This paper provides a systematic review of the concept of climate justice by revealing it's main linkages to sustainable development. The United Nations established the 2030 Agenda and the Sustainable Development Goals (SDGs) in 2015, instituting a set of universal goals in essential areas of action related to sustainable development. The SDGs confront especially pertinent socioeconomic problems and pressing environmental challenges like climate change. Including a specific climate target, SDG 13, climate change is a global and acute issue that jeopardizes the achievement of all SDGs. This study aims to analyze the concept of climate justice in the context of sustainable development. The systematic literature review integrates the Search, Appraisal, Synthesis, and Analysis (SALSA) framework, Preferred Reporting Items for Systematic Reviews, and Meta‐Analyses (PRISMA) statement under the PSALSAR (Protocol, Search, Appraisal, Synthesis, Analysis, and Report) framework. The European transition to green economy is based on long-term strategies. The Europe 2020 Strategy was launched in 2010 in order to promote smart, sustainable, and inclusive growth in the region. Later, the ambitions regarding this strategy were followed by the Green Deal and Sustainable Development Goals. Now, the effort of countries towards the green economy is even more relevant than ever because of the context of today's global energy crisis and economic uncertainty due to many challenges such as the COVID-19 pandemic or Russia invasion of Ukraine. This paper seeks to assess the countries' achievements in seeking climate change and energy targets of the Europe 2020 Strategy by applying the innovative multi-criteria decision-making (MCDM) technique. The kernel-based comprehensive assessment (KerCA) method was applied for the calculations of the progress achieved and countries' rankings. It allows to evaluate countries' achievements and compare them using the mathematical models. The analysis of the national target implementation in the countries allows to determine the compliance of countries with their commitments and liability towards other countries and the European Union (EU). An analysis of the implementation of the strategy can serve as a guide to further develop climate change and energy policy in the region. Furthermore, the added value of the article is systematic overview of scientific studies proposing different methodologies for the analysis of target implementation at the whole region level. The changes in energy use and energy-mix are important in ensuring the implementation of the sustainability goals, especially those related to the climate change. Even though there have been attempts to analyse the energy-related greenhouse gas (GHG) emission in the European Union, there is still a lack of research that considers structural change, fossil energy consumption, and energy-mix simultaneously. In this context, the present paper addresses the growth in energy-related greenhouse gas (GHG) emissions in the European Union (EU) agriculture. The index decomposition analysis based on the logarithmic mean Divisia index is implemented over the period of 2004–2021. The change in the GHG intensity at the EU level is factorized with respect to the structural effect and those related to the energy intensity, the share of the fossil energy, and carbon factor for the fossil energy. The results suggest that a decline in the energy intensity appeared as the main driver pushing the energy-related GHG emission intensity down in the EU agriculture. The main objective of this study is to analyze and compare greenhouse gas emission profiles, dynamics thereof, and the climate change mitigation efforts of the major players in the global climate change arena, namely the G7 and BRICS countries that are accounting for more than 60% of the world greenhouse gas emissions as in 2017. Given that the energy sector is the major source of the greenhouse emissions in these countries, the framework of sustainable energy development indicators was applied to the comparative analysis. The analysis revealed the differences among the groups of countries in terms of greenhouse gas emission profiles and development trends of these profiles. The convergence of greenhouse gas emission profiles can be noticed between G7 and BRICS countries during 1990–2017 period. Greenhouse gas emissions per capita has decreased in G7 countries and increased in BRICS countries. Energy intensity, economic growth and carbon factor are the main drivers of greenhouse gas emissions per capita growth in both groups of countries. Carbon factor represents carbon intensity of a country's energy sector and is measured by greenhouse gas emissions per unit of total primary energy supply. The impact of carbon factor was least significant among the main drivers in both groups. Energy intensity was the major driver of decrease in greenhouse gas emissions per capita for both groups, however, the economic growth exceeded the contribution of energy intensity in BRICS countries and greenhouse gas emissions have increased in this group during investigated period. The comparative analysis of greenhouse gas emission profiles development trends and the main drivers of these trends in both groups of countries provides important insights in shaping future climate change mitigation policies and developing greenhouse gas emission reduction targets. Due to the high greenhouse gas profiles, low GHG reduction