Globalization facilitated the development of international construction. Construction safety issues have become a global problem. International construction projects lead to complexities and difficulties in safety management given the involvement of participants from different countries and regions. This study takes case of Chinese international contractors to explore and evaluate the difficulties of implementing safety practices in international construction projects. Mixed methods include qualitative (i.e., document analysis and structured interview) and quantitative methods (i.e., Delphi survey) were adopted. The most important difficulties of implementing safety practices in international construction projects identified in this study were labor-only subcontracting and complex labor structure, low safety awareness of local workers, high turnover rates of frontline workers, and the failure of Chinese workers who work far from home to adapt to a boring lifestyle in overseas projects. Collusion is of critical concern to the construction sector as it undermines free competition in the construction market. Given that previous research on collusive practices concentrates mainly on the bidding phase, this study extended the research focus to the entire construction period and aimed to investigate specific collusive practices in Chinese construction projects. A total of 22 specific collusive practices in Chinese construction projects were first identified based on a comprehensive literature review and a Delphi survey with 15 industry experts. Then, a questionnaire survey was conducted to prioritize the identified collusive practices in terms of their probability and severity. The survey results indicate that the primary collusive practices in Chinese construction projects are misrepresentation of qualification certificates, loose site supervision, misusing prequalification requirements, fake tendering, approval of the unnecessary change orders, collective collusive tendering by helping one another, the nomination of a particular supplier, issuing certified works falsely, and inflating tender price. The findings of the study not only provide a clearer picture of collusive practices in construction projects in China but also provide a better understanding of collusive practices in other emerging economies. The emergence of construction megaprojects has become a global phenomenon over the last two decades as a result of rapid urbanization. Program management has been increasingly promoted as a vital approach for ensuring megaproject success through the coordinated management of the dispensed execution of a program at the organizational level. Nevertheless, practicing this method in construction megaprojects is a continual improvement process that requires relevant guidelines and tools. This study proposes an innovative tool to evaluate a structured program organization in conjunction with the fuzzy synthetic evaluation method. Based on determinants of program organization identified from a Delphi survey previously conducted by authors regarding the Shanghai Expo construction, combined with results of further Delphi surveys for the same project, the use of this new evaluation approach in the case project is illustrated step by-step. With this tool, clients can better utilize the program management approach in their organizational design and improvement, and the organizational effectiveness for delivering megaprojects can be improved constantly. Corruption has been identified as the greatest obstacle to economic and social development. Public construction projects, in particular, face high corruption risk as public construction sector has been consecutively deemed as the most corrupt one. Despite considerable efforts have been undertaken to measure corruption at a nation level, few researchers focus on the measurement of corruption in construction projects. This paper develops a fuzzy measurement model for the potential corruption in public construction projects in China. Through semistructured interviews with 14 experts, and then a questionnaire survey with 188 respondents, 24 measurement items of corruption were identified and further categorized into five constructs. The fuzzy set theory was then adopted to quantify each measurement item, construct, and the overall corruption level. This model can facilitate in evaluating, revealing, and monitoring corruption in public construction projects. Although this paper focuses on measuring corruption in public construction projects in China, similar research methods can be applied in other countries around the world and thus contribute to the global body of knowledge of corruption. Purpose -- Public participation has been implemented with growing frequency as an instrument for dealing with the increased socio-economic and environmental disputes in public infrastructure and construction (PIC) projects in China. The purpose of this paper is to examine the perceptions of major stakeholders on the major aspects related to public participation practices in China's PIC projects and intends to convey what is presently happening in this segment of the construction industry. Design/methodology/approach -- Specific topics of the social effects, benefits, forms, and barriers were addressed through a recent survey of the major stakeholders involved in PIC projects. The survey results were used to perform a strength-weakness-opportunity-threat analysis for evaluating the status quo of public