In the past three decades, fire engineering has experienced fast development worldwide. Fire regulations for building industry were moved from prescriptive description to performance-based specification. This trend started in the UK in the 1980s and spread to other western countries. Hong Kong closely followed the UK development and adopted the approach of performance-based design (PBD) for the Hong Kong International Airport and MTR stations in the early 1990s. The Government of Hong Kong SAR formally recognised the PBD approach in the prescriptive codes of practice in the mid-1990s and developed the performance-based code (PBC) in the 2000s. This PBC was promulgated in 2011. The evolution in fire engineering impacted the fire community in Mainland China. The State Key Laboratory of Fire Science (SKLFS) was established in University of Science and Technology of China (USTC) in 1991. Then fire science and fire engineering stepped into the fast development track. The building industry in Mainland China started to adopt the PBD approach in the early 2000s for the significant developments including large airport terminals, railway and metro stations, super high-rise buildings, and mega commercial centres. However, a structured PBC system is not available within the regulatory framework to date. Adoption of PBD approach is slowing down in recent years. This paper presents a review of fire engineering development in Hong Kong and Mainland China. Air pollution is a rising environmental concern that has detrimental effects on human health and the environment. Building environment and urban green space features play a crucial role in the dispersion and accumulation of air pollutants. This study examines the impacts of building environment and urban green space on air pollution levels in the highly urbanized city of Hong Kong, focusing on their interaction effects and potential nonlinearity. For the analysis, this paper investigates how building density, building height, building types, urban green space size, and number of urban green space clusters, as well as their interplays, impact PM2.5 concentrations using high-resolution, satellite-based PM2.5 grids coupled with spatial analysis techniques. The findings reveal that a unit increase in the size of urban green space and the standard deviation of building height contribute to a 0.0004 and a 0.0154 reduction in PM levels, respectively. In contrast, air pollution levels are found to be positively associated with building density (0.1117), scatteredness of urban green space (0.0003), and share of commercial buildings (1.0158). Moreover, it has been found that building height presents a U-shape relationship with PM2.5 concentrations. Finally, the negative association between the size of urban green space and air pollution levels tends to be enlarged in districts with more low-rise buildings. Purpose: Life cycle assessment (LCA) has been increasingly implemented in analyzing the environmental performance of buildings and construction projects. To assess the life cycle environmental performance, decision-makers may adopt the two life cycle impact assessment (LCIA) approaches, namely the midpoint and endpoint models. Any imprudent usage of the two approaches may affect the assessment results and thus lead to misleading findings. ReCiPe, a well-known work, includes a package of LCIA methods to provide assessments on both midpoint and endpoint levels. This study compares different potential LCIA results using the midpoint and endpoint approaches of ReCiPe based on the assessment of a commercial building in Hong Kong. Methods: This paper examines 23 materials accounting for over 99 % of the environmental impacts of all the materials consumed in commercial buildings in Hong Kong. The midpoint and endpoint results are compared at the normalization level. A commercial building in Hong Kong is further studied to provide insights as a real case study. The ranking of impact categories and the contributions from various construction materials are examined for the commercial building. Influence due to the weighting factors is discussed. Results and discussion: Normalization results of individual impact categories of the midpoint and endpoint approaches are consistent for the selected construction materials. The difference in the two approaches can be detected when several impact categories are considered. The ranking of materials is slightly different under the two approaches. The ranking of impact categories demonstrates completely different features. In the case study of a commercial building in Hong Kong, the contributions from subprocesses are different at the midpoint and endpoint. The weighting factors can determine not only the contributions of the damage categories to the total environment, but also the value of a single score. Conclusions: In this research, the midpoint and endpoint approaches are compared using ReCiPe. Information is whittled down from the inventories to a single score. Midpoint results are comprehensive while endpoint results are concise. The endpoint approach which provides additional information of damage should be used as a supplementary to the midpoint model. When endpoint results are asked for, a LCIA method like ReCiPe that provides both the midpoint and endpoint analysis is recommended. In Hong Kong, over half of the Protestant churches are located in the upper-floor units in commercial and residential buildings. Because of their physical locations, these churches are sometimes dubbed ‘upper-floor churches’. Unlike those that occupy stand-alone religious buildings or dwell in church-run schools and social service centres, these are often invisible in the landscapes of the city. Through analysis of a case study, this paper aims to explore the spatial practices that a Protestant community has adopted in acquiring, representing, and ritualising a business unit in a residential high-rise for building up their church. Our analysis of the case study shows that in a metropolis like contemporary Hong Kong, the construction of sacred space is