This paper considers key drivers to climate policy development with an emphasis on the role of a jurisdiction's underlying energy resource. The states of Hawaii in the United States and Victoria in Australia provide an insightful comparative case study given their differing energy resources: Hawaii has no native fossil fuel resources but abundant renewable energy options while Victoria has an economy traditionally reliant on cheap, plentiful coal. The Advocacy Coalition Framework is applied to analyze why the two states, despite the different incentives provided by their energy resources, developed similar climate policies in the earlier period of policy response to global warming. Analysis finds the stable parameter of energy resources is counterbalanced by other policy drivers including public opinion, leadership and, in particular, features of policy-making particular to the subnational level that provide a different context for climate policy development to that offered at the national level. Hawaii's high and steep topography leads to pronounced small-scale variations in climate, and this makes comprehensive modeling of the weather and climate particularly challenging. This paper describes a regional model formulation designed for simulations of the microclimates in Hawaii and then documents and analyzes an extended retrospective simulation for near-present-day conditions. Part II will apply the model to projected climate conditions near the end of the present century. A nested version of the Advanced Research version of the Weather Research and Forecasting Model with fine horizontal resolution and improved physics for the Hawaiian region has been configured. A 20-yr triply nested simulation of the atmospheric flow was undertaken with a 3-km-resolution mesh covering all main Hawaiian Islands and a 1-km mesh over Maui. Ocean surface temperatures are prescribed from observations, and meteorological fields at the boundaries of the outermost domain are taken from global reanalyses. The simulations are compared to surface, balloon, and satellite observations over the same period. The 3-km version of the model realistically simulates the frequency of trade wind inversions, time-mean rainfall, and other variables on relatively small scales over the island of Hawaii. There is a reasonable agreement between observed and simulated mean rainfall patterns over the other islands as well. However, the simulated distribution of mean rainfall over Kauai and (most particularly) Maui and Oahu reveals some significant deficiencies, which is attributed to inadequate resolution of the topography on these islands. Hawaiian surface air temperature (HST) during the summer of 2015 (from July to October) was about 1.5°C higher than the climatological mean, which was the hottest since records began in 1948. In the context of record-breaking seasonal-mean high temperature, 98 exceptional local heatwave days occurred during the summer of 2015. Based on diagnoses and simulations, this paper demonstrates that the record-high HST during the summer of 2015 arose mainly from the combined effects of the interannual and interdecadal variability of sea surface temperature anomalies (SSTAs). The interannual variability of SSTAs, with an El Niño-like pattern in the tropics and cold (warm) anomalies over the western (eastern) North Pacific, was the primary contributor to the abnormally high HST in the summer of 2015. This interannual tropical-extratropical SSTA pattern was accompanied by low-level southwesterly anomalies over the central North Pacific, which weakened the climatological northeasterly trade winds and reduced the ventilation effect, warming Hawaii. Numerical experiments further revealed that the SST warming in the subtropical eastern North Pacific was mostly responsible for the weakened trade winds and warming over Hawaii. Interdecadal SST warming in the tropics was a secondary factor. By superimposing the positive SSTAs over the Indo-Pacific warm pool and tropical North Atlantic Ocean upon the climatological-mean maximum SST regions, it was found that these anomalies led to enhanced convection over the Maritime Continent and the oceans around Mexico, causing anomalous subsidence and reduced cloud cover over the tropical central North Pacific. Natural climate variability poses a limit to the confidence in regional climate projections, particularly for the near‐term. Therefore, the next decades are of importance for regional impact studies and the development of regional adaptation plans. This article presents results from an ensemble of regional climate model simulations (years 1996–2005 and 2026–2035) that are used to examine the effects of both anthropogenic forcing and natural variability associated with the Pacific Decadal Oscillation (PDO) on near‐term climate projections for the Hawaiian Islands. The Community Earth