In line with the United Nations Sustainable Development Goal (SDG) 6, the main goal of the Special Issue on "Remote sensing for water resources and environmental management" was to solicit papers from a diverse range of scientists around the world on the use of cutting-edge remote sensing technologies to assess and monitor freshwater quality, quantity, availability, and management to ensure water security. Special consideration was given to scientific manuscripts that covered, but were not limited to, the development of geospatial techniques and remote sensing applications for detecting, quantifying, and monitoring freshwater water resources, identifying potential threats to water resources and agriculture, as well as other themes related to water resources and environmental management at various spatial scales. The Special Issue attracted over thirteen peer-reviewed scientific articles, with the majority of manuscripts originating from China. Most of the studies made use of satellite datasets, ranging from coarse spatial resolution data, such as the Gravity Recovery and Climate Experiment (GRACE) and GRACE Follow-On (GRACE-FO), to medium spatial resolution data, such as the Landsat series, ERA5, Modern-Era Retrospective Analysis for Research and Application Land version 2 reanalysis product (MERRA2), CLSM and NOAH ET, and MODIS (Moderate Resolution Imaging Spectroradiometer). Google Earth Engine (GEE) data, together with big data processing techniques, such as the remote sensing-based energy balance model (ALEXI/DisALEXI approach) and the STARFM data fusion technique, were used for analyzing geospatial datasets. Overall, this Special Issue demonstrated significant knowledge gaps in various big data image processing techniques and improved computing processes in assessing and monitoring water resources and the environment at various spatial and temporal scales. Governing and managing water sustainably is a critical issue globally. Given its rapid economic development and the effects of global climate change, China faces serious water challenges including water shortages and pollution. The Chinese government has long been considering governance reforms which will improve water and river management. Conscious of the negative effects of fragmented institutions and the lack of incentives to support environmentally-sustainable management, China has recently established and implemented the 'He-Zhang' system - a network of River Chiefs and River Keepers across the country and at all administrative levels. This paper outlines the origins, purpose and structure of the system; summarizes progress with its implementation; and identifies some of its future challenges. [ABSTRACT FROM AUTHOR]

The impacts of China's intensified efforts to engage in regional and global environmental governance is widely noted and debated. With rapidly increasing economic and political influence, China has been gradually changing its attitude and strategy in negotiations over some of the most challenging cross-border environmental crises. In this paper, we examine two cases of multinational environmental negotiations, where China exhibited leadership potential and efforts, namely the climate change regime and Mekong river governance system. Our analysis focuses both on the leadership activities around institutional, moral, and financial contributions to the governance regime, and on the efforts for China to take up exemplary actions at domestic level. We argue that in both cases, China exhibited both determination and commitment to shape the course and outcome of the negotiations, whilst applying two clearly different strategies. In the case of climate change, China is using its entrepreneur power to facilitate the deals and portray itself as the moral leader of the climate change course, while in the Mekong river case, financial and institutional inputs are the major instruments for Chinese to assume the leadership role. Yet in both cases, China exhibited a notable shift from an un-cooperative and coercive veto power to a more constructive player in the multinational environmental negotiations. Abstract: Irrigation plays an increasing important role in agriculture of China. The assessment of water resources utilization during agricultural production process will contribute to improving agricultural water management practices for the irrigation districts. The water footprint provides a new approach to assessing the agricultural water utilization. The present paper put forward a modified calculation method to quantify the water footprint of crop. On this basis, this paper calculated the water footprint of major crop in Hetao irrigation district, China. Then, it evaluated the influencing factors that caused the variability of crop water footprint during the study period. Results showed that: 1) the annual average water footprint of integrated-crop production in Hetao irrigation district was 3.91m3 kg−1 (90.91% blue water and 9.09% green water). The crop production in the Hetao irrigation district mainly relies on blue water; 2) under the integrated influences of interannual climate variability and variation of agricultural inputs, the water footprint of integrated-crop production displayed a decreasing trend; 3) the contribution rate of the climatic factors to the variation of water footprint was only −6.90%, while the total contribution rate of the agricultural inputs factors was −84.31%. The results suggest that the water footprint of crop mainly depends on agricultural management rather than the regional climate and its variation. The results indicated that the water footprint of a crop could be controlled at a reasonable level by better management of all agricultural inputs and the improvement of water use efficiency in agriculture. Understanding the changes in hydrological process is a key subject for water resource management of a high-diversity watershed. In this paper, through an establishment of a SWAT-based model, the effects of climate change and its induced vegetation change on hydrological process were analyzed in the East River Basin. The model could well simulate the hydrological processes of the basin including surface runoff (SURQ), groundwater (GWQ), lateral flow (LATQ), total water yield (WYLD), actual evapotranspiration (ET), and groundwater recharge (PERC). Under the vegetation change induced by temperature increase, the effects of the vegetation change on hydrological process were larger than that of the temperature change. Under the vegetation change caused by the increase of temperature and precipitation, the vegetation change enhanced the effects of climate change on annual SURQ, LATQ, GWQ, WYLD, and PERC of the basin. Under spatial scale, when the temperature and precipitation changed simultaneously, the increase of precipitation could promote the increase of annual ET in sub-watersheds. Also, the annual SURQ, WYLD, GWQ and ET in western sub-watersheds were more sensitive to the cumulative changes of vegetation and climate. • An observation-based natural and human-impacted catchment comparison method is proposed. • Human influence are quantified based on gridded socio-economic and land use data. • Climatic and anthropogenic influences on drought propagation are investigated. • Climate change accelerates the response of hydrological drought to meteorological drought. • Human activities delay the