Over recent years, the issue of corruption in the public construction sector has attracted increasing attention from both practitioners and researchers worldwide. However, limited efforts are available for investigating the underlying factors of corruption in this sector. Thus, this study attempted to bridge this knowledge gap by exploring the underlying factors of corruption in the public construction sector of China. To achieve this goal, a total of 14 structured interviews were first carried out, and a questionnaire survey was then administered to 188 professionals in China. Two iterations of multivariate analysis approaches, namely, stepwise multiple regression analysis and partial least squares structural equation modeling were successively utilized to analyze the collected data. In addition, a case study was also conducted to triangulate the findings obtained from the statistical analysis. The results generated from these three research methods achieve the same conclusion: the most influential underlying factor leading to corruption was immorality, followed by opacity, unfairness, procedural violation, and contractual violation. This study has contributed to the body of knowledge by exploring the properties of corruption in the public construction sector. Purpose The purpose of this paper is to investigate the similarities and differences of critical success factors (CSFs) for public-private partnership (PPP) projects in developing and developed countries, using Ghana and Hong Kong as examples.Design/methodology/approach An empirical questionnaire survey was conducted with experienced PPP practitioners in Ghana and Hong Kong. Survey responses were analysed using Kendall’s concordance analysis, mean score ranking, quartile groupings analysis and Mann-Whitney U test.Findings The results indicate that a favourable legal and regulatory framework is very critical in both jurisdictions. Further, technology transfer, technological innovation, public/community participation and coordination and government providing financial support are of low importance in both jurisdictions. The non-parametric test shows that 16 CSFs are of different importance in Ghana and Hong Kong. Specifically, CSFs related to the socio-political and economic conditions of PPP projects are very critical in Ghana, whereas CSFs directly related to the organisation and relationship of PPP projects are very critical in Hong Kong.Originality/value The outputs of this study add to the international best practice framework for successful PPP implementation. Further, international private investors and governments who are yet to adopt the PPP concept would be considerably informed of the investment strategies to employ when engaging in PPP arrangements. Response strategy is a key for preventing widespread corruption vulnerabilities in the public construction sector. Although several studies have been devoted to this area, the effectiveness of response strategies has seldom been evaluated in China. This study aims to fill this gap by investigating the effectiveness of response strategies for corruption vulnerabilities through a survey in the Chinese public construction sector. Survey data obtained from selected experts involved in the Chinese public construction sector were analyzed by factor analysis and partial least squares-structural equation modeling. Analysis results showed that four response strategies of leadership, rules and regulations, training, and sanctions, only achieved an acceptable level in preventing corruption vulnerabilities in the Chinese public construction sector. This study contributes to knowledge by improving the understanding of the effectiveness of response strategies for corruption vulnerabilities in the public construction sector of developing countries. Purpose -- Public participation has been implemented with growing frequency as an instrument for dealing with the increased socio-economic and environmental disputes in public infrastructure and construction (PIC) projects in China. The purpose of this paper is to examine the perceptions of major stakeholders on the major aspects related to public participation practices in China's PIC projects and intends to convey what is presently happening in this segment of the construction industry. Design/methodology/approach -- Specific topics of the social effects, benefits, forms, and barriers were addressed through a recent survey of the major stakeholders involved in PIC projects. The survey results were used to perform a strength-weakness-opportunity-threat analysis for evaluating the status quo of public participation in PIC projects. Findings -- The survey results indicate that the development of public participation practices in China remains relatively slow despite the urgent need to promote this mechanism for solving socio-economic and environmental disputes in PIC projects. Thus, a four-step strategic plan is suggested to be established to overcome main barriers for the implementation of public participation and promote its development in China. Originality/value -- This study aims to evaluate the status quo of the public participation practices in China by conducting a national survey, which has never been conducted before. Purpose – Partnering has drawn attention from both academics and practitioners in the construction industry in the context of construction and facilities management. The past decades have seen a number of articles reporting the application of partnering in construction. The Chinese construction industry is one of the largest industries in the world; however, to the authors' best knowledge, no project in mainland China has adopted this procurement approach in a formal and systematic manner as yet. This