System Model Large Ensemble (CESM‐LE) is used in conjunction with the Weather Research and Forecasting (WRF) model for downscaling. The climate responses to the PDO and anthropogenic forcing are isolated and analyzed separately. In response to anthropogenic forcing, significant increases in surface air temperature, of ∼0.8 K, are projected at low elevations. Stronger warming, of up to 1.3 K, is seen at higher elevation areas. Future climate simulations show significant increases in wet season rainfall, of ∼10%–20%, along the windward slopes of Big Island and Maui. Rainfall patterns during the positive PDO phase are projected to reverse in sign, leading to drier conditions, by ∼10%–30%, at many locations. Future climate simulations show daily rainfall extremes will increase, by up to ∼10%–15%, at many locations. Daily temperature extremes are also projected to increase significantly, by up to 1.4 K. Overall, results indicate that natural variability will continue to contribute to uncertainty in near‐term rainfall projections for the Hawaiian Islands, masking the forced signal. Plain Language Summary: This project studies how temperature and precipitation will change across the Hawaiian Islands in the near future due to human‐induced causes (e.g., burning coal and other fossil fuels). This is done by comparing climate model simulations for two 10‐year periods (1996–2005 vs. 2026–2035). Further, this research evaluates how natural climate variations affect Hawaiian climate. The main analysis concentrates on an important type of natural climate variability in the North Pacific, the Pacific Decadal Oscillation. This research implements dynamical downscaling, that is, a regional climate model is used to refine global climate model simulations in order to better capture the local weather patterns in Hawai'i. We find that land and ocean temperatures across the Hawaiian Islands region will become warmer due to human‐induced causes. We also find that rainfall will likely increase for some areas of Hawai'i, particularly the mountain slopes, posing an increased risk for flooding. The simulations reveal that natural climate variability will continue to contribute to near‐term climate variations in this region. While the natural climate variability limits our confidence in the projected rainfall changes, it is hoped that our findings will assist decision makers across the State of Hawai'i in creating climate adaptation plans. Changes in the intra-annual cycle of atmospheric CO2 at Mauna Loa, Hawaii, are investigated by comparing monthly observations to the mean value of each year’s waxing and waning phase of the cycle. Results identify a previously unnoticed change between 1965 and 2004 during October in which October concentrations declined relative to the cycle’s mean value. Results confirm a previously noted change in spring (April), but unlike previous analyses, this result indicates that between 1965 and 2004 April concentrations rose relative to the cycle’s mean value. The timing of these changes is not caused by commonly recognized patterns of atmospheric circulation, such as ENSO events. Instead, these changes may be generated by asymmetric effects of warming. Warming in early spring may increase heterotrophic respiration relative to net primary production while warming in late summer/early fall may enhance net primary production relative to heterotrophic respiration. The large-scale atmospheric circulation of the North Pacific associated with two types of El Niño--the eastern Pacific (EP) and central Pacific (CP)--is studied in relation to Hawaiian winter (December-February) rainfall and temperature. The eastern and central equatorial Pacific undergo active convective heating during EP El Niño winters. The local Hadley circulation is enhanced and an upper-level westerly jet stream of the North Pacific is elongated eastward. Due to the impact of both phenomena, stronger anomalous descending motion, moisture flux divergence anomalies near Hawaii, and reduction of easterly trade winds, which are characteristic of EP winters, are unfavorable for winter rainfall in Hawaii. As a result of this robust signal, dry conditions prevail in Hawaii and the standard deviation of rainfall during EP winters is smaller than the climatology. For CP winters, the maximum equatorial ocean warming is weaker and shifted westward to near the date line. The subtropical jet stream retreats westward relative to EP winters and the anomalously sinking motion near Hawaii is variable and generally weaker. Although the anomalous moisture flux divergence still exists over the subtropical North Pacific, its magnitude is weaker relative to EP winters. Without strong external forcing, rainfall in the Hawaiian Islands during CP winters is close to the long-term mean. The spread of rainfall from one CP event to another is also larger. The Rocks