Climate extremes threaten human health, economic stability, and the well-being of natural and built environments (e.g., 2003 European heat wave). As the world continues to warm, climate hazards are expected to increase in frequency and intensity. The impacts of extreme events will also be more severe due to the increased exposure (growing population and development) and vulnerability (aging infrastructure) of human settlements. Climate models attribute part of the projected increases in the intensity and frequency of natural disasters to anthropogenic emissions and changes in land use and land cover. Here, we review the impacts, historical and projected changes,and theoretical research gaps of key extreme events (heat waves, droughts, wildfires, precipitation, and flooding). We also highlight the need to improve our understanding of the dependence between individual and interrelated climate extremes because anthropogenic-induced warming increases the risk of not only individual climate extremes but also compound (co-occurring) and cascading hazards. ▪ Climate hazards are expected to increase in frequency and intensity in a warming world. ▪ Anthropogenic-induced warming increases the risk of compound and cascading hazards. ▪ We need to improve our understanding of causes and drivers of compound and cascading hazards. The entropy theory has been widely applied in hydrology for probability inference based on incomplete information and the principle of maximum entropy. Meanwhile, copulas have been extensively used for multivariate analysis and modeling the dependence structure between hydrologic and climatic variables. The underlying assumption of the principle of maximum entropy is that the entropy variables are mutually independent from each other. The principle of maximum entropy can be combined with the copula concept for describing the probability distribution function of multiple dependent variables and their dependence structure. Recently, efforts have been made to integrate the entropy and copula concepts (hereafter, entropy-copula) in various forms to take advantage of the strengths of both methods. Combining the two concepts provides new insight into the probability inference; however, limited studies have utilized the entropy-copula methods in hydrology and climatology. In this paper, the currently available entropy-copula models are reviewed and categorized into three main groups based on their model structures. Then, a simple numerical example is used to illustrate the formulation and implementation of each type of the entropy-copula model. Extreme climatic events are growing more severe and frequent, calling into question how prepared our infrastructure is to deal with these changes. Current infrastructure design is primarily based on precipitation Intensity-Duration-Frequency (IDF) curves with the so-called stationary assumption, meaning extremes will not vary significantly over time. However, climate change is expected to alter climatic extremes, a concept termed nonstationarity. Here we show that given nonstationarity, current IDF curves can substantially underestimate precipitation extremes and thus, they may not be suitable for infrastructure design in a changing climate. We show that a stationary climate assumption may lead to underestimation of extreme precipitation by as much as 60%, which increases the flood risk and failure risk in infrastructure systems. We then present a generalized framework for estimating nonstationary IDF curves and their uncertainties using Bayesian inference. Predicting the changes in teleconnection patterns and related hydroclimate extremes can provide vital information necessary to adapt to the effects of the El Niño–Southern Oscillation (ENSO). This study uses the outputs of global climate models to assess the changes in ENSO-related dry/wet patterns and the frequency of severe dry/wet events. The results show anomalous precipitation responding asymmetrically to La Niña and El Niño, indicating the teleconnections may not simply be strengthened. A "dry to drier, wet to wetter" annual anomalous precipitation pattern was projected during La Niña phases in some regions, with drier conditions over southern North America, southern South America, and southern central Asia, and wetter conditions in Southeast Asia and Australia. These results are robust, with agreement from the 26 models and from a subset of 8 models selected for their good performance in capturing observed patterns. However, we did not observe a similar strengthening of anomalous precipitation during future El Niño phases, for which the uncertainties in the projected influences are large. Under the RCP4.5 emissions scenario, 45 river basins under El Niño conditions and 39 river basins under La Niña conditions were predicted to experience an increase in the frequency of severe dry events; similarly, 59 river basins under El Niño conditions and 61 river basins under La Niña conditions were predicted to have an increase in the frequency of severe wet events, suggesting a likely increase in the risk of floods. Global assessment of the spatiotemporal variability in terrestrial total water storage anomalies (TWSA) in response to hydrologic extremes is critical for water resources management. Using TWSA derived from the gravity recovery and climate experiment (GRACE) satellites, this study systematically assessed the skill of the TWSA-climatology (TC) approach and breakpoint (BP) detection method for identifying large-scale hydrologic extremes. The TC approach calculates standardized anomalies by using the mean and standard deviation of the GRACE TWSA corresponding to each month. In the BP detection method, the empirical mode decomposition (EMD) is first applied to identify the mean return period of TWSA extremes, and then a statistical procedure is used to identify the actual occurrence times of abrupt changes (i.e., BPs) in TWSA. Both detection methods were demonstrated on basin-averaged TWSA time series for the world's 35 largest river basins. A nonlinear event coincidence analysis measure was applied to cross-examine abrupt changes detected by these methods with those detected by the Standardized Precipitation Index (SPI). Results show that our EMD-assisted BP procedure is a promising tool for identifying hydrologic extremes using GRACE TWSA data. Abrupt changes detected by the BP method coincide well with those of the SPI anomalies and with documented hydrologic extreme events. Event timings obtained by the TC method were