Abstract: Brazil plays a very peculiar role in global value chains (GVC): the country imports high technological goods in general while going through early deindustrialization and relying mainly on basic goods for its exports. Even after developing a broad, diversified industrial framework and becoming one of the countries that has received more foreign direct investments since the 1990s, Brazil has been struggling to occupy a more technologically oriented place in GVCs. This paper examines the conditionings of this pattern of insertion by characterizing the country's quantitative and qualitative model of integration into GVCs and by analyzing the elements that can explain this performance. This paper explores some features of the development paths taken by Brazil and China (two member countries of the BRICS grouping) in the current context of the crisis of neoliberal globalization and transformation of the political and economic world order. The authors use Polanyi’s ‘double movement’ thesis to argue that newly emerging rural development (RD) dynamics in China and Brazil are part of a protective ‘countermovement’, driven by actors and institutions responding to the contradictions of the concentration and internationalization of agrifood systems. However, thedirectionand scope of these countermovements are still open; their transformative potential should be viewed in Gramsci’s terms as a struggle for hegemony the outcome of which depends on the concrete ‘balance of social forces’. First, the paper characterizes the impacts of China’s rise on Brazil’s development, which subsequently found its economy under threat of reprimarization and deindustrialization. The paper then sketches some stylized facts of production and consumption within the Brazil–China soy–meat complex, a key element of the current global food regime, with a focus on corporate control of the soy–meat value chain, and its negative consequences. Finally, the paper identifies the key roles that actors and institutions linked to peasants and family farmers are playing in the RD dynamics of each country. Although China and Brazil represent two very different realities, the comparison shows that critical rural and agrifood issues are indeed moving onto the centre stage of the contemporary ‘double movement’. • The pandemic-crisis effects on Brazilian manufacturing industries are investigated. • An input-output model is employed to address its sectorial composition and linkages. • The pandemic-crisis has further harmful effects on knowledge-intensive industries. • EIHC promotes high-tech industries, while it showed higher degree of import dependence. • COVID-19 may be crucial to rethink industrial policy space within societal purposes. The COVID-19 crisis represents a turning point to rethink industrial policy spaces and countries' productive autonomy, especially for developing economies, such as Brazil, that call for new ways of thinking about manufacturing within societal purposes. Using an input-output model, the paper explores the pandemic-crisis-effects in the case of the Brazilian manufacturing sector. We find that the pandemic-crisis has harmful effects on the Brazilian productive structure, revealing the dependence on imports of the Brazilian Health System. Reductions in manufacturing gross output and value-added are mainly seen in knowledge-intensive subsectors, followed by job losses and tax revenue reduction. We suggest that the pandemic points to some roads to reindustrialization and resilience, given the reorganization of international production networks and the growing dependence on imports in key manufacturing sectors. Thus, the potential role of the manufacturing sector to achieve inclusive and sustainable growth reveals the importance of building productive capacity beyond the pandemic. [ABSTRACT FROM AUTHOR]

This article examines Brazil’s industrial trajectory, beginning with an analysis of the process of import substitution industrialization and its role historically. This is followed by an analysis of industry after the transition to neoliberalism. The resulting evidence implies a clear process of deindustrialization, and upon examining the pattern of exports, a process of re-primarization as well. We present a Kaldor-Thirlwall theoretical and empirical framework on the basic driving forces of the behaviour of productivity and economic development in the long run. By calculating the so-called Thirlwall equation, the main contribution of our research is to examine whether Brazil has been catching up or falling behind. We show some empirical evidence based on both descriptive statistics and econometric regressions for Brazil between 1970 and 2010. Some important indicators of descriptive statistics reveal that Brazil has entered into a process of early deindustrialisation. In addition, since our econometric estimates also show that there was a dramatic increase in the income elasticity of demand for imports between 1980-98 and 1999-2010 (from 1.97 to 3.36) and a small decrease in the income elasticity for exports during the same periods (from 1.36 to 1.33), we conclude that Brazil not only has already embarked on a trajectory of falling behind relative to the world economy and the international economic frontier, but also that it might show, in the absence of appropriate policies, lower growth rates in the long run. This paper presents a methodology for calculating the industrial equilibrium exchange rate, which is defined as the one enabling exporters of state-of-the-art manufactured goods to be competitive abroad. The first section highlights the causes and problems of overvalued exchange rates, particularly the Dutch disease issue, which is neutralized when the exchange rate strikes the industrial equilibrium level. This level is defined by the ratio between the unit labor cost in the country under consideration and in competing countries. Are There evidences of deindustrialization in Brazil? This paper aims at analyzing the theoretical concept of deindustrialization, and evaluating if Brazil, following the implementation of economic reforms in the 1990's, has suffered from a ‘new Dutch disease’. Despite the manufacturing sector declining participation in the Brazilian Gross Domestic Product (GDP), the empirical evidence show that the changes in the economy structure since the mid-1980's to the end of 2005 should not be described as deindustrialization. Since there was not evidence of either generalized reallocation of resources towards industries based on natural resources, or a pattern of export specialization in goods technologically based on natural resources or even on labor, one cannot conclude that Brazil was infected by a ‘new Dutch disease’. Brazil's political-economic structure has rapidly evolved over the past decade, shedding its shallow policy alignment with neoliberalism of the 1990s. Brazil's large, diversified industrial base was painfully constructed over the course of the twentieth century. A major and sustained political realignment, which began in 2003, has resulted in two essential thrusts in development policy: (i) a "growth with equity" strategy that has dramatically reduced poverty and inequality; and (ii) a state-led "industrial policy" designed to upgrade manufacturing and direct the accumulation process toward specific sectors, highlighting and consolidating the National Innovation System (NIS). Nonetheless, as a result of the commodity boom that swept through Latin America, Brazil's natural resource sector achieved outsized growth from 2002 to 2012. One result has been a shift toward resource intensive activities and a broad opening to low-cost Chinese manufactures. Utilizing an institutionalist framework and method, this article analyzes the cohesion of the NIS and the emergence of the "deindustrialization" debate. Also, it assesses the instrumental nature of the "growth with equity" strategy. The article hypothesizes the viability of an endogenous "neo-developmentalist" strategy, while acknowledging the emergence of fundamental exogenous forces and structural ceremonial/institutional factors that have impeded the consolidation of a Brazilian social structure of accumulation. There has been considerable concern in Latin America over the implications of increased competition from China for local industry. These concerns include the possibility of “deindustrialization,” the increased “primarization” of the region's exports and the difficulties of upgrading manufactured exports into higher technology products. This article examines the impact of Chinese competition both in the domestic market and in export markets on Brazilian industry. It documents the increased penetration of Chinese manufactures in the Brazilian market and the way in which Brazilian exports have lost market share to China in the US, European Union and four Latin American countries. Brazil, because of its more developed and locally integrated industrial sector, is not typical of other Latin American countries and the article also discusses the relevance of the Brazilian experience for the region as a whole.