loess section, in unglaciated western Kentucky, provides a high‐resolution environmental record during the last glacial maximum onset. The Peoria Silt (9 m thick) contains 26 terrestrial gastropod species, with up to 15 species within a single 5 cm interval. Thirteen radiocarbon ages, using shells or charcoal, range between 30 and 24.5 cal ka; younger loess has been leached or eroded. Stratigraphic shifts in gastropod assemblages imply significant cooling, particularly ~27 cal ka, as solar insolation was decreasing and the southern Laurentide Ice Sheet rapidly advancing. Midwestern to southern species (e.g. Anguispira kochi, Gastrocopta pentodon, Hawaii miniscula, Helicodiscus parallelus, Vallonia perspectiva) occur only in the lowermost Peoria Silt (~30–27 cal ka). In contrast, cold‐tolerant species (Columella alticola, Vertigo modesta, Vallonia gracilicosta) occur only in full glacial Peoria Silt (27–24.5 cal ka). Inferred mean July temperatures, from mutual climatic range methods, range from ~23 °C at 30 cal ka, cooling to ~18 °C by 26 cal ka; about 3–8 °C cooler than today (~26 °C). Superimposed on this cooling trend are multi‐centennial variations in detrital carbonate, fossil shell concentrations, palaeotemperature estimates, and oxygen isotope values (Vertigo, Discus, Helicodiscus). This study presents a gridded meteorology intercomparison using the State of Hawaii as a testbed. This is motivated by the goal to provide the broad user community with knowledge of interproduct differences and the reasons differences exist. More generally, the challenge of generating station-based gridded meteorological surfaces and the difficulties in attributing interproduct differences to specific methodological decisions are demonstrated. Hawaii is a useful testbed because it is traditionally underserved, yet meteorologically interesting and complex. In addition, several climatological and daily gridded meteorology datasets are now available, which are used extensively by the applications modeling community, thus an intercomparison enhances Hawaiian specific capabilities. We compare PRISM climatology and three daily datasets: new datasets from the University of Hawai'i and the National Center for Atmospheric Research, and Daymet version 3 for precipitation and temperature variables only. General conclusions that have emerged are 1) differences in input station data significantly influence the product differences, 2) explicit prediction of precipitation occurrence is crucial across multiple metrics, and 3) attribution of differences to specific methodological choices is difficult and limits the usefulness of intercomparisons. Because generating gridded meteorological fields is an elaborate process with many methodological choices interacting in complex ways, future work should 1) develop modular frameworks that allows users to easily examine the breadth of methodological choices, 2) collate available nontraditional high-quality observational datasets for true out-of-sample validation and make them publicly available, and 3) define benchmarks of acceptable performance for methodological components and products. Complex socio-ecological issues, such as climate change have historically been addressed through technical problem solving methods. Yet today, climate science approaches are increasingly accounting for the roles of diverse social perceptions, experiences, cultural norms, and worldviews. In support of this shift, we developed a research program on Hawaiʻi Island that utilizes knowledge coproduction to integrate the diverse worldviews of natural and cultural resource managers, policy professionals, and researchers within actionable science products. Through their work, local field managers regularly experience discrete land and waterscapes. Additionally, in highly interconnected rural communities, such as Hawaiʻi Island, managers often participate in the social norms and values of communities that utilize these ecosystems. Such local manager networks offer powerful frameworks within which to co-develop and implement actionable science. We interviewed a diverse set of local managers with the aim of incorporating their perspectives into the development of a collaborative climate change research agenda that builds upon existing professional networks utilized by managers and scientists while developing new research products. We report our manager needs assessment, the development process of our climate change program, our interactive forums, and our ongoing research products. Our needs assessment showed that the managers’ primary source of information were other professional colleagues, and our in-person forums informed us that local managers are very interested in interacting with a wider range of networks to build upon their management capacities. Gross primary production (GPP) is the Earth’s largest carbon flux