propagation from meteorological to hydrological drought. It is crucial to investigate how a precipitation deficit is transformed into hydrological drought and how climate change and human activities affect this transformation process, which is helpful to gain a deep understanding of drought propagation process in this changing environment. This study proposed an observation-based natural and human-impacted catchment comparison method to assess the impacts of climate change and human activities on propagation from meteorological drought to hydrological drought. The method mainly consists of the following three steps: (1) selection of natural catchments through analysis of trends and change points of hydro-meteorological data, as well as statistics analysis of human influence based on land use and socio-economic indicators data sets; (2) calculation of drought propagation characteristics (e.g., drought severity, duration, and propagation time) based on run theory and the Pearson correlation coefficient; and (3) comparison of drought propagation characteristics of natural catchments between undisturbed and disturbed periods to identify the impacts of climate change on drought propagation, and comparison of the propagation characteristics between natural and human-impacted catchments during the disturbed period to investigate human influence on drought propagation. The Laohahe basin (with eleven sub-catchments), located in northern China, was evaluated via the proposed procedure, and standardized precipitation index (SPI) and standardized runoff index (SRI) were used to characterize meteorological and hydrological droughts, respectively. The results demonstrate that the proposed method is suitable tool for distinguishing natural and human-impacted catchments, and separating the impacts of climate change and human activities on drought propagation. Furthermore, the comparison results of different schemes show that climate change accelerates the propagation from meteorological drought to hydrological drought in the Laohahe basin, shortening it by approximately 3 months. Human activities, however, disturb and then delay the natural propagation from meteorological drought to hydrological drought, retarding it by 11–12 months. Although the Laohahe basin was selected as a case study in this paper, the proposed method can be applied in other regions as well to improve drought prediction and water resources management. Summary: The hydrological cycle has been substantially influenced by climate change and human activities. It is therefore of utmost importance to analyze the impact of climate change on hydrology, particularly on a regional scale, in order to understand potential future changes of water resources and water-related disaster, and provide support for regional water management. However, during the evaluation of climate change impact on hydrology or water resources, large uncertainty exists. In this paper, the Soil Water Assessment Tool (SWAT) model is used to investigate the potential impact of climate change on hydrology of the upper reaches of Qiantang River Basin, East China, for the future period 2011–2100. The uncertainty is considered by employing upgraded reliability ensemble averaged GCM climate projections under three emission scenarios A1B, A2 and B1 for three different stages of the future period. These projections are downscaled and used in the hydrological model. Impact of climate change on precipitation, potential evapotranspiraton and river runoff is then investigated. The model calibration and validation outcomes show reasonable performance of the SWAT model. The final results suggest that annual river runoff will likely decrease almost under all emission scenarios and time stages of the future period. Particularly, at Jinhua Station, substantial decrease of annual river runoff can be noticed, indicating less water resource possibly available for the region in future. Simulated monthly patterns show that the largest decrease will likely occur in winter while increases will occur in summer, implying possible more water-related disasters in this region. However, it is also noticed that the change signs/amount could be different under different emission scenarios and time stages, indicating large uncertainty involved in the impact analysis. Abstract: In the North China Plain (NCP), while irrigation using groundwater has maintained a high-level crop productivity of the wheat–maize double cropping systems, it has resulted in rapid depletion of groundwater table. For more efficient and sustainable utilization of the limited water resources, improved understanding of how crop productivity and water balance components respond to climate variations and irrigation is essential. This paper investigates such responses using a modelling approach. The farming systems model APSIM (Agricultural Production Systems Simulator) was first calibrated and validated using 3 years of experimental data. The validated model was then applied to simulate crop yield and field water balance of the wheat–maize rotation in the NCP. Simulated dryland crop yield ranged from 0 to 4.5tha−1 for wheat and 0 to 5.0tha−1 for maize. Increasing irrigation amount led to increased crop yield, but irrigation required to obtain maximum water productivity (WP) was much less than that required to obtain maximum crop yield. To meet crop water demand, a wide range of irrigation water supply would be needed due to the inter-annual climate variations. The range was simulated to be 140–420mm for wheat, and 0–170mm for maize. Such levels of irrigation applications could potentially lead to about 1.5myear−1 decline in groundwater table when other sources of groundwater recharge were not considered. To achieve maximum WP, one, two and three irrigations (i.e., 70, 150 and 200mmseason−1) were recommended for wheat in wet, medium and dry seasons, respectively. For maize, one irrigation and two irrigations (i.e., 60 and 110mmseason−1) were recommended in medium and dry seasons, while no irrigation was needed in wet season. [Copyright &y& Elsevier]

Human activities and climate change are two key factors influencing the variation of the total amount of available surface and groundwater, hereafter termed water resources. Quantitatively separating their impacts remains a challenge. To this end, we used time-varying Budyko-type equations and a hierarchical Bayesian model in this paper to separate their impacts in 31 provincial-level divisions of China. The time-varying Budyko-type equations treat the Budyko equation parameter w as a variable, which depends on human activities (represented by per capita gross regional production) and climate change (represented by temperature and precipitation). The hierarchical model quantifies the uncertainty of parameters and the interrelation between covariates across regions in China. The results show that the time-varying Budyko-type equation can improve the fitting capability for water resources in China. The hierarchical Bayesian model, which considered spatial dependence, reduced the uncertainty of the parameters compared to spatially independent counterparts. For most regions of China, human activities reduce water resources while climate change increases them. Southeastern China is the most influenced area, and its water resources decreased approximately 50 mm because of human activities.