commitments and insufficient climate change mitigation the Perform, Achieve and Trade (PAT) scheme in India efforts in both groups there is danger of postponing implementation of Paris commitments and achieving the 1.5° target. The policies implemented in high ranked countries, like or Integrated Resources Planning in South Africa or measures under Energy efficiency directive in EU can be applied in low ranked countries by providing the substantial contribution to the country's climate targets. Abstract Bioeconomy is an important element of European Union (EU) political agenda. Promotion of bioenergy is one of the main aspects of bioeconomy strategy. The aim of this paper is to show how the development of bioenergy can contribute to climate change (and the associated policy). Specifically, we look into the possible reduction of GHG emissions within the framework of Environmental Kuznets Curve (EKC). The panel models are estimated for the EU countries by modifying the classical EKC by including in the EKC model biomass and other renewables. The results showed that the coefficient associated with GDP decreases when renewables are included in the model. More specifically, the more types of renewables are included, the lower values of the coefficient associated with the linear term are observed. Furthermore, the effect of biomass on the reduction of GHG emission is higher if opposed to that caused by the other renewable resources. If we hold other factors fixed, increase in biomass use of 1% would reduce GHG emission by 0.089%, whereas the effect of the other renewable energy sources is 0.025%. Abstract: The aim of the article is to develop technique for climate change mitigation policies assessment based on priorities of sustainable energy development. There is a close relationship between energy policies and tools aiming at sustainable energy development targets, i.e. promotion of renewable energy sources and energy efficiency measures and climate change mitigation tools. Therefore ranking of climate change mitigation tools based on their impact sustainable energy development targets is necessary seeking to ensure harmonization of policies and their synergy effect. The main tasks of the article are: (i) to define EU sustainable energy development targets, (ii) to analyze EU energy and climate change mitigation policies and their interactions, (iii) to propose a multi-criteria framework for climate change mitigation policies assessment and ranking, and (iv) to apply multi-criteria decision making methodology for climate change mitigation policies ranking in Lithuania. The main findings of paper are related with proposed technique for climate change mitigation policies assessment and application of this technique for ranking of climate change mitigation policies in Lithuania. Abstract: Energy efficiency is an important issue of European climate policy. Energy efficiency is measured by the energy intensity of an economy showing how much energy (expressed in kilograms of oil equivalent, kgoe) is used for the production of one unit (1000 EUR) of GDP. There are huge differences between EU old and new member states. Though there are some trends of energy intensity convergence between EU member states however the achieved decrease in energy intensity is attributable mostly to a loss of energy-intensive industrial capacities in the transformation process. There is a crucial difference between whether the energy intensity of a given economy decreases as a result of downscaling energy-intensive activities or because of increased energy efficiency in activities that are maintained. It is important to make sure that this distinction is made within the policy framework which at present is not the case. The aim of the paper is to assess policies targeting energy intensity decrease in Lithuania in terms of efficiency, effectiveness and efficacy and to select the best policies able to increase energy efficiency in activities that are maintained. Abstract: The EU''s new energy and environment policy – agreed by government leaders in their Council meeting in March 2007 – established a political agenda to tackle three core energy objectives: sustainability, economic competitiveness and security of supply. A triad of specific policies addresses these challenges: first, the 20/20/20 targets of the EU; then, the Second Strategic Energy Review of the European Commission; and finally, plans to liberalise energy markets. The European Union''s ‘20/20/20′ targets for 2020: reduce greenhouse gas emissions by 20% comparing with 1990 level (to become a 30% reduction if other major global economies join), increase the share of renewables in the final energy consumption to 20% and to achieve 20% improvement in energy efficiency compared to the level in 2020 if existing trends were to continue. The aim of the paper is to analyse the feasibility of EU to implement 20/20/20 targets under the various international GHG trading regimes. GHG trading regimes were addressed by developing 10 energy scenarios until 2020 for EU by applying several energy modelling tools ranging from top down partial equilibrium to detailed technology based bottom up models. Abstract: It is commonly understood that households must change their behavior to reduce problems related increased energy consumption and climate change therefore in the search of cheap GHG emission reduction measures households are an important target group because they are responsible