The current work aims to analyze the existing situation in Romania compared to other EU countries, regarding bovines herds, given that this species is one of the ones that causes the highest level of greenhouse gases, with a direct effect on the environment and global warming. This is the reason why the subject has become a priority not only at the community level, but also worldwide. Through the Common Agricultural Policy, important funds have been allocated at the level of the European Union, which will continue to be allocated, not only for the reduction of climate change, but also for the adaptation of the states of the world to these existing climate changes at the global level. Given the path in which animal husbandry influences sustainable development, through the study we have followed both the effective changes, but also the obtained productions, with a direct impact on consumption. It was found that both at the community level, as well as at the national level, there was a decrease in bovines herds in in the period 2016-2020, the reasons being primarily of an economic nature, but equally important being the social and environmental ones. The analysis was carried out starting from the data published by the National Institute of Statistics and Eurostat, data that were then processed and analyzed with the help of statistical methods. Based on these, the conclusions were formulated that show us that in Romania the number of bovines herds decreased by 11% in the period 2016-2021. At the European Union level, Romania ranks 10th in terms of bovines herds and 20th in terms of density/100 ha. Although there are advances in terms of applied technologies or more productive breeds, at the global level the objectives pursued by the reduction of greenhouse gas emissions have not been influenced by these advances, which makes the activity of raising bovines to be considered one with effects negative effects on the environment, but also high consumption of energy and water, which in turn have a negative impact on climate change. Reducing the shipping sector's contribution to climate change requires urgent emission reductions this decade. Both weather routing and wind propulsion offer immediate solutions, where combining sails with efficient routing amplifies the performance of each technology. However, while large emission savings are theoretically available, the impact of stochastic uncertainty from wind forecasts is unknown. Here, we present a novel approach that exploits fuel consumption calculations from over a thousand departures across three routes to characterise stochastic uncertainty. We show that routes with ideal wind conditions and long voyage times are most sensitive to uncertain forecast inputs, reducing savings from Flettner rotors and weather routing by up to 44% when a priori weather routing strategies are used. This paper further shows how an adaptive weather routing strategy can be used as an accurate prediction tool to reduce uncertainty on all routes investigated, reliably amplifying carbon savings from Flettner rotors by between 1.16 and 2.48 times typical great circle route savings. Emissions reduction, energy security and energy affordability constitute core energy problems facing countries today. At the heart of these problems is the key issue of decarbonisation. Although there is an international drive to address the issue within the United Nations climate change regime, the domestic policy regime in the United States of America seems to be in conflict.While California has made, and is still making, positive strides in emissions reduction at a state level, the Trump administration seeks to lower the United States' fuel efficiency and emissions reduction standards at the federal level. Potentially this has multiple domestic, regional and international ramifications. This is in addition to the unpopular US withdrawal from the Paris Climate Change Agreement in 2017 by Trump. Accordingly, there is a need to understand the jurisprudential and philosophical underpinnings behind its changing stance and its relationship with the world. Against this backdrop, this paper critically examines the policy implications of these issues and argues for policy alignment between components of the federal structure and the need for persistent and concerted efforts by the nations to address climate change. The paper is divided into three parts. Part one examines the conflicting emissions reduction policies within the American federal system. Part two critically analyses the policy implications and need for policy alignment within the context of climate policy and part three draws conclusions and presents insights for further research. Abstract Numerous studies have investigated how small vulnerable territories are adapting to climate change, particularly non-interconnected islands with focus on Renewable Energy Sources (RES) and self-sufficiency. A key to success is an energy plan with appropriate policy tools. This paper first presents a discussion on barriers to RES deployment. Then, we present the energy situation and the legislative energy framework in Reunion Island. Are the legislative and policy frameworks sufficient to achieve the energy transition? This paper provides a detailed analysis of the Tokyo Metropolitan Emissions Trading Scheme (Tokyo ETS), Japan’s first emissions trading scheme with mandatory cap initiated by the government of Tokyo. Unlike trading schemes in other countries, the Tokyo ETS covers indirect emissions from the commercial sector. It is well known that a variety of market barriers impede full realization of energy efficiency opportunities, especially in the commercial sector. Experiences with the Tokyo ETS should therefore provide important lessons for the design of climate change mitigation policies, especially when targeting the commercial sector. The emissions from covered entities have been drastically reduced from those at the scheme’s outset, with an average 14% reduction as of the end of the first commitment period of five years (2010-2014) compared with 2009 levels. This paper shows that the Tokyo ETS alone did not cause these reductions; there were other drivers. Among them, the energy savings triggered by the Great East Japan Earthquake in 2011 were crucial. The contribution of credit trading, in contrast, was limited since most of the covered entities reduced emissions by themselves. Through an investigation of official reports, an assessment of the emissions data from the covered entities compared to those of uncovered entities and in-depth interviews with firms covered by the scheme, this paper confirms that the main drivers of emissions reductions by covered entities were separate from the ETS. In fact, the advisory aspect of the scheme seems to be much more important in encouraging energy-saving actions. Key policy insights Most of the observed emission reductions were not caused by the Tokyo ETS alone. An advisory instrument was crucial to the effectiveness of the Tokyo ETS. The experience of the Tokyo ETS suggests that making full use of the advantages of emissions trading is difficult in the case of the commercial sector. Cities are taking a leadership role in addressing global climate change and reducing greenhouse gas (GHG) emissions, but policy innovations are needed to help cities move from goals to outcomes. Pilot projects are one means by which cities are experimenting with new ways