Accurately portraying the spatially linked network characteristics of digital infrastructure and exploring its energy-saving effects are highly valuable for enhancing the synergy in digital infrastructure development and expanding its network spillover effects on energy conservation. This paper uses panel data at the city level in China and employs a modified gravity model to calculate the centrality of digital infrastructure spatial correlation network nodes. Based on this, an econometric model is constructed, incorporating variables such as digital infrastructure spatial correlation network node centrality and urban green total factor energy efficiency. The model is used to analyze the effects and transmission paths of digital infrastructure network node centrality on urban green total factor energy efficiency. The analysis yields the following conclusions: (1) Digital infrastructure spatial correlation network node centrality significantly improves urban green total factor energy efficiency, with considerable variability due to city geographic location, city scale, and city attributes. (2) Nonlinear testing results indicate that as digital infrastructure construction advances, its impact on urban green total factor energy efficiency shifts from inhibitory to promotional. (3) The impact mechanism shows that digital infrastructure node centrality enhances urban green total factor energy efficiency through green technology innovation. Additionally, it promotes advanced industrial structures and reduces capital mismatch, further influencing energy efficiency. (4) Digital infrastructure node centrality not only boosts urban green total factor energy efficiency but also facilitates regional convergence, increasing the convergence rate from 0.094 to 0.170%. This research paper examines the digital infrastructure required to achieve project management success by analyzing the enabling elements of this digital infrastructure in terms of three pillars: digital readiness, digital fitness, and digital tools. A comprehensive literature review was conducted to identify these enabling elements and to develop a list of project management success indicators through which the success of project management can be measured. To evaluate and rank the digital infrastructure enabling elements, a Multi-Criteria Analysis (MCA) was implemented using a hybrid approach combining Fuzzy Analytic Hierarchy Process (FAHP) and Fuzzy Technique for Order Preference by Similarity to Ideal Solution (FTOPSIS). The study used the digital infrastructure enabling elements as MCA alternatives and the project management success indicators identified in the literature review as MCA criteria. The results indicated that the enabling elements associated with digital tools are the most significant for project management success, with a FTOPSIS closeness coefficient (CCi) of 0.8525, followed by those related to digital fitness (CCi = 0.6481) and digital readiness (CCi = 0.1602). These findings have proven to be robust, as they remained consistent even when weights of the MCA criteria were adjusted in three new scenarios proposed in a scenario analysis. This research highlights the critical role of digital enabling elements in enhancing project management practice and achieving project management success. Based on the resource orchestration theory (ROT), this research explores the significant role of digital infrastructure in enabling business model governance innovation (BMGI) within manufacturing small and medium-sized enterprises (SMEs). Using a sample of 237 cases from Guangdong Province, China, linear regression analysis demonstrated that digital infrastructure could significantly facilitate such innovation. Additionally, both design and use recombination acted as mediators, with design recombination yielding a substantially stronger positive impact on BMGI. This study also highlighted the contrasting impact between discrete and process manufacturing, showing that discrete manufacturing derives more substantial benefits from digital infrastructure. Over the last decade, the digital twin (DT) concept has effectively revolutionized conventional bridge monitoring and management. Despite their overall success, current bridge DTs encounter conceptual ambiguities, hindering their inherent potential for practical implementation. Moreover, intelligent decision support models have not been properly considered as a component of the bridge DTs framework to enhance the reliability of decisions for asset maintenance. Therefore, this paper conducts a scientometric analysis and a comprehensive state-of-the-art review, exploring current bridge DT research trends and architectures and introducing an enhanced conceptual framework for bridge DTs. To this end, more than 480 research publications have been reviewed, compared, and analyzed. The research result encompasses the redevelopment of a multilayer DT framework, fostering its implementation in the full lifecycle of bridge infrastructure while exploring the potential integration of decision support systems and data fusion from advanced technologies to improve the overall efficiency of implementing DT technology in bridges. With the continuous breakthrough and extensive application of cloud computing, big data, artificial intelligence and other next-generation information technologies, One sign has emerged: digital economy is becoming a new driving force for global economic growth. The impact of digital transformation on enterprises is to improve the quality and efficiency、Improve information quality, Or spread out limited resources and reduce productivity, There is no consensus among academics. To fill that gap, this paper aims to sort out the internal mechanism of how digital transformation improves the output quality of the technological innovation of enterprises from a theoretical perspective, and to establish a digital transformation index at