into the terrestrial biosphere and plays a critical role in regulating atmospheric chemistry and global climate. The Moderate Resolution Imaging Spectrometer (MODIS)-MOD17 data product is a widely used remote sensing-based model that provides global estimates of spatiotemporal trends in GPP. When the MOD17 algorithm is applied to regional scale heterogeneous landscapes, input data from coarse resolution land cover and climate products may increase uncertainty in GPP estimates, especially in high productivity tropical ecosystems. We examined the influence of using locally specific land cover and high-resolution local climate input data on MOD17 estimates of GPP for the State of Hawaii, a heterogeneous and discontinuous tropical landscape. Replacing the global land cover data input product (MOD12Q1) with Hawaii-specific land cover data reduced statewide GPP estimates by ~8%, primarily because the Hawaii-specific land cover map had less vegetated land area compared to the global land cover product. Replacing coarse resolution GMAO climate data with Hawaii-specific high-resolution climate data also reduced statewide GPP estimates by ~8% because of the higher spatial variability of photosynthetically active radiation (PAR) in the Hawaii-specific climate data. The combined use of both Hawaii-specific land cover and high-resolution Hawaii climate data inputs reduced statewide GPP by ~16%, suggesting equal and independent influence on MOD17 GPP estimates. Our sensitivity analyses within a heterogeneous tropical landscape suggest that refined global land cover and climate data sets may contribute to an enhanced MOD17 product at a variety of spatial scales. ABSTRACT Trends of annual maximum 1-day precipitation in three major Hawaiian Islands are investigated using a nonparametric Mann-Kendall method and Sen's test ( MKS). The records are from 24 stations on Oahu, Maui, and Hawaii, and the period of analysis ranges from 1960 to 2009. To complement the MKS method, a non-stationary three-parameter generalized extreme value ( GEV) distribution is also used to detect trends in precipitation extremes. Both methods demonstrate that negative trends prevail for Oahu and Maui but positive trends dominate the Island of Hawaii. The influence of the location and the scale parameter in the GEV model on different return levels (2-year, 20-year, and 100-year) are explicitly described. The return-level threshold values are found to change with time considerably. As a result, a rare storm with daily precipitation of 300 mm (20-year return period) in 1960 has become a rather common storm event (3-5-year return period) in 2009 on the Island of Hawaii. The opposite trend behavior in extreme events is observed on Oahu and Maui, where rainfall extremes have become less frequent in the last five decades. A positive relationship is found between the precipitation extremes and Southern Oscillation Index ( SOI), implying greater extreme events during La Niña years and the opposite for El Niño years. This study evaluates the ability of the Hawaii Regional Navy Coastal Ocean Model to accurately predict the depth of the surface mixed layer in the lee of the Hawaiian Islands. Accurately modeling the depth of the surface mixed layer in this complex wake island environment is important to naval operations because the area hosts numerous training exercises. The simulated data were compared to CTD data collected from sea gliders, and tests for correlation were conducted. For mixed layer depths that did show correlation, match-paired t tests were used to determine the significance of the correlations. It was determined that the Hawaii Regional Navy Coastal Ocean Model has difficulty accurately predicting the depth of the surface mixed layer. It was also determined that the model has difficulty with unusual oceanographic features such as mode water eddies. These features are too uncommon and short-lived to be depicted in the climatology data. The climatology data are a major component of the synthetic profiles that the model generates, and these profiles tend to smooth out the unusual subsurface isothermal layer. In postcolonial studies, national and indigenous communities are often partly framed in relation to the relatively stable, enduring space of the land. As we move into more amphibious or aerial realms, however, questions about these frameworks emerge. Is there a space indicated by water and climate? Do the spaces of water and climate designate particular socialities (such as the nation), as the land often has? If any concept and practice of community requires some kind of permanence and stability, how are possible communities imaginatively linked to the disruptive but also cyclical temporalities of water and weather? In discussing these questions in this essay, I trace the shifting shapes and pathways of water and weather conditions in recent