of governing and financing climate change mitigation. In this paper, we develop a framework for understanding the role of pilot projects in urban policy innovation: their emergence and rationale, and the means by which they ultimately scale up and out to reduce GHG emissions. We use this framework to evaluate a pilot project for retrofitting social housing buildings in Toronto. We find the initial pilot project helped address the challenges of pursuing deep retrofits of social housing. Scaling these lessons up to the city level required overcoming challenges to financing and coordinating a larger project; scaling out to the provincial level revealed institutional and political obstacles to pursuing the co‐benefits of deep building retrofits in social housing. Bridging agents play an important role in both scaling processes. Most policy instruments to reduce greenhouse gas (GHG) emissions have focused on producers, and on the energy efficiency of buildings, vehicles and other products. Behavioural changes related to climate change also impact 'in-use' emissions, and potentially, emissions both 'upstream' (including from imported goods) and 'downstream' (eg disposal). Consumption-oriented policies may provide avenues to additional and cost-effective emission reductions, but are less prevalent, in part because of political sensitivities around government efforts to shape individual-level mitigation behaviour. In this paper, we explore policy instruments for encouraging low carbon behaviour in the EU context. Drawing on a literature survey and interviews, as part of the EU Carbon-CAP project, we develop a list of 33 potential instruments, present a systematic methodology for assessing their potential impact and feasibility, and apply this to rank instruments of most interest. Most instruments involve a clear trade-off between their potential impact and feasibility; about half feature in the top three scoring categories, many being voluntary approaches, which may be easier to implement, but with limited or highly uncertain impact. However, we identify a handful of top-scoring instruments that deserve far more policy attention. The complexity of consumer and corporate motivations and behaviours suggests that instruments should be trialled and monitored (e.g. in regions / individual States) before widespread introduction. Most would also be most effective when nested within wider policy packages, to address the varied behavioural motivations and stages of supply chains. Key policy insights Influencing consumer behaviour has been little used in climate policy and is politically sensitive and complex, but can address emissions that have largely escaped influence to date. A few instruments stand out as particularly promising, including: technology lists; supply chain procurement by leading retail companies; a carbon-intensive materials consumption charge; and key infrastructure improvements. A common trade-off between potential impact and likely feasibility points to the importance of government-business collaboration to secure support and impact. One of the main sources of greenhouse gas (GHG) emissions is the use of energy for groundwater pumping. Reducing energy consumption is very important to achieve the environmental sustainability and decrease the climate change impacts. In this paper, the amount of greenhouse gas emissions from groundwater pumping in the Guilan's aquifers was investigated. Firstly, groundwater depletion and the types of pumps for water pumping were examined in the current condition; then, the values of consumed energy, GHG emissions and climate change indicator of the current condition were estimated. The primary investigations showed that 55 percent of wells in the studied region had a diesel engine pump, while 51.3 percent of the required energy for groundwater pumping was supplied by electric pump. Calculated total GHG emissions and the value of climate change indicator in the current condition were equal to 8.98 and 7.59 Milion kg CO eq 2 , respectively. In order to achieve environmental sustainability and energy security, scenarios of replacing electric pumps and applying solar energy were examined. The results of the scenarios showed that diesel fuel wells had no significant effect on the reduction of greenhouse gas emissions, but the use of solar energy reduced them. GHG emissions, in comparison with the base scenarios, were decreased by 44.4% in June, July and August, respectively, by applying the scenario of using the solar pump in agricultural section. The Cuajimalpa campus of the Autonomous Metropolitan University (UAM) is located in the western region of Mexico City. In 2016, its global average population (students, faculty and staff) was around 2750 people. Campus policies include sustainability as one of its main aims. To evaluate and eventually reduce the environmental impact of the campus, its greenhouse gas (GHG) inventory was assessed and the carbon footprint was calculated, using the GHG protocol (GHGP): Scope 1: direct GHG emissions; Scope 2: indirect GHG emissions; and Scope 3: other indirect GHG emissions, on a calendar year basis. Scope 1 includes mobile and stationary sources and leakage of refrigerants; Scope 2 includes electrical energy usage; Scope 3 includes consumption of paper, food, water, gases, cleaning products, solvents, wastewater treatment, municipal and hazardous wastes and academic travel. In 2016, the campus produced around 3000 tons of CO2 equivalent, with Scope 1, 2 and 3 accounting for 4%, 24% and 72%, respectively. Emissions analysis by activity indicated 51% for commuting; 24% for electricity usage; 14% for academic travel; 11% for other activities. Abstract Cities, the core of the global climate change mitigation and strategic low-carbon development, are shelters to more than half of the world population and responsible for three quarters of global energy consumption and greenhouse gas (GHG). This special volume (SV) provides a platform that promotes multi- and inter- disciplinary analyses and discussions on the climate change mitigation for cities. All papers are divided into four themes, including GHG emission inventory and accounting, climate change and urban sectors, climate change and sustainable development, and strategies and mitigation action plans. First, this SV provides methods for constructing emission inventory from both production and consumption perspectives. These methods are useful to improve the comprehensiveness and accuracy of carbon accounting for international cities. Second, the climate change affects urban sectors from various aspects; simultaneously, GHG emissions caused by activities in urban sectors affect the climate system. This SV focuses on mitigation policies and assessment of energy, transport, construction, and service sectors. Third, climate change mitigation of cities is closely connected to urban sustainable development. This SV explores the relationships between climate change mitigation with urbanization, ecosystems, air pollution, and extreme events. Fourth, climate change mitigation policies can be divided into two categories: quantity-based mechanism (e.g., carbon emission trading) and price-based mechanism (e.g., carbon tax). Given the need to rein in the rise in the global average temperature, decarbonizing the electricity sector, which accounts for nearly 50% of global greenhouse gas (GHG) emissions, is crucial. The suitability of