paper presents a timely study that aims to investigate the feasibility of implementing the partnering concept into Chinese industry and to understand the current barriers to this concept in China. Design/methodology/approach – The study employed a qualitative approach to investigate the factors that support or impede the implementation of partnering in mainland China. The methodology encompassed a critical review of relevant laws, regulations, and policy documents; and semi-structured interviews. Findings – The findings indicate that the partnering practice is feasible in the construction industry of China due to the large demand brought about by China's strong economic growth and government support. However, the implementation of partnering in the Chinese construction industry is being impeded by the restrictions of the current Chinese regulatory framework and tender evaluation framework, the incompatible features of Chinese culture and the general lack of trust. Originality/value – Six strategies that help to facilitate the implementation of partnering in China have been developed based on the supporting and impeding factors identified in this study. It is worth noting that not all aspects of Chinese culture are compatible with partnering principles. This study offers a useful reference to implement collaborative contracting models such as partnering in developing countries with a consideration of new factors such as political environment and emerging economies. This paper attempts to incorporate both leading and lagging KPIs and apply the reliability interval method (RIM) to formulate a benchmarking model to assess project success in Hong Kong. A list of leading and lagging KPIs was complied based on a comprehensive literature review. This list of KPIs was used to develop a survey questionnaire and RIM was subsequently used to analyze the survey results and determine the relative importance and rankings of various leading and lagging KPIs. The results reveal that the top 10 KPIs to evaluate the success of construction projects in Hong Kong (in descending order) were (1) safety performance, (2) cost performance, (3) time performance, (4) quality performance, (5) client's satisfaction, (6) effectiveness of communication, (7) end user's satisfaction, (8) effectiveness of planning, (9) functionality, and (10) environmental performance. Finally, a composite performance index (CPI) was derived by means of RIM to provide a comprehensive assessment of construction project success in Hong Kong. The accident record of the repair, maintenance, minor alteration, and addition (RMAA) sector has been alarmingly high; however, research in the RMAA sector remains limited. Unsafe behavior is considered one of the key causes of accidents. Thus, the organizational factors that influence individual safety behavior at work continue to be the focus of many studies. The safety climate, which reflects the true priority of safety in an organization, has drawn much attention. Safety climate measurement helps to identify areas for safety improvement. The current study aims to identify safety climate factors in the RMAA sector. A questionnaire survey was conducted in the RMAA sector in Hong Kong. Data were randomly split into the calibration and the validation samples. The RMAA safety climate factors were determined by exploratory factor analysis on the calibration sample. Three safety climate factors of the RMAA works were identified: (1) management commitment to occupational health and safety (OHS) and employee involvement, (2) application of safety rules and work practices, and (3) responsibility for health and safety. Confirmatory factor analysis (CFA) was then conducted on the validation sample. The CFA model showed satisfactory goodness of fit, reliability, and validity. The suggested RMAA safety climate factors can be utilized by construction industry practitioners in developed economies to measure the safety climate of their RMAA projects, thereby enhancing the safety of RMAA works. Purpose – This paper aims to explore the applicability of construction partnering in Mainland China, and to provide useful suggestions and possible implications for decision-makers to adopt this collaborative approach to project procurement. Design/methodology/approach – Document analysis was first employed to identify the favourable conditions and potential difficulties in the application of partnering in Mainland China. A series of face-to-face semi-structured interviews targeting academic experts and industrial practitioners was undertaken to solicit their perceptions of the benefits and difficulties of implementing partnering in Mainland China, coupled with their overall assessment of the applicability of, and suggestions for, the implementation of partnering in the region. Findings – The results of document analysis indicated that the cultural roots of co-operation and mutual trust, together with the increasing need to improve the current state of project performance in Mainland China, underpin the application of partnering in the construction market, although its application and generalisation still encounter some significant difficulties. The perceived benefits, potential barriers and effective strategies for partnering application in Mainland China were determined from the interviewees. The interview results further supported the applicability of construction partnering and provided constructive and practical suggestions for possible implementation in the Mainland Chinese construction industry. The partnering approach is evaluated as being practicable and appropriate in this study for the construction industry in Mainland China. Research limitations/implications – Although it is essential