Die vermehrte Nutzung von Evidenz als Instrument, um die Wirkung der Entwicklungszusammenarbeit (EZ) zu verstärken, ist ein zentrales Thema in den gegenwärtigen Diskussionen darüber, wie diese Wirkung der Unterstützung effektiver gestaltet werden kann. Dieses Diskussionspapier leistet einen Beitrag zur Beantwortung von drei Fragen: Erstens, wie wird Evidenz gegenwärtig in der EZ bereitgestellt? Zweitens, in welcher Weise wird Evidenz genutzt? Drittens, welches Potenzial wird die Berücksichtigung von Evidenz künftig bei der Politikgestaltung entfalten? Dies bezieht sich darauf, wie und in welchem Kontext Evidenz verwendet wird. Evidenz ist ein Begriff mit verschiedenen Bedeutungen und Konnotationen. Auf der Grundlage eines breiten Verständnisses von Evidenz wird ein konzeptioneller Rahmen zum Verständnis von Umfang, Stärke und Qualität sowie der Relevanz von Evidenz im Rahmen der Politikgestaltung entwickelt. Bis vor Kurzem war in der EZ überzeugende Evidenz darüber, 'was funktioniert' nur bis zu einem gewissen Maß für bestimmte Kontexte verfügbar. Mit den Millenniumszielen wurden die schweren Mängel im Prozess der Sammlung und Bereitstellung von Daten deutlich und begannen sich zu ändern. Monitoring, ergebnisorientiertes Management und ergebnisorientierte Ansätze wurden eingeführt. Sie liefern Evidenz für verschiedene Zwecke. Die Anzahl der Evaluierungen und ihre Qualität ist angestiegen. Internationale Netzwerke und Organisationen leisten nun Kapazitätsbildung und stellen mehr und bessere Evidenz bereit. Es gibt Institutionen und Personen, die diesbezüglich Bewusstseinsbildung auf den Ebenen der Entscheidungs- und Verwaltungsorgane leisten. Evidenz spielt bei Entscheidungen eine Rolle! Sie wird sowohl symbolisch, um die Glaubwürdigkeit von Entscheidungsträger*innen und ihren Entscheidungen zu erhöhen, als auch instrumentell, um bestehendes Wissen anzupassen und die Entscheidungsfindung zu verbessern, genutzt. Aufgrund starker Impulse durch nationale und internationale Initiativen wurde das Bewusstsein für den Wert von Evidenz in der EZ auf markante Weise geschärft. Allerdings zeigen die Wissensübertragung und die Nutzung von Evidenz in verschiedenen Kontexten aufgrund bestehender Komplexität und bestehender Hindernisse ein gemischtes Bild. Aufgrund wenig geeigneter Transmissionsformate gibt es nach wie vor gewaltige Herausforderungen, um akademische Evidenz in die praktische Verwendung zu überführen. Gegenwärtig sind soziale Medien und Marketingkampagnen, wie der Kopenhagen-Konsens (KK), wichtige Instrumente, um Aufmerksamkeit zu wecken. Ranglisten, auch die Ermittlungen zum Preis-Leistungs-Verhältnis verschiedener Maßnahmen, wie sie vom KK veranschaulicht werden, sind aufgrund ihrer Transparenz und ihrer einfachen Beschaffbarkeit sehr willkommen. Allerdings werden solche Menüs oftmals nur für Rosinenpickerei verwendet. In der Praxis ist Evidenz nur einer von mehreren Faktoren, die in Politikprozessen eine Rolle spielen. Wege zum Erfolg beruhen auf begleitenden Maßnahmen, einschließlich laufender Politikberatung sowie dem Verständnis einer Koproduktion der benötigten Evidenz. Dieser Ansatz kann dazu beitragen, fehlende Evidenz zu identifizieren, vorhandene Evidenz mit der benötigten Qualität und Stärke bereitzustellen sowie Evidenz bei der Politikgestaltung auf angemessene Weise zu berücksichtigen.

