This paper is a review of research undertaken, and subsequent policy change enacted, in the years 2018 to 2022 regarding the integration of cooking loads and needs into modern energy planning. Building on an earlier paper which described how the dominant global approaches to tackling the enduring problem of biomass-fuelled cooking was failing, and how a new UK Aid programme (Oct 2018) would be seeking to intentionally change international energy policy towards cooking and enable a significant transition in energy use, in this paper we review whether this strategy is being adopted by researchers, governments, and the private sector across the world and whether it is likely to make a significant contribution to the fulfilment of Sustainable Development Goal 7. In particular, the call is for integrated planning of modern energy inclusive of cooking loads—the potential 'Mutual Support' that both can lend to each other. The review considers the international commitments made by donors and governments to this end, the research that positions the use of modern energy as a cost-effective proposition, the urbanisation and societal changes reinforcing such planning, and positions the review in the light of climate change and the need to reach net zero carbon by 2050. Cameroon has experienced economic growth accompanied by increasing energy demand and inadequate supply. The increased inefficient use of energy in almost all sectors of the economy leads to increased greenhouse gas emissions and high consumer energy costs. The country largely depends on hydropower and acute shortage of energy is often experienced in almost all sectors especially during the dry season when the volume of rivers drops. With the negative impact of climate change on water resources, there is a need for hydropower- reliant country such as Cameroon to diversify and integrate other renewable energy forms into its energy mix. Cameroon is blessed with abundant renewable energy resources that can be exploited to boost economic development. Given that policies for promoting renewable energy and energy efficiency have played a crucial role in accelerating the deployment of these technologies in many countries, this paper examines the legal and policy framework influencing the deployment of renewable energy and energy efficiency in Cameroon. An analysis of the significant renewable energy policy, regulatory and institutional frameworks is undertaken with focus on key policy mechanisms and programmes that lead to the boost or setback in renewable energy and energy efficiency deployment. The EU climate and energy policy landscape is characterized by a combination of instruments to achieve the EU 2020 and 2030 targets. In this paper, some of the most relevant interactions between RES-E support and a wide array of other climate and energy policies including the EU ETS, the Energy Taxation Directive and the Effort Sharing Directive in the European Union are assessed. A qualitative methodology is applied considering different assessment criteria such as effectiveness and efficiency of RES-E support and support costs but also distribution of costs between different stakeholder groups. Our analysis shows that, despite a common perception that interactions lead to conflicts, this is not really the case when the discussion is broadened and considers different assessment criteria. While adding one instrument or policy to another worsens one criterion, it usually improves another. Furthermore, the results of the interactions are not only specific to the policy, but also depend on the choice of instruments and design elements. [ABSTRACT FROM AUTHOR]

Climate change and energy security are global challenges requiring concerted attention and action by all of the world’s countries. Under these conditions, energy supplier and exporter countries in the Middle East region are experiencing further challenges, such as increasing domestic energy demand while energy exports have to concurrently be kept at high levels. Middle East countries process the largest proven oil and gas reserves in the world and contribute a large fraction of the world’s CO2emissions from the use of these as fuels both domestically and internationally. This paper addresses different policies that could dramatically change the future course of the Middle East region toward a zero CO2emission energy system. To this aim, an integrated energy supply–demand model has been developed to analyze required commitments including renewable energy and energy efficiency targets and the potential of nuclear power, all of which should need to be considered in order to reduce CO2emissions by 2100. Abstract: The goal of this paper is to estimate the perspectives of the Baltic States: Estonia, Latvia and Lithuania on meeting the new European Union climate commitments, i.e., to reduce greenhouse gas emissions by 20% to the year 2020 in comparison with 1990. This ambitious target could be reached based on other EU climate and energy package commitments: increase of the share of renewables and improvement of energy efficiency as tools for fulfilling the GHG emissions reduction target. The paper gives an overview on the current situation and future plans of the Baltic States in the field of energy efficiency, consumption of renewables and reduction of GHG emissions. Policies targeting energy efficiency and renewable energy are sometimes viewed as more politically feasible than carbon pricing in pursuit of emission reduction goals. This paper assesses underlying drivers of energy policy development. These factors include economic, social, environmental, and institutional variables. The between estimator for panel data is an appropriate method for our focus on some exogenous variables that vary more across countries than over time. We find that larger oil reserves per capita have a negative relationship with renewable energy policy