ambiguous for a number of river basins studied, probably because the GRACE data length is too short to derive long-term climatology at this time. This paper presents a methodological framework to evaluate the resilience, with the primary focus on performance degradation, of levee-protected electric power networks to flooding in a changing climate. To this end, a multi-disciplinary framework is established by integrating climate science, hydrology, and electric power network analysis. The framework quantifies the effect of climate change on flood hazard levels in a levee-protected area and the subsequent changes in the resilience of the electric power network. In the first step, the changes in the exposure of levee-protected regions to flooding hazard in a warming climate are calculated. Then, the probabilities of failure of power network components due to flooding under current and projected future climate are determined. Finally, the power system resilience index is used to assess the system resiliency for pre-flooding (baseline), historic flooding, and two projected future flooding scenarios. For demonstration, the proposed framework is applied to a levee-protected area in Northern California. The IEEE 118-bus standard test system is employed to represent the power network in the study area. Results reveal that climate change can considerably decrease the system resilience of the levee-protected electric power network. Adaptation to climate change requires careful evaluation of infrastructure performance under future climatic extremes. This study demonstrates how a multidisciplinary approach integrating geotechnical engineering, hydrology, and climate science can be employed to quantify site-specific impacts of climate change on geotechnical infrastructure. Specifically, this paper quantifies the effects of changes in future streamflow on the performance of an earthen levee in Sacramento, California, considering multiple modes of failure. The streamflows for historical (1950–2000) and projected (2049–2099) scenarios with different recurrence intervals were derived from routed hydrological simulations driven by bias-corrected global climate models. The historical and future flood levels were then applied in a set of transient coupled finite-element seepage and limit equilibrium slope stability analyses to simulate the levee subjected to extreme streamflow. Variability in hydraulic and mechanical properties of soils was addressed using a Monte Carlo sampling method to evaluate and compare the probability of failure of the levee under different historical and future climate scenarios. Three individual modes (underseepage, uplift, and slope stability) along with lower and upper bounds for the combined mode of failure were examined. The results showed that incorporating future floods into levee failure analysis led to considerable reductions in the mean factor of safety and increases in the levee's probability of failure, suggesting that risk assessment based on historical records can significantly underestimate the levee's failure probability in a warming climate. Despite inherent uncertainties in future projections and substantial variability across climate models, evaluating infrastructure against projected extremes offers insights into their likely performance for the future. The article provides information on a study which showed that the frequency of compound dry and hot extremes has increased substantially, using over a century of ground-based observations over the contiguous U.S. Topics discussed include compounding effects of drought and hot temperatures, two mechanisms that can intensify drought-heatwave extremes due to land-atmosphere feedbacks, and temporal trends in precipitation and temperature over contiguous U.S. (CONUS).

Little dispute surrounds the observed global temperature changes over the past decades. As a result, there is widespread agreement that a corresponding response in the global hydrologic cycle must exist. However, exactly how such a response manifests remains unsettled. Here we use a unique recently developed long-term satellite-based record to assess changes in precipitation across spatial scales. We show that warm climate regions exhibit decreasing precipitation trends, while arid and polar climate regions show increasing trends. At the country scale, precipitation seems to have increased in 96 countries, and decreased in 104. We also explore precipitation changes over 237 global major basins. Our results show opposing trends at different scales, highlighting the importance of spatial scale in trend analysis. Furthermore, while the increasing global temperature trend is apparent in observations, the same cannot be said for the global precipitation trend according to the high-resolution dataset, PERSIANN-CDR, used in this study. Variation in snow cover over the Tibetan Plateau (TP) is a key component of climate change and variability, and critical for many hydrological and biological processes. This review first summarizes recent observed changes of snow cover over the TP, including the relationship between the TP snow cover and that over Eurasia as a whole; recent climatology and spatial patterns; inter-annual variability and trends; as well as projected changes in snow cover. Second, we discuss the physical causes and factors contributing to variations in snow cover over the TP, including precipitation, temperature, and synoptic forcing such as the Arctic Oscillation and the westerly jet, and large scale ocean-atmosphere oscillations such as the El Niño–Southern Oscillation (ESNO), the Indian Ocean dipole, and the southern annular mode. Third, linkage between snow cover over the TP and subsequent weather and climate systems are discussed, including the East and South Asian Summer Monsoons, and their subsequent precipitation regimes. Finally, new perspectives and unresolved issues are outlined, including changes in extreme events and related disasters (e.g., avalanches), the use of novel datasets, the possible elevation dependency in snow cover change, expected snow cover changes under 1.5 °C and 2 °C global warming, the physical mechanisms modulating climate extremes in the region, and the linkage between snow cover variation and atmospheric pollution. Despite a large body of work over the TP, we argue that there is a need for more comparative studies using multiple snow datasets, and snow cover information over the western TP and during summer would benefit from more attention in the future.