for more than 20% of total energy consumption in developed countries. In addition waste management and responsible consumption of products are the key issues in GHG emission reduction. The aim of the paper is to assess GHG emission reduction potential in households in terms of behavioral changes towards sustainable consumption. The review of literature on analysis of households behavioral changes impact on GHG emission reduction was performed; the daily survey of household agenda and energy use records were performed in Lithuania for two scenarios – baseline and GHG emission reduction scenario including energy saving. GHG emission reduction potential in household was assessed based on daily survey data and energy consumption records by applying carbon calculator based on modified coefficients. Evaluated GHG emission reduction potential in households was compared with GHG emission reduction potentials in other sectors of Lithuania. Based on analysis performed in the paper the tools to promote household behavioral changes towards sustainable consumption were proposed. [Copyright &y& Elsevier]

Abstract: Lithuania is currently dealing with two major problems in energy sector: final closure of Ignalina Nuclear Power plant (Ignalina NPP) in the end of 2009 and nuclear waste disposal and climate change mitigation issues having in mind replacement of nuclear capacities with fossil one and anticipated increase in GHG emissions. Lithuania has two options: to construct new nuclear power plant also taking into account nuclear waste disposal issue or to burn fossil fuel and to apply carbon capture and storage (CCS) for GHG emission reduction. These two options need to be investigated in Lithuania based on various studies conducted in Lithuania and abroad dealing with geological carbon storage and nuclear waste disposal potentials. There are no long-lived nuclear waste geological storage capacities in Lithuania and there is no pilot project on CCS developed in Lithuania. The aim of the article is to analyse and compare geological carbon and nuclear waste storage opportunities in Lithuania and to assess nuclear and carbon capture and storage technologies in terms of costs. Abstract: The concept of sustainable energy development cannot be separated from the understanding of additional positive socio-economic effect of sustainable energy projects (energy efficiency measures, use of renewable energy sources). Implementation of sustainable energy projects has positive impact on security of energy supply, provides financial economies and improved comfort and has multiplier effect for new jobs, involving small and medium size enterprises. Therefore integration of sustainable energy projects into regional development process may create external positive effect concerning increased energy security and other regional development goals (reduction of unemployment, reduction of environmental impact, etc.). The examples of EU-15 countries implementing their sustainable energy development and climate change mitigation policies on local level can be successfully applied in Lithuania. The aim of the article is to discuss methodological problems related with integration of sustainable energy projects into regional development procedures and provide guidelines, ensuring that energy elements may compile integral uniformity in terms of regional goals. Abstract: This article analyzes post-Kyoto climate change mitigation regimes and their impact on sustainable development. Wide range of post-Kyoto climate change mitigation architectures have different impact on different groups of countries, therefore sustainability assessment is performed for four main group of countries: EU and other Annex-I countries, USA, Advanced Developing Countries and Least Developed Countries. The post-Kyoto climate change mitigation regimes are evaluated based on their economical, environmental, social and political impact for different groups of countries. For the assessment the scoring is applied. Abstract: The article deals with indicators framework to monitor implementation of the main EU (European Union) directives and other policy documents targeting sustainable energy development. The main EU directives which have impact on sustainable energy development are directives promoting energy efficiency and use of renewable energy sources, directives implementing greenhouse gas mitigation and atmospheric pollution reduction policies and other policy documents and strategies targeting energy sector. Promotion of use of renewable energy sources and energy efficiency improvements are among priorities of EU energy policy because the use of renewable energy sources and energy efficiency improvements has positive impact on energy security and climate change mitigation. The framework of indicators can be developed to establish the main targets set by EU energy and environmental policies allowing to connect indicators via chain of mutual impacts and to define policies and measures necessary to achieve established targets based on assessment of their impact on the targeted indicators representing sustainable energy development aims. The article discusses the application of indicators framework for EU sustainable energy policy analysis and presents the case study of this policy tool application for Baltic States. Abstract: The article aims to evaluate the potential role of nuclear energy in Lithuania under various post-Kyoto climate change mitigation regimes. Seeking to achieve this target the analysis of possible energy sector development scenarios in Lithuania was performed and CO2 emission projections for these scenarios were developed. The analysis of post-Kyoto climate change mitigation architectures was performed and the requirements of these possible climate change mitigation regimes for greenhouse gas (GHG) emission reduction in Lithuania were assessed. Based on these assessments the potential role of new nuclear power in Lithuania was identified under various future climate change mitigation regimes. [Copyright &y& Elsevier]

