Dr. Kathee Mangan Christensen, indefatigable ally and reformer in deaf education, passed away on December 8, 2021, in San Diego, CA. Kathee (called KC in the Deaf community) was not audiologically deaf. Yet throughout her life, as a teacher, teacher educator, and writer/researcher, she participated in social, political, and linguistic facets of the Deaf community promoting diversity, inclusion, and Deaf/hearing collaborative partnerships in the United States, Mexico, and Taiwan.

The authors discuss Pinyin, a phonetic system based on the Latin alphabet, as an auxiliary pedagogical tool in literacy instruction in China. They provide a brief history of Pinyin and its educational purposes, then describe how it is used in its spoken/auditory, written, and signed forms by teachers with students who are deaf and hard of hearing (DHH). Classroom transcripts demonstrate how Pinyin is taught via visual and tactile/kinesthetic tools such as pictures, sign language, and the Chinese Manual Alphabet for purposes of making the phonological information visible to DHH learners. The authors further discuss the different functions of Pinyin for students who are hearing versus students who are DHH and present new insights that may lead to future empirical studies on Pinyin use in early literacy interventions.

Case studies of adult d/Deaf or Hard of Hearing Multilingual Learners (DMLs) are few, especially studies of DMLs who learn more than one sign language and read logographic and alphabetic scripts. To reduce this paucity, two descriptive case studies are presented. Written questionnaires, face-to-face interviews, and self-appraisals of language-use rubrics were used to explore (a) the language and literacy histories of two adult Asian DMLs who had learned multiple languages: Chinese (spoken/written), English (written), Chinese Sign Language, and American Sign Language; and (b) how each language was used in different cultural communities with diverse conversational partners. Home literacy environment, family support, visual access to languages, peer and sibling support, role models, encouragement, perseverance, and Deaf identity all played vital roles in the participants' academic success. The findings provide insights into the acquisition of multiple languages and bi-literacy through social communication and academic content.

Taking a historical view, the authors reviewed 40 years of dissertation research by deaf scholars (1973-2013) related to reading. Using a qualitative interpretive analysis approach (J. Smith & Osborn, 2003), the authors selected 31 dissertations as primary texts, reviewing them for themes over five time periods. The first finding was a trend of themes on communication methodology in the 1970s (first period), to English reading skills in the 1980s (second period), to American Sign Language/English bilingualism to support acquisition of English literacy during the third, fourth and fifth periods (1990-2013). The second finding was that most of the dissertations used a combination of qualitatively similar and qualitatively different epistemologies in their research. These two findings are related to (a) the role of the deaf reading researcher, (b) historical and current trends in reading research, and (c) the qualitative similarity hypothesis (Paul, Wang, & Williams, 2013).

In the penultimate article of a two-part special issue of the American Annals of the Deaf examining the qualitative similarity hypothesis (QSH), findings of nine research teams with articles in the special issue are summarized. The teams addressed three questions: (a) For students who are d/Deaf or hard of hearing (d/Dhh), is reading qualitatively similar to the reading process of hearing students (per the QSH)? (b) Is it, rather, qualitatively different (per the qualitative difference hypothesis [QDH])? (c) Or is reading qualitatively similar and qualitatively different? All nine teams recognized that aspects of the reading acquisition process of d/Dhh children resemble those of hearing children and that the QSH is tenable if it is independent of a child's language modality. Two teams concluded that there is research supporting both the QSH and the QDH. Implications for teacher education, future research, and language policymaking are discussed.

In this, the first article in the American Annals of the Deaf special issue on English reading development for individuals who are d/Deaf and hard of hearing, the coeditors aim to promote interdisciplinary dialogue among researchers regarding literacy research with d/Deaf and hard of hearing (d/Dhh) students by setting the tone for an open and inclusive forum. Researchers from various disciplines are invited to discuss the similarities and differences between students who are d/Dhh and their typically developing hearing peers in terms of aspects such as reading process, reading development, and reading assessment. Challenges related to the acquisition of language and literacy by d/Dhh students are described. The article highlights the purpose of the special issue, which is to explore what works where, when, why, and for whom.

A commentary on Williams's (2012) invited article on the use of adapted vocabulary learning interventions focuses on three areas: (a) Vocabulary interventions with storybook reading originally designed for hearing children can be adapted for deaf children. (b) Teachers are invited to reflect on how the read-aloud process in English differs from the read-aloud process in sign. (b) Teachers are asked to consider adding drawing and writing activities to reading lessons to show young deaf readers how reading and writing are reciprocal processes. The emergent literacy theory is used, as it informs and drives instructional vocabulary teaching practices for deaf children in preschool, kindergarten, and first grade. The emergent literacy theory broadly captures cognitive, social, perceptual, and linguistic understandings of how young signing deaf children acquire both English word recognition abilities and vocabulary knowledge, among other important prereading concepts.