to base the analysis of partnering applicability on a qualitative study, an empirical quantitative investigation of the benefits and difficulties of partnering application could further reinforce the quality of analysis. Future research could look into the project-based assessment of partnering application in terms of the perceived benefits and potential difficulties of, and success factors for, partnering implementation in Mainland China. Practical implications – Policy-makers aiming for the introduction of the partnering approach could be equipped with stronger confidence from favourable cultural environment and industrial needs. Restrictions to the application of partnering underlying in the current working culture could be mitigated when appropriate strategies are taken by the initiators of the partnering approach. Originality/value – Increased worldwide attention on construction partnering has shed light on the construction industry in Mainland China to achieve better value for money in project procurement and management. Abstract: This study aims to determine an optimal recovery time after a participant has exercised to exhaustion in a controlled climatic condition. Ten males and four females volunteers were examined under hot (30°C) and humid (75% relative humidity) environment in a climatic chamber to simulate typical summer outdoor working conditions of construction workers in Hong Kong. The participants (age 31.3 ± 9.3 years; height 168.5 ± 9.8 cm; weight 62.5 ± 7.1 kg; and percentage body fat 22.9 ± 7.2%) performed graded upper body exercise at a target cadence of 70 rotation per minute (RPM) until exhaustion and were recovered inside the climatic chamber until their physiological conditions returned to the pre-exercise level or lower. Physiological Strain Index (PSI) was used as a yardstick to determine the rate of recovery. The physiological conditions of the participants were monitored by recording their ear temperature (to estimate core temperature), heart rate, oxygen consumption, respiratory exchange ratio and Ratings of Perceived Exertion (RPE). It was found that on average a participant could achieve 97% energetic recovery in 40 min; 90% in 35 min; 82% in 30 min; 75% in 25 min; 68% in 20 min; 60% in 15 min; 53% in 10 min; and 46% in 5 min. Linear regression results showed that recovery time is a significant independent variable to determine the rate of recovery (R 2 = 0.95, P < 0.05). Depending on the level of recovery, an optimal recovery time after exhaustion in a hot and humid environment can be determined based on these findings. [Copyright &y& Elsevier]

Purpose – Hong Kong has undergone a rapid transformation from a small fishing village to one of Asia's top commercial cities. With the booming economic development that it has undergone, heritage has been criticised as largely neglected. To respond to this criticism proactively, the local government introduced a "Revitalising Historic Buildings through Partnership Scheme" which is considered an innovative social public-private partnership initiative. However, it is still early stages and the effectiveness of this scheme is yet to be evaluated. The purpose of this paper is therefore to evaluate the success of this innovative scheme by means of a case study. Design/methodology/approach – The case study approach has been adopted to analyse the effectiveness of this scheme. The Mei Ho House is a Grade I listed building marking the history of early public housing in Hong Kong. This project was studied thoroughly by looking at the historical background, the selected service provider, project details, historical significance, social benefits and public opinion. Findings – The findings indicate that the scheme has been implemented effectively to revitalize historical buildings such as Mei Ho House. Efforts have been made to preserve these buildings into innovative use, uplift local culture and social benefits. In addition, an effective partnership arrangement between the public and private parties has been established. Originality/value – The analyses will help to assess whether the proposed scheme has been successfully implemented. As a result, the suitability of using this scheme for future projects in Hong Kong or even other jurisdictions will be recommended. Although the design-build (DB) system has been demonstrated to be an effective delivery method and has gained popularity worldwide, it has not gained the same popularity in the construction market of the People's Republic of China (PRC). The objective of this study was to investigate the barriers to entry in the DB market. A total of 22 entry barriers were first identified through an open-ended questionnaire survey with 15 top construction professionals in the construction market of China. A broad questionnaire survey was further conducted to prioritize these entry barriers. Statistical analysis of responses shows that the most dominant barriers to entry into the DB market are lack of design expertise, lack of interest from owners, lack of suitable organization structure, lack of DB specialists, and lack of credit record system. Analysis of variance indicates that there is no difference of opinions among the respondent groups of academia, government departments, state-owned companies, and private companies, at the 5% significance level, on most of the barriers to entry. Finally, the underlying dimensions of barriers to entry in the DB market were investigated through factor analysis. The results indicate that there are six major underlying dimensions of entry barriers in DB market, including the competence of design-builders, difficulty in project procurement, characteristics of DB projects, lack of support from public sectors, the competence