In Africa, switching to renewable energy sources with low carbon emissions is becoming more popular. In the Economic Community of West African states (ECOWAS), the low-carbon energy transition must overcome significant obstacles, including those posed by policies put in place and their implementation. In order to replace the current fossil fuel-driven economy with low-carbon development that also advances the regional aims and Sustainable Development Goals (SDGs), this paper analyzes the current policy landscape in the region. A total of 75 policies from four categories (energy access, energy efficiency, renewable energy, climate change) were chosen for the policy review. Multicriteria decision analysis and a thorough review of the literature have shed light on how well the policies of the ECOWAS countries could promote low-carbon development and what the main challenges to overcome are. The last step was the comparison of the progress of the two key policies in the region: the National Energy Efficiency Action Plan (NEEAP) and National Renewable Energy Action Plan (NREAP). The results illustrate the amount of work still needing to be done in the region, with only 26 of the 75 policies receiving a score above 50. However, the prospect of a better energy strategy that adequately considers the difficulties of the energy transition is possible, given the progress made by the region's nations since the creation of national action plans for energy efficiency (EE) and renewable energy (RE). Our analysis has also shown that countries like Senegal have obtained quite promising results, as evidenced by the best scores of 76.88 and 73.25, respectively, obtained by its NREAP and NEEAP policies. Given the significant energy consumption and carbon emissions associated with buildings, there is increasing interest in improving sustainability of building operations to reduce impact on climate change. A common goal is to operate buildings as "net-zero" energy users in which all energy consumed by the building is balanced against renewable energy purchased from the grid or produced on site. To achieve net-zero status, many buildings will require significant retrofit so as to both reduce energy consumption in the absolute sense and provide the remainder without consuming fossil fuels. Thus, multi-year planning is required to ensure that goals can be met on time. In addition, due to the inherent uncertainty associated with energy consumption and generation, actually achieving net-zero energy use may require discretionary curtailment actions to be taken, and deciding whether such actions are necessary can be challenging. To address these challenges, we propose in this paper a design optimization and operational planning strategy to make the decisions needed to achieve sustainability goals in buildings. The strategy can be applied to schedule design changes over a long horizon to meet annual targets, and it can also be applied in closed loop on a shorter horizon to determine whether curtailment is needed to stay on track. We discuss the formulation of the optimization problem, solution methods, and modeling approaches for key parameters. Application of the strategy is illustrated via examples. Abstract: India''s energy challenges are multi-pronged. They are manifested through growing demand for modern energy carriers, a fossil fuel dominated energy system facing a severe resource crunch, the need for creating access to quality energy for the large section of deprived population, vulnerable energy security, local and global pollution regimes and the need for sustaining economic development. Renewable energy is considered as one of the most promising alternatives. Recognizing this potential, India has been implementing one of the largest renewable energy programmes in the world. Among the renewable energy technologies, bioenergy has a large diverse portfolio including efficient biomass stoves, biogas, biomass combustion and gasification and process heat and liquid fuels. India has also formulated and implemented a number of innovative policies and programmes to promote bioenergy technologies. However, according to some preliminary studies, the success rate is marginal compared to the potential available. This limited success is a clear indicator of the need for a serious reassessment of the bioenergy programme. Further, a realization of the need for adopting a sustainable energy path to address the above challenges will be the guiding force in this reassessment. In this paper an attempt is made to consider the potential of bioenergy to meet the rural energy needs: (1) biomass combustion and gasification for electricity; (2) biomethanation for cooking energy (gas) and electricity; and (3) efficient wood-burning devices for cooking. The paper focuses on analysing the effectiveness of bioenergy in creating this rural energy access and its sustainability in the long run through assessing: the demand for bioenergy and potential that could be created; technologies, status of commercialization and technology transfer and dissemination in India; economic and environmental performance and impacts; bioenergy policies, regulatory measures and barrier analysis. The whole assessment aims at presenting bioenergy as an integral part of a sustainable energy strategy for India. The results show that bioenergy technology (BET) alternatives compare favourably with the conventional ones. The cost comparisons show that the unit costs of BET alternatives are in the range of 15–187% of the conventional alternatives. The climate change benefits in terms of carbon emission reductions are to the tune of 110T C per year provided the available potential of BETs are utilized. [Copyright &y& Elsevier]