full of tensions between utilitarian calculations and concerns of human relations and religious values. While the congregation had been very creative in transforming a commercial unit into a religious site, it did not show much awareness of the oppressive powers of the capitalist market and had a strong tendency to represent its spatial practices as commodities for consumption. This paper presents a case study of the prediction, potential and control of plume in wet cooling towers from a huge commercial building in Hong Kong based on the weather data available for a particular year. The power input is found to be lower and the coefficient of performance (COP) moderate when all the 10 towers with low speed are in use, while it is found to be reverse when there are five towers, especially, three low and two high-speed towers are used. It is also found that the combined heating and cooling option can be a better approach than that of the heating option alone from the point of view of thermodynamics as well as from the point of view of economics. The COP of the chillers increases from 6.01 to 7.09 when the number of cooling towers increases from five to ten. On the other hand, the power consumption first decreases and then increases which is mainly due to the increment in the consumption of fan power from 270 to 900 kW for both options. The overall power consumption decreases slightly for the combined heating and cooling option, while in the heating option, the overall power consumption increases slightly. However, it is observed that a proper operation of cooling towers is an effective means to control and/or at least reduce the potential of visible plume generated by wet cooling towers at the existing chilling plant design for this particular building. The feasibility of using thermal performance lines to assess the efficiency of using energy in air-conditioned commercial buildings in Hong Kong is being explored. The paper describes a regression study aimed at identifying a suitable climatic variable that would yield linear thermal performance lines for commercial buildings in Hong Kong. The study was based on the monthly electricity consumption of 26 existing office/commercial buildings obtained from a recent survey. Candidate weather parameters considered include monthly mean outdoor temperature, outdoor air moisture content and global solar radiation, and their square and product terms. The regression analysis shows that the square of monthly mean outdoor temperature would be the most appropriate climatic variable. Explanations are also given as to why moisture content and global solar radiation were considered less appropriate, notwithstanding that in Hong Kong, the humidity is high for most of the time in the year and the cooling load due to solar heat gain is a significant component of the design cooling load of air-conditioned buildings. • A POE-integrated simulation method is proposed to address energy occupant behavior. • Opening windows and operating AC were found to co-exist which affects simulation accuracy. • The new method improves energy simulation accuracy by 14% for domestic areas. • The method improves energy simulation accuracy by 16% for total building areas. Occupant behavior plays a critical role in building energy consumption, particularly in residential buildings. However, occupant behavior is complicated and varies significantly from case to case. Also, energy modeling of high-rise buildings is far less explored than that of low- or medium-rise buildings. This paper aims to improve accuracy in building energy simulation by utilizing Post Occupancy Evaluation (POE) data to calibrate energy model. Drawing on a review of the literature of occupant behavior and building energy modeling, the paper provides a calibration method of integrating POE data into an energy model, which is demonstrated using a real-life typical 40-storey residential building in Hong Kong. The developed method addresses seven updated input parameters, namely, schedule, devices, air-conditioners, windows, lights, domestic hot water, and cooking. By comparing the two energy modeling processes, i.e. with and without POE input, and their resultant estimated energy consumption, the paper quantifies the impact of occupant behavior on building energy consumption. Annual metered data together with energy bills obtained from the POE were utilized to validate the models. The results show that the use of the developed POE-integrated method helped to improve accuracy in energy consumption prediction by 14% for the total building floor area and by 16% for the total residential area. From examining the impacts of the seven input parameters, the paper reveals the key energy use sensitive occupant behaviors within high-rise residential buildings in Hong Kong. These include: the number of residents in each unit; adoption of window type and split type of air-conditioners; window and air condition operation modes; cooking time on weekdays and weekends; and time spent on hot water showering. The developed method can assist building designers and services engineers to estimate building energy use more accurately and provides a scenario analysis tool for clients and facility managers to develop effective energy conservation strategies. Abstract: This paper reports the evaluations of energy efficiency, plume potential as well as plume control of a huge chiller plant using water-evaporative cooling towers for heat rejection for a super high-rising commercial office building in a subtropical region of Hong Kong. The evaluations were carried out in a dynamic Transient Simulation Program (TRNSYS)-based simulation platform using alternative control strategies including set-point control logics of the supply cooling water temperature and cooling tower fan modulation control methods as well as different number control means of cooling towers. The results show that different control strategies have significant effects on the energy efficiency of the chiller plant. The quantification of the energy efficiency demonstrates significant