the micro level. On this basis, this study empirically examines how digital transformation affects the output quality of technological innovation.we adopts panel data. It uses data collected from 159 manufacturing enterprises in China. By adopting the methods of PLS structural equation and fuzzy set qualitative comparative analysis (fsQCA), it empirically tests the research model and conducts a mediation analysis through regression analysis. The findings indicated that, Digital transformation can help manufacturing enterprises to improve the output quality of their technological innovation; digital infrastructure plays a significant mediating role between digital transformation and the output quality of technological innovation; the investment of manufacturing enterprises in software and hardware digital infrastructure have a positive impact on the output quality of technological innovation. There is a complementary relationship between the two. The paper was conducted in the context of Chinese culture and can be generalized to other Asian countries. We believe that the research conclusions of this study have important practical significance for how manufacturing enterprises can effectively carry out digital transformation and improve the output quality of technological innovation. This paper explores the distinct characteristics of China's digital economy during its rapid growth over the past decade and sheds light on the transformative impact that the digital economy has had on the Chinese society. The findings reveal that China's digital economy has experienced remarkable expansion in recent decades, driven by the convenience and efficiency it has brought about. Notable achievements include the development of robust digital infrastructure, the emergence of innovative digital finance, and the rapid growth of central bank digital currency. Throughout this digitalisation process, the government has played a pivotal role in driving and regulating the digital economy. Background: It is well-documented that the 21st century is providing digital technologies in an alarming rate. Their emergence promotes effectiveness, efficiency, accountability and transparency of public services and internal governance. This study was conducted within the government departments and state-owned agencies of South Africa. Aim: The aim of this study was to investigate the transformation of digital government services in the public sector in South Africa. Methods: This case study used qualitative approach where data were collected through semi-structured interviews from the national government departments and state-owned entities. The target population comprised information technology officers, investigators or analysts and administrative officers. Data collected were thematically analysed preceding the transcription of audio-recordings. Results: Some of the significant results of this study showed that the executives avoid playing their role to drive Information and communications technology (ICT) through Corporate ICT Strategy. Conclusion: Some of the challenges of adopting digital transformation are associated with low digital literacy, poor digital infrastructure, unreliable power supply, among others. Contribution: This study establishes that if the senior managers from ICT section become members of the executive committee, the government can have successful implementation of ICT projects without scepticism. This study also contributes to the awareness of considering digital literacy skills to support digital transformation.

Purpose.To determine the role of digital infrastructure in the context of the digital transformation of Ukraine and to analyze the possibilities of applying blockchain technologies. Methodology. To achieve the set goal, various research methods, including analysis and synthesis for illuminating the economic essence of digital infrastructure, were employed as well as statistical methods for analyzing global trends in information and communication technology development. Inductive, deductive, and abstract-logical methods were used to support the conclusions. Findings. The research results encompass several significant findings. Firstly, various definitions of the digital economy were analyzed, leading to the proposal of an original definition that takes into account the peculiarities of the Ukrainian context and aligns with contemporary trends in digital technology development. Key sectors of economic activity were highlighted where the implementation of digital technologies holds the greatest potential within the context of digital transformation. Special attention was given to sectors where the use of digital tools can have a decisive impact on the development and competitiveness of enterprises. The authors emphasized strategic tasks and instruments that would facilitate the creation of a conducive environment for the development of the digital economy in Ukraine. Additionally, the essence of blockchain technology was studied, and potential areas of its application in Ukraine were discussed. Significant focus was placed on aspects of ensuring cybersecurity and data protection, which are critical in the context of blockchain utilization. Originality. The introduced original definition of the digital economy places a primary emphasis on the implementation and actual utilization of digital technologies across various spheres of human activity. A comprehensive set of measures for the development of digital infrastructure in Ukraine was proposed, including the enhancement of legislative regulation, creation of favorable conditions for the IT sector to accelerate the adoption and implementation of innovative solutions, development of digital infrastructure, coordination between educational and industrial sectors, nationwide Internet coverage to ensure equal opportunities for all citizens, attracting foreign investments, and utilizing blockchain