In 2023, Brazil achieved positive environmental strides in the Amazon, with a 22% reduction in deforestation rates and a 16% decline in total fire counts compared with 2022, attributed to renewed environmental policy implementation. However, despite progress, deforestation remains above the target, and forest wildfires in old‐growth Amazonian forests surged by 152% in 2023 versus 2022, threatening biodiversity and carbon stocks. The rise in fires poses challenges for traditional farmers, impacts urban areas' air quality, and necessitates urgent measures like enhanced firefighting capabilities and long‐term strategies for fire‐free production chains to protect the Amazonian standing forests—a global socio‐environmental asset. Artisanal and small‐scale gold mining (ASGM), a wealth‐generating industry in many regions, is nonetheless a global challenge for governance and a threat to biodiversity, public health, and ecosystem integrity. In 2019, the Peruvian government mobilized a targeted, large‐scale armed intervention against illegal ASGM, which has caused deforestation and water resource degradation in this Tropical Biodiversity Hotspot. Before the intervention, the extent of waterbodies created by mining (mining ponds) was increasing by 33%–90%/year; after, they decreased by 4%–5%/year in targeted zones. Mining activity indicators showed 70%–90% abandonment. New mining activity accelerated in nearby areas outside the targeted area (pond area increases: 42%–83%; deforestation increases +3–5 km2/year). Far from intervention zones, mining remained stable during the study period. Our analysis demonstrates that targeted, large‐scale government intervention can have positive effects on conservation by stopping illegal mining activity and shifting it to permitted areas, thereby setting the stage for governance. Continued conservation efforts must further address the impacts of informal mining while (1) limiting environmental degradation by legal mining; (2) remediating former mining areas to reduce erosion and enable reforestation or alternative uses of the landscape; and (3) sustaining such efforts, as some miners began to return to intervention areas when enforcement relaxed in 2022. In Chaco, one of the provinces with higher deforestation rate in Argentina, the trajectory of this indicator was not homogenous. Besides, the decision-making of provincial state had different paths to respond to this problem. Thus, this paper tries to answer what the causes that influence in the state fluctuations in the implementation of environmental policies are. Throughout a case study in which I compare four different moments between 2008 and 2019, I argue that the state fluctuations depend on the resolution of the conflict between two coalition (protectionist vs. productivist). The idea of 'equity', largely grounded in Western legal tradition, has come to permeate evaluations of what is fair and just within environmental governance programmes. But what constitutes equity in climate change and conservation projects? And does everyone affected by such projects see equity as desirable? Local encounters with global environmental governance interventions in Suau, Milne Bay Province of Papua New Guinea, provide an entry point to explore these questions. Drawing on ethnographic fieldwork with communities implicated in the Central Suau Reducing Emissions from Deforestation and Forest Degradation (REDD+) Pilot Project and in Save the Forest conservation projects, we examine tensions around conceptions of equity and equality between project proponents and local communities, as well as between individuals within those communities. By paying attention to talk about pigs in Suau, and tracing the intersections between reciprocity and trade, we explore how people negotiate equity and equality. We emphasize that this negotiation is central to Suau ideas of fairness. While the REDD+ and Save the Forest projects work to ensure 'equitable' distribution of benefits among supposedly equivalent actors, we show how this may actually close down possibilities for negotiation of outcomes that local people consider fair. Wholesale conversion of natural Amazonian ecosystems has been encouraged by Brazil's extreme antienvironmental government, and historical forest loss explains municipal-scale voting prevalence. While Brazil publicly committed to reduce deforestation in Amazonia at the 26th Conference of the Parties (COP26), the Brazilian parliament is moving toward weakening environmental laws. Deforestation rates continue ascending, reaching in 2021 the highest value since 2006 (13,235 km2). To overcome this paradox, strategies to curb deforestation are mandatory. The current strategy, "Plano Amazônia 21/22," prioritizes law enforcement actions to curb illegal deforestation in only 11 Amazonian municipalities. Here, we show that this prioritization is likely to be insufficient since these municipalities account for just 37% of the current deforestation rate. This strategy may also be undermined by the leakage of deforestation actions to unmonitored municipalities. Using a set of spatially explicit datasets integrated into a deforestation‐prediction modeling approach, we propose a science‐based alternative method for ranking deforestation hotspots to be prioritized by law enforcement actions. Our prioritization method accounts for more than 60% of the deforestation, detecting larger deforested areas in both private and public lands, while covering 27% less territory than "Plano Amazônia 21/22." Optimizing the detection of priority areas for curbing deforestation, as proposed here, is the first step to reducing deforestation rates and comply with the Brazilian legal commitment of 3925 km2 year−1. This commentary examines the challenge of sustainable development in the Amazon, arguing that global efforts to mitigate climate change and current Amazonian policies are clearly inadequate to prevent global warming and deforestation from tipping the forest into a savanna. It analyses the growing climate pressures jeopardising the Amazon's resilience; the erratic Brazilian, Bolivian, Colombian, Ecuadorian and Peruvian governance of the forest; and the failure of the Amazon Cooperation Treaty Organization (ACTO) to establish long-term forest conservation policies in the region. The research demonstrates that the 'savannisation hypothesis' is potentially closer to reality than most debates in the social sciences assume and should be considered seriously. The commentary concludes by suggesting possible pathways for preventing the dieback of the Amazon. These are based on three strategic axes: the strengthening of the ACTO, the promotion of a technological revolution in the forest, and a progressive environmental diplomacy by the Amazonian