participation in PIC projects. Findings -- The survey results indicate that the development of public participation practices in China remains relatively slow despite the urgent need to promote this mechanism for solving socio-economic and environmental disputes in PIC projects. Thus, a four-step strategic plan is suggested to be established to overcome main barriers for the implementation of public participation and promote its development in China. Originality/value -- This study aims to evaluate the status quo of the public participation practices in China by conducting a national survey, which has never been conducted before. The findings of this paper provide a holistic view of the status quo of public participation in China's PIC projects and promote a better application of this mechanism in the construction industry. This paper attempts to incorporate both leading and lagging KPIs and apply the reliability interval method (RIM) to formulate a benchmarking model to assess project success in Hong Kong. A list of leading and lagging KPIs was complied based on a comprehensive literature review. This list of KPIs was used to develop a survey questionnaire and RIM was subsequently used to analyze the survey results and determine the relative importance and rankings of various leading and lagging KPIs. The results reveal that the top 10 KPIs to evaluate the success of construction projects in Hong Kong (in descending order) were (1) safety performance, (2) cost performance, (3) time performance, (4) quality performance, (5) client's satisfaction, (6) effectiveness of communication, (7) end user's satisfaction, (8) effectiveness of planning, (9) functionality, and (10) environmental performance. Finally, a composite performance index (CPI) was derived by means of RIM to provide a comprehensive assessment of construction project success in Hong Kong. Purpose – The purpose of this paper is to identify the party most preferred to take the risks associated with the target cost contracts and guaranteed maximum price contracts (TCC/GMP) in the Hong Kong context. Design/methodology/approach – An empirical questionnaire survey was conducted with the relevant industrial practitioners to solicit their preferences of risk allocation in TCC/GMP construction projects in Hong Kong. Findings – The survey findings indicated that risks on tender documentation and project design are better borne by clients, while construction related risks are perceived to be taken by contractors. The research findings are consistent with other similar studies on risk allocation in construction projects in general. Practical implications – This paper has developed a preferred risk allocation scheme for the delivery of future TCC/GMP projects, taking Hong Kong as an example. It can serve as a useful guide for decision makers to determine an optimal risk allocation at the planning stage of a TCC/GMP scheme. Originality/value – The paper can benefit both academic researchers and industrial practitioners in generating an equitable risk sharing mechanism for TCC/GMP projects. It provides sufficient empirical evidence, added to the growing body of knowledge and lays a solid foundation for further research such as an international comparison of various risk allocation schemes associated with this kind of contractual arrangement. As part of a comprehensive research into PPP implementation, nine case studies were scrutinized to explore the critical risks influencing the success of PPP water projects in China. Eleven critical risks were identified from real-life risk events through the content analysis. They were further analyzed in the aspects of risk origin and their allocation mechanism. It has been found that the government risks are considered as the most critical risks encountered by the Chinese project practitioners. To allocate risk, industrial practitioners should not only take into account of their management capability, but they should also pay more attention to the overall balance of risks and benefits, and risk guarantee through rigorous contract structure. Purpose – This paper aims to investigate the operational mechanism, project performance, motives behind, benefits, difficulties and success factors of adopting the guaranteed maximum price (GMP) scheme based on a real-life case study of Chater House, an international Grade A private office project in Hong Kong. Design/methodology/approach – The case project was analysed by means of the related project documentation and a series of face-to-face interviews with the relevant senior project representatives. Findings – All the interviewed key project stakeholders perceived that the GMP contract helped achieve competitive price, value for money and superior quality of products as well as provided stronger incentives to innovation and cost saving. The case study revealed that the overall success of this GMP project was underpinned by several key attributes. Originality/value – The paper provides solid groundwork for client bodies and contracting organisations to develop a best practice framework for implementing successful GMP schemes in future construction. Abstract: Introduction: The Government of the Hong Kong Special Administrative Region (SAR) has implemented different safety initiatives to improve the safety performance of the construction industry over the past decades. The Pay for Safety Scheme (PFSS), which is one of the effective safety measures launched by the government in 1996, has been