Pensarlos y repensarlos en su concepción teórica, pero también desde la práctica y las experiencias de los sujetos resulta imprescindible como desafío para las organizaciones y movimientos sociales., Various ways have been generated around gender, communication and planning. These three concepts have been received and are currently still different interpretations depending on where audiences listen. El artículo presenta las bases conceptuales fundantes de un espacio de reflexión acción que se propuso debatir y producir conocimiento sobre la creciente instrumentalización económica y política de la cultura en el desarrollo; a partir del análisis de la agenda, el discurso y los lineamientos de organizaciones e instituciones supranacionales, con influencia decisiva en la temática del desarrollo, y de la sistematización y divulgación de experiencias de movimientos sociales que conciben la cultura como dimensión o recurso estratégico para el logro de transformaciones sociopolíticas. Entre estas bases conceptuales, podemos mencionar: el desarrollo como construcción social histórica en disputa; el posdesarrollo como enfoque fecundo para crear discursos que trasciendan la construcción hegemónica del desarrollo; la cultura como campo de batalla política y la investigación en comunicación como alternativa para multiplicar los centros y agentes de producción de saber/hacer. This study presents the conceptual bases for a reflection whereby one can debate and produce knowledge concerning the increasing economic and political exploitation of culture vis-à-vis development. The authors analyze, on the one hand, the agendas, discourses, and guidelines of supranational organizations and institutions that have decisive clout; and on the other, the systematization and spreading of the experiences undertaken by social movements that see culture as a strategic dimension or resource to achieve sociopolitical transformations. Among these conceptual bases, the following can be mentioned: development as a disputed historical social construction; post-development as a fruitful approach to create discourses that go beyond the hegemonic construction of development; culture as a political battle field, and communication research as an alternative to multiply the centers and agents that generate know-how.

4. El desafío de hacer de la comunicación un componente estratégico de las políticas públicas en salud.

This article discusses the main components of the project that the Office of Public Information and Communication of the Argentine Ministry of Health has been developing since 2009 to promote communication as one of the strategic aspects of health policies. The network of subsystems, jurisdictions, health care levels and participants of health care policies, programs and services, as well as the diverse issues affecting people's health, constitute some of the features that express the complexity which is characteristic of the public health field and which pose significant challenges when carrying out the aforementioned project. The lack of institutionalization of the Office of Public Information and Communication of the Argentine Ministry of Health; the absence of a clear definition of the content and implications regarding the role played by communicational guidance; fragmentation; the dominant instrumental vision, which equates communication work with designing prevention campaigns for the media; and the deficiencies in planning and assessing capabilities were some of the critical issues identified during the diagnosis made at the beginning of the process. Promoting an organizational culture focused on managing information and knowledge, prioritizing the cultural and communicational aspects of health care issues, as well as working towards professionalizing and empowering public health communicators and implementing strategies among disciplines, institutions and sectors aimed at fostering integration and coordination, are some of our main daily and future goals.