nuclear power as a base-load technology and its relatively negligible GHG emissions raised expectations of a nuclear renaissance, until the Fukushima disaster brought discussions about nuclear power’s potential to a standstill. However, completely ruling out nuclear may not be sustainable owing to the realities of rising energy demand, climate change considerations, and the need for reliable base-load supply technology, especially in the case of fast growing economies in the Association of South East Asian Nations (ASEAN). The Fukushima disaster was a wake-up call for both governments and the nuclear industry. Led by the International Atomic Energy Agency, the more advanced economies conducted stringent reviews of safety standards and emergency response procedures in the event of a catastrophe. Meanwhile the industry responded with strong commitments towards “Fukushima proof” designs, alongside other advancements towards “safer” fission power. In the ASEAN context, we argue in this paper that in addition to the economic advantage, nuclear power can help address the twin objectives of energy security and mitigating climate change effects. In ASEAN, there is still a strong momentum towards nuclear power development due to strategic considerations. In this paper, we reviewed in a holistic approach the various factors influencing decision making on nuclear power. Using ASEAN as a case study, we argue that nuclear power remains an important option and should be taken up rapidly if decarbonizing electricity generation is a grave concern. Cities are mainly responsible for greenhouse gas (GHG) emissions in the atmosphere and thus for climate change. The European Union (EU) set up a series of strategies and policies to facilitate the elaboration of climate change mitigation and adaptation of urban plans. To do this, it is necessary to measure the city's GHG emission level. The Urban Carbon Footprint (UCF) and its derivation, the Relative Carbon Footprint (RCF), represent the most appropriate tools for obtaining this important information. The present paper applies these indicators to a small city (150 000 inhabitants) located in Southern Italy, a novelty for academic studies, which usually concentrate on megacities. The study focuses only on CO 2 emissions, as these represent 90% of the total GHGs released in urban areas. The findings showed that in 2015 the total UCF was equal to 288 ktCO 2 , specifically deriving from electricity and natural gas consumption. Moreover, Residential, Industry and Tertiary are the most carbon-intensive economic sectors. The RCF was equal to 0.30; the city emission levels were lower than the national average. Therefore, the municipality represents a typical “net-consumer” community, dominated by homes with territorial emissions due to consumption and characterized by a low number of industries and an average income per capita that is 50% lower than the national one. Starting from these results, the study proposed an urban action plan according to the EU mitigation and adaptation policies. This plan could help the local government improve its environmental sustainability, even if more public city-level data is required for a more comprehensive analysis. Finally, it would be more appropriate for all actions to be aligned under a unique policy process to seize the opportunity to link the various local intervention policies from different fields, taking into account their existing funding, tools, processes, and resources. Greenhouse gas emissions related to energy production is the main cause of climate change. Transportation accounts for 30% of the total energy consumption, and a reduction in the energy used for mobility is necessary. The 2000-watt society is an environmental concept that fixes a sustainable limit to the energy consumption in different sectors, including mobility. This paper evaluates the energy consumption in several mobility scenarios, and it assesses whether the goal suggested by the 2000-watt society is achievable. We investigate the social characteristics and travel habits of the population living in a case study area. Then, we calculate the modal shift induced by transportation policies such as car-sharing, car-pooling and car-free district. We evaluate the resulting energy consumption, and we compare it with the 2000-watt society limit. We conclude that only a set of measures combining car usage reduction, increase in walking and cycling, and reduction in the total travel distance can achieve the needed energy reduction. Abstract: Many developing countries are acutely vulnerable to global climate changes. Pakistan ranks amongst the top of those nations where vulnerability index due to climate changes is very high. Though many of these are not major contributors to the Green House Gases (GHGs) emissions, yet they have adequate potential to mitigate GHGs in various sectors. The power sector, for instance, is one of the major contributors to GHGs in Pakistan and has prospects of abating GHGs by undertaking alternative and improving measures. The GHG contribution from grid connected power plants can be estimated through baseline emissions factor. This paper has calculated this baseline emission factor by determining annual fossil fuel consumption in the grid connected power plants, their net efficiencies, energy outputs and carbon emissions from each fuel source. The data in this regard has been collected from Pakistan Energy Year Book published in 2009, 2010 and 2011 and through related government agencies. The tools, procedures and methodologies of Intergovernmental Panel on Climate Change (IPCC) and United Nations Framework Convention on Climate Change (UNFCCC) are followed in this regard. The paper has calculated that the weighted average baseline emissions factor for power sector in Pakistan is 0.566tCO2/MWh (tons of carbon dioxide per megawatt hour) for wind and solar power projects and 0.478tCO2/MWh for hydro power projects excluding Karachi Electric Supply Company (KESC) grid and 0.606tCO2/MWh for wind and solar power projects and 0.505tCO2/MWh for hydro by including KESC grid. This baseline emissions factor is also a determinant of the amount of Certified Emission Reductions (CERs) that can be accrued by implementing clean Alternative and Renewable Energy (ARE) projects. The amount of CERs generated by an ARE project also have the prospects to earn the carbon revenue streams. The paper has also suggested measures for mitigating grid emissions. Abstract: This review paper discusses the perspectives for development of carbon capture and storage (CCS) technologies in the global fight against climate change, such as low-carbon technology which is a vital component to reduce future carbon emissions. The information on the level and growth of CO2 emissions, their source and geographic distribution, will be essential to lay the foundation for a global agreement; considering only for energy-related CO2, and not for any other greenhouse gases. We analyzed the distribution of the CO2 emission intensity related to them. Besides, in order to predict possible future situations of energy consumption, CO2 emissions intensity and the CCS role like the largest emission reduction potential, the International Energy Agency (IEA) has developed a number of scenarios; the baseline scenarios and comparative scenarios. We used the approach of the Blue Map Scenarios, bringing the 2005s emissions to a level of 50% by 