countries. This article aims to analyze the environmental policy of the current Brazilian government of Bolsonaro, considering the fires that spread in the Amazon in June and August of last year. The Amazon, known as the "largest repository of ecological biodiversity in the world" and "the lungs of the Planet", has suffered a wave of devastation in recent decades, and its devastation today is becoming accelerated and massive. That situation has been exacerbated since the inauguration of the government of Jair Bolsonaro, a politician of the extreme right. Therefore, the analysis of the background and the causes of this situation is part of this study. It also includes a comparative analysis, which considers the Lula government's environmental policy. This comparative approach can better point out the problematic features and issues of the current Brazilian government's environmental policy. It is shown here that since 2003, when Lula took over the command of his country, there was a major advance in the issue of the environment, although with some restrictions, that was always treated from the point of view of social inclusion policy. However, during the governments of Dilma and Temer, the devastation and deforestation in the Amazon increased gradually, culminating in the inauguration of the Bolsonaro government, whose environmental policy is very similar to the developmentalism of the military dictatorship that held power in Brazil from 1964 until 1985. Furthermore, it is also observed that environmental policy has until now been characterized by the following persistent factors: a progressive increase of influence of the so-called "banca ruralista" (in official terms, the Frente Parlamentar da Agropecuária, FPA) in the Brazilian National Congress, which defends the interests of landowners (latifundiários) and agribusinesses; the usual government amnesty for land grabbing (illegal appropriation of public land), and other factors, as well. Ecotourism is developing rapidly in biodiversity hotspots worldwide, but there is limited and mixed empirical evidence that ecotourism achieves positive biodiversity outcomes. We assessed whether ecotourism influenced forest loss rates and trajectories from 2000 to 2017 in Himalayan temperate forests. We compared forest loss in 15 ecotourism hubs with nonecotourism areas in 4 Himalayan countries. We used matching statistics to control for local‐level determinants of forest loss, for example, population density, market access, and topography. None of the ecotourism hubs was free of forest loss, and we found limited evidence that forest‐loss trajectories in ecotourism hubs were different from those in nonecotourism areas. In Nepal and Bhutan, differences in forest loss rates between ecotourism hubs and matched nonecotourism areas did not differ significantly, and the magnitude of the estimated effect was small. In India, where overall forest loss rates were the lowest of any country in our analysis, forest loss rates were higher in ecotourism hubs than in matched nonecotourism areas. In contrast, in China, where overall forest loss rates were highest, forest loss rates were lower in ecotourism hubs than where there was no ecotourism. Our results suggest that the success of ecotourism as a forest conservation strategy, as it is currently practiced in the Himalaya, is context dependent. In a region with high deforestation pressures, ecotourism may be a relatively environmentally friendly form of economic development relative to other development strategies. However, ecotourism may stimulate forest loss in regions where deforestation rates are low. The aim of this research was to relate natural vegetation dynamics to environmental policies and agricultural pressure surrounding the Irati National Forest (INF), in the state of Parana, Brazil. We mapped landuses and detected their changes over a period of 25 years (1992 to 2017), emphasising gains and losses of natural vegetation to other uses. Employing a pixel-based approach, Landsat-5 TM and Landsat-8 OLI data were used to classify landuse surrounding the INF. We reviewed records of agricultural expansion and environmental policies in Parana to explain losses and gains in vegetation cover detected in the landuse change analysis. During the study period the area surrounding the INF gained ~10,000 ha of natural vegetation cover regenerated from areas formerly under crop or pasture cover and planted forests, but lost ~20,000 ha, largely to agricultural expansion, likely for soybeans. We discuss environmental policies, particularly the Ecological ICMS (a Brazilian ecological fiscal incentive paid to counties that shelter protected areas) as the most important reason for the vegetation regeneration and nature conservation. The global demand for palm oil has grown rapidly over the past several decades. Much of the output expansion has occurred in carbon- and biodiversity-rich forest lands of Malaysia and Indonesia (M&I), contributing to record levels of terrestrial carbon emissions and biodiversity loss. This has led to a variety of voluntary and mandatory regulatory actions, as well as calls for limits on palm oil imports from M&I. This paper offers a comprehensive, global assessment of the economic and environmental consequences of alternative policies aimed at limiting deforestation from oil palm expansion in M&I. It highlights the challenges of limiting forest and biodiversity loss in the presence of marketmediated spillovers into related oilseed and agricultural commodity and factor markets, both in M&I and overseas. Indeed, limiting palm oil production or consumption is unlikely to halt deforestation in M&I in the absence of active forest conservation incentives. Policies aimed at restricting palm oil production in M&I also have broader consequences for the economy, including significant impacts on consumer prices, real wages, and welfare, that vary among different global regions. A crucial distinction is whether the initiative is undertaken domestically, in which case the M&I region could benefit, or by major palm oil importers, in which case M&I loses income. Economic conditions are typically viewed as having an important influence on environmental policy. In particular, it is widely believed that under adverse economic conditions, electorates and governments prioritize economic growth and jobs over costly ecological restraint. The empirical evidence for this received wisdom, however, remains surprisingly contradictory. We contribute to this debate by studying a case where the odds of the economy-environment trade-off claim holding true should be high: an emerging economy in severe recession, and environmental policy with high short-term costs and long-term benefits. Based on a representative