widely adopted in the public works contracts. Both the accident rate and fatality rate of public sector projects have decreased noticeably over this period. Method: This paper aims to review the current state of application of PFSS in Hong Kong, and attempts to identify and analyze the perceived benefits of PFSS in construction via an industry-wide empirical questionnaire survey. A total of 145 project participants who have gained abundant handson experience with the PFSS construction projects were requested to complete a survey questionnaire to indicate the relative importance of those benefits identified in relation to PFSS. The perceived benefits were measured and ranked from the perspectives of the client and contractor for crosscomparison. Results: The survey findings suggested the most significant benefits derived from adopting PFSS were: (a) Increased safety training; (b) Enhanced safety awareness; (c) Encouragement of developing safety management system; and (d) Improved safety commitment. A wider application of PFSS should be advocated so as to achieve better safety performance within the construction industry. Impact on Industry: It is recommended that a similar scheme to the PFSS currently adopted in Hong Kong may be developed for implementation in other regions or countries for international comparisons. Hong Kong has been one of the early jurisdictions to adopt Public Private Partnership (PPP) model for delivering large public infrastructure projects. T he development of this procurement approach in Hong Kong has followed an intricate path . As such, it is believed that there are a number of areas which are interesting to unveil . As part of a comprehensive research study looking at implementing PPPs, interviews with experienced local industrial practitioners from the public sector were conducted to realize their perspective on the topic of procuring public works projects . Amongst these interviews, fourteen were launched government officials and advisers . The interview findings show that the majority of the Hong Kong and Australian interviewees had previously conducted some kind of research in the field of PPP. Both groups of interviewees agreed that "PPPs gain private sector's added efficiency/expertise/management skills" when compared to projects procured traditionally. Also, both groups of interviewees felt that projects best suited to use PPP are those that have an "Economic business case". The interviewees believed that "Contractor's performance" could be used as key performance indicators for PPP projects. A large number of critical success factors were identified by the interviewees for PPP projects; two of these were similar for both groups of interviewees. These included "Project objectives well defined" and "Partnership spirit/commitment/trust". Finally it was found that in-house guidance materials were more common in the organizations of the Australian interviewees compared to the Hong Kong ones. This paper studies the views of the public sector towards the topic of PPPs in Hong Kong and Australia, which helps to answer some of the queries that both academics and the private sector in these jurisdictions are keen to know. As a result the private sector can be more prepared when negotiating with the public sector and realise their needs better, academics on the other hand are provided a wider perspective of this topic benefiting the research industry at large. Abstract: Research into partnering performance measures for building and construction projects becomes crucial because a growing trend of client organizations has been observed to adopt partnering approach to procure their projects worldwide over the past decade. Although there are some related research studies and papers documented on this research area, few, if any, comprehensive and systematic research studies focus on developing a comprehensive, objective, reliable and practical performance evaluation model for partnering projects in construction. A Partnering Performance Index (PPI), which is composed of seven weighted Key Performance Indicators (KPIs), has been developed to measure, monitor, improve, and benchmark the partnering performance of construction projects in Hong Kong. A set of Quantitative Indicators (QIs) and well-defined ranges of Quantitative Requirements (QRs) for each QI have been further established using the Delphi survey technique and Fuzzy Set Theory. Evaluation of partnering success can now be based on quantitative evidences, thus tackling the subjectivity of performance evaluation. By making use of the Internet and database technology, PPI can be monitored on-line, thus saving much time, cost and efforts on data collection and retrieval than if they are done manually. As such, an Internet-based computerized partnering monitoring and benchmarking tool, namely the Computerized Partnering Performance Index System (CPPIS) has been developed. The Internet-based CPPIS enables project participants to input data at any time and location and the project administrators could perform data analysis via the Internet. The CPPIS also enables project managers to measure, monitor, improve and benchmark their partnering performances against those already stored in the database. Graphical presentations of data and various performance measures are also built in to assist various end-users to identify problematic areas and critical success factors for achieving partnering excellence. Many construction companies have adopted