As the impacts of climate change and water demands from irrigation continue to increase in the Murray-Darling Basin, water for the environment is becoming more scarce and the ecological conditions of many wetlands is poor. With water scarcity, conservation triage is becoming an increasingly relevant management option for environmental watering of wetlands. However, triage is controversial; being considered contrary to current conservation objectives and practices. We assessed environmental watering at two Ramsar wetlands, Macquarie Marshes and Gunbower Forest, based on international environmental treaty obligations and domestic policy settings, changes to flow regimes, wetland condition and current management. Triage decision making was found to be in tacit use at Macquarie Marshes, based on 'rules of thumb' and experiential ecohydrological knowledge, whereas formal environmental watering planning formed the basis for triage decision making at Gunbower Forest. We developed a framework for conservation triage of wetlands in the Murray-Darling Basin to stimulate change in the decision context for wetland conservation and adaptation under climate change. Conservation triage entails reframing of relationships between people and nature and values, rules and knowledge used by stakeholders. More than a third of humanity lives in regions with less than 1 million liters of fresh water per person per year. Population growth will increase water demand while climate change in arid and semi-arid areas may reduce water availability. The Murray-Darling Basin in Australia is a region where water reform and planning have been used to reduce consumptive extraction to better sustain river ecosystems under climate variability. Using actual data and previously published models that account for climate variability and climate change, the trade-off between water extractions and water essential to the long-term ecological function of river systems is analysed. The findings indicate that better water planning and a more complete understanding of the effects of irrigation on regional climate evapotranspiration could: (1) increase the overall benefits of consumptive and non-consumptive water use; (2) improve riparian environments under climate variability; and (3) be achieved with only small effects on the profits and gross value of food and fiber production.

Context: Transboundary sharing of river water is not just an international problem, it also cascades down to regional, state and local levels. Water cooperation in the Brahmaputra River basin among China, India, Bhutan and Bangladesh has long been contested. However, it is unclear how the four countries can cooperate and what the cornerstones for their cooperation might be. Aims: Better transboundary management of Brahmaputra requires a new direction from the current situation of fragmented cooperation, conflicts and disputes in the region and increasing threats of climate change. Methods: To explore possible consensus, we conducted an advocacy coalition assessment of the four countries on the basis of the heterogeneous ecosystem services valued by each nation. Key results: Whereas China and India are focused on politics, Bangladesh and Bhutan are primarily concerned about the basin in physical terms. Although each nation values the Brahmaputra in different ways, it is possible to initiate strong collaboration on the basis of shared beliefs. We found that hydropower-supported energy transitions for clean and affordable energy supply meet the needs and expectations of all nations, especially under the threats of climate change. Conclusions: A sustainable energy change coalition can help reduce carbon emissions, acquire green energy, irrigate land in dry seasons, and manage disasters and increasing runoffs from melting glaciers. We conclude our paper with insights for each nation and hydropower development as a whole that might help the nations manage the Brahmaputra River more sustainably by overcoming their unmatched or mismatched values and interest. Implications: Water in shared rivers can raise regional conflicts, but it does not have to if mismatched deep core beliefs among nations can be avoided through cooperation. Risks to shared water resources in the Murray–Darling Basin are reviewed after the report by CSIRO on the same topic in 2006. CSIRO outlined six major risks to shared water resources in the Basin. Herein, six groups of researchers have reviewed the risks of climate change, forest growth, groundwater, water infrastructure, water quality, and governance. These reviews bring an updated understanding of risk assessment and management that can contribute to the forthcoming reviews of the Water Act and Basin Plan in 2024–26. Drawing on these six papers, the authors synthesise knowledge of the risks to shared water resources and identify policy and management options and information gaps. We find that few risk factors have decreased in significance. Most risks remain and new risks are identified. Water managers must plan for a significant decrease in water availability and governments need to actively manage these risks under conditions of increasing uncertainty. [ABSTRACT FROM AUTHOR]