survey (N = 2449) in Brazil, implemented in late 2015/early 2016, we examine how ego- and socio-tropic economic conditions, both perceived and real, affect citizens’ preferences concerning the mitigation of deforestation and climate change. We find no robust evidence for an economy-environment trade-off. Cooperation between environmentalists, scientists, and governmental actors was a crucial driver behind Brazil's efforts to reduce greenhouse gas (GHG) emissions from the forest sector from 2004 onward. The same climate coalition's advocacy work to reduce emissions in the energy sector, Brazil's second-most emitting sector, has been unsuccessful. Why has climate-policy development been so different in the two sectors? Building on the advocacy coalition framework, this paper analyzes the climate coalition's role, systematically comparing how the coalition has worked to influence policy development in the two key sectors for Brazilian GHG emissions between 2003 and 2015. The paper finds that strong climate-coalition unity, unambiguous scientific knowledge, economic growth, and international pressure functioned as a constellation of factors that enhanced the climate coalition's ability to take advantage of a climate-policy window and frame deforestation as a core climate concern. Abstract: In striking contrast to heartening events in the adjacent Amazon, Brazil's Cerrado biome has seen continued deforestation over the past decade. Though approved in 2012, no study evaluated the impacts of new Brazilian Forest Code (FC) revision on biodiversity and ecosystem services. Here, we report the first assessment of the likely loss and gain in biodiversity and ecosystem services expected if the FC is properly enforced across 200 million hectares of the Cerrado. We also discuss the challenges associated to compliance with the law and present opportunities for conservation. Establishing restoration programmes in private properties with currently less native vegetation than required by the FC could create habitat for 25% more threatened species than now found in these places and could also increase water security and carbon stock in 56.6 MtC. More important, trading environmental reserve quotas coupled with the strategic expansion of protected areas on private and public land could definitely rescue the Cerrado from the brink. Understanding which aspects of forest governance have the potential to effectively reduce deforestation is central to reversing trends in global deforestation. There is a multitude of empirical studies examining this relationship using various measures of governance and study designs, coming to diverse conclusions. In order to identify the source of variation across studies, this article conducts a meta-analysis of 32 empirical cross-country studies in the field of economics, containing 227 estimates of the impact of different governance measures on deforestation. Using an ordered probit model, we find that the choice of the governance measure is the main factor in explaining variations in the outcomes of the studies. In particular, studies using environmental policy, ownership rights, presence of environmental NGOs, and rule of law as measures of governance, are more likely to find that better governance reduces deforestation. In contrast, studies using democracy and rights as a measure of governance are more likely to find that deforestation increases, when governance is improved. The finding that not all aspects of governance improvements are equally supportive of forest conservation suggests that more nuanced analyses of specific aspects of environmental governance are required to guide evidence-based policy making. Globally, deforestation continues, and although protected areas effectively protect forests, the majority of forests are not in protected areas. Thus, how effective are different management regimes to avoid deforestation in non-protected forests? We sought to assess the effectiveness of different national forest-management regimes to safeguard forests outside protected areas. We compared 2000-2014 deforestation rates across the temperate forests of 5 countries in the Himalaya (Bhutan, Nepal, China, India, and Myanmar) of which 13% are protected. We reviewed the literature to characterize forest management regimes in each country and conducted a quasi-experimental analysis to measure differences in deforestation of unprotected forests among countries and states in India. Countries varied in both overarching forest-management goals and specific tenure arrangements and policies for unprotected forests, from policies emphasizing economic development to those focused on forest conservation. Deforestation rates differed up to 1.4% between countries, even after accounting for local determinants of deforestation, such as human population density, market access, and topography. The highest deforestation rates were associated with forest policies aimed at maximizing profits and unstable tenure regimes. Deforestation in national forest-management regimes that emphasized conservation and community management were relatively low. In India results were consistent with the national-level results. We interpreted our results in the context of the broader literature on decentralized, community-based natural resource management, and our findings emphasize that the type and quality of community-based forestry programs and the degree to which they are oriented toward sustainable use rather than economic development are important for forest protection. Our cross-national results are consistent with results from site- and regional-scale studies that show forest-management regimes that ensure stable land tenure and integrate local-livelihood benefits with forest conservation result in the best forest outcomes. Deforestation threatens the earth's biodiversity and the ecosystem services upon which humans depend. Formal regulation is a key mechanism by which governments seek to protect forests. However, whether regulation can effectively protect remaining areas of the most threatened and most heavily cleared forests is unknown. We addressed this question using forest loss data for Queensland, Australia between 2000 and 2014 under existing vegetation clearing regulation ( Vegetation Management Act 1999 ). This regulation is specifically designed to provide the greatest protection for threatened forest types that have already lost the greatest amount of their original extent. Importantly, enforcement and governance of this regulation is relatively strong allowing an assessment of regulation design. We applied path analysis to model the direct and indirect effects (mediated by variables representing deforestation pressure) of forest protection level on clearing rates. There was strong