The Mekong River Basin is one of the world's major transboundary basins. The hydrology, agriculture, ecology, and other watershed functions are constantly changing as a result of a variety of human activities carried out inside and by neighboring countries including China, Myanmar, Thailand, Laos, Cambodia, and Vietnam in order to meet increased food and water demands for an increasing population. The Mekong River, which provides irrigation and fishing for a population of over 60 million people, also has an estimated 88,000 MW of untapped hydropower potential. The construction of dams for energy supply has a wide-ranging impact on downstream reservoir regions, resulting in unprecedented changes in hydrologic functions, the environment, and people's livelihoods. We present a holistic view of how external stressors such as climate change and variability, land cover, and land-use change affect supply and demand. We present an integrated modeling framework for analyzing the supply--demand scenarios and tradeoffs between different sectors. Specifically, we evaluated the impacts of future climate on irrigation, hydropower, and other needs in the basin through a feedback loop. We focused on hydrologic extremes to evaluate their impacts on the reservoir operations during flood and low flow events. The inflow is projected to change by +13% to -50% in the future, while a 0.25% (15.24 billion m³) reduction is projected for the net irrigation water requirement (NIWR). A unit percentage increase in irrigation demand will reduce energy generation by 0.15%, but climate change has a beneficial impact on dam performance with a predicted increase in energy generation and supply to all sectors. Flood events will cause excessive stress on reservoir operation to handle up to six times more flow volumes; however, the low-flow events will marginally affect the system. While the flow and storage rule curves consider both supply and demand, changing human water use comes second to changing climate or other biophysical considerations. This paper emphasizes the importance of considering feedback between climate--water--human society in the systems modeling framework in order to meet societal and ecological challenges. Abstract: This paper provides a detailed characterization of the observed daily rainfall series available for the Mekong, Chi, and Mun River Basins in the context of climate change; and describes the linkage between climate simulations given by Global Circulation Models (GCMs) and the local rainfall characteristics using the popular Statistical Downscaling Model (SDSM). Observed daily rainfall records at 11 stations in the study area for the 1961–2007 period were considered. Results of characterizing the available rainfall data for the 1961–1990 and 1991–2007 periods show different trends of rainfall characteristics for different locations in the study area. However, a consistent increase in the annual maximum number of consecutive dry days (CDD) was observed in the Chi catchment area, the eastern part of the Mun watershed, and the western portion of the Mekong River Basin. In addition, decrease in the annual maximum daily rainfall (AMDR) was found in most locations of the study area, except for the central part of the Chi and Mun River Basins. Moreover, it has been shown in this paper that the SDSM could adequately describe the basic statistical and physical characteristics of the observed rainfall processes for the calibration (1961–1975) and validation (1976–1990) periods. This statistical downscaling method was then used to project future rainfall characteristics for the 1961–2099 period using the climate simulations given by the UK HadCM3 (HadCM3) model under A2 and B2 scenarios (HadCM3A2 and HadCM3B2), and by the Canadian GCM3 (CGCM3) model under A2 and A1B scenarios (CGCM3A2 and CGCM3A1B). In general, the projected trends of rainfall characteristics by both HadCM3 and CGCM3 were found to be consistent with the observed historical trends. However, there was a large difference in the projection results given by these two models. This would indicate the presence of high uncertainty in climate simulations provided by different GCMs. In addition, the climate change impacts on the flood and drought problems in the study area were shown using the CDD and AMDR indices of 100-year return period. The economic value of the Tonle Sap Lake Floodplain to Cambodia is arguably among the highest provided to a nation by a single ecosystem around the world. Nonetheless, the Mekong River Basin is changing rapidly due to accelerating water infrastructure development (hydropower, irrigation, flood control, and water supply) and climate change, bringing considerable modifications to the flood pulse of the Tonle Sap Lake in the foreseeable future. This paper presents research conducted to determine how the historical flooding regime, together with human action, influenced landscape patterns of habitats in the Tonle Sap Lake, and how these habitats might shift as a result of hydrological changes. Maps of water depth, annual flood duration, and flood frequency were created for recent historical hydrological conditions and for simulated future scenarios of water infrastructure development and climate change. Relationships were then established between the historical flood maps and land cover, and these were subsequently applied to assess potential changes to habitat cover in future decades. Five habitat groups were clearly distinguishable based on flood regime, physiognomic patterns, and human activity: (1) Open water, flooded for 12 months in an average hydrological year; (2) Gallery forest, with flood duration of 9 months annually; (3) Seasonally flooded habitats, flooded 5–8 months and dominated by shrublands and grasslands; (4) transitional habitats, flooded 1–5 months and dominated by abandoned agricultural fields, receding rice/floating rice, and lowland grasslands; and (5) Rainfed habitats, flooded up to 1 month and consisting mainly of wet season rice fields and village crops. It was found that water infrastructure development could increase the area of open water (+18 to +21%) and the area of rainfed habitats (+10 to +14%), while reducing the area covered with seasonally flooded habitats (−13 to −22%) and gallery forest (−75 to −83%). Habitat cover shifts as a result of climate change include a net increase of open water (2–21%), as well as a reduction of rainfed habitats by 2–5% and seasonally flooded habitats by 5–11%. As one of the most important climatic variables, annual evapotranspiration ( E) reflects the complex interactions between atmosphere, vegetation, soil and hydrological process at global and regional scales. It is largely determined by potential evapotranspiration ( E) and precipitation ( P). Aridity index ( E/ P) which can be defined as the ratio of annual potential evapotranspiration to annual precipitation, can be used to represent annual evapotranspiration. As result it has become an important indicator to assess water-related climate change. This study utilizes the aridity index to reveal the recent climate change patterns in the Lancang River Basin, China. A new non parametric estimator of climate elasticity has also been developed. Using the daily meteorological records (1961-2005) of precipitation, air temperature, wind speed, relative humidity and sunshine hours from 35 stations, changes in spatial and temporal characteristics of P, E , E, and E/ P are analyzed. The results reveal some important new findings, which can be summarized as: (a) new findings show that the spatial distribution of, and the correlation coefficients between P, E, E, and E/ P possess strong latitude zonality; (b) high consistency in the temporal variation of P and E has been detected. The main periodicity of the E and E/ P series varies greatly for the three sub basins, and an anti-phase relationship between them has also been found; (c) our newly developed nonparametric estimator of climate elasticity can be successfully used in assessing the sensitivity of climate system. Climate elasticity of E in relation to E and P increases for most of the regions in the study area, suggesting that E becomes more sensitive to changes in the corresponding climatic variable during the study period. The study demonstrates the importance of the aridity index in the water-related climate change studies which has been neglected for a long time by most hydrologists and managers.