A survey of 3,227 professionals in 313 deaf education programs found that 22.0% of teachers and 14.5% of administrators were deaf--a less than 10% increase in deaf professionals since 1993. Additionally, 21.7% of teachers and 6.1% of administrators were professionals of color. Of these minority teachers, only 2.5% were deaf persons of color. Only 3 deaf administrators of color were identified. The study describes how "apartheid" or "intellectual oppression" may result from unchanged hiring practices in K-12 programs for the deaf and in postsecondary institutions. Using a bottle metaphor, the researchers describe how deaf persons of color are often stuck in "a bottleneck on the highway to opportunity." Relevant data underscore that the field of deaf education must diversify its professional force in order to utilize the intellectual, linguistic, and multicultural proficiencies of hearing teachers of color, deaf teachers, and deaf teachers of color.

The study investigated the efficacy and viability of American Sign Language (ASL)/English bilingual education for public schools serving deaf and hard of hearing children. Prior research related to ASL/English bilingual education is reviewed. Quantitative data related to the reading comprehension achievement of 25 deaf and hard of hearing students that were collected for the study are analyzed. The subjects' school program is described in depth. Overall performance of the sample is discussed. A description of high and low gainers is included. A statistically significant correlation between years of ASL usage and reading achievement is identified. Implications for the implementation of ASL/English bilingual methodology are reviewed, and suggestions for future research are offered.

First, the 2006 leadership crisis that swept deaf education's flagship institution--Gallaudet University--will propel professionals to think deeply about promoting diversity, equity, and access in deaf education teacher and leadership preparation programs. Second, personnel shortages require attention: Teacher and leadership voids in university and K-12 programs loom if training efforts are not increased. Teaching and leadership needs center on three challenges: (a) understanding the changing demographic composition of the student, teacher, and leadership populations; (b) developing an evolving curriculum founded on research-based practices; (c) continuing to enlarge the knowledge base through applied research in the social sciences. Two case studies examine teacher training and leadership programs at universities that address these challenges. The importance of workplace deaf-hearing bicultural teams is examined. Implications for the preparation of teacher and leadership personnel in deaf education are discussed.

Ten graduates and 3 ABD (all but dissertation) students in Lamar University's doctoral program in deaf studies/deaf education were surveyed about their perceptions of the benefits of earning a doctorate of education (Ed.D.) in their field. The program comprised course work on current content information on deaf education, an educational research component, a cognate area, and electives. As part of the program, researchers and scholars in areas related to deaf education were invited to campus to consult with doctoral students. Graduates found jobs at universities, community colleges, and departments of special education. Graduates ranked program components on the basis of perceived value; they rank-ordered the courses on the basis of their value to them in their current work. Graduates also commented on how the program enhanced their professional growth.

An exploratory study was implemented with bilingual deaf children using a quasi-experimental pre- and posttest design with a 10-week American Sign Language (ASL) and English bilingual Shared Book Reading intervention. Standardized and research-made instruments were used to evaluate ASL and English skills. Intervention effects showed improvements in Receptive ASL skills, Book Reading, and the ability to draw and describe drawings in both languages. Growth in visual phonology was evident in the drawings, and no relationship between auditory phonology and English word identification was found. The results provide implications for early literacy instruction with suggestions for future research.

A feasibility study was conducted to test a storybook intervention to increase early reading skills of 25 young signing deaf children of ages 4-9 in grades K through third grade. The children had wide ranges of hearing losses, non-verbal IQs, and signing skills. All were at risk for developing early reading skills, reading below the first grade level. Using a pre-experimental pre/post test design, standardized tests and early reading tasks, the children changes in letter, word and story knowledge were documented over a full school year. The intervention included 20 weekly story reading sessions with children receive modelling by Deaf story signers, with children using their signing and fingerspelling to practice storybook reading, story reciting, vocabulary learning, fingerspelling and writing skills with easy-to-read picture word/phrase storybooks after modelling from Deaf caregivers and teachers. Future research directions for intervention studies were outlined based on outcomes.

The national policy in deaf education in Mainland China primarily focuses on oral/aural instruction and hearing rehabilitation. The curriculum in primary grades is specifically structured on speech and hearing skills for language development. But there is little evidence that documents what early literacy instruction looks like or how teachers conduct the teaching of reading and writing in classrooms with Chinese deaf children. By analyzing videotapes from the first and second grade classrooms, we describe how reading and writing are taught to deaf children in China. The key findings are that the primary grade literacy instruction (1) shares features of Gradual Release of Responsibility model with a focus on speech and hearing skills; (2) uses multimodal strategies and pedagogical tools such as lip-reading, Pinyin phonetic symbols, Pinyin Finger Spelling, Chinese Sign Language (CSL), and Signed Chinese (SC). Moreover, the curriculum reflects low expectations for deaf students as it lacks the academic content provided to their hearing peers. We conclude with implications for literacy instruction in deaf education, and suggest a future research agenda.

