Drawing from theory on the "co-production" of science and society, this paper provides an account of trajectories in US climatology, roughly from the 1850s to 1920, the period during which climatology emerged as an organized branch of meteorology and government administration. The historical narrative traces the development of climatology both as a professional/institutional project and as a component of a larger governmental logic. Historical analysis of climatologists' scientific texts, maps, and social organization within government provides a sociological explanation for the emergent "stabilization" of climate as a geographic-statistical category. Climatic stability, defined by the view that climate is unchanging, was advanced over this period in a way that linked the interests and practices of climatologists to actors invested in facilitating and administrating commercial agriculture and trade. I position the logic of climatology and the discourse of climatic stability historically, with reference to prior concern with climate change and, in recent decades, efforts to govern global warming through geoengineering climatic stability. Global warming has drawn great attention in recent years because of its large impact on many aspects of the environment and human activities in buildings. One area directly affected by climate change is the energy consumption for heating and cooling. To quantify the impact, this study used the HadCM3 Global Circulation Model (GCM) to generate weather data for future typical meteorological years, such as 2020, 2050, and 2080, for 15 cities in the U.S. based on three CO 2 emission scenarios. The method was validated by comparing the projected TMY3 data using HadCM3 with the actual TMY3 data. By morphing method, the weather data was downscaled to hourly data for use in building energy simulations by EnergyPlus. Two types of residential buildings and seven types of commercial buildings were simulated for each of the 15 cities. This paper is the first to systematically study the climate change impact on various types of residential and commercial buildings in all seven climate zones in the U.S. through EnergyPlus simulations and provide weighted averaged results for national-wide building stock. We also identified geographical dependency of the impact of climate change on future energy uses. There would be a net increase in source energy consumption by the 2080s for climate zones 1–4 and net decrease in climate zones 6–7 based on the HadCM3 weather projection. Furthermore, this paper investigated natural ventilation performance in San Francisco, San Diego, and Seattle with improved natural ventilation model. We found that by the 2080s passive cooling would not be suitable for San Diego because of global warming, but it would still be acceptable for San Francisco and Seattle. [ABSTRACT FROM AUTHOR]

How, and when, does it become possible to conceptualize a truly planetary crisis? The Cold War nuclear arms race installed one powerful concept of planetary crisis in American culture. The science enabling the US nuclear arsenal, however, also produced unintended byproducts: notably, a radical new investment in the earth sciences. Cold War nuclear science ultimately produced not only bombs, but also a new understanding of the earth as biosphere. Thus, the image of planetary crisis in the US was increasingly doubled during the Cold War - the immediacy of nuclear threat matched by concerns about rapid environmental change and the cumulative effects of industrial civilization on a fragile biosphere. This paper examines the evolution of (and competition between) two ideas of planetary crisis since 1945: nuclear war and climate change. In doing so, the paper offers an alternative history of the nuclear age and considers the US national security implications of a shift in the definition of planetary crisis from warring states to a warming biosphere. The U.S. National Assessment of the Potential Consequences of Climate Variability and Change was a federally coordinated nationwide effort that involved thousands of experts and stakeholders. To draw lessons from this effort, the 10 authors of this paper, half of whom were not involved in the Assessment, developed and administered an extensive survey, prepared a series of working papers, and conducted an invitational workshop in Washington, DC, on April 29, 2004. Considering all these sources, the authors conclude that the Assessment was largely successful in implementing its basic design of distributed stakeholder involvement and in achieving its basic objectives. Future assessments could be significantly improved if greater attention were devoted to developing a collective understanding of objectives, preparing guidance materials and providing training for assessment participants, developing a budgeting mechanism which would allow greater freedom in allocating resources across various assessment activities, and creating an environment in which assessments were part of an ongoing process. Activists and scholars increasingly blame neoliberalism for the failure to sharply reduce greenhouse gas emissions, but there is insufficient research that investigates the theoretical link between neoliberalism and climate paralysis. This paper seeks to fill that gap by presenting a coherent account of how neoliberal ideology has constrained policies to address climate change in the United States. As motivation, we first present evidence suggesting more neoliberal countries perform worse in addressing climate change. We then analyze how three tenets of neoliberal ideology—to decentralize democracy, defund public investment, and deregulate the economy—have stymied climate action in the United States. Finally, we discuss the Green New Deal as a decisively anti-neoliberal framework that seeks to wield the power of the federal government to pursue large-scale public investments and binding climate regulations for rapid decarbonization. In the contemporary political environment of polarized claims about disputed realities, the online fact-check industry was born. These enterprises have received awards and praise but also accusations of bias and error, bringing their methods and conclusions into question. This paper examines the comparative epistemology of the three major fact-check sites: do they examine the same questions and reach the same conclusions? A content analysis of the published fact-checks addressing three disputed realties - the existence of climate change, the influence of racism, and the consequences of the national debt - suggests substantial differences in the questions asked and the answers offered, limiting the usefulness of fact-checking for citizens trying to decide which version of disputed realities to believe. Recently Diem questioned the western ridge movement of the North Atlantic subtropical high (NASH) reported in a 2011 paper of Li et al. This reply shows more analysis that further strengthens the conclusions originally put forth by