energy-saving potential by using advanced technologies for implementing optimal control strategies in this cooling system. The results also reveal that the plume may occur frequently in spring and summer seasons and occasionally in other months due to the odd subtropical weather conditions. Control strategies also have significant effects on the frequency of the plume occurrence. Purpose - The recession in the late 1990s in Hong Kong has triggered many commercial building owners to cut operation and maintenance (O&M) cost via outsourcing. The purpose of this paper is to investigate the dominant expenditure on O&M service and examine the relation between extent of outsourcing and rental income of the buildings. Design/methodology/approach - Experienced O&M practitioners were interviewed to collect both quantitative and qualitative data of the commercial buildings they looked after. The in-house and outsourced O&M costs, air-conditioning energy costs, rental incomes, and management and air-conditioning fees for the buildings were analysed. Findings - The total air-conditioning O&M cost is the principal cost item, with the energy cost being the dominant element. The analysis reveals that the extent of outsourcing bore little correlation with the air-conditioning O&M cost and the rental income. Research limitations/implications - Further work may take a similar approach to identify the extent and effect of outsourcing other kinds of services that underpin the core business of an organisation. Practical implications - Varying the extent of outsourcing O&M service was found to be unpromising for enhancing rental performance or cutting O&M expenditure. This is an important point that the building managers should address when considering whether to go for outsourcing. Originality/value - The findings imply that in the building O&M service industry, it would be more economical to outsource or undertake in-house the vast majority of O&M work. Purpose - To explain the recent emergence of the trend of outsourcing for building services operation and maintenance (O&M) work for commercial buildings in Hong Kong and to predict its future development. Design/methodology/approach - Based on economic theories, the authors' understanding of buildings and building services O&M in Hong Kong and information regarding property, companies and manpower statistics, the increasing use of outsourcing is explained with a prediction of its implications for industry stakeholders and future trends. Findings - Reports the common operation and maintenance organization for small, medium and large commercial buildings and explains the relation between outsourcing and the recent economic downturn and sharp cuts in O&M expenditure. Analyses the factors influencing O&M costs and predicts that the trend of outsourcing will continue if contractors keep on upgrading their knowledge and skills to provide quality services more economically than the in-house workforce. Research limitations/implications - The explanation and prediction rely greatly on economic theories and the authors' knowledge and observations from industry, yet the reason for outsourcing and the factors influencing O&M costs are unveiled. Practical implications - The findings have exposed implications for building owners and O&M practitioners as a result of the outsourcing trend, on top of establishing a rigid framework for future practical research in the area. Originality/value - This paper explains the prime motive for outsourcing building services O&M work for commercial buildings, predicts future trends and reveals the implications for stakeholders in the O&M industry in Hong Kong. Proper implementation of fire safety management is a key to providing total fire safety. In this paper, a regulatory framework related to fire safety management in buildings in Hong Kong has been reviewed. Current statutory requirements covering both administrative and technical aspects of fire safety management elements are outlined. Responsibilities of different management parties in a typical multiple occupancies commercial building on operating the fire safety measures are discussed. It is observed that only maintenance of active fire protection systems are emphasised at the moment. Considering the significant consumption of energy in existing building stocks, effective retrofitting has great potential for reducing such consumption and promoting sustainability in existing buildings. This study aims to develop a sustainable retrofit decision-making mechanism for high-rise buildings in Hong Kong, China, by uncovering the optimum set of retrofit solutions based on the local climatic conditions, building features and cost. Based on a prototype building in Hong Kong, the study employed the net present value (NPV) to unveil the most suitable solutions to maximise the energy efficiency of existing buildings and minimise their retrofit costs, integrating the energy simulation. This study revealed that it is desirable to adopt an optimal set of measures for achieving a 40% energy improvement since the energy conservation can be as much as 82 (kWh/m2)/year with the optimal NPV of more than US$3300 over a 20 year life span. However, the cooling system, building energy management system and thickness of wall insulation are the most influential factors to the optimum NPV and energy conservation in Hong Kong. The identified optimal set of cost-effective retrofit measures can be effectively implemented for sustainable retrofit projects in the existing building, and the developed methodological framework can be suitably adapted for sustainable building retrofit projects in different climatic zones. The decision-making model is validated by the process of calculating energy consumption, selecting practical retrofit measures and analysing retrofit benefits when taking the local building standards into account. The rapid growth of energy consumption in buildings has become an alarming threat to the climate. Various building-level energy saving measures have been studied and adopted to achieve energy