There is growing recognition of the importance of ecosystem-based approaches for adaptation to climate change-it is a cost-effective measure that has multiple benefits and can overcome many of the drawbacks of more common engineering adaptation options. Viet Nam has a rich biodiversity and is also one of the most vulnerable countries impacted by climate change. Climate change policies have been adopted at national and local levels as well as by sector, making Viet Nam one of the nations to most systematically fulfill their obligation under the United Nations Framework Convention on Climate Change. Consequently, we have used Viet Nam as a case study, to assess the integration of ecosystem-based approach to adaptation to climate change. We found that ecosystem-based adaptation is being implemented in some projects but, overall, is inadequately considered by Viet Nam's climate change policies. Instead, policies predominantly rename infrastructure projects as climate change adaptation and focus on hard solutions for disaster reduction, rather than responding to long-term climate change through ecosystem-based adaptation. Moreover, ecosystem-based adaptation projects have focused on only a few relevant types of ecosystems. Viet Nam should revise its existing climate change policies and sectoral strategies to integrate ecosystem-based adaptation across different scales of governance. As other nations develop adaptation policies at different scales, the lesson from Viet Nam is that engineering measures need to be balanced with ecosystem-based adaptation for more affordable and effective responses to climate change. Freshwater ecosystems in many parts of the world have been severely affected by past management practices that have altered the volume, timing and quality of water flows and caused a decline in their ecological health. Some of these systems are also experiencing the negative impacts of climate change. Adaptation to climate change and the continual need to address existing ecological damage poses ongoing challenges for freshwater managers. In this paper we propose and discuss a Catchment Assessment Framework (CAF) that is used to evaluate existing and potential freshwater management actions, such as riparian revegetation and habitat connectivity, for their adaptation potential. The CAF was developed as a tool for prioritizing low risk climate change adaptation options in Australian catchment management. The CAF enables catchment managers and technical experts to assess management actions against seven inter-related criteria to provide a holistic assessment: relevance to the catchment; climate change adaptation potential, including potential for maladaptation and benefit under different climate scenarios; ecosystem service benefits; compatibility with other actions; implementation constraints; socio-economic consequences; and a risk assessment. It was developed and applied by assessing nine management options with stakeholders in three catchments within the Murray-Darling Basin in south-eastern Australia. We found that while management options are undertaken as a response to existing degradation, they can be used as building blocks for a climate change adaptation strategy that considers a range of different but complementary measures to better manage climate-related risk. The threats of climate change and the trade-offs between extractions and flows are examined for the Colorado, the Murray, the Orange and the Yellow Rivers. In all four basins, and over a long period of time, outflows have greatly reduced as a direct result of increased water extractions. Although climate change will aggravate hydrological impacts on river systems, currently high levels of water extractions remain the principal contributor to reduced system flows. Responding to the threat of climate change, conserving freshwater ecosystems and securing adequate energy and water supplies are among the greatest challenges facing modern societies. Yet recognition of the interdependencies between climate, energy and water policy—with resulting synergies and trade-offs—remains limited, leaving societies and governments alike vulnerable to the dangers of conflicted or unintended policy outcomes from sectoral decisions. In this paper, we analyse current Australian climate, energy and water policies to identify the risks of perverse outcomes between the three policy sectors. In doing so we categorise the conflicts and synergies between particular energy generation, carbon sequestration and water supply policies to improve understandings of the challenges facing decision makers in Australia and internationally. Four types of interventions are identified that would enable integration and optimisation of policies, namely: better cross-sectoral knowledge to inform decisions; the identification of technologies with co-benefits; markets with broader cross-sectoral participation (including linking water and carbon markets); and better-integrated governance institutions. The article discusses how to design a green climate fund to raise a $100 billion per year to help developing countries mitigate and adapt to climate change, which was first proposed by developed countries during the 2009 United Nations Framework Convention on Climate Change (UNFCCC). The authors argue that one of the most important issues facing individuals in the 21st century is the ability to confront and respond to climate change and that developing countries will be negatively impacted by climate change more quickly than industrialized countries. Topics include a global approach with local implementation of climate change mitigation strategies, problems with development financing, and climate change governance and politics.