2050 for a non-catastrophic human intervention in the climate system. Moreover, this paper shows the barriers, strategies for accelerating and the stages in the technology deployment. We also analyzed the CCS projects status; Challenges, SWOT analysis, and the currently Global CCS Technology Activity. For this, we consider the Large Scale Integrated Projects (LSIP), and the asset life-cycle model was used to categorize the status of a project according to its development stage. Alongside, the analysis involves: Total LSIPs by geographic region, by Industry and CO2 Capture Technology. This paper examines the relationship between renewable energy production and greenhouse gas emissions (GHG) using U.S. state-level data for 2010. After controlling for other sources of emissions, U.S. states that produce a larger share of renewable energy are found to have lower GHG emissions. It is estimated that a 10% increase in the share of renewable energy could decrease CH 4 emissions by about 0.26%. Since the use of renewable energy sources does not release GHG emissions, this effect can be interpreted as stabilizing if renewable energy is added to coal use or as corrective if it replaces coal. After accounting for the role of coal as a baseload power source, an increase in the share of renewable energy is estimated to mitigate N 2 O emissions at the U.S. state level only if states individually decrease their share of coal use to levels below 41.47%. These findings have significant policy implications for the provision of guidance to policymakers in identifying optimal energy mixes and in pursuing realistic goals to enhance renewable energy penetration and to contribute to the current efforts of tackling climate change. There are many opportunities for consumers to design their lives more sustainably. While a rapidly growing body of literature has investigated how consumers can reduce carbon footprints in key consumption areas, such as food, housing and mobility, an overall framework that allows structuring those options across all consumption areas is still missing. Hence, this paper presents a novel and systematic framework to identify improvement options that promote climate change mitigation and structure them based on their primary mode of impact on GHG emissions. The framework targets consumer practices and focuses on ambitious, but technically and socioeconomically feasible strategies for consumers to lower their carbon footprint. Four major categories for reducing consumption-based emissions form the basic framework, which are then subdivided into behavioural strategies and sub-strategies. The practical application of the framework is illustrated by using food consumption as an example. Systematically identifying improvement options can advance a holistic understanding of the range of behavioural strategies targeting consumer choices that operate at different stages in the supply chain. Decreasing household size is a global trend, driven by urbanization and multiple other socioeconomic trends. Going solo poses a great environmental challenge, as the possibility to benefit from scale economies in consumption and its greenhouse gas impacts is not taken advantage of. In other words, understanding of intra-household sharing patterns of different consumption categories is increasingly important in climate change mitigation. This paper explores the relationship between household sizes, urban structures, and greenhouse gas impacts of lifestyles. When urban areas grow outwards, the household sizes also grow. As a result of this, the increase in intra-household sharing seems to alleviate the negative GHG implications of urban sprawl, which is highly logical but yet not comprehended. Thus, the rise of collaborative consumption offers potential to reduce the greenhouse gas emissions of solo dwellers, and compensate for the lower intra-household sharing with inter-household sharing. Abstract: The goal of this paper is to estimate the perspectives of the Baltic States: Estonia, Latvia and Lithuania on meeting the new European Union climate commitments, i.e., to reduce greenhouse gas emissions by 20% to the year 2020 in comparison with 1990. This ambitious target could be reached based on other EU climate and energy package commitments: increase of the share of renewables and improvement of energy efficiency as tools for fulfilling the GHG emissions reduction target. Abstract: Thermal energy loss in the process industry is a significant issue due to the high temperatures and multiple heat intensive processes involved. High-grade thermal energy is typically recovered within processes. However, lower grade heat is often rejected to the environment. The benefits of capturing and utilising low grade thermal energy are highly dependent on the qualities and properties of the heat in the waste streams. The temperature of the low grade heat stream is the most important parameter, as the effective use of the residual heat or the efficiency of energy recovery from the low grade heat sources will mainly depend on the temperature difference between the source and a suitable sink, e.g. another process or space heating/cooling. In general, the temperatures of these waste heat sources are too low to produce electricity and direct heat use will depend on whether potential user can be found. This paper presents past and current drivers for heat recovery studies. High and low grade heat sources are defined according to the viability of recovery within the processes. Firstly, high grade heat capture within the processes is reviewed. Then, the focus is on the potential for low grade heat capture outside of the original plant. The paper addresses the potential for low grade heat recovery with regard to new incentives and technological advances. Finally, different aspects which influence the decision making for low grade heat recovery in the process industry are discussed. It is concluded that organisational, financial and economic barriers might be overcome and benefits from a holistic vision could be gained with stronger governmental policy and regulation incentives. Abstract: Low carbon cities. What, exactly, are we talking about? Are we talking about lifestyles, activities, or enterprises? Are we talking about individual or group voluntary behavior change or a policy framework that seeks to encourage behavior change by regulatory force? Faced with an enormous literature that mixes related topics like sustainable development/climate change/energy conservation/low carbon, it is not surprising to hear about local governments’ or planners’ “climate change initiatives”. This paper describes/reflects on how officials in Broward County, Florida, are dealing with issues of awareness, governance, measurement, and instruments for challenges arising from the combined threats of energy depletion and climate change. The overriding objective of this paper is to provide some pith for the discussion of planning for low carbon cities. To this end, we describe and reflect on the planning management responses of Broward County, Florida, USA – as an illustrative local government – in dealing with climate change challenges (CCC), energy conservation (EC) and greenhouse gas reduction (GHG). Both description and reflection are important as it is primarily the latter that provides the critical perspective necessary for assessing both potential and effect. The first two sections address the “contextual” questions raised above: what is the level of knowledge and/or awareness among the collection of planners and/or local governments; and, what are/is appropriate responses of different levels of government. In the next section, we review overall levels of knowledge and awareness of basic science and policy dimensions, with particular attention paid to (a version of the) US planning profession. This is followed by a discussion of “theoretical” prescriptions for actions at different levels of government. The third and fourth sections focus on Broward County. The third section describes the county and presents a current measurement of its carbon footprint (at least at the level to which it can be measured). The fourth section describes the operational response of Broward County government. The final section returns to the original questions of knowledge and appropriate types of responses and argues that while the Broward response is generally effective in certain aspects, the current policy paradigm contains both strengths and weaknesses, which are generally outlined and discussed. Abstract: It is commonly understood that households must change their behavior to reduce problems related increased energy consumption and climate change therefore in the search of cheap GHG emission reduction measures households are an important target group because they are responsible for more than 20% of total energy consumption in developed countries. In addition waste management and responsible consumption of products are the key issues in GHG emission reduction. The aim of the paper is to assess GHG emission reduction potential in households in terms of behavioral changes towards sustainable consumption. The review of literature on analysis of households behavioral changes impact on GHG emission reduction was performed; the daily survey of household agenda and energy use records were performed in Lithuania for two scenarios – baseline and GHG emission reduction scenario including energy saving. GHG emission reduction potential in household was assessed based on daily survey data and energy consumption records by applying carbon calculator based on modified coefficients. Evaluated GHG emission reduction potential in households was compared with GHG emission reduction potentials in other sectors of Lithuania. Just prior to the Copenhagen Climate Change Summit, China pledged to cut its carbon intensity by 40-45% by 2020 relative to its 2005 levels. This raises the issue of whether such a pledge is ambitious or just represents business as usual. To put China's climate pledge into perspective, this paper examines whether this pledge is as challenging as the energy-saving goals set in the 11th 5-year economic blueprint, to what extent it drives China's emissions below its projected baseline levels, whether China will fulfill its part of a coordinated global commitment to stabilize the concentration of greenhouse gas emissions at the desirable level, and whether it is conservative and there is room for further increase. Our balanced analysis of China's climate pledge challenges the views of both some Western scholars and the Chinese government regarding its ambition. Given that China's pledge is in the form of carbon intensity, the paper shows that GDP figures are even more crucial to the impacts on the energy or carbon intensity than are energy consumption and emissions data. Finally, the paper emphasizes that China's proposed carbon intensity target not only needs to be seen as ambitious, but more importantly it needs to be credible, and suggests that international climate change negotiations need to focus on 2030 as the targeted date to cap the greenhouse gas emissions of the world's two largest emitters in a legally binding global agreement. Almost all countries have committed to develop Nationally Determined Contributions (NDC) to reduce GHG emissions. They determine the level of GHG mitigation that, as a nation, they will commit to reducing. Zimbabwe has ambitious and laudable GHG mitigation targets. Compared to a coal-based future, emissions will be reduced by 33% per capita by 2030. If historical climate conditions continue, it can do this at low or negative cost if suitable sources of climate financing are in place. The NDC plots a positive future. However, much of Zimbabwe's NDC mitigation center on hydropower generation and other measures that are dangerously vulnerable to climate change. Should the climate change in accordance with recent projections, these investments will be at risk, severely constraining electricity supply and causing high degrees of economic damage. This paper uses the Open-Source energy Modelling SYStem (OSeMOSYS) to consider two adaptation pathways that address this vulnerability. In the first, the country turns to a historically accessible option, namely the deployment of coal. In so doing, the electrical system is made more resilient, but emissions ramp up. The second pathway 'climate proofs' the power sector by boosting solar and wind capacity, using hydropower to provide balance for these new renewable resources, and introducing significant energy efficiency measures. This second pathway would require a set of extra accompanying investments and changes to the power market rules, but allows for both system resilience and NDC targets to be met. The paper shows that Zimbabwe's low emissions growth can be made resilient, and while this path promises strong benefits, it also requires strong commitment and political will. From this paper insights are drawn and requirements for future analysis are made. Two critical insights are that: (i) NDCs that focus on mitigation should include resilience in their design. If they do not, they can introduce deep vulnerability; (ii) a departure from historical electricity market structures appears to hold potential for strong environmental, cost and reliability gains. The scientific evidence of climate change as a result of greenhouse gas emissions which causes ozone layer depletion is becoming increasingly obvious and clear. Findings revealed that energy from the fossil fuel is the major source of greenhouse emission which destroys the environment and makes it unhealthy for living beings. In Nigeria, conventional energy (oil and gas) with gas flaring has the highest percentage of 52% and liquid fuel of 32% of carbon dioxide (CO2) respectively. This sector contributes revenue of over 70% to Nigeria s economy and generates an average total 21.8% of greenhouse gas emission. In Nigeria, there is a much more potential for share renewables with 15.4% of total energy production and 8.6 % of energy consumption. In reality with global environmental concern, Nigeria s carbon dioxide emissions have increased with energy production and consumption. The Integrated Renewable Energy Master Plan of 2008 projects a 26.7% renewable energy contribution to the Nigeria s energy use and this is expected to reduce CO2 and greenhouse gas emissions at 38% by2025. Nigeria has not been playing significant role by reducing emissions of greenhouse gases. Climate change, food crisis, energy generation and environmental pollution are among the greatest threats and challenges faced by mankind today. Biochar production from various biomass sources has gained a lot of interests since its addition to degraded agricultural soils not only improve soil fertility and biomass yield, but also mitigate climate change through