partnering in their construction projects over the past 10-15 years due to favourable project outcomes achieved. Its use in construction projects has been increasing rapidly as its benefits become more apparent and pervasive. This paper reviews the partnering literature within the construction field and tries to portray the comprehensive picture of benefits for the partnering practice. Through partnering and the active involvement of all key project parties, the project is more likely to be completed within budget, on time, and with the least number of conflicts, claims and work defects. Also, this paper reports upon the findings of a questionnaire survey of partnering benefits in Hong Kong. Seventy-eight project participants completed a questionnaire to indicate the relative importance of partnering benefits. The perceived benefits were measured and ranked from the perspectives of the client, contractor and consultant for cross-comparison. The results revealed that 'Improved relationship amongst project participants', 'Improved communication amongst project participants' and 'More responsive to the short-term emergency, changing project or business needs' were the most significant benefits derived from the use of partnering. Abstract: Since 1996, the Government of the Hong Kong Special Administrative Region (HKSAR) has introduced the Pay for Safety Scheme (PFSS) to the public works construction contracts to uplift their safety performance. However, the adoption of PFSS has also encountered some difficulties that merit considerable attention. This paper purports to provide a concise review of the prevailing application of PFSS in Hong Kong in general, and to explore the potential difficulties associated with PFSS in particular. By means of an empirical questionnaire survey geared towards industrial practitioners with extensive direct hands-on PFSS experience, their opinions were solicited, analyzed and compared between the client group and contractor group of respondents. The three most significant difficulties in implementing PFSS were found to be: (1) “Plenty of paperwork required for certifying payment to contractor”; (2) “Complicated contract documents and lengthy assessment process”; and (3) “Over-tight project schedule requiring rush jobs”. The output of this research study is particularly essential in assisting the contracting parties to mitigate the avoidable hindrances when embarking on PFSS. It has also generated valuable insights into developing effective recommendations for alleviating the barriers to PFSS success for future construction projects. [Copyright &y& Elsevier]

Abstract: Earlier research works on PPP showed that an objective, reliable, and practical risk assessment model for PPP projects is essential to the successful implementation of PPP projects. However, actual empirical research studies in this research area are rather limited. This paper reports the second stage of a funded research study, which aims to develop a fuzzy synthetic evaluation model for assessing the risk level of a particular critical risk group (CRG) and the overall risk level associated with PPP projects in China. At the first research stage, thirty-four risk factors were identified through a comprehensive literature review and 3 new risk factors were proposed during a two-round Delphi questionnaire survey. The most critical 17 risk factors were selected through the calculation of normalized values. The correlation of these 17 critical risk factors (CRFs) was further analyzed via factor analysis and 6 CRGs were formulated, namely: (1) Macroeconomic Risk; (2) Construction and Operation Risk; (3) Government Maturity Risk; (4) Market Environment Risk; (5) Economic Viability Risk; and (6) Government Intervention. On the basis of the research works conducted at the first research stage, the weightings for each of the 17 critical risk factors (CRFs) and 6 CRGs were determined through the two-round Delphi questionnaire survey. A set of knowledge-based fuzzy inference rules was then established to set up the membership function for the 17 CRFs and 6 CRGs. The empirical research findings showed that the overall risk level of PPP highway projects is between “moderate risk” and “high risk”. Hence it could be construed that investment in PPP highway projects in China may be considered as risky. In fact, the Delphi survey respondents perceived that “Government Intervention” is the most CRG; with “Government Maturity Risk” being the second; “Economic Viability Risk” the third; “Market Environment Risk” the fourth; “Construction and Operation Risk” the fifth; and “Macroeconomic Risk” the last. These findings revealed that government intervention and corruption may be the major hurdles to the success of PPP highway projects in China. These may be caused by inadequate law and supervision system and poor public decision-making process. Although the fuzzy synthetic evaluation model was primarily developed for PPP projects in general, the research method could be replicated in a specific type of PPP project, such as water treatment projects and hospital projects, to produce similar models for inter-type comparisons. By doing so, it provides an opportunity for practitioners to assess the risk level of different types of PPP projects based on objective evidence rather than subjective judgment. The most CRG for different types of PPP projects could be identified and both precautionary and remedial actions could be taken as soon as possible.