Australia's rivers are among the most variable in the world and this has been a major challenge in catchments such as the Murray-Darling Basin where management has focused on increasing agricultural production while reducing risks from fluctuating water availability. Pressure for development and over-optimistic assessments of available water have resulted in over-allocation and increasing ecological decline, which has been severely exacerbated by record-breaking drought. In recent years, governments have agreed to radical policies such as the National Water Initiative 2004 and allocated substantial funds in response. Implementation is in gridlock, however, as the socio-economic implications have become clearer. Most debate is focused on the draft Murray-Darling Basin Plan due for release in mid-2010 before finalization in 2011. It will be the first Basin-wide plan and is intended to deal with inequities across borders and risks such as climate change and drought. Climate change scenarios for 2030 foresee a range of potential surface water availability outcomes, ranging from a 7% increase to a 37% decrease, yet greater water scarcity is being experienced in the current (2002+) drought with inflows reduced by 70% or more in extreme years. Ten years ago the World Commission on Dams (WCD) report established new standards for the sustainable development of water infrastructure, but the hopes many of us had then for a new era of more thoughtful development have been attenuated by the resilience of the hydraulic bureaucracy and the emergence of new influences on the hydropower debate. Particularly important is the impact of climate change as a driver of government policies in favour of hydropower, water storage and inter-basin water transfers. As a former Director of Freshwater for WWF International and now as a researcher on the water-energy nexus, I spent much of the past decade seeking to influence the direction of water infrastructure development, and in this viewpoint I have been asked to reflect on the changes that have occurred, and the opportunities in an era of climate change to reduce the environmental and social impacts of hydropower development while maximising the benefits. Better outcomes are more likely with a renewed focus on limiting the perverse impacts of climate change policies, implementing standards for certification of more sustainable hydropower, building capacities within developing countries, and enhancing management of existing dams. This paper describes an empirical case study of enhanced water management in the São João River basin on the southeast coast of Brazil between 1999 and 2008. The autonomous adaptation measures applied are assessed to derive lessons for more effective climate change adaptation. In response to severe eutrophication of their coastal lakes, effective, local multistakeholder institutions were established under the auspices of the Consórcio Intermunicipal Lagos São João from 1999 to improve basin management. Having significantly reduced the pollution problem, other environmental challenges are now being addressed. In managing environmental problems with multiple causes and effects, engaging multiple stakeholders and communicating the need to change environmental management, these local institutions have established the types of capacities needed for climate change adaptation. Factors contributing to the strengthening of this adaptive capacity include: engagement of local non-governmental organizations, companies and municipal governments; leadership and development of a collective identity; enabling national and state water laws; an ability to raise funds; and implementation of an iterative, adaptive management approach to environmental management. Autonomous adaptation in the water sector is assessed to derive lessons for more successful climate change adaptation from six empirical, consistently designed river management case studies based on projects of WWF. They show that when adaptation measures are considered in the context of common problems in water management, many practical ways of building resilience to climate change through mainstream programs are evident. The cases are mainly from developing countries - India, China, Mexico, Brazil, the lower Danube basin and Tanzania - where efforts to reduce environmental degradation and enhance livelihoods have directly helped to reduce vulnerability to natural hazards and climate change. The key lessons include: the benefits of concurrent measures for improving livelihoods and reducing physical vulnerability; the need to enhance and fund local institutions to mainstream adaptation programmes; and the value in implementing 'no and low regrets' measures despite uncertainties. The Yangtze is the largest river basin in China and home to over 400 million people. In recent history, and especially during 1950s-1970s, extensive lakes and floodplains were reclaimed as polders for agriculture and rural development. Consequently, the flood retention capacity was decreased, many lakes were disconnected from the main channel of the Yangtze by embankments and sluice gates, and eutrophication was common. It is anticipated that there will be a greater frequency of extreme floods and droughts in the basin according to climate change scenarios. WWF commenced a programme in 2002 in partnership with government agencies and local communities to reconnect three lakes (Zhangdu, Hong and Tian-e-zhou) in Hubei Province to the river by opening sluice gates seasonally and improving lake management. The resilience of the lake environment to climate change and the livelihoods of local people were enhanced. The measures assessed here highlight: (a) the need for adaptation programmes to concurrently improve livelihoods and reduce exposure to physical risks; (b) the need to build the capacity of people and institutions; and (c) the value of decentralized adaptation as compared with new infrastructure investments. Marine spatial planning (MSP) has been put forward as a way to more comprehensively manage marine environments by balancing human demands and protecting areas that support ecosystem function. Given the recent motivations for countries to adopt large-scale marine spatial planning approaches, ensuring these plans are grounded in social-ecological resilience theories is essential for long-term success. Drawing upon recent academic attention from a range of disciplinary areas, this review explores current practices and applied examples of published case studies from around the world that have integrated social and ecological spatial information using GIS techniques. This review intended to use these case studies to guide directions of future MSP research that considers social-ecological resilience theories. Five overall themes were uncovered. First, extractive uses, such as fisheries, were often given priority in MSP processes, which even though important, may undermine the social resilience of coastal communities by not supporting the diversity of non-extractive economies. Second, the quality of ecological spatial data used in the studies varied greatly, often with little consideration of how ongoing human demands may influence long-term ecological resilience. Thrid, many GIS techniques were used to integrate social and ecological data including: descriptive maps, site prioritisation techniques, and predictive modelling. Lastly, only a small number of studies considered cross-ecosystem influences and only two incorporated potential climate change impacts on social institutions and marine ecosystems. Overall, there is a need for progressing GIS predictive modelling techniques to assess and link the responses of social and ecological systems to MSP solutions in order to support long-term social-ecological resilience. • Marine spatial planning (MSP) needs to consider social and ecological resilience. • Social resilience is supported by spatially representing a diversity of economies. • Ecological resilience is spatially protecting areas based on ecological principles. • Using GIS predictive modelling can assess spatial linkages that maintain resilience. • MSP needs to consider forecasting climate change impacts on a proposed spatial plan.