German municipalities are getting increasingly involved in development policy work in Germany and abroad, with the nature of that involvement becoming ever more diverse. However, very little is known about the background or the type of these activities. Against this backdrop, the German Development Institute / Deutsches Institut für Entwicklungspolitik (DIE) has conducted a study of municipal development policy (MDP) in Germany. Financed by the Service Agency Communities in One World (SKEW) of Engagement Global, this research drew upon a previous study carried out by DIE in 2009 (Fröhlich & Lämmlin, 2009) with the aim of identifying the current status of and trends in development for this policy area. To this end, DIE collaborated with the German Institute for Development Evaluation (DEval) to conduct a survey of municipalities throughout Germany. In addition, semi-structured qualitative interviews were held with representatives of municipalities and relevant national and federal-state institutions. As the results show, involvement in MDP on the part of German municipalities is increasing in the context of enabling national policies and changing frameworks for international cooperation (e.g. 2030 Agenda). Large municipalities engage far more often in development policy than small municipalities. The latter often focus on low-threshold activities with fewer requirements for project management, such as the promotion of fair trade. In a number of cases, small municipalities carry out projects based on inter-municipal cooperation. MDP covers many different topics, from information and education work to diverse forms of partnerships with municipalities in the Global South. The number and variety of stakeholders involved in the municipal administration partnerships are increasing, along with the functions they carry out. Municipalities serve as implementing agents, facilitators and networkers. They are partly motivated in their international work and corresponding activities by self-interest. Their involvement, for instance, may allow them to take on international responsibility or increase their appeal as an employer to new recruits. Development policy is a shared responsibility of the German national government, federal states and municipalities. MDP is a voluntary municipal activity and is thus not practised everywhere. Human resources are often insufficient and the required knowledge is difficult to obtain. In some cases, municipalities consider the expenditure associated with the management of MDP projects to be too high. Nonetheless, municipalities make a key contribution to transnational sustainability policy through their work, most especially by enabling global objectives to be localised and/or contextualised. One of the specific benefits of MDP is its proximity to citizens and direct contact with local stakeholders in Germany and abroad. However, when measured using conventional metrics and indicators for development cooperation (such as Official Development Assistance, ODA), the municipal contribution is still insufficiently discernible. It is important to continue providing support to municipalities, with as little red tape as possible, in order to fully exploit the potential MDP has in municipalities that are already involved in this work and those which are not yet involved., Briefing Paper

This study analyses how strengths and weaknesses of economic, societal, political and environmental structures played out during the Covid-19 crisis in Africa since March 2020. Its main aim is to improve evidence on the direct and indirect effects of the pandemic on African countries and, based on that evidence, identify policy implications and formulate recommendations. It comprises the analysis of (a) direct impacts of the pandemic as well as of policy responses such as lockdowns and their potential determinants; (b) indirect effects of lockdowns and policy responses to the pandemic on economic, social, political and environmental domains in the light of structural strengths and weaknesses of African countries. In general, the study is based on the assumption that economic and other structures determine the magnitude and direction of the pandemic’s impact on the short and long run. Its added value is the thematic comprehensiveness and the comparative analysis of country clusters. Amongst many other findings, the analysis shows the important role of social cohesion for coping with the pandemic and for sustainable development on the longer run. This implies the need for (a) material and immaterial investments in good and trustful relationships within societies and between society and the state; (b) incentives for increasing cooperation of individuals for a common good need to be at the core of future development strategies. It identifies a trias of political priorities, which are all equally important and relate to each other. They contain (a) inclusive and green economic development that must be linked to (b) the establishment and improvement of universal social systems (health, education, social protection in case of poverty, old age and unemployment) as well as (c) a redesign of political institutions that are capable and inclusive to collect revenues and provide public goods. Kommunale Entwicklungspolitik (KEpol) gewinnt in Deutschland an Bedeutung: Städte, Gemeinden und Landkreise engagieren sich zunehmend und leisten durch KEpol einen zentralen Beitrag zur transnationalen Nachhaltigkeitspolitik. Die vorliegende von der Servicestelle Kommunen in der Einen Welt (SKEW) finanzierte Studie leistet eine Bestandsaufnahme der deutschen KEpol und ihrer thematischen Ausrichtung. Sie untersucht (a) Motivationen des entwicklungspolitischen Engagements von kommunalen Verwaltungen, (b) Merkmale, die Engagement fördern oder hemmen und (c) Wahrnehmungen über die Förderung von KEpol. Auf Grundlage einer bereits 2009 vom DIE durchgeführten Studie beschreibt sie zudem die Entwicklungstrends in diesem Politikfeld. Die Analyse von Sekundärliteratur, eine deutschlandweite Befragung von Kommunen und vertiefende Interviews zeigen ein zunehmendes Engagement vor dem Hintergrund verbesserter politischer Rahmenbedingungen und veränderter globaler Leitbilder, insbesondere der Agenda 2030. Die In- und Auslandsaktivitäten reichen von Informations- und Bildungsarbeit bis hin zu vielfältigen Partnerschaften mit Kommunen im Globalen Süden. Does aid contribute to development? If so, under what conditions and to what extent? These questions are as old as the field of development policy itself and they have been controversially discussed among researchers and policymakers ever since. Yet, two main trends put questions related to aid effectiveness high on the political agenda again. First, development actors want to understand and improve their contribution to the Sustainable Development Goals (SDGs). Second, populist parties on the radical right fundamentally question the relevance of aid and thereby bring development policy to the fore of public debates in donor countries. In response, donors feel more pressure to demonstrate and communicate the success of aid. Since the early 2000s, donors’ efforts to meet their commitments under the international aid and development effectiveness agenda have contributed to a plethora of knowledge on what works, what doesn’t work, and why. In parallel, academics have contributed new insights through the study of, for instance, macro effects, impact measurements and research on donor organisations. Increasingly, though, the debate on aid effectiveness has become compartmentalised and fragmented. This briefing maps these fragmented discussions and proposes an integrated approach to aid effectiveness in research and policymaking. We argue that only an integrated perspective can match the new demands for why, when and how aid can make a difference. Typically, policymakers and researchers operate in one or more of four (often disconnected) communities, working on: 1) macro effects of aid; 2) global principles for development cooperation; 3) the structure and instruments of organisations; 4) the impact of individual interventions. The first community focuses on research comparing the effects of aid across countries, especially regarding the effect of aid on economic growth or other development indicators. Recently, this analysis has extended to subnational levels and development actors who do not report development finance as per Official Development Assistance (ODA) guidelines, such as China. The second community engages in the promotion of global principles of effectiveness agreed on by “traditional” providers of aid and partner countries. Five principles of aid effectiveness were enshrined in the 2005 Paris Agenda. As a follow-up, the Global Partnership for Effective Development Cooperation (GPEDC) was created in 2011. The third community is concerned with managing development organisations. Development organisations have increasingly applied results-based management tools to steering operations, accountability, learning and communicating. The fourth community focuses on development interventions and the effectiveness of specific development projects. There has been a shift towards more rigorous methods for evaluating project impacts and efforts to aggregate evidence through systematic reviews. The key insight from our analysis is that an integrated approach to assessing aid effectiveness across the four communities can help to leverage synergies and avoid unintended consequences. For instance, it can improve coordination within development organisations and foster joint knowledge creation among researchers. Finally, an integrated perspective can help to clarify the contribution made by aid to the SDGs vis-à-vis that of other policy fields, and can assist in better communicating the effects of aid to the public., Briefing Paper