evidence for a decline in clearing rates over time, except of clearing for non-agricultural purposes. However, threatened forest types, which have already lost > 70% of their original extent and should have the greatest level of protection under the regulation, continue to be cleared 2.7–2.9 times faster than non-threatened forest types. There was also little evidence that the regulation has driven greater reductions over time in the clearing rates of threatened versus non-threatened forests types. There was much greater support for the indirect than direct effect of protection level. This is because protection level was correlated with variables associated with deforestation pressure, resulting in higher clearing rates for threatened compared to non-threatened forest types. We hypothesise that this arises because the additional protection afforded to threatened relative to non-threatened forests is insufficient to counter the continuing higher level of deforestation pressure on threatened forests. We argue that a potential solution is to build explicit targets for forest retention into regulation, below which no further forest loss is permitted. The Rio Paraiba do Sul is a highly polluted river in south central Brazil, that is contaminated by industrial, agricultural and municipal wastes, as well as being impacted by dams, water withdrawals and deforestation in the watershed. Since only very intensive and farreaching environmental policies could result in water quality improvements, valuing the restoration of the river presents many unique challenges. We develop a choice-modeling approach to valuation of the restoration of this river, with general tightening of environmental policy as the policy, and an increase in prices as the payment vehicle. The estimation is performed in willingness to pay space, adjusting for heterogeneity of tastes. We find that respondents, who are primarily low income, exhibit higher willingness to pay for complete restoration than moderate restoration, higher for moderate restoration in comparison to minimal restoration, and that they prefer restoration sooner, rather than later. To what extent citizens are willing not only to support ambitious climate policy but also willing to pay for such policy remains subject to debate. Our analysis addresses three issues in this regard: whether, as is widely assumed but not empirically established, willingness to support (WTS) is higher than willingness to pay (WTP); whether the determinants of the two are similar; and what accounts for within-subject similarity between WTS and WTP. We address these issues based on data from an original nationally representative survey ( N = 2500) on forest conservation in Brazil, arguably the key climate policy issue in the country. The findings reveal that WTP is much lower than WTS. The determinants differ to some extent as well, regarding the effects of age, gender, and trust in government. The analysis also provides insights into factors influencing how much WTS and WTP line up within individuals, with respect to age, education, political ideology, salience of the deforestation issue, and trust in government. Does the Brazilian presidential system shape environmental policy there? The comparative literature on environmental policy offers few reasons to think that it might. Most explanations of variations in the quantity and quality of environmental regulation stress levels of economic development or move outside of the nation-state to examine international processes of diffusion and convergence. Other studies look at large macrostructural differences like the contrast between democratic and authoritarian systems and/or the role of non-state actors. This article examines environmental policies and outcomes in three successive presidential administrations in Brazil to develop hypotheses about whether institutional factors should gain a larger place in comparative studies of environmental policies and outcomes. We introduce a hybrid simulation model (‘SimPachamama’) designed to explore the complex socio-environmental trade-offs of alternative policy bundles and policy sequencing options for stemming deforestation and reducing poverty in tropical countries. Designed and calibrated to the initial conditions of a small forest village in rural Bolivia, the model consists of: (a) an optimising agricultural household module of heterogeneous agents that make individually optimal land-use decisions based on factor endowments and market conditions; (b) an encompassing general equilibrium ‘shell’ module that endogenously determines wages and links the agricultural labour market and rural-urban migration rates; and (c) a novel user-controlled policy-maker module that allows the user to make ‘real time’ choices over a variety of public and environmental policies that in turn impact land use, welfare, and migration. Over a 20-year simulation period the results highlight trade-offs between reductions in deforestation and improvements in household welfare that can only be overcome either when international REDD payments are offered or when decentralized deforestation taxes are implemented. There is an increasing need for approaches to determine reference emission levels and implement policies to address the objectives of Reducing Emissions from Deforestation and Forest Degradation, plus improving forest management, carbon stock enhancement and conservation (REDD+). Important aspects of approaching emissions reductions include coordination and sharing of technology, data, protocols and experiences within and among countries to maximize resources and apply knowledge to build robust monitoring, reporting and verification (MRV) systems. We propose that enhancing the multiple facets of interoperability could facilitate implementation of REDD+ programs and actions. For this case, interoperability is a collective effort with the ultimate goal of sharing and using information to produce knowledge and apply knowledge gained, by removing conceptual, technological, organizational and cultural barriers. These efforts must come from various actors and institutions, including government ministries/agencies, scientific community, landowners, civil society groups and businesses. Here, we review the case of Mexico as an example of evolving interoperability in developing countries, and highlight challenges and opportunities for implementation of REDD+. Country-specific actions toward a higher degree of interoperability can be complex, expensive and even risky. This article investigates to what extent have municipalities participated in the national policies that have addressed deforestation in the Brazilian Amazon under the Action Plan for Prevention and Control Plan of Deforestation in the Legal Amazon (Plano