This article focuses on a proposed method in collecting international crime statistics. There are traditional criticisms about comparing the criminal statistics of one nation with those of another. Among these problems are: The definitions of crime found in the statutes of different countries vary widely, so that what is defined as criminal in one nation may not be defined as criminal in another nation. Variations exist in the administrative efficiency. Some countries maintain better social accounting systems than do other countries. Among the several main features of the proposed system is the elimination of legal labels for measurement purposes. Counting the number of victims of each type of physical injury is no problem. The elements designated are applicable everywhere. The pecuniary value of property theft or damage can be indicated by reference to the currency of each country. The choice of subjects used to provide the scale scores should be determined by the administrators of the scaling analysis in each country. It would be necessary to obtain for each country the sum of the frequency of each measured crime, multiplied by its weight, divided by a constant population unit, resulting in a weighted rate of crime for each country.

The treatment of political offenders in Florence during the centuries under investigation usually took the form of exile, destruction or confiscation of property, fines, torture, capital punishment by hanging or beheading, exposure and mutilation. Political factions, incited to violence, perpetrated crimes peculiar to mob action and acted an an extra-legal instrument of punishment. Imprisonment, although primarily used as a means of detention, was used occasionally as a punishment per se. Utilizing an interdisciplinary team of operations analysts, working with mathematical techniques, including mathematical modelling, mathematical programming, game theory, Markov process theory, queueing theory, etc., may help to improve the operations of various crime control activities. Some illustrations from these techniques applied to criminological problems are provided. Police operations and the risk-reward system of commuting crime and being subjected to the probabilities of social sanctions are briefly examined as fruitful areas of analysis. This article presents abstracts of papers presented at the 1964 Annual Meeting of the American Society of Criminology in Montreal, Canada, on December 28-30, 1964. The paper entitled Father-Daughter Incest: Treatment of the Family, reports on the treatment of twenty families with the problem of father-daughter incest where the father did not serve a prison sentence but was placed on probation. The paper entitled Evaluation of Records in Delinquency Research, focuses on the Southern California Records Matching Project which deals with the manner in which the records of delinquency adjudicating agencies at the local level maybe linked with Federal Census Records in order to maximize the efficiency of data collection and analysis. The paper entitled Juvenile Court Judge's Institute, summarized attacks on the Juvenile Court from any quarters, the weaknesses that inspire these attacks, and the crucial role that the Juvenile Court has to play in spearheading the introduction of personalized justice in the administration of the criminal law. The paper entitled A Spectrum of Sexual Problems Found in an Out-Patient Setting, focuses on the Forensic Clinic which was established in 1956. It is an out-patient division of the Toronto Psychiatric Hospital operated by the Ontario Department of Health under provincial statute.