literature from Hawai‘i. I find that Gary Pak, in his short story ‘Language of the Geckos’, theorizes a history of trans-Pacific US economic and military expansion and marginalization of indigenous Hawaiian water regimes, as well as the emergence of a new kind of sociality among human and non-human characters, through tracing the movements and shifting shapes of water. I argue that it is through confronting the methodological problems that water presents for knowledge (specifically, issues of time and space) that Pak is able to build modes of propelling knowledge towards changed future possibilities of existence. Case studies have shown that heavy precipitation events and rapid cyclogenesis in the extratropics can be fueled by moist and warm tropical air masses. Often the tropical moisture export (TME) occurs through a longitudinally confined region in the subtropics. Here a comprehensive climatological analysis of TME is constructed on the basis of seven-day forward trajectories started daily from the tropical lower troposphere using 6-hourly 40-yr ECMWF Re-Analysis (ERA-40) data from the 23-year period 1979–2001. The objective TME identification procedure retains only those trajectories that reach a water vapor flux of at least 100 g kg-1 m s-1 somewhere north of 35°N. The results show four distinct activity maxima with different seasonal behavior: (i) The “pineapple express,” which connects tropical moisture sources near Hawaii with precipitation near the North American west coast, has a marked activity maximum in boreal winter. (ii) TME over the west Pacific is largest in summer, partly related to the East Asian monsoon and the mei-yu–baiu front. This region alone is responsible for a large portion of TME across 35°N. (iii) The narrow activity maximum over the Great Plains of North America is rooted over the Gulf of Mexico and the Caribbean Sea and has a clear maximum in summer and spring. (iv) TME over the western North Atlantic shows the smallest annual cycle with a maximum in winter and autumn. The interannual variability of (i) and (iv) is significantly modulated by El Niño. Over the African–European–Asian region, high orographic barriers impede TME. A typical TME trajectory evolution is poleward and quasi-horizontal in the subtropics and then more eastward and upward in the southern midlatitudes, where TME contributes up to 60% to climatological precipitation. The article offers various information related to energy and environment from October-December 2008 in the U.S. The value for carbon dioxide at Mauna Loa in Hawaii Island, Hawaii was 384.7 ppmv, depicting the normal upward trend and an annual rise of 3.33 ppmv. The global sea ice area for the period was the same as in 1979 while human resources contribute about five percent of the annual carbon dioxide input into atmosphere. The European Union (EU) summit declaration dropped all reference to the legal implementation of the climate targets.

Surf information is imperative for safety, coastal planning, and engineering applications. Daily surf observations made primarily by lifeguards along the north shore of Oahu, Hawaii, have been digitized for the 35-year period from 1968 to 2002. The subjective nature of observations introduces uncertainty. This study analyzes the temporal consistency and estimates the accuracy of the observations. Comparisons are made to breaker heights derived from significant wave height and dominant wave period as measured by the nearest environmental buoys, one of which has a series length of 22 years. The comparison pairs are picked from the high-surf season of October through March for days dominated by long-period swell. The analysis shows the surf observations are consistent in time. The uncertainty is between 10% and 15% of the reported height, and the magnitude of the error increases with surf height. Given the large range in breaker heights on the north shore of Oahu, this error is small. Although the visual observations have low precision and only represent daylight hours, the time series are longer and more continuous than other breaker height data for this region. That the Hawaiian climate is dominated by trade winds and orographic rainfall is a more than twice told tale. Averages with which climate is usually described fully bear out this simplicity. Northeasterly and easterly winds blow more than eighty per cent of the time in lower levels of the free air. Temperatures are so uniform that records are broken by a tenth of a Fahrenheit degree. lsohyets show a general pattern obviously related to relief. Windward and leeward station differ profoundly in precipitation and noticeably in temperatures. But averages by no means tell the whole story. Minor changes of weather are frequent. Though ignored by travelers used to middle latitude winters, they present problems as obscure as those of stormier climes.