Populismus ist ein Politikstil, der bestehende normative Konsense in der Gesellschaft angreift und dabei systematisch Ausgrenzungen und Feindbilder nutzt. Minderheiten in der Bevölkerung sind Gegenstand typischer Ausgrenzungsstrategien ebenso wie Wissenschaftsfeindlichkeit. Dort wo Populismus Regierungshandeln dominiert, zählen u.a. Begrenzungen für die Zivilgesellschaft zu den Folgen. Populisten bedienen sich bei der Mobilisierung von Wähler*innen ausgewählter Themen, die sich nach politischer Orientierung (Links- vs. Rechts-Populismus) und nationaler Ausgestaltung unterscheiden. Dennoch sind Muster erkennbar, nach denen Populismus zum Ausdruck kommt, etwa durch die Abgrenzung zwischen dem ‚Volk‘ und seinem vermeintlichen Willen einerseits und einer unterstellt entkoppelten politischen ‚Elite‘ andererseits. Die Werte der Bevölkerung werden weitgehend im nationalen Kontext verortet, dagegen werden Vertreter*innen der ‚Elite‘ oftmals primär als an Interaktionen jenseits des Nationalstaates interessiert und damit globalisierungsfreundlich wahrgenommen und charakterisiert. Populistische Tendenzen sind sowohl in westlichen Ländern, in Ländern des früheren Ostblocks als auch im globalen Süden erkennbar. Populistische Muster bergen erhebliche Risiken für multilaterale Bemühungen zur Bearbeitung von grenzüberschreitenden politischen Herausforderungen. Dazu zählen: die Abkehr von integrativen Bestrebungen. So gilt die Europäische Union (EU) als ‚Eliteprojekt‘ und Sinnbild für zahlreiche negative Aspekte der Globalisierung. die Abkehr von multilateralen Institutionen und internationalen Handelsverträgen. Dazu gehören die Aufkündigung internationaler Verträge (Pariser Klimaschutzabkommen etc.) und der Rückzug aus internationalen Organisationen. die Reinterpretation/Ablehnung von Entwicklungspolitik. Entwicklungspolitik wird nicht als originäres Instrument zur Beförderung global nachhaltiger Entwicklung verstanden, sondern als Vehikel für enge nationale Ziele reinterpretiert. Der in Teilen transnationale Charakter des Populismus könnte in der Zukunft zu einer zusätzlichen Herausforderung für global nachhaltige Entwicklungsthemen werden. Zwar waren Ansätze nationaler populistischer Strömungen, transnational zusammenzuarbeiten und dabei einen ‚Meta-Populismus‘ zu schaffen, bislang kaum erfolgreich, aber dies könnte sich nach den Europawahlen im Mai 2019 ändern. Länder unterscheiden sich sowohl mit Blick auf die gegenwärtige als auch erwartete künftige Bedeutung populistischer Akteure. Auch in Staaten, in denen Populisten momentan nicht Regierungsverantwortung tragen, könnten Regierungen Budgetkürzungen oder Reallokationen in bestimmten entwicklungspolitischen Themenbereichen mit der Intention vornehmen, den Wahlerfolg der Populisten zu vermindern. Populism is a style of politics that attacks the existing normative consensus within society, making systematic use of marginalisation and bogeyman tactics. Typical marginaliastion strategies target minorities within the population and adopt an anti-scientific world view. Restrictions on civil society are one of the consequences of government action dominated by populism. When it comes to mobilising voters, populists draw upon selected topics which differ according to political camp (left-wing versus right-wing populism) and national context. Nonetheless, it is possible to identify certain patterns of populist expression, such as the practice of contrasting the “people” and their supposed will with an allegedly out-of-touch political “elite”. The values of the population are largely set within the national context, while representatives of the elite are often portrayed as primarily interested in interactions outside of the nation state and thus perceived and characterised as proponents of globalisation. Populist trends can be seen in Western nations, former Eastern Bloc states and countries in the global South. Populist movements pose considerable threats to multilateral efforts aimed at tackling transnational political challenges. These patterns include: Abandonment of efforts to promote integration. Accordingly, the European Union (EU) is considered an “elite project” and emblematic of many of the negative aspects of globalisation. Abandonment of multilateral institutions and international trade agreements. This includes withdrawal from international accords (Paris climate agreement, etc.) and international organisations. Reinterpretation/rejection of development policy. Development policy is not understood as an original instrment for promoting global sustainable development, but rather reinterpreted as a vehicle for achieving narrow national goals. The partially transnational nature of populism could present an additional challenge for global sustainable development in future. Efforts by populist streams to cooperate at cross-border level and thus create a form of “meta-populism” have barely succeeded to date, but this could change after the European elections in May 2019. The current and the expected future significance of populist actors varies from country to country. Even in nations in which populists are not currently in government, the state could introduce budget cuts or reallocate funding to specific development policy topics in an effort to minimise the electoral gains of the populists. This runs the threat of populist approaches becoming effective even in countries where populist parties are not in government., Briefing Paper