development. Education and political globalisation have strong positive relationships with both energy-efficiency and renewable-energy policy development. These results suggest that greater participation in global political groups can be an indirect approach toward energy policy development, in cases where direct and immediate policies are hard to implement. OECD countries have higher policy scores by 33 and 25 points in energy efficiency and renewable energy respectively. Blinder-Oaxaca decomposition analysis shows that these higher scores are primarily due to social and political institution predictors rather than economics and physical endowments. • Large-n cross country international sample on continuous policy score measurement. • Political globalisation is positively linked with renewables and energy efficiency policies. • Education is positively linked to energy policy development, especially for efficiency. • Higher OECD countries' policy scores are primarily due to social and political predictors. • Higher incomes are unlikely to lead to automatic improvements in energy policies. Abstract: Efforts towards decarbonizing the energy system have to focus on individual actors within the system. Their current and potential future stake in energy consumption and contribution to climate change has to be analyzed when formulating energy policies targeting system-wide reduction efforts. Focusing on firms, this paper develops a framework for the assessment of corporate carbon performance. We use this framework for an empirical assessment of the 100 largest US electricity producers within three different carbon scenarios. Our results show that in a scenario without changes in the US institutional environment electricity producers will not face a severe increase of their carbon exposure and only a small improvement regarding the carbon intensity of the electricity mix is achieved. In a scenario with more carbon-constrained US energy market conditions some companies face a financial risk from using and emitting carbon that more than triples compared to today. However, in a scenario with strong investments in renewable energy technologies the carbon dependency of electricity production can be significantly reduced. Renewable energy sources (RESs) are able to reduce the European Union (EU)'s dependence on foreign energy imports, also meeting sustainable objectives to tackle climate change and to enhance economic opportunities. Energy management requires a quantitative analysis and the European Commission follows the performance of each Member State (MS) in order to define the corrective measures towards 2020 targets. Starting from historical data reported in the Eurostat database and through a mathematical model, this work proposes future trajectories towards 2020 of the share of energy from renewables (REs) in terms of gross final energy consumption (GFEC). Furthermore, a quantitative analysis based on two indices--(i) the share of REs in GFEC, and (ii) gross final renewable energy consumption (GFREC) per capita--permits a comparison among 28 MSs. The share of REs in GFEC in EU 28 varies from 19.4% to 21.8% in future trajectories towards 2020. Sweden and Finland occupy the top part of the ranking, while six MSs (Belgium, France, Ireland, Luxembourg, The Netherlands, and the United Kingdom) are not able to reach the 2020 targets. The increased use of renewable energy is imperative as a countermeasure to climate change. As with conventional electricity generation technologies, public acceptance of renewables is an important issue, and willingness to pay (WTP) is a widely used indicator to assess such public attitudes. Unfortunately, the literature to date mostly covers developed countries, with few WTP surveys in developing countries. Tackling climate change is an urgent issue for these developing countries; therefore, understanding of public attitudes toward renewables in developing countries is crucial. This study conducted the first survey on WTP for introducing renewable energy in Myanmar. Although Myanmar boasts abundant renewable energy resources, including solar power and biomass in addition to large-scale hydro plants, its resources are not being properly utilized to generate electricity. This study surveyed WTP for power generation by solar photovoltaics, small hydropower, and biomass facilities. The results showed the highest WTP for solar power (USD 1.92) with 10% share in the energy mix, and lower WTP for biomass and small hydropower electricity generations (USD 1.13 and USD 1.17, respectively). Concern for climate change is one of the drivers of new, transitional energy policies oriented towards economic growth and energy security, along with reduced greenhouse gas (GHG) emissions and preservation of biodiversity. Since 2010, the Climate Policy Initiative (CPI) has been publishing annual Global Landscape of Climate Finance reports. According to these reports, US$3660 billion has been spent on global climate change projects over the period 2011–2018. Fifty-five percent of this expenditure has gone to wind and solar energy. According to world energy reports, the contribution of wind and solar to world energy consumption has increased from 0.5% to 3% over this period. Meanwhile, coal, oil, and gas continue to supply 85% of the world's energy consumption, with hydroelectricity and nuclear providing most of the remainder. With this in mind, we consider the potential engineering challenges and environmental and socioeconomic impacts of the main energy sources (old and new). We find that the literature raises many concerns about the engineering feasibility as well as environmental impacts of wind and solar. However, none of the current or proposed energy sources is a "panacea". Rather, each technology has pros and cons, and policy-makers should be aware of the cons as well as the pros when making energy policy decisions.