de Prevenção e Controle do Desmatamento na Amazônia Legal – ppcdam). The study found that even though the design of the federal strategy relegated to municipalities the role of mere “locus” or territory for policy enforcement, in some situations local governments have assumed a leading role and empowered themselves as actors and agents in the fight against deforestation, as a response to the Brazilian federal “priority municipalities list” strategy. Successful efforts of indigenous groups to reduce emissions from deforestation and forest degradation in developing countries (REDD+) will likely vary with how the initiatives are designed and implemented. Whether REDD+ initiatives are carried out by national governments or decentralized to sub-national or project-level institutions with a nested approach could be of great consequence. I describe the Suruí Forest Carbon Project in Amazonian Brazil, one of the first REDD+ pilot projects implemented with indigenous people in the world. I emphasize (1) how enfranchisement of community members in the policy-planning process, fund management, and carbon baseline establishment increased project reliability and equity, and (2) how the project's quality would have likely been diminished if implemented under a centralized REDD+ scheme. Policy relevance This article explores a decentralized REDD+ intervention established in an indigenous land in Brazil. It expands the theoretical discussions on REDD+ governance and highlights how centralized REDD+ programmes are likely to be less effective than project-level interventions assisted by NGOs in terms of social benefits and community engagement. Payments for Ecosystem Services (PES) can use many design features. We investigate the impact of payment conditionality types, i.e. different specifications when to pay and when not to pay, for PES on deforestation and agricultural production in a lab-in-the-field experiment. Our experiment also tests variations in contract period and payment volatility. We designed a highly visual simulation game to characterize the decision situation of a cattle rancher in Brazil. The player can expand extensive pasture by deforestation or intensify existing pasture. The model includes both a land and a capital constraint. We applied the game in an economic, framed lab-in-the-field experiment in Tocantins, Brazil. Payments conditional on forest carbon stock lead to slow, but steady deforestation, while payments conditional on forest carbon stock-change suppressed deforestation more strongly. But payments conditional on stock increase cattle production while payments conditional on stock-change have no effect on production. Thus, depending on the level of leakage, either type of conditionality can be more cost-effective in reducing global carbon emissions. This paper investigates policy actors' positions on reducing emissions from deforestation and forest degradation (REDD+) expressed in Indonesian media, and shows how these policy debates have evolved between 2007 and 2012. Results indicate media debates have moved beyond early, buoyant consensus on REDD+ as a win-win solution for economic growth and environmental conservation, to clearly acknowledge the need for institutional and governance reform. Several shifts in the frequency and nature of REDD+ discourse around 2010 - including from an international to a national level focus and an increase in the level of optimism - suggests the 2010 Letter of Intent between Indonesia and Norway has the potential to be a significant driver of change. Results also indicate that translating political will into measurable performance at a local or jurisdictional level is likely to require a broader appreciation of the complex interests, expectations and implications associated with the necessary reforms, and stronger engagement with key actor groups whose vested interests go beyond REDD+ itself. Australia's terrestrial environment has been dramatically modified since European colonisation. Deforestation -- the clearing and modification of native forest for agricultural, urban and industrial development -- remains a significant threat to Australia's biodiversity. Substantial policy reform over the last 40 years has delivered a range of policy instruments aimed to control deforestation across all Australian States and Territories. Despite these policy efforts -- as well as strong governance and high institutional capacity -- deforestation rates in Australia were nonetheless globally significant at the turn of this century. Legislation introduced in Queensland and New South Wales during the mid-2000s was at the time seen to have effectively ended broad-scale clearing; however, recent policy changes have raised concerns that Australia may again become a global hotspot for deforestation. Here, I describe the deforestation trends, drivers and policy responses in Australia over the last four decades. Using satellite imagery of forest cover and deforestation events across Australia between 1972 and 2014, I present a comprehensive analysis of deforestation rates at a fine resolution. I discuss trends in deforestation with reference to the institutional, macroeconomic and environmental conditions that are associated with human-induced forest loss in Australia. I provide a detailed history and critique of the native vegetation policies introduced across Australia over the last 40 years, including recent legislative amendments and reviews. Finally, I comment on future prospects for curbing deforestation in Australia, including the role of incentive- based policies such as carbon farming, private land conservation and biodiversity offsets. Despite being a highly active policy space, very little is known of the effectiveness of policy responses to deforestation in Australia, and whether the recent shift away from 'command and control' policies will necessarily lead to better outcomes. The leading policy to conserve forest is protected areas (PAs). Yet, PAs are not a single tool: land users and uses vary by PA type; and public PA strategies vary in the extent of each type and in the determinants of impact for each type, i.e. siting and internal deforestation. Further, across regions and time, strategies respond to pressures (deforestation and political). We estimate deforestation impacts of PA types for a critical frontier, the Brazilian Amazon. We separate regions and time periods that differ in their deforestation and political pressures and document considerable variation in PA strategies across regions, time periods and types. The siting of PAs varies across regions. For example, all else being equal, PAs in the arc of deforestation are relatively far from non-forest, while in other states they are relatively near. Internal deforestation varies