soil carbon sequestration and reduction in greenhouse gas emissions. There are enormous amounts of oil palm biomass generated along with the main palm oil production streams. A lot of research has been carried out to convert oil palm biomass into value-added products, but none except biochar has come close to be labeled as carbon negative products. In this paper, a review about production and application potential of biochar from oil palm biomass in Malaysia is given. Besides, some of the challenges in promoting biochar production and application, such as nature of the feedstocks, economic and logistical factors and market acceptance are highlighted as well. Producing biochar from oil palm biomass can potentially lead to a healthier environmental, societal and economic growth for the oil palm industry specifically, and enhances sustainability in worldwide context. The subject of publicly disclosing Greenhouse Gas (GHG) emissions by companies and organizations is gaining momentum and a variety of so called 'GHG Registries' have been developed in countries around the globe, while specific requirements are being adjusted to local circumstances and needs. Different GHG Registries are currently operating worldwide, either as mandatory or as voluntary programs. Israel launched a voluntary initiative in 2010 known as the Israel GHG Reporting and Registering System. The Israel GHG Reporting Protocol was prepared by the Ministry of Environmental Protection and the Energy and Environment cluster at the Samuel Neaman Institute, in cooperation with a wide range of stakeholders, including other governmental ministries, industry and local government representatives as well as non-governmental organizations. The Israel GHG Protocol is largely based on the World Resources Institute/World Business Council for Sustainable Development (WRI/WBCSD) corporate accounting standard and ISO 14064. While the decision to join the GHG registry in Israel is currently voluntary, once an organization has joined the registry it commits to calculate and report GHG emissions according to the registry's protocol and methodology guidance to allow for consistency in the reported data and for accurate comparison of the results. The Israeli program is intended to help develop capacities and tools for organizations, industry and various other private sector entities to manage their GHG emissions by annually calculating and submitting their emission inventories which will also help them to estimate the potential for emissions reduction. This paper focuses on the analysis of the GHG emission reports submitted for 2010, 2011 and 2012 by participating companies and organizations and on how these data enable the reporting organizations to develop their databases, improve their risk management capabilities and identify opportunities for energy and process efficiency improvements that could lead to GHG emissions reduction. Numerous studies have shown that compact, mixed-use, transit-oriented developments contribute to reduced use of automobiles and in turn contribute to lower greenhouse gas emissions. When everyday destinations are within walking distance, people are more likely to walk or cycle, and if transit is within walking distance people are more likely to use it. Other studies have shown that compact development enables reductions in building energy consumption that contribute further to emissions savings. The reduced emissions are assumed to rely on the combination of compactness and transit connectedness. However, this combination requires an extensive transit network covering large areas both of residential and of employment destinations. Such networks often do not exist and are too costly to construct. When they do exist, the transit networks often do not reach those outlying neighbourhoods with the greatest potential for future growth and densification. This paper therefore asks what emissions savings compact development can achieve in the absence of high-frequency transit. In an examinination of the life-cycle emissions of four variations of density in three different neighbourhoods in Vancouver, none of which is well served by transit, we found a wide range of emissions profiles. A mixed-use new urbanist development produced 22% fewer emissions than an adjacent development of large single-family homes, both of which were in a transit-poor area on the far edge of a suburban city. A high-density neighbourhood adjacent to a suburban city centre, and one adjacent to a central city centre, produced 50% and 67% fewer emissions than the neighbourhood of large single-family homes. Findings suggest that, while compactness may be most effective when it is coupled with high frequency transit, decoupling the pair and building compactness before or without transit can still yield considerable household emissions reductions. Abstract: As a non-Annex I Party to the United Nations Framework Convention on Climate Change and Kyoto Protocol signatory, the Republic of Serbia has committed to develop GHG (Greenhouse Gases) emission inventory and prepare comprehensive program of mitigation measures at national level. The paper presents results of 2000–2008 GHG emission inventory assembled for PDH (Public District Heating) sub-sector in accordance with revised IPCC (Intergovernmental Panel on Climate Change) Tier 1 methodology. Evaluation of proposed mitigation measures was performed based on 2012 and 2015 GHG emission projections, obtained for basic and four alternative scenarios, all characterized by the same energy demand but with different fuel mix used. The first alternative scenario addresses GHG emissions in case that solid fuel is substituted by natural gas. The second alternative scenario represents a sub-scenario of the first alternative scenario, with additional substitution of liquid fuel with locally available biomass. Third alternative scenario addresses emissions resulting from complete fuel switch from natural gas to liquid fuel oil, while the final alternative scenario considers the case when natural gas is the only energy resource used. GHG emission trends in the period until 2015, examined in case of previously mentioned basic and four alternative scenarios, point out to the positive impact of fuel switch on GHG emission reduction and pathways for future implementation of proposed mitigation measures. Results obtained clearly quantified assumption that fuel substitution by locally available biomass could solve environmental problems, overcome problems associated with high prices of imported fuels, improve energy supply security and increase local employment. Abstract: As forecasted by the International Energy Agency Energy Technology Perspectives baseline scenario, the largest increment in LDV (light-duty vehicles) stock, travel demand and transport sector energy consumption will take place in the developing world. In the developing countries where the import of used vehicles is allowed, a considerable portion of the LDV stock increment will be realized with used vehicles. In this paper, the analytical framework for assessment of climate change mitigation potential of transport sector in developing countries is adapted in order to incorporate the expected vehicle fleet increase with used vehicles. The evaluation of appropriate mitigation strategies is performed using the GHG Costing Model (GACMO), which compares each mitigation option with the BAU (business-as-usual) option