In Part I, we underscore the issues surrounding young deaf and hard of hearing (DHH) learners of literacy in Taiwan who use sign to support their learning of Chinese literacy. We also described the linguistic features of Chinese writing and the visual codes used by DHH children. In Part II, we describe the reading and writing practices used with Taiwanese DHH children. Teachers reported they taught Chinese literacy bridging meaning to print using pictures, speech, sign, visual and visual/gestural codes. Theoretical and practical implications of our descriptive study were given.

We describe the literacy issues facing young deaf and hard of hearing (DHH) learners in Taiwan who are learning both a logographic and an alphabetic script. We describe the contextual factors that surround their reading and writing processes such as island demographics, reading achievement levels, and background language learning variables including deaf culture. We then describe and provide graphic illustrations and examples of the linguistic features of the written languages that DHH children are learning (Chinese and English) as well as the sign codes (Signed Chinese, Zhuyin finger alphabet, character signs, palm writing, and air writing) and the Zhuyin Fuhao written visual symbols. We suggest that contextual, cultural and linguistic factors need to be considered in the understanding of how DHH children learn to read and write as well as how they use their sign language and sign codes to build Chinese and English literacy skills.

The authors present a perspective on emerging bilingual deaf students who are exposed to, learning, and developing two languages--American Sign Language (ASL) and English (spoken English, manually coded English, and English reading and writing). The authors suggest that though deaf children may lack proficiency or fluency in either language during early language-learning development, they still engage in codeswitching activities, in which they go back and forth between signing and English to communicate. The authors then provide a second meaning of codeswitching--as a purpose-driven instructional technique in which the teacher strategically changes from ASL to English print for purposes of vocabulary and reading comprehension. The results of four studies are examined that suggest that certain codeswitching strategies support English vocabulary learning and reading comprehension. Discusses how multimedia stories on the World Wide Web are especially useful for children with deafness because video dictionaries of sign language can be built right into the stories. A federally funded project that developed multimedia stories for Mexican-American children with deafness is described. (CR)

An instructional prereading using American Sign Language (ASL) was effective in improving the ability of 7 prelingually deaf children (ages 11 and 12) to understand and retell a story after reading it in print. A six-step procedure for using the ASL technique is explained. Other applications of the technique and its appropriateness for public school settings are noted. (DB)

Seven deaf elementary school students read fables in printed English that had previously been summarized in American Sign Language (ASL) and read other fables without the intervention. The ASL summary technique increased the quantity and quality of students'"retelling scores"; it also improved readers' comprehension of the moral lessons of the fables. (Author/JDD)

A three-year program for deaf-education undergraduate and graduate students in southeast Kentucky incorporates: Appalachian history, culture, and language; deafness and learning strategies; deaf culture and American Sign Language; and mainstreaming competencies. Trainee self-reports on progress through the program are presented. (KS)

A survey of 6,043 professionals in 349 deaf education programs showed that 10.4% are from nonwhite or minority ethnic/cultural backgrounds. Of these, 11.7% are deaf. Only eight minority deaf administrators were identified. More than half of the minority professionals worked in public schools. Geographic distribution and gender are also analyzed. (Author/JDD)

The full-school-year immersion of six deaf kindergarten students in literacy-rich activities focusing on daily reading and writing in authentic communication tasks resulted in increased levels of written language production. (12 references) (Author/CB)

Fifteen students read expository texts and filled in deleted words and phrases. The five deaf high school youths reported using similar strategies as hearing elementary school youths and hearing reading-disabled high school youths, but deaf readers more often relied on rereading and background knowledge, whereas hearing readers more often used context clues. A prereading model based on a 9-month longitudinal study of 45 deaf preschool children from state residential schools is presented. The model contends that reading can be initiated by giving deaf children opportunities to match their internalized manual language to printed words, stressing reading-related activities involving parents, teachers, and peers. Vignettes illustrate the effectiveness of a project providing computer-assisted instruction to three multiply-handicapped deaf high school students. Individual and group activities resulted in increased language skills, more positive attitudes, greater self-esteem and motivation, and improved peer interactions. The reciprocal teaching procedure, which involves interactive dialogue and teacher modeling, was used to teach prereading skills (finger spelling, book reading, story retelling, and word recognition) to 23 prelingually deaf kindergarten and first-grade students.