across time periods, e.g. it is more similar across the PA types for PAs after 2000. By contrast, after 2000, PA extent is less similar across PA types with little non-indigenous area created inside the arc. Interventions to ‘improve’ the human condition through democratic and capitalist ideals increasingly draw on capital and markets to influence governance in line with Western mandates of state building. As a major recent example, Reducing Emissions from Deforestation and Forest Degradation ‘plus’ (REDD+) develops new market regimes to govern, finance, and trade carbon in line with donor discourses of civil liberties, market expansion, and, more broadly, state building. Emerging REDD + networks that aim to finance and trade carbon now align with the conditionality and ideals of democratic governance, transparency, and accountability through processes of institution building (for state stability). This paper examines the connection between REDD + projects and state-making ideals in policy and practice as bilaterals and NGOs fuse the conditions and governance of one with the other. In the Lao PDR we argue that the governance machinery and interventions associated with REDD + facilitate governance agendas to manage people, goods, and carbon in line with Western narratives of robust governance, free markets, and integrity. We contend that the adoption of REDD + will nudge local markets and governance in this postsocialist bureaucracy toward such principles, but in ways that partly reinforce the state's longer term political and economic objectives. We conclude that, rather than conserve carbon per se, REDD + governance reflects a tempered, less absolute ‘extraterritoriality’, where its transnational influence is differentiated depending on how assumptions and ideals align with state motives in the context of forest governance, democratic reform, and rural development. Climate change and its social, environmental, economic and ethical consequences are widely recognized as the major set of interconnected problems facing human societies. Its impacts and costs will be large, serious, and unevenly spread, globally for decades. The main factor causing climate change and global warming is the increase of global carbon emissions produced by human activities such as deforestation and burning of fossil fuels. In this special volume, the articles mainly focus on investigations of technical innovations and policy interventions for improved energy efficiency and carbon emissions reduction in a wide diversity of industrial, construction and agricultural sectors at different scales, from the smallest scales (firm or household), cities, regional, to national and global scales. Some articles in this special volume assess alternative carbon emissions reduction approaches, such as carbon capture and storage and geoengineering schemes. Given the high cost and internal/external uncertainties of carbon capture and storage and risks and side effects of various geoengineering schemes, improved energy efficiency and widespread implementation of low fossil-carbon renewable-energy based systems are clearly the most direct and effective approaches to reduce carbon emissions. This means that we have to radically transform our societal metabolism towards low/no fossil-carbon economies. However, design and implementation of low/no fossil-carbon production will require fundamental changes in the design, production and use of products and these needed changes are evolving but much more needs to be done. Additionally, the design and timing of suitable climate policy interventions, such as various carbon taxation/trading schemes, must be integral in facilitating the development of low fossil carbon products and accelerating the transition to post-fossil carbon societies. Fake controversies have influenced policy making on health and environmental issues for decades, resulting in major implementation setbacks worldwide. As a case study, in this paper we examine fake controversies produced by a small group of active Brazilian researchers that have seriously impacted environmental conservation, particularly in issues related to deforestation and climate change. Based on the literature, we develop a typology of strategies deployed in fake controversies, which include manufacturing uncertainty, misusing scientific credentials, and disregarding scientific literature. Afterwards, we examine the influence of this group of contrarians at the National Congress. We then analyze the fake controversies promoted by these contrarians and argue that, to properly understand them, we need to consider a strategy so far overlooked in the literature: the manufacture of "pseudo-facts", namely, affirmations at odds with the established literature but that strives to appear as scientific facts. Unlike other contexts, in which contrarians have mainly sought to cast doubt on consensual issues by arguing that there are still considerable uncertainties surrounding them, in Brazil pseudo-facts on deforestation have been produced and published outside the peer-reviewed literature. This piece discusses the complex relationship between international environmental governance, sometimes referred to as "earth system governance", and indigenous rights. These two sets of governing institutions are theoretically envisioned as complementary, as both incorporate the important notion of environmental and natural resource protection. Emphasis has been progressively put on the natural symbiosis and correlation between the overall goals of sustainable development and indigenous self- determination and identity preservation. The specific connections forest dwellers and other indigenous populations have with their lands, the knowledge stemming from this connection and the significant role this plays in resource protection have been increasingly acknowledged. This commentary focuses on the interplay of indigenous rights and climate change governance embodied in the United Nations Framework Convention on Climate Change (UNFCCC) and its corollary, the initiative on Reducing Emissions from Deforestation and Forest Degradation (REDD) in developing countries, later extended to Reducing Emissions from Deforestation and Forest Degradation "plus" conservation, the sustainable management of forests and enhancement of forest carbon stocks (REDD+). Land-use regulations are a critical component of forest governance and conservation strategies, but their effectiveness in shaping landholder behaviour is poorly understood. We conducted a spatial and temporal analysis of the Brazilian ForestCode (BFC) to understand the patterns of regulatory compliance over time and across changes in the policy, and the implications of these compliance patterns for the perceived costs to