and determines its environmental effectiveness (t CO2 reduced) and economic effectiveness (US$/t CO2 reduced). The adapted analytical framework is applied on the case of transport sector of Macedonia, evaluating appropriate options inline with five mitigation strategies: improvement of vehicle fleet, introduction of low carbon fuels, improvement of travel behaviour, advancement of vehicle equipment and improvement of driver behaviour. The resulting marginal cost curve for the year 2020 indicates a total achievable reduction of 22% with respect to BAU GHG transport sector emissions, with bulk of it at relatively high specific costs of around 90 US$/t CO2. Abstract: Energy and climate change is a key priority issue mentioned by the Mediterranean Strategy for Sustainable Development (MSSD) which explicitly claims that “Control, reduce or stabilize GhG (Greenhouse Gas) emissions” is a crucial target for Mediterranean countries. This paper uses the integrated assessment model IFs (International Futures) to implement a scenario analysis to investigate the mitigation potential of Mediterranean regions. It analyzes if the Mediterranean regions will be able to reach the MSSD climate change target and recommends amendments of the MSSD to implement with effectiveness climate change policies in the Mediterranean area. Abstract: The development of renewable energy technologies is a critical tool for reducing climate change and the reliance on fossil fuels. However, renewable energy technologies cannot be considered totally clean because they require energy consumption and have environmental impacts that cannot be neglected during their life cycle. In this paper, the life cycle assessment methodology was applied to assess resource use and other environmental burdens related to the entire life-cycle steps of a solar cooling plant. The investigated system works with an absorption chiller assisted by a solar plant. Two back-up configurations (hot back-up and cold back-up) were examined in two localities: Palermo (southern Italy) and Zurich (Switzerland). The benefits in terms of primary energy savings and greenhouse gases emission reduction were demonstrated by comparing the use of this innovative plant in substitution of a conventional one. Energy and CO2eq emission payback times and the energy return ratio of the system were calculated. For all the analysed configurations they ranged from 4 to 6years. A sensitivity analysis related to the calculation of the energy payback time was carried out to assess the influence of various system performance parameters on the payback index. The analysis stressed the following: [–] LCA of renewable energy technologies has to include a detailed analysis of the use phase to assess the benefits that arise from the energy produced by the system during its useful life and to obtain reliable and high-quality LCA results. Abstract: Industrialization, development and social transformation has brought together issues of over exploitation of limited energy resource base (e.g. fossil fuel), accelerated threats of energy insecurity, and liberation of greenhouse gas emissions across the continents. The global challenge for the 21st century and way ahead is to find other means of satisfying energy needs, diversifying the energy supply, up-scaling the make-up of renewable energy to a greater extent, optimization of energy consumption and supply system. Denmark has been continuously moving towards optimization of energy production, usage and its overall management, during and even after the first global oil crisis. The country has been delivering its priority in the development of renewable energy and standing the country an energy self sufficient from last three decades. Country''s overall consumption of energy has decreased than that of the decades of 1980 and 1990s, with wider range of energy mix and saving options. The Danish government has strategized to make the country fossil fuel free by 2050, where special attention and interventions is required to boost up its development of renewable energy in the country. The past efforts of the Danish government in the energy development has helped not only making the country ‘energy self sufficient’, but also lowering the level of carbon dioxide in the atmosphere. Danish energy policy and strategies have been found more conducive and reflective of the joint EU priorities on the matter of dealing with climate change and energy security. All the past progress and its allied policies seem to be quite supportive in fulfilling its strategies for greener future. Given the heated discussion of climate change and the ever-increasing demand for fossil fuels, the ability to reduce vehicular carbon footprints is of great importance for both environmental and economical reasons. This paper presents a carbon-footprint/fuel-consumption-aware variable-speed limit (FC-VSL) traffic control scheme that targets minimizing the average vehicular fuel consumption on freeways under live traffic conditions. We first formulated the problem of minimizing fuel consumption for a single vehicle under certain traffic conditions as an optimal control problem. By solving the problem, we obtained the optimal vehicular trajectory, which results in minimum fuel consumption. Then, we designed the FC-VSL scheme based on the optimal trajectory. We evaluated the performance of the FC-VSL scheme through detailed simulation. The results show that the FC-VSL scheme can significantly reduce the average fuel consumption and outperform another speed limit scheme that was designed to smooth traffic flow without considering fuel consumption. Abstract: Transport is Australia’s third largest and second fastest growing source of greenhouse gas (GHG) emissions. The road transport sector makes up 88% of total transport emissions and the projected emissions increase from 1990 to 2020 is 64%. Achieving prospective emission reduction targets will pose major challenges for the road transport sector. This paper investigates two targets for reducing Australian road transport greenhouse gas emissions, and what they might mean for the sector: emissions in 2020 being 20% below 2000 levels; and emissions in 2050 being 80% below 2000 levels. Six ways in which emissions might be reduced to achieve these targets are considered. The analysis suggests that major behavioural and technological changes will be required to deliver significant emission reductions, with very substantial reductions in vehicle emission intensity being absolutely vital to making major inroads in road transport GHG emissions. Abstract: With 60% of the population younger than 26years, a need of about 1.5 million residential units per year for the next 5years and the necessity of mitigating its rapidly growing GHG emissions together with adapting cities to the expected drastic effects of climate change, Iran’s urban agglomerations are facing tremendous challenges now and in the future. The paper presents interim findings of the German–Iranian research initiative “Young Cities” (2005–2013) that investigates approaches for these immense challenges. The project aims at developing energy-efficient and resilient housing in a real-life pilot project, the 35ha area in Hashtgerd New Town in the Tehran province. The article explores the framing conditions and the master plan of this pilot and identifies four key planning strategies. Besides applying climate-sensitive urban form, the