of DB owners, and the immaturity of DB market. Purpose – The aim of this study is to identify complexity measures for building projects in the People's Republic of China (PRC). Design/methodology/approach – A three-round of Delphi questionnaire survey was conducted to identify the key parameters that measure the degree of project complexity. A complexity index (CI) was developed based on the identified measures and their relative importance. Findings – Six key measures of project complexity have been identified, namely: building structure & function; construction method; the urgency of the project schedule; project size/scale; geological condition; and neighboring environment. Practical implications – These complexity measures help stakeholders assess degrees of project complexity and better manage the potential risks that might be induced to different levels of project complexity. Purpose – The purpose of this paper is to identify the party most preferred to take the risks associated with the target cost contracts and guaranteed maximum price contracts (TCC/GMP) in the Hong Kong context. Design/methodology/approach – An empirical questionnaire survey was conducted with the relevant industrial practitioners to solicit their preferences of risk allocation in TCC/GMP construction projects in Hong Kong. Findings – The survey findings indicated that risks on tender documentation and project design are better borne by clients, while construction related risks are perceived to be taken by contractors. The research findings are consistent with other similar studies on risk allocation in construction projects in general. Practical implications – This paper has developed a preferred risk allocation scheme for the delivery of future TCC/GMP projects, taking Hong Kong as an example. It can serve as a useful guide for decision makers to determine an optimal risk allocation at the planning stage of a TCC/GMP scheme. Originality/value – The paper can benefit both academic researchers and industrial practitioners in generating an equitable risk sharing mechanism for TCC/GMP projects. It provides sufficient empirical evidence, added to the growing body of knowledge and lays a solid foundation for further research such as an international comparison of various risk allocation schemes associated with this kind of contractual arrangement. Purpose - The purpose of this paper is to test the density dependence theory and explain the deep changes that the Chinese construction industry is experiencing. Focusing on both organizational level and industry level, it aims to identify the factors and to show how these factors affect the mortality of the Chinese construction companies. Design/methodology/approach - The Jiangsu construction industry is chosen as a proxy of the Chinese market. With the event history analysis method and life history data on all companies known to have operated during the period 1989-2007 in Jiangsu, an expanded Cox model is established to achieve the purpose. Findings - The construction industry level evolution plays an important role on exit rate of construction companies; however, this effect does not conform with density dependence as expected, and it interacts with organizational age. Besides, age and size of organizational level, and macro environment also act on mortality. Research limitations/implications - Owing to the difficulty in data acquisition, only 19 years of the Jiangsu construction industry have been reported here, which may not provide the whole picture of the evolution process. Furthermore, the different ending events, such as disbanding and merge, have not been identified, which may affect the results to some extent. Practical implications - The paper provides a new perspective to analyze the evolution of the Chinese construction industry and the mortality of construction companies. Originality/value - This is the first article that applies the density dependence theory to analyze the evolution process of the construction industry. It is also the first attempt to analyze the interaction of density, macro factors and organizational age, which is a contribution to the organizational ecology theory and the study of construction industry development. Abstract: Introduction: The Government of the Hong Kong Special Administrative Region (SAR) has implemented different safety initiatives to improve the safety performance of the construction industry over the past decades. The Pay for Safety Scheme (PFSS), which is one of the effective safety measures launched by the government in 1996, has been widely adopted in the public works contracts. Both the accident rate and fatality rate of public sector projects have decreased noticeably over this period. Method: This paper aims to review the current state of application of PFSS in Hong Kong, and attempts to identify and analyze the perceived benefits of PFSS in construction via an industry-wide empirical questionnaire survey. A total of 145 project participants who have gained abundant handson experience with the PFSS construction projects were requested to complete a survey questionnaire to indicate the relative importance of those benefits identified in relation to PFSS. The perceived benefits were measured and ranked from the perspectives of the client and contractor for crosscomparison. Results: The survey findings suggested the most significant benefits derived from adopting PFSS were: (a) Increased safety training; (b) Enhanced safety awareness; (c) Encouragement of developing safety management system; and (d) Improved safety commitment. A wider application of PFSS should be advocated so as to achieve better safety performance within the construction industry. Impact on Industry: It is recommended