other countries. The increased demand for energy in China has generated concomitant increase of carbon emissions, which poses an unprecedented challenge to China's, and even global, sustainable development. In this paper, from the perspective of provincial carbon emissions, we analyze China's carbon emissions changes during 1997-2007 based on the index decomposition analysis method. We find that: (1) China's CO2 emissions from end-use energy consumption mainly originated from such major industrial provinces as Hebei, Jiangsu, Zhejiang, Shandong, Henan and Guangdong. (2) Economic growth and decline in energy intensity will have the greatest impact on CO2 emissions from end-use energy consumption. Economic growth is the key factor driving the increase of CO2 emissions. Change in energy intensity can more or less decrease CO2 emissions. This paper explores how long-term energy forecasts are created and why they are useful. It focuses on forecasts of energy use in the United States for the year 2000 but considers only long-term predictions, i.e., those covering two or more decades. The motivation is current interest in global warming forecasts, some of which run beyond a century. The basic observation is that forecasters in the 1950–1980 period underestimated the importance of unmodeled surprises. A key example is the failure to foresee the ability of the United States economy to respond to the oil embargos of the 1970s by increasing efficiency. Not only were most forecasts of that period systematically high, but forecasters systematically underestimated uncertainties. Long-term energy forecasts must make assumptions about both technologies and social systems. At their most successful, they influence how people act by showing the consequences of not acting. They are useful when they provide insights to energy planners, influence the perceptions of the public and the energy policy community, capture current understanding of underlying physical and economic principles, or highlight key emerging social or economic trends. This paper focuses on the status of policy studies on Global Climate Change and how renewable and high-efficiency generation technology can be part of the solution. It considers critical technologies and solutions toward realizing the targets set in the Kyoto treaty. Discussed is energy effi ciency in power generation, environmental benefits of high-effi ciency gas turbines in competitive energy markets which display less NOx and CO[sub 2] emissions per unit of power produced while providing power generators with the most competitive electricity, and experience in India in mitigating climate change with renewable energy as seen by the UN and an advisor to the Indian government in nonconventional energy sources. Climate change, due to anthropogenic emissions of greenhouse gases, is driving policymakers to make decisions to promote more efficient energy use. Improved industrial energy efficiency is said to play a key role in the transition to more carbon-neutral energy systems. In most countries, industrial small and medium-sized enterprises (SMEs) represent 95% or more of the total number of companies. Thus, SMEs, apart from using energy, are a major driver in the economy with regard to innovation, GDP growth, employment, investments, exports, etc. Despite this, research and policy activities related to SMEs have been scarce, calling for contributions in the field. Therefore, the aim of this paper is to critically assess how adequate energy efficiency policy programmes for industrial SMEs could be designed. Results show that scientific publications in the field differ in scope and origin, but a major emphasis of the scientific papers has been on barriers to and drivers for energy efficiency. Scientific contributions from studies of energy policy programmes primarily cover energy audit programmes and show that the major energy efficiency measures from industrial SMEs are found in support processes. The review further reveals an imbalance in geographic scope of the papers within the field, where a vast majority of the papers emanate from Europe, calling for scientific publications from other parts of the world. Energy efficiency is one of the most prominent global challenges of our era. Heritage buildings usually have a poor energy performance, not necessarily because of their intrinsic constructive features but due to their mostly dilapidated condition owed to age and previous damage, exacerbated by other factors such as the limited maintenance allowed by the restrictive legal framework and/or residents not being able to afford retrofit. On both national and international levels, energy efficiency measures are considered the key to answering the global challenge of climate change. This article aims to provide a critical discussion of the policy framework for energy retrofitting targeting built heritage in the UK and in Turkey. To this end, the development of guidance and legislation on cultural heritage, energy efficiency and climate change in both countries were thoroughly reviewed, and the retrofit incentives and constraints were determined in order to identify existing policy gaps and potential problems with implementation in the realm of energy retrofitting and climate resiliency of heritage buildings. As a result of a critical comparative analysis, the paper is concluded with suggestions on policy frames for the retrofitting of heritage buildings for improved energy efficiency.