project stresses the need to develop culturally adapted building typologies for reduced heating and cooling, an efficient public transport in a mixed and dense urban structure and integrated water and energy systems on the neighborhood level. Simulations of these planning approaches have proven a significant reduction of energy- and resource consumption and the capacity of the design to adapt to (a potentially changing) environment. These promising strategies for energy-efficiency and resilience were transferred into a legally binding comprehensive plan commissioned in October 2010, though the major challenge in the second phase of the project (2011–2013) will be making these innovations a built reality. Abstract: This paper presents the strategy of the European Union in the field of energy and climate change. At the heart of the package are three commitments to be met by 2020: to reduce greenhouse gas emissions by at least 20%, to ensure that 20% of final energy consumption is met with renewable sources, and to raise energy efficiency by 20%. This strategy is based on the scientific consensus drawn by the International Panel for Climate Change, and implements the EU political strategy to limit the anthropogenic temperature rise to no more than 2 °C. A Directive for the geological storage of CO2 is another integral part of the package. This should enable the development and subsequent deployment of zero emission power plants. From a research and technology perspective, the Strategic Energy Technology Plan (SET-Plan) lists several energy technologies which will be required to reconcile economic growth and a vision of a decarbonised society. The EU climate and energy package and the SET-Plan are part of the solution both to the climate crisis and to the current economic and financial crisis. This paper argues that the most obvious measure to combat greenhouse gas emissions is to remove the vast subsidies that promote higher energy consumption in more than half of the countries in the world, and that this measure should take precedence over many others. The article discusses also why removing energy subsidies is so difficult, and which type of state may succeed. This question is examined with reference to China, India and Russia, all major contributors to global warming. Non-democratic governments and energy importers might be expected to be more likely to halt subsidies. In fact, energy trade imbalances do not seem to significantly affect the capacity to reduce subsidies. The risk of social unrest is a political restraint in all three countries. Mid- and long-term energy requirements and greenhouse gas emission scenarios for China were presented by using the Integrated Policy Assessment Model of China. Technologies are the key component to reach a low carbon future. Technologies are identified with the scenario analysis. In order to realize the low carbon future, a technology roadmap was presented to reach the emission reduction up to 2050 in China. Twenty-eight key technologies are given in the paper for the technology roadmap, presenting learning curves. With full adoption of these key technologies, we do see ample opportunities for China to make the emission stable after 2020, without a large increase, and even start to have a deep reduction after 2030. In order to respond to climate change, it is essential to describe possible future greenhouse gas (GHG) emission trajectories in both nonintervention and intervention terms. This paper analyzes long-term GHG mitigation emission scenarios according to alternative development paths in the world and major regions, based on the nonintervention emission scenarios quantified by the Asian-Pacific Integrated Model (AIM). AIM is revised and applied to the quantification of narrative storylines for scenarios of socioeconomic development, and GHG emissions from energy use, land-use change, and industrial production processes are simulated. A wide range of mitigation policies are adopted in this simulation as responses to the climate change. Several target stabilized levels–650, 550 and 450 ppmv–are analyzed. The results show that to achieve stabilization at a different GHG concentration level, a policy package is essential to reach the target concentration level, rather than a single policy. Energy efficiency improvement will be a key contributor to the reduction of GHG emissions as a result of the policy package. The mitigation cost could be at a medium level, without a large loss of economic growth. The developing world could significantly reduce GHG emissions compared with nonmitigation scenarios with sufficient knowledge transfer from developed countries. [ABSTRACT FROM AUTHOR]

This paper reviews the many criticisms that Integrated Assessment Models (IAMs)—the bedrock of mitigation analysis—have received in recent years. Critics have asserted that there is a lack of transparency around model structures and input assumptions, a lack of credibility in those input assumptions that are made visible, an over-reliance on particular technologies and an inadequate representation of real-world policies and processes such as innovation and behaviour change. The paper then reviews the proposals and actions that follow from these criticisms, which fall into three broad categories: scrap the models and use other techniques to set out low-carbon futures; transform them by improving their representation of real-world processes and their transparency; and supplement them with other models and approaches. The article considers the implications of each proposal, through the particular lens of how it would explore the role of a key low-carbon technology—bioenergy with carbon capture and storage (BECCS), to produce net negative emissions. The paper concludes that IAMs remain critically important in mitigation pathways analysis, because they can encompass a large number of technologies and policies in a consistent framework, but that they should increasingly be supplemented with other models and analytical approaches. Climate change, due to anthropogenic emissions of greenhouse gases, is driving policymakers to make decisions to promote more efficient energy use. Improved industrial energy efficiency is said to play a key role in the transition to more carbon-neutral energy systems. In most countries, industrial small and medium-sized enterprises (SMEs) represent 95% or more of the total number of companies. Thus, SMEs, apart from using energy, are a major driver in the economy with regard to innovation, GDP growth, employment, investments, exports, etc. Despite this, research and policy activities related to SMEs have been scarce, calling for contributions in the field. Therefore, the aim of this paper is to critically assess how adequate energy efficiency policy programmes for industrial SMEs could be designed. Results show that scientific publications in the field differ in scope and origin, but a major emphasis of the scientific papers has been on barriers to and drivers for energy efficiency. Scientific contributions from studies of energy policy programmes primarily cover energy audit programmes and show that the major energy efficiency measures from industrial SMEs are found in support processes. The review further reveals an imbalance in geographic scope of the papers within the field, where a vast majority of the papers emanate from Europe, calling for scientific publications from other parts of the world.
