The NASA High Resolution Microwave Survey (HRMS) Sky Survey component will survey the entire celestial sphere over the microwave frequency band to search for signals of intelligent origin which originate from beyond our solar system.

The Sky Survey Element of NASA's High Resolution Microwave Survey (HRMS) has been actively engaged in a Search for ExtraTerrestrial Intelligence (SETI) since October 12, 1992, using a prototype system with a 2097152-channel spectrum analyzer operating primarily at X-Band frequencies.

The results of a low sensitivity Radio Frequency Interference (RFI) survey carried out at the Venus Station of the Goldstone Communications Complex are reported. The data cover the spectral range from 1 GHz to 10.4 GHz with a 10-kHz instantaneous bandwidth. Frequency and power levels were observed using a sweep-frequency spectrum analyzer connected to a 1-m diameter antenna pointed at zenith. The survey was conducted from February 16, 1987 through February 24, 1987.

The application of order statistics to signal detection is becoming an increasingly active area of research. This is due to the inherent robustness of rank estimators in the presence of large outliers that would significantly degrade more conventional mean-level-based detection systems. A detection strategy is presented in which the threshold estimate is obtained using order statistics. The performance of this algorithm in the presence of simulated interference and broadband noise is evaluated. In this way, the robustness of the proposed strategy in the presence of the interference can be fully assessed as a function of the interference, noise, and detector parameters.

The relative probability of detecting randomly distributed CW transmitters as a function of the fraction of the sky which is searched (in a fixed time) is given. It is shown that the probability of detecting such a class of transmitters with a given receiving system is a maximum if the entire sky is searched. The particular case of a search in which the number of directions searched is equal to the telescope gain and the integration time per beam element is equal to the reciprocal of the channel bandwidth is discussed.

The Search for Extraterrestrial Intelligence (SETI) requires low noise broadband total power radiometers of high gain stability. Preliminary results of SETI field tests for a variety of receiver configurations at Deep Space Station 13 are discussed. The power spectra of Deep Space Network low noise receiving systems exhibit I/F noise whose spectral index is significantly smaller than unity. The gain stability of the S-band systems tested is almost 0.0001. An appendix presents a derivation of the power spectrum of the output of a square law detector.

Modern detection systems are increasingly limited in sensitivity by the background thermal photons which enter the receiving system. Expressions for the fluctuations of detected thermal radiation are derived. Incoherent and heterodyne detection processes are considered. References to the subject of photon detection statistics are given.

The techniques and results of power pattern measurements of a corrugated horn antenna designed for low sidelobes are reported. The power pattern was measured to levels 90 dB below the main beam maximum in both the E- and H-planes. The measured patterns were found to be in good agreement with predictions from existing theory for the performance of corrugated scalar feeds.

A proposal to operate a two element interferometer using the 64 m and 26 m antennas of the Tidbinbilla Deep Space Station is discussed. The instrument is to be operated as a correlation interferometer, the sine and cosine products being sampled once per second and recorded for later analysis. The receiver systems are currently under development. Preliminary measurements of the delay line and local oscillator systems and the site cables suggest that a phase stability to within about 1 deg should be achievable with temperature control of the receiver packages.

The techniques and results of measuring the power pattern of a corrugated horn antenna designed for low sidelobes to levels 90 dB below the main beam maximum on both the E- and H- planes are presented. The study was motivated by a requirement for an antenna with very low side lobes to measure properties of the cosmic microwave background radiation from a satellite. The particular application calls for horn antennas of approximately 7 deg beamwidth, operating at discrete frequencies in the range of 20-90 GHz. It is demonstrated that the side lobes of horn antennas can be measured to significantly lower levels than has been achieved previously. Finally, it is noted that an improvement could be achieved by allowing for longer signal integrations and incorporating a switched reference measurement scheme to enable the accurate determination of very low signal levels.