efficiency. However, high-rise public residential buildings in subtropical climate as an important contributor to building-level energy consumption have received insufficient attention of research. The aim of this paper is to analyse the energy use of high-rise residential buildings in subtropical climate and examine the impacts of different energy saving measures for developing strategies for achieving very low-energy high-rise buildings. A typical high-rise (40-storey) public residential building in Hong Kong was selected as the case building, which has the energy use intensity of 106.6 kWh/m2 for the total building area and of 153.8 kWh/m2 for the area inside the residential units. The energy model of the case building developed using EnergyPlus software was carefully calibrated using metered energy use data and expert consultations adopting a systematic approach. Sensitivity analyses were then conducted using the parametric analysis tool jEPlus to quantify the impacts of different energy saving measures on energy use intensity reduction. It was found the measures in relation to human behaviours have the largest impact, followed by building service system efficiency and renewable energy. Building form and building envelope have the modest impact. The findings enhance the knowledge of subtropical high-rise public residential buildings' energy performance, and the developed and calibrated energy model could be used to explore more strategic energy saving measures in the long term. Key performance indicators (KPIs) are quintessentially useful for performance evaluation, but a set of pragmatic KPIs for holistic evaluation of retrofits for commercial buildings is hitherto unavailable. This study was conducted to address this issue. Built upon the findings of a systematic literature review and a focus group meeting in the earlier stages of the study, a questionnaire survey covering 19 KPIs for environmental (embracing energy), economic, health and safety, and users' perspective evaluations of building retrofits was developed. Data of the survey, collected from facility management (FM) practitioners in Hong Kong, underwent a series of statistical analyses, including Kruskal–Wallis H test, Mann–Whitney U test, and Spearman Rank Correlation. The analysis results revealed the levels of importance of KPIs perceived by different groups of FM practitioners and the rankings of KPIs. Based upon these results, eight KPIs were shortlisted, which are energy savings, payback period, investment cost, actual-to-target ratio of the number of statutory orders removed, actual-to-target ratio of the number of accidents reduced, target indoor air temperature, target indoor air quality (IAQ) class, and target workplane illuminance. These KPIs serve as keystones for further development of an analytic evaluation scheme for commercial building retrofit performance assessment. In Hong Kong, buildings consume 90% of the electricity generated and over 60% of the city's carbon emissions are attributable to generating power for buildings. In 2018, Hong Kong residential sector consumed 41,965 TJ (26%) of total electricity generated, with private housing accounting for 52% and public housing taking in 26%, making them the two major contributors of greenhouse gas emissions. Furthermore, air conditioning was the major source consuming 38% of the electricity generated for the residential building segment. Strategizing building energy efficiency measures to reduce the cooling energy consumption of the residential building sector can thus have far-reaching benefits. This study proposes a hybrid simulation strategy that integrates artificial intelligence techniques with a building energy simulation tool (EnergyPlus™) to predict the annual cooling energy consumption of residential buildings in Hong Kong. The proposed method predicts long-term thermal energy demand (annual cooling energy consumption) based on short-term (hourly) simulated data. The hybrid simulation model can analyze the impacts of building materials, construction solutions, and indoor–outdoor temperature variations on the cooling energy consumed in apartments. The results indicate that using low thermal conductivity building materials for windows and external walls can reduce the annual cooling energy consumption by 8.19%, and decreasing the window-to-wall ratio from 80% to 40% can give annual cooling energy savings of up to 18%. Moreover, significant net annual cooling energy savings of 13.65% can be achieved by changing the indoor set-point temperature from 24 °C to 26 °C. The proposed model will serve as a reference for building energy efficiency practitioners to identify key relationships between building physical characteristics and operational strategies to minimize cooling energy demand at a minimal time in comparison to traditional energy estimation methods. Skyscrapers are common nowadays around the world, especially in cities with limited development area. In order to pump water up to the higher level of a skyscraper, a cascade water supply system has to be installed. Currently, cascade water supply systems are mainly designed based on practical experiences or requirements of existing standards/guidelines that, in fact, are not specifically for skyscrapers. However, thorough studies on cascade water supply system designs are still limited in the literature. This study proposes mathematical models and uses Monte Carlo simulations to evaluate the design flow rate of a typical cascade water supply system that feeds various appliances in a residential skyscraper in Hong Kong. Graphs that showed the correlations between the inflow rate in the supply pipe and water volume in the tank are obtained. While tank storage volume is confirmed, the design flow rate of the cascade water supply system can be determined from these graphs. The proposed mathematical models can also be applied to evaluate the design flow rate of cascade water supply systems in other types of skyscrapers (e.g., office, commercial building) as well as with the changes in water demand patterns in the models.