The structure of German Official Development Assistance (ODA) is in a state of transition. Germany’s growing international role, the increasing importance of climate issues as well as the refugee crisis are contributing greatly to a significant increase in German ODA, which has more than doubled since 2012 and amounted to around EUR 22 billion in 2017. The coalition agreement between the CDU/CSU and the SPD in 2018 has prioritised ODA-eligible expenditures and views development policy as a priority area. Significant changes can also be seen with regard to the scope and pattern of ODA expenditures: The budget of the Federal Ministry for Economic Cooperation and Development (BMZ) and its share of the federal budget have increased due to an upvaluation of development cooperation (DC). At the same time, the BMZ’s portion in Germany’s overall ODA fell from 73 per cent in 1995 to 33 per cent in 2016. Nonetheless, projections for 2017 based on the second government draft for the 2018 budget indicate a trend reversal. Projection for 2017: BMZ 37 per cent, with KfW market funds 45 per cent; Federal Foreign Office (AA) 14 per cent; Projection for 2018: BMZ 49 per cent, with KfW market funds 53 per cent; AA 13 per cent. ODA-eligible contributions of other federal ministries have increased significantly. Both the ODA-eligible portion of the EU budget and the development policy contributions of the federal states have doubled since 1995. Market funds mobilised via the KfW as well as the eligible expenditures for refugees in Germany have been particularly important at times. The following interpretations can be drawn based on those trends: Largely positive interpretation from a development policy perspective: Development cooperation has become more important in recent years and is no longer a comparatively small area of activity that relates exclusively to the BMZ. New challenges have resulted from other ministries having a much stronger interest in maintaining and using resources for development cooperation. Germany’s ODA contributions have thus risen overall and the BMZ’s share of the budget has increased. Largely critical interpretation from a development policy perspective: The distribution of funds among a larger number of actors is making it difficult to pursue a coherent development policy approach, and other policy areas are not primarily aimed at development policy objectives due to their tasks and interests. The current situation implies a loss of importance for the BMZ and thus the original development policy area. Due to a rise in ODA contributions and the growing importance of a wide variety of development policy actors in Germany, there is now an increased need for greater coordination. The following is therefore recommended: conduct systematic development policy reviews of all ODA projects of all ministries more intensively coordinate Germany’s ODA contributions through the BMZ in a steering group concentrate ODA funds more towards the BMZ, which is the specialised department in development policy., Briefing Paper

The use of more evidence as an instrument for achieving higher impact in development cooperation (DC) is a major topic in current discussions. This discussion paper is a contribution to answering three questions. First, how is evidence currently provided in DC? Second, what are ways of using evidence in this regard? Third, what is the potential of considering evidence in policy-making in the near future? This refers to how and in what context it is usable. Evidence is a term with several meanings and connotations. Based on a broad definition of evidence, a comprehensive conceptual approach is developed for understanding the scope, value and relevance of evidence in policy-making. Until recently, evidence about what works in DC was mostly only available for specific settings. Within the Millennium Development Goals, those shortcomings became obvious and things started to change. Monitoring, results-based management and results-based approaches were installed and provide evidence for different purposes. The number of evaluations and their quality increased. International networks and organisations now provide capacity-building for delivering more and better evidence. There are institutes and persons who aim at awareness-raising in this regard at the level of decision-making and administrative bodies. Evidence matters in DC policy-making. It is used both symbolically, for increasing the credibility of the decision-makers and their decisions, and instrumentally, to adjust knowledge and to improve decision-making. Because of a strong push from national and international initiatives, the awareness of the value of evidence for DC has risen in a striking way, but the adoption of evidence in different settings is still rather mixed, namely as a consequence of complexities in real-world settings and other existing barriers. There are still enormous problems in translating evidence into practical use due to less appropriate transmission formats. Currently, social media and marketing campaigns, as used by the Copenhagen Consensus (CC) Centre, are important instruments for attracting attention. Ranking schemes – including the value-for-money of different interventions, as provided by the CC – are welcomed, because they are transparent and easy to get. However, such menus are often only used for “cherry picking”. In policy-making, available evidence is mostly only one of several inputs. Pathways to success are based on accompanying measures, including ongoing policy advice and an understanding about the joint production of required evidence. This approach can help to identify missing evidence, provide the available pieces of evidence in an appropriate quality and strength, and contribute to the consideration of evidence in policy-making in a reasonable way., Discussion Paper