landholders and environmental performance of agricultural landscapes in the southern Amazon state of Mato Grosso. Landholdings tended to remain in compliance or not according to their status at the beginning of the study period. The perceived economic burden of BFC compliance on soya bean and beef producers (US$3-5.6 billion in net present value of the land)may in part explain themassive, successful campaign launched by the farm lobby to change the BFC. The ecological benefits of compliance (e.g. greater connectivity and carbon) with the BFC are diffuse and do not compete effectively with the economic benefits of non-compliance that are perceived by landholders. Volatile regulation of land-use decisions that affect billions in economic rent that could be captured is an inadequate forest governance instrument; effectiveness of such regulations may increase when implemented in tandem with positive incentives for forest conservation. It is argued that the subordination of policies to results-based payments for emissions reductions causes severe economic inefficiencies, which affect the opportunity cost, transaction cost, and economic rent of the programme. Such problems can be addressed by establishing sound procedural, land, and financial governance at the national level, before Reducing Emissions from Deforestation and Forest Degradation (REDD+) economic incentives are delivered at scale. Consideration is given to each governance dimension, the entry points for policy intervention, and the impact on costs. International support must consider the financial and political cost of governance reforms, and use a pay-for-results ethos based on output and outcome indicators. This can be done in the readiness phase but only if the latter's legal force, scope, magnitude, and time horizon are adequately reconsidered. This article provides ammunition for the institutionalists’ argument that United Nations Framework Convention on Climate Change (UNFCCC) Parties must prioritize governance reforms between now and the entry into force of the new climate agreement in 2020. Finally, specific recommendations about how such governance reforms can be achieved, which will create the basis for the programme's financial sustainability, are offered. Policy relevance UNFCCC Parties could make the most cost-effective use of REDD+ resources if they were to prioritize investments in governance over the interim period 2012–2020. REDD+’s financial, technical and political capital should be used to establish sound procedural, sectoral (land), and financial governance systems in relevant countries. This will generate long-term economic savings, compared to an approach that privileges the implementation of results-based payments for emissions reductions. In particular, it will reduce economic inefficiencies, which affect the opportunity and transaction costs, and the private rents embedded in the current programme design. In order to promote the necessary policy reforms, stakeholders should work together to address technical, financial, and political economy issues at the domestic level. In particular, UNFCCC Parties should re-conceptualize the readiness phase by strengthening its legal force, expanding its scope, increasing its financial firepower, and extending its time horizon. This article explores what the academic literature tells us about environmental conservation challenges in Myanmar, and what types of domestic and international mechanisms are suited to address those challenges. It begins by providing background information on rural energy use, environmental legislation, forestry, agriculture and the country's network of protected areas. It notes, for example, that the country's protected areas face environmental degradation caused by poverty, corruption, the expansion of agricultural land and population growth. It goes on to argue that planners in Myanmar can, however, utilize a variety of mechanisms to overcome these challenges. Policy-makers can enhance community involvement in protected areas and management schemes through ownership and engagement. They could integrate conservation efforts with income generation, provide education and awareness campaigns for those living near wildlife areas and expand the number and size of protected areas. They could, furthermore, increase penalties against illegal activities within protected areas, offer accelerated staff training and education programmes and similarly consolidate regulatory authority for environmental conservation. Even those outside of Myanmar can prevent environmental destruction. International planners could implement ecosystem payments schemes, involve Myanmar more concretely in the Reducing Emissions from Deforestation and Degradation (REDD) process, an international agreement launched in 2012, and expand Myanmar's participation in the Convention on International Trade in Endangered Species of Wild Fauna and Flora. Concerns about global warming, degradation of fragile ecosystems, and environmental and societal collapse have increased interest for lessons and/or solutions for today's environmental issues. Popular writers have turned to a classic degradation thesis of deforestation and presumed desertification within the Eastern Mediterranean as a cautionary tale of how past societies have committed ecological suicide. However, degradation and/or collapse is far more complex than the thesis permits, and uncritical adoption of such simplified stories encourages continued use of inaccurate assumptions about human-environment interaction. In Cyprus, such a degradation story materialized 150 y ago, and its promoters aimed to impress on readers their responsibility to reverse past environmental mistakes. Both the British Colonial authorities (1878-1960) and the post-Independence Cypriot government used it to justify their environmental policies. Unfortunately, this thesis was formed around several misunderstandings about Cypriot environments and society: (i) judgment of degradation without appropriate consideration of the difference between degradation and change; (ii) oversimplified representation of ruling powers and those people ruled; and (iii) denigration of the shepherd lifestyle and its presumed environmental impact. A multimethod approach using archival and field research offers a more nuanced understanding of the complexity of human-environment interaction, the underappreciated environmental and societal resilience of areas classified as degraded, and the importance of placing events within changing socioeconomic and political contexts. This study of natural resource management and environmental resilience illustrates that the practices that the colonial government viewed as unsustainable likely were sustainable. Southern Africa has been