that a similar scheme to the PFSS currently adopted in Hong Kong may be developed for implementation in other regions or countries for international comparisons. The private sector has long been involved in delivering public sector projects, whether its role has been as a partner or just as a contractor for the government. Over recent years the interest in adopting public private partnerships (PPPs) has increased internationally. Many research studies have presented positive reasons for the governments and the private sector to welcome this form of procurement, rather than continue adopting the traditional options. This paper aims to explore and compare the key drivers for adopting PPP in China and the Hong Kong Special Administrative Region (referred to as Hong Kong from here onwards). An empirical questionnaire survey was conducted in both of these administrative systems and survey respondents were invited to rate their perceptions on the importance of 15 different drivers identified. Eighty-seven completed survey questionnaires were returned for analysis. The findings indicated that respondents from China rated economy-related drivers higher, whereas Hong Kong respondents tended to rate efficiency-related drivers higher. China’s demand for more public infrastructure and services has imposed great pressure on the government’s budget, and therefore economic drivers were rated higher. On the other hand, with adequate financial reserve in hand and budget surplus over recent years, Hong Kong has tended to prefer paying for projects upfront, and hence efficiency was regarded more significantly. Among the 15 drivers, both of the respondents from China and Hong Kong selected, “provide an integrated solution (for public infrastructure/services)” and “solve the problem of public sector budget restraint” to be within the top three drivers. Despite the general agreement on the ranking pattern, the results of independent two-sample t-test showed that China and Hong Kong shared very different views on the driver “reduce the total project cost.” This driver was ranked rather high by the mainland Chinese respondents, but much lower by the Hong Kong respondents. A construction project is mostly initiated by the needs of the client. In order to satisfy the client’s requirements in terms of time, cost, and quality, various procurement methods are recommended for selection to increase the chance of success for the complex sequence of activities. Design-build (D&B) integrates design and construction to overcome some of the hurdles inherent in the traditional design-bid-build method. It has been extensively used worldwide and its distinctive features are claimed to deal with the problems of the traditional design-bid-build method. An investigation into the determinants of successful D&B projects can therefore help set a benchmark study for industry practitioners to compare their project performance. To better indicate the success level of D&B projects, the writers developed a project success index for D&B projects in the Hong Kong context, which is assessed by the key project performance indicators of time, cost, quality, and functionality. Multiple regression analysis is then applied to show that the project nature, the effective project management action, and the adoption of innovative management approaches are the critical success factors for D&B projects. The identification of success criteria can furnish project participants with indicators to attain success for their D&B projects for benchmarking and control purposes. The construction industry is a very competitive high-risk business. Many problems, such as little cooperation, lack of trust, and ineffective communication resulting in adversarial relationships between contracting parties, are facing the construction industry. Partnering is perhaps one of the most innovative developments in delivering a project efficiently and reducing construction disputes. It provides a sound basis for a “win-win” climate and synergistic teamwork. Project partnering in the Hong Kong construction industry has gained in popularity since 1994. A number of potential factors contributing to partnering success have emerged and deserve further study. This paper presents a review of the development of the partnering concept in general and identifies critical success factors for partnering projects from the Hong Kong perspective in particular. Through a postal questionnaire survey geared toward project participants with hands-on partnering experience, the opinions of various parties—clients, consultants, and contractors were sought and evaluated in relation to partnering success factors. The relationship between the perception of partnering success and a set of success factors hypothesized in the study was derived using factor analysis and multiple regression. The results indicated that certain requirements must be met for partnering to succeed. In particular, the establishment and communication of a conflict resolution strategy, a willingness to share resources among project participants, a clear definition of responsibilities, a commitment to a win-win attitude, and regular monitoring of partnering process were believed to be the significant underlying factors for partnering success. Construction time has been acknowledged by construction researchers and industry practitioners over the past three decades as one of the most important performance criteria of many successful projects. This raises an increasing global concern about benchmarking best practice measures of construction time performance (CTP) for use by clients, consultants and contractors in the construction industry. Previously derived statistical time models were first reviewed in