Production and use of energy is the main source of greenhouse gas (GHG) emissions in developed countries. In the Baltic States, climate change mitigation policies and measures implemented have been driven mainly by efforts to reach EU accession standards, and all EU environmental directives relating to the energy sector have now been implemented. This has had a significant impact on the reduction of GHG emissions. This article presents a comparative review of the general framework for climate change mitigation in the energy sector of the Baltic States. It compares and analyses measures already implemented in the three countries — legal, fiscal and voluntary — and market based tools to reduce GHG emissions, and evaluates the impact of EU environmental and energy directives on the reduction of GHG emissions. Considering food security and climate change mitigation as the main sustainability challenges for agriculture, the main goal is to achieve agricultural production at an acceptable level of greenhouse gas (GHG) emissions. In this paper, the effects of GHGs are described. Panel data models are built to assess the impact of greenhouse gases on harvested production of cereals in EU countries. The study is focused on the climate change cause by GHG emissions that have a direct impact on agriculture in what concerns cereal production. Therefore, the impact of GHGs on cereal production in the European Union, except Malta, in the period 2000–2016 was assessed. Moreover, the effects of GHGs on agricultural irrigated land in Denmark and Hungary, two EU countries with the large agricultural surface, were computed. The results indicated a positive impact of GHGs from agriculture and fertilizer consumption in the previous year on cereal production in the EU. Moreover, only in Hungary did the increase in GHG emissions determined a slow increase in the volume of agricultural irrigated lands in the period of 2000–2016. [ABSTRACT FROM AUTHOR]

Even though Lithuania has seen extensive social and political transformations, there is still a gap in the literature on environmental performance of Lithuanian economy. Specifically, the environmental pressures stemming from economic activities have never been analysed in lines with the principles of production economics. This paper, therefore, aims to estimate the environmental performance index (EPI) for Lithuanian economic sectors. The paper presents the underlying trends in greenhouse gas emissions in Lithuania. The environmental performance index is estimated by employing the data envelopment analysis in the spirit of the Hicks-Moorsteen indices. The present analysis is based on the data from the World Input-Output Database. Specifically, the environmental technology is defined in terms of the value added, carbon and nitrous oxide emissions, labour, capital and energy. Results of the analysis imply that the analysed economic sectors can be grouped into the four clusters with respect to the mean EPI and its rate of growth. Pulp, paper and agricultural sectors fall into the best-performing group, featuring the highest mean EPI and the highest growth rate. Petroleum production and air transport sectors are those featuring the lowest environmental performance. The International Energy Agency (IEA) pointed out that thermal electricity generation was the largest contributor to the CO 2 emissions in 2018, particularly in China. Inequality and spatial decomposition analyses have been extensively applied to monitor CO 2 emissions and climate change. However, there have been no studies focusing on the inequality of CO 2 emissions or aggregate carbon intensity (ACI) in the electricity sector. Furthermore, inequality analysis and spatial analysis have not been combined to analyze the ACI in the electricity sector. This study adopts the Theil index to analyze the intraregional and interregional inequality of provincial ACI in China's thermal electricity sector. In addition, the nested spatial decomposition approach is proposed to isolate the factors behind variation in the ACI at the regional and provincial levels. The ACI of most provincial thermal electricity generation grids declined substantially during 2000–2016. By 2016, half of the provinces had achieved the 2020 ACI reduction target of 865 gCO 2 /kWh ahead of schedule. Decomposition based on the Theil index demonstrated that intraregional inequality was the major factor causing the overall inequality of ACI, especially within the North and South regions. The spatial decomposition indicates that energy intensity is the most significant factor behind the decrease in ACI followed by energy structure. The emission coefficient exerted limited impact across all the six regions. Besides, Northwest rose in the rankings of based on the energy intensity, energy structure, and ACI during 2000–2016, whereas North and Northeast saw the opposite pattern.