Li et al. Diem''s analysis of the trend in the western ridge of the NASH was based on the data over a 30-yr period (1978-2007), whereas the main conclusions in Li et al. were drawn according to the data over a 60-yr period (1948-2007). Over the last 60 years, the NASH has shown a significant trend of westward movement, the meridional movement of the western ridge of the NASH has enhanced in the recent three decades, and the potential impact of global warming cannot be ruled out in an attempt to explain these changes of the NASH. Abstract: This work focuses on the efforts being made by King County, Washington to respond to the challenges of global climate change, concentrating on both mitigation and adaptation. King County is a leader in the United States in the development and implementation of meaningful climate change efforts in local government. The county, in conjunction with ICLEI, recently produced a workbook on Preparing for Climate Change at the Local, Regional, and State levels. While the vast majority of local governments in the United States have only taken limited steps to respond to global warming, King County stands out as aggressively looking to move in a new direction. The King County Climate Plan is based on the conviction that climate change is both a problem and an opportunity for communities to improve environmental quality through mitigation of greenhouse gases and simultaneously build resilience to adapt to global climate change. Its exceptional combination of responsibilities in planning and opportunities makes this an invaluable experience to other local governments throughout the world. The work to be presented is a case study that examines the underlying issues and challenges faced by this jurisdiction in adopting its climate change plan; the development and adoption of the plan; issues associated with monitoring and sustaining these efforts; and the broader challenges of building more resilient and adaptive communities. The case study will focus both on procedural issues, as well as, on the types of mitigation and adaptive responses. One aspect of the paper will examine King County''s efforts to link climate change efforts/policy/plans to other critical community concerns (e.g., issues of equity and race), and to the economic opportunities that have become critical motivators to successfully as moving forward the county attempts to establish itself as a global leader in meeting the challenges of global climate change. This paper addresses the paradox that although the Intergovernmental Panel on Climate Change has reached a broad consensus, various governments pursue different, if not opposing policies. This puzzle not only challenges the traditional belief that scientific knowledge is objective and can be more or less directly translated into political action, but also calls for a better understanding of the relation between science and public policy in modern society. Based on the conceptual framework of knowledge politics the use of expert knowledge in public discourse and in political decisions will be analysed. This will be carried out through a country comparison between the United States and Germany. The main finding is that the press in both countries relies on different sources of scientific expertise when reporting on global warming. Abstract During this century global warming will lead to changes in global weather and climate, affecting many aspects of our environment. Agriculture is the sector of the United States economy most likely to be directly impacted by climatic changes. We have examined potential changes in dryland agriculture (Part 3) and in water resources necessary for crop production (Part 4) in response to a set of climate change scenarios. In this paper we assess to what extent, under these same scenarios, water supplies will be sufficient to meet the irrigation requirement of major grain crops in the US. In addition, we assess the overall impacts of changes in water supply on national grain production. We apply the 12 climate change scenarios described in Part 1 to the water resources and crop growth simulation models described in Part 2 for the conterminous United States. Drawing on data from Parts 3 and 4 we calculate what the aggregate national production would be in those regions in which grain crops are currently produced by applying irrigation where needed and water supplies allow. The total amount of irrigation water applied to crops declines under all climate change scenarios employed in this study. Under certain of the scenarios and in particular regions, precipitation decreases so much that water supplies are too limited; in other regions precipitation becomes so plentiful that little value is derived from irrigation. Nationwide grain crop production is greater when irrigation is applied as needed. Under irrigation, less corn and soybeans are produced under most of the climate change scenarios than is produced under baseline climate conditions. Winter wheat production under irrigation responds significantly to elevated atmospheric carbon dioxide concentrations [CO2] and appears likely to increase under climate change. This paper explores how long-term energy forecasts are created and why they are useful. It focuses on forecasts of energy use in the United States for the year 2000 but considers only long-term predictions, i.e., those covering two or more decades. The motivation is current interest in global warming forecasts, some of which run beyond a century. The basic observation is that forecasters in the 1950–1980 period underestimated the importance of unmodeled surprises. A key example is the failure to foresee the ability of the United States economy to respond to the oil embargos of the 1970s by increasing efficiency. Not only were most forecasts of that period systematically high, but forecasters systematically underestimated uncertainties. Long-term energy forecasts must make assumptions about both technologies and social systems. At their most successful, they influence how people act by showing the consequences of not acting. They are useful when they provide insights to energy planners, influence the perceptions of the public and the energy policy community, capture current understanding of underlying physical and economic principles, or highlight key emerging social or economic trends. It is true that at best we see dimly into the future, but those who acknowledge their duty to posterity will feel impelled to use their foresight upon what facts and guiding principles we do possess. The article reports that political fires are burning hot over an inquiry by a House panel into a paleoclimate analysis that shows a rise in temperature in the 20th century. Energy and Commerce panel chairman Joe Barton had asked the U.S. National Science Foundation and several climate scientists for information on "methodological flaws and data errors" in papers published in 1998 and 1999 by Michael Mann of the University of Virginia, Charlottesville.