this paper. A questionnaire survey was then undertaken to identify a set of critical factors influencing construction durations of high-rise public housing projects in Hong Kong. Data were gleaned from a representative sample of 56 standard ‘Harmony’-type residential blocks via mailed standard questionnaires. Multiple regression exercises were performed to analyse the project data and establish a prediction model. The results suggested that the overall construction duration of such projects could be modelled on the basis of a set of scope factors, construction method and housing scheme chosen. Predicted durations calculated from the developed model were then compared and assessed against actual durations achieved on-site. The concept of CTP index, which represents the predicted durations of individual projects relative to their actual observed durations, was applied as a useful means for evaluating and benchmarking their CTP. Practical applications of the developed model were also explained. Many construction companies have adopted partnering in their construction projects over the past 10-15 years due to favourable project outcomes achieved. Its use in construction projects has been increasing rapidly as its benefits become more apparent and pervasive. This paper reviews the partnering literature within the construction field and tries to portray the comprehensive picture of benefits for the partnering practice. Through partnering and the active involvement of all key project parties, the project is more likely to be completed within budget, on time, and with the least number of conflicts, claims and work defects. Also, this paper reports upon the findings of a questionnaire survey of partnering benefits in Hong Kong. Seventy-eight project participants completed a questionnaire to indicate the relative importance of partnering benefits. The perceived benefits were measured and ranked from the perspectives of the client, contractor and consultant for cross-comparison. The results revealed that 'Improved relationship amongst project participants', 'Improved communication amongst project participants' and 'More responsive to the short-term emergency, changing project or business needs' were the most significant benefits derived from the use of partnering. The building and construction industry is the major industry of Hong Kong as in many developed countries around the world. After the commissioning of a high-rise building or a large estate, substantial manpower, both inside the management centre under a standby manner, as well as surveillance for security purposes around the whole building, is required for daily operation to ensure a quality environment for the occupants. If the surveillance job can be done by robots, the efficiency can be highly enhanced, resulting in a great saving of manpower and the improved safety of the management staff as a by-product. Furthermore, if the robot can retrieve commands from the building management system via a local area network (LAN), further savings in manpower can be achieved in terms of first-line fault attendance by human management staff. This paper describes the development of a robot prototype here in Hong Kong, which can handle some daily routine maintenance works and surveillance responsibilities. The hardware structure of the robot and its on-board devices are described. Real-time images captured by a camera on the robot with pan/tilt/zoom functions can be transmitted back to the central management office via a local area network. The interface between the robot and the building automation system (BAS) of the building is discussed. This is the first key achievement of this project with a strong implication on reducing the number of human staff to manage a modern building. Teleoperation of the robot via the Internet or intranet is also possible, which is the second achievement of this project. Finally, the robot can identify its physical position inside the building by a landmark recognition method based on standard CAD drawings, which is the third achievement of this project. The main goal of this paper is not the description of some groundbreaking technology in robotic development. It is mainly intended to convince building designers and managers to incorporate robotic systems when they are managing modern buildings to save manpower and improve efficiency. The construction industry of Hong Kong has a very poor site safety record. The overall accident rate has gone down a little during the last few years, but the number of fatalities has risen dramatically. In the past, the Hong Kong Government adopted a laissez-faire approach in managing construction safety, hoping that market forces would regulate the safety performance. However, the approach has proved to be ineffective. Since 1986, the Government has taken a proactive approach in combating construction site safety, and has introduced a series of safety programmes, which consist of encouraged and mandatory schemes aiming at nourishing a proper safety culture in the construction industry. Recently, the Government decided to criminalize site accident cases by introducing a so-called 'Supervision Plan', aiming at changing the safety attitude and culture of construction practitioners. This paper applies an attitude-changing model, 'reinforcement theory', to predict the changing attitude of people in the construction industry. The results show that the attitude of construction practitioners in Hong Kong will change to be more positive when they receive more messages to confirm that people really are put into jail for negligence under the Supervision Plan. The duration of Australian construction has been modelled by a time-cost formula expressed in the form of T = KCB<, where T is the actual construction time in working days, C is the final cost of contract in millions, K is a constant characteristic of building time performance, and B is a constant indicative of the sensitivity of time performance to cost level. This paper applies the relationship to building projects in Hong Kong using time and cost data from 110 projects. Regression analysis was used to compute the values of K and B and check how well the model actually fits, and the best predictor of average construction time of building projects in Hong Kong is found to be T 152C0.29. It is also found that the Hong Kong private sector takes a shorter time (120 days) to complete a hypothesized project with a contract sum of HK$1 million (at December 1994 price) than its government counterpart (166 days). The time-cost relationship serves as a convenient tool for both project managers and clients for predicting the actual optimum time required for delivery of a building project. Safety of repair, maintenance, alteration, and addition (RMAA) works have long been neglected because RMAA works are often minute and only last for a short period of time. With rising importance of the RMAA sector in many developed societies, safety of RMAA works has begun to draw attention. Many RMAA contracting companies are small- and medium-sized enterprises (SMEs) that do not have comprehensive safety management systems. Existing safety legislation and regulations for new construction sites are not fully applicable to RMAA works. Instead of relying on explicit and well-established safety systems, tacit safety knowledge plays an extremely important role in RMAA projects. To improve safety of RMAA works, safety knowledge should be better managed. However, safety knowledge is difficult to capture in RMAA works. This study aims to examine safety management practices of RMAA contracting companies to see how safety knowledge of RMAA projects is managed. Findings show that RMAA contracting companies undertaking large-scale RMAA projects have more initiatives of safety management. Safety management of small-scale RMAA works relies heavily on the motivation of site supervisors and self-regulation of workers. Better tacit knowledge management improves safety performance. To enhance safety capability of RMAA contracting companies, a knowledge sharing culture should be cultivated. The government should provide assistance to SMEs to implement proper safety management practices in small-sized projects. Potentials of applying computer software technology in RMAA projects to capture, store, and retrieve safety information should be explored. Abstract: Since 1996, the Government of the Hong Kong Special Administrative Region (HKSAR) has introduced the Pay for Safety Scheme (PFSS) to the public works construction contracts to uplift their safety performance. However, the adoption of PFSS has also encountered some difficulties that merit considerable attention. This paper purports to provide a concise review of the prevailing application of PFSS in Hong Kong in general, and to explore the potential difficulties associated with PFSS in particular. By means of an empirical questionnaire survey geared towards industrial practitioners with extensive direct hands-on PFSS experience, their opinions were solicited, analyzed and compared between the client group and contractor group of respondents. The three most significant difficulties in implementing PFSS were found to be: (1) “Plenty of paperwork required for certifying payment to contractor”; (2) “Complicated contract documents and lengthy assessment process”; and (3) “Over-tight project schedule requiring rush jobs”. The output of this research study is particularly essential in assisting the contracting parties to mitigate the avoidable hindrances when embarking on PFSS. It has also generated valuable insights into developing effective recommendations for alleviating the barriers to PFSS success for future construction projects. [Copyright &y& Elsevier]

Abstract: In recent years, construction safety has been a hot topic in Hong Kong. The Government of the Hong Kong Special Administrative Region (HKSAR) has launched different safety measures to improve the prevailing safety performance of the construction industry. The Pay for Safety Scheme (PFSS) has emerged as one of the major safety initiatives launched within the public sector construction industry since 1996. It aims to encourage the safety awareness by taking the contractor’s pricing for safety-related items out from the consideration of competitive bidding. The objective is to provide a concise review of the prevailing application of PFSS in Hong Kong in general, and to identify and analyse the key benefits of PFSS in construction through an industry-wide empirical questionnaire survey in particular. Altogether, 145 industrial practitioners who have derived extensive hands-on experience with the PFSS construction projects participated in the survey to indicate their levels of agreement to those 14 key benefits identified which were measured and analysed by factor analysis. The results of factor analysis indicated that the 14 individual benefits of implementing PFSS were consolidated under four underlying factors: (1) Enhancing safety climate and attitude; (2) Promoting effective safety-related communication; (3) Streamlining the safety procedures; and (4) Ensuring adequate safety training. A wider application of PFSS should be encouraged with a view to achieving better safety performance within the industry. It is recommended that a similar scheme to PFSS currently applied in Hong Kong may be developed for implementation in other regions or countries for international comparisons. [Copyright &y& Elsevier]