technology for data protection (a critical aspect of state governance) and the intensification of digitizing administrative and public services. Practical value. The obtained research results can serve as the basis for the creation of necessary institutional frameworks, fostering the further advancement of the information technology sector in Ukraine. This can be particularly beneficial for the development of the production of goods and provision of services geared towards innovation and quality improvement. Establishing an effective digital economy in Ukraine requires not only technological innovations but also appropriate institutional frameworks that support this process. Such development will enhance the country’s competitiveness on the international stage and contribute to the improvement of citizens’ quality of life. Environmental innovation is essential to achieving environmental and economic sustainability. This study aims to explain whether and under what conditions green digitalization may foster firm environmental innovation. Using a database of Chinese listed firms matched with provincial‐level digitalization information from 2012 to 2018, we find that green digitalization significantly increases environmental innovation, and this effect can be achieved through enhancing R&D investment. In addition, the positive effect of green digitalization on environmental innovation is moderated by formal and informal institutional forces. We establish government support (in the form of financial investment in building digital infrastructure), government intervention, and cyberculture as the theoretically important moderators. Our findings contribute to digitalization research, institutional theory, and the literature on environmental innovation and provide important practical implications for managers and policymakers seeking to improve environmental sustainability through digital transformation. Background. The paper raises the problem of the lack of a generally accepted full definition of a digital platform, despite the widespread use of the term. Materials and methods. To study the existing approaches to the definition of a digital platform, the method of a systematic review of the literature on the subject of digital platforms (using the example of digital logistics platforms) was used. Results. Based on the studied sources, a critical analysis of existing approaches to the definition of digital logistics platforms is presented. The characteristic features inherent in digital platforms are highlighted, gaps existing in the scientific literature in the description of digital platforms are identified, ways of classifying digital platforms are systematized. Conclusions. Based on the above analysis, the author's definition of a digital logistics platform is presented, covering the main characteristics of digital logistics platforms. According to this definition a digital logistics platform can be described as a multi-user digital service that creates, on the basis of functional modules, an infrastructure for mutually efficient interactions of users belonging to different sides (producers, buyers, transport companies, state) which co-create value of the service. This digital service optimizes interactions on the basis of digital algorithms in order to improve the quality of customer service, to reduce transaction cost and to increase the efficiency of logistics service.

In order to work out the optimum approach to designing methodology for assessing digital maturity of state finance control (SFC) bodied in the Donetsk Republic the authors researched current approaches and identified their advantages and drawbacks. The article provides the concept of assessing digital maturity of SFC bodies in the Donetsk Republic in the form of the integral model, whose key components are stages of digital maturity, lines of digital transformation and steps of their implementation. Algorithm of integral index was formalized. The proposed methodological approach gives an opportunity to modify the number of particular indices depending on available statistic base; to apply both external and internal sources for calculations; to take into account context factors that could provide appraisal adaptation and regard to risks and susceptibility of SFC bodies to changing conditions; to identify critical spheres; to research evolution of the development of priority lines in digital transformation; to study index dynamics and to take into consideration the degree of importance stages in conducting digital transformation in managerial cycle.

Students' readiness for innovative educational formats is a determining factor that can affect the effectiveness of digital transformations in a higher education institution. Evaluation of students' innovative readiness for the transition to the University 4.0 model can provide guidance on what actions and policies should be taken to achieve an educational institution's digital transformation goals. This article aims to study the essential scientific and pedagogical elements that cause the educational format to evolve in the context of advanced technology trends and determine physics students' innovation readiness for digital learning within the University 4.0 model. The survey was extended to the online forum University 4.0: Prospects for Modernising Approaches to Teaching Physics. The survey results showed the degree of readiness of physics students to implement digital approaches in teaching in four dimensions. Students had a high level of creativity and a positive attitude toward innovative educational activities (M = 3.89); they also had a high level of motivation for digital innovative training and sufficient knowledge of how the training will help them achieve their educational goals and professional and personal competence (M = 3.85); and they had a high level of digital literacy (M = 3.96). The scientific value of this