identified globally as one of the areas with high potential for extensive biofuel production. Unlike most commodities, biofuel is not market-limited. Instead, access to feedstock—and more particularly the land on which to grow the feedstock—is the main constraint for biofuel production, and hence the greatest competition in the industry is to acquire land. Countries in southern Africa have taken very different policy stances on biofuel. South Africa is taking a conservative approach; concerns about potential invasiveness of Jatropha curcas have led to a moratorium on planting, and maize-based bioethanol is banned due to possible food security impacts. On the contrary, Mozambique sees biofuel production as one of the key strategies to obtain foreign investment in the agricultural sector, which it is actively trying to revive. What remains unclear is to what extent primary and secondary forest and woodland will be cleared to enable this biofuel expansion. Although early indications suggested that extensive deforestation would occur, more recently companies seem to be taking more conservative approaches to deforestation due to concerns over certification requirements. Previous attempts to estimate the supply of greenhouse gas emission reductions from reduced emissions from deforestation (RED) have generally failed to incorporate policy developments, country-specific abilities and political willingness to supply offsets for developed countries’ emissions. To address this, we estimate policy-appropriate projections of creditable emission reductions from RED. Two global forest carbon models are used to examine major assumptions affecting the generation of credits. The results show that the estimated feasible supply of RED credits is significantly below the biophysical mitigation potential from deforestation. A literature review identified an annual RED emission reduction potential between 1.6 and 4.3 Gt CO2e. Feasible RED supply estimates applying the OSIRIS model were 1.74 Gt CO2e annually between 2011 and 2020, with a cumulative supply of 17.4 Gt CO2e under an ‘own-efforts’ scenario. Estimates from the Forest Carbon Index were very low at $5/t CO2e with 8 million tonne CO2e annually, rising to 1.8 Gt CO2e at $20/t CO2e. Cumulative abatement between 2011 and 2020 was 9 billion Gt CO2e ($20/t CO2e). These volumes were lower, sometimes dramatically, at prices of $5/t CO2e suggesting a non-linear supply of credits in relation to price at a low payment level. For policy makers, the results suggest that inclusion of RED in a climate framework increases abatement potential, although significant constraints are imposed by political and technical issues. Protected areas (PAs) dominate conservation efforts. They will probably play a role in future climate policies too, as global payments may reward local reductions of loss of natural land cover. We estimate the impact of PAs on natural land cover within each of 147 countries by comparing outcomes inside PAs with outcomes outside. We use ‘matching’ (or ‘apples to apples’) for land characteristics to control for the fact that PAs very often are non-randomly distributed across their national landscapes. Protection tends towards land that, if unprotected, is less likely than average to be cleared. For 75 per cent of countries, we find protection does reduce conversion of natural land cover. However, for approximately 80 per cent of countries, our global results also confirm (following smaller-scale studies) that controlling for land characteristics reduces estimated impact by half or more. This shows the importance of controlling for at least a few key land characteristics. Further, we show that impacts vary considerably within a country (i.e. across a landscape): protection achieves less on lands far from roads, far from cities and on steeper slopes. Thus, while planners are, of course, constrained by other conservation priorities and costs, they could target higher impacts to earn more global payments for reduced deforestation. Tropical montane cloud forests (TMCF) are among the most threatened ecosystems globally in spite of their high strategic value for sustainable development due to the key role played by these forests in hydrological cycle maintenance and as reservoirs of endemic biodiversity. Resources for effective conservation and management programs are rarely sufficient, and criteria must be applied to prioritise TMCF for conservation action. This paper reports a priority analysis of the 13 main regions of TMCF distribution in Mexico, based on four criteria: (1) forest quality, (2) threats to forest permanence, (3) threats to forest integrity, and (4) opportunities for conservation. Due to the diverse socio-environmental conditions of the local communities living in Mexican TMCF regions, their associated social characteristics were also evaluated to provide a background for the planning of conservation actions. A set of indicators was defined for the measurement of each criterion. To assign priority values for subregions within each main region, an international team of 40 participants evaluated all the indicators using multicriteria decision-making analysis. This procedure enabled the identification of 15 subregions of critical priority, 17 of high priority, and 10 of medium priority; three more were not analysed due to lack of information. The evaluation revealed a number of subjects that had hitherto been undetected and that may prove useful for prioritisation efforts in other regions where TMCF is similarly documented and faces equally severe threats. Based on this analysis, key recommendations are outlined to advance conservation objectives in those TMCF areas that are subjected to high pressure on forest resources. [Copyright &y& Elsevier]

Reducing Emissions from Deforestation and forest Degradation (REDD+) is critical in efforts to mitigate the effects of anthropogenic climate change. Despite uncertainty about the exact form of a future, international REDD+ system, REDD+ carbon property rights would need to be created and allocated with liability assigned for the potential loss of climate benefits in the event of carbon reversal from deforestation. This commentary explores the links between forest property rights and liability, to different REDD+ policy options and their implications for permanence. Should national governments retain liability for permanence then project-level activities that have individually-assigned REDD+ carbon rights may have a higher risk of carbon reversal than policies where rights are assigned to the state. Knowledge of pre-existing forest rights is necessary for some policies implemented with government-assigned REDD+ rights in order to compensate for potential income losses from policy implementation.