The scientific evidence of climate change as a result of greenhouse gas emissions which causes ozone layer depletion is becoming increasingly obvious and clear. Findings revealed that energy from the fossil fuel is the major source of greenhouse emission which destroys the environment and makes it unhealthy for living beings. In Nigeria, conventional energy (oil and gas) with gas flaring has the highest percentage of 52% and liquid fuel of 32% of carbon dioxide (CO2) respectively. This sector contributes revenue of over 70% to Nigeria s economy and generates an average total 21.8% of greenhouse gas emission. In Nigeria, there is a much more potential for share renewables with 15.4% of total energy production and 8.6 % of energy consumption. In reality with global environmental concern, Nigeria s carbon dioxide emissions have increased with energy production and consumption. The Integrated Renewable Energy Master Plan of 2008 projects a 26.7% renewable energy contribution to the Nigeria s energy use and this is expected to reduce CO2 and greenhouse gas emissions at 38% by2025. Nigeria has not been playing significant role by reducing emissions of greenhouse gases. This paper highlights Nigeria s climate change situation and penetration requirements for various renewable energy deployments as mitigating instrument for climate change towards healthy and productive environment. Abstract: The utilisation of renewable energy resources for power generation is extremely important for Ireland due to the lack of indigenous fossil fuel resources. A micro-wind turbine is by far the most commonly used grid-connected micro-renewable electricity generation system for domestic applications in Ireland, followed by solar PV. Unfortunately, neither a single micro-wind turbine nor a single solar PV system can provide a continuous power supply due to variations in weather and climate conditions. The coupling of these two systems however can improve the power supply reliability by using the complementary characteristics of wind and solar energy. In this paper, a micro-renewable electricity-generation-system integration technique, tailored for applications in Ireland but generally applicable, is presented. Net present value is the parameter used to identify the optimal system. The optimal system can be a mono system, formed from a single micro-wind turbine or a single solar PV system, or a hybrid system formed from a combination of both. A renewable energy requirement is a constraint used in the integration to eliminate systems that cannot provide sufficient energy from renewable energy resources. The integration technique is applied to find the optimal system, under current Irish conditions, that can be formed from six sample micro-wind turbines and/or solar PV systems assembled from three sample solar PV modules. The analyses show that, with a 50% renewable energy requirement, the optimal system is a mono system containing a 2.4 kW micro-wind turbine; however, critically, the system is not economically viable. Four parameter studies assessing the effect of household electrical load, imported electricity price, exported electricity tariff and wind speed have also been conducted. From these studies it is seen that the most effective way to improve the financial performance of all systems is to offer a higher exported electricity tariff; installing a mono/hybrid system containing a micro-wind turbine in a location with a good wind resource can also have a significant effect. Abstract: China has strived to develop new and renewable energy resources to meet its energy demands due to issues of pollution, sustainability, and climate change related to the consumption of fossil fuels. Offshore wind power development in coastal China has attracted more and more attention because it can not only utilize the abundant natural resources but also relieve power constraint in coastal China. This paper studies the development of offshore wind power in China, providing information including the wind resources in China''s coastal areas, policies promulgated by the central government to favor the sound development of offshore wind power, regional planning and progress of offshore wind power, R&D of offshore wind power technology and theory, as well as the pilot projects set up in Shanghai and Jiangsu. In addition, challenges related to offshore wind power development are depicted, and recommendations are provided. [Copyright &y& Elsevier]

Abstract: This paper identifies the main features of CO2 emission from fossil energy combustion in China. Then it estimates China''s future energy requirements and projects its CO2 emission from 2010 to 2020 based on the scenario analysis approach. China''s rate of carbon productivity growth is estimated to be 5.4% in the period 2005–2020, while the CO2 intensity of GDP will reduce by about 50% but CO2 emission in 2020 will still be about 40% higher than prevailing in 2005 because of rapid growth of GDP. This estimation is based on the assumption that China will implement a sustainable development strategy in consideration of climate change issues. The main objectives of the strategy are to implement an “energy conservation first” strategy, to develop renewable energy and advanced nuclear technology actively, to readjust the country''s economic structure, and to formulate and legislate laws and regulations, and to build institutions for energy conservation and development of renewable energy. It concludes that international measures to mitigate CO2 emission will limit world fossil fuel consumption. China is not placed to replicate the modernization model adopted by developed countries and has to coordinate economic development and carbon dioxide emission control while still in the process of industrialization and modernization.