Die Intensivierung der Globalisierung, die Verschärfung der Klimafrage sowie die Flüchtlingskrise trugen wesentlich zu einem bedeutenden Anstieg der deutschen ODA bei. Diese haben sich seit 2012 mehr als verdoppelt und beliefen sich 2016 auf 22 Mrd. Euro. Der Koalitionsvertrag zwischen CDU/CSU und SPD (2018) sieht ODA-anrechenbare Ausgaben als prioritären Bereich vor. Es sind deutliche Verschiebungen bei der ODA-Zurechnung auf die Aufgabenträger erkennbar. Der Beitrag des BMZ an der Gesamt-ODA ist 2016 auf 33 Prozent gesunken, der Anteil der anderen ODA-Leistungsträger betrug 2016 67 Prozent (andere Ressorts, EU-Haushalt, Schuldenerlasse, Bundesländer, Marktmittel, Flüchtlingsausgaben). Der Beitrag skizziert die Trends im Detail, liefert kritische Reflexionen zur ODA-Zurechnung und gibt dazu zwei mögliche strategische Interpretationen. Der Koalitionsvertrag zwischen CDU/CSU und SPD (2018) sieht ODA-anrechenbare Ausgaben als einen prioritären und Entwicklungspolitik als einen Schwerpunktbereich an. Deutliche Veränderungen sind auch mit Blick auf den Umfang und das Muster der ODA-Ausgaben erkennbar. Der Haushalt des Bundesministeriums für wirtschaftliche Zusammenarbeit und Entwicklung (BMZ) und dessen Anteil am Bundeshaushalt haben sich aufgrund der Aufwertung der Entwicklungszusammenarbeit (EZ) erhöht. Zugleich sank der Anteil des BMZ an der deutschen Gesamt-ODA von 73 Prozent (1995) auf 33 Prozent (2016). Allerdings lassen Prognosen für 2017 auf Grundlage des zweiten Regierungsentwurfs für den Haushalt 2018 eine Trendumkehr erkennen. Prognose für 2017: BMZ 37 Prozent, mit KfW-Marktmitteln 45 Prozent; Auswärtiges Amt (AA) 14 Prozent; Prognose für 2018: BMZ 49 Prozent, mit KfW-Marktmitteln 53 Prozent; AA 13 Prozent. Die ODA-anrechenbaren Leistungen anderer Bundesressorts stiegen deutlich an. Sowohl die ODA-anrechenbaren Anteile am EU-Haushalt als auch die entwicklungspolitischen Leistungen der Bundesländer verdoppelten sich seit 1995. Zeitweilig fielen besonders die über die KfW mobilisierten Marktmittel sowie die anrechenbaren Ausgaben für Flüchtlinge in Deutschland ins Gewicht. Folgende Möglichkeiten der Interpretation bieten sich an: Entwicklungspolitisch überwiegend positive Lesart: EZ ist in den vergangenen Jahren bedeutender geworden. Sie ist kein vergleichsweise kleines Handlungsfeld mehr, welches sich ausschließlich auf das BMZ bezieht. Neue Herausforderungen haben dazu geführt, dass andere Ressorts ein sehr viel stärkeres Interesse daran haben, Ressourcen für Entwicklungskooperation zu erhalten und einzusetzen. Die deutschen ODA-Leistungen sind damit insgesamt angestiegen und der BMZ-Anteil am Haushalt ist gewachsen. Entwicklungspolitisch überwiegend kritische Lesart: Die Verteilung der Mittel auf mehr Akteure erschwert es, einen kohärenten entwicklungspolitischen Ansatz zu verfolgen. Andere Politikfelder sind aufgrund ihrer Aufgabenstellungen und Interessen nicht primär auf entwicklungspolitische Ziele ausgerichtet. Die jetzige Situation impliziert einen Bedeutungsverlust des BMZ und damit des originären entwicklungspolitischen Politikfeldes. Aufgrund der Zunahme der ODA-Leistungen sowie der steigenden Bedeutung sehr unterschiedlicher entwicklungspolitischer Akteure in Deutschland besteht ein erhöhter Koordinierungsbedarf. Es empfiehlt sich daher · die ODA-Vorhaben aller Ressorts systematisch entwicklungspolitisch zu prüfen, · die Koordination der deutschen ODA-Leistungen durch das BMZ im Ressortkreis zu intensivieren, · ODA-Mittel stärker auf das entwicklungspolitische Fachressort BMZ zu konzentrieren., Analysen und Stellungnahmen

Die mit der Wiedervereinigung einhergehende Veränderung der wirtschaftlichen und politischen Strukturen wirkte sich vielfältig und nachhaltig auf das Leben der Bevölkerung in Ostdeutschland aus. Auf individueller Ebene wurden dabei Anreize für einen Lebensstilwandel geschaffen. Auf der Grundlage ökonomischer Modelle werden in dieser Arbeit die Wirkungen ökonomischer Anreize auf das individuelle Gesundheitsverhalten vor dem Hintergrund einer wirtschaftlichen Transformation untersucht. Anhand von Daten des Sozioökonomischen Panels (SOEP) wird analysiert, ob sich der Lebensstil ostdeutscher Bürger dem der Bevölkerung im Westen angenähert hat. Es läßt sich aufzeigen, daß auch mehr als zehn Jahre nach der «Wende» der ostdeutsche Transformationsprozeß als nicht abgeschlossen gelten kann.

Ten years have passed since the so called Wende in East Germany. The change of the economical and political system influenced the life of the individuals in multiple ways. From a health economics' perspective one could ask for the implications of changes in lifestyle. This paper reviews economic approaches of health influencing behaviours and summarizes lifestyle research concerning the former GDR. There exist several studies from epidemiological, psychological and sociological points of view, which focus on consequences of transformation, but the issue has not been treated by a health economic analysis yet. Therefore a basic form for a health economics' analysis is introduced, which offers links for a structural model with latent variables. In a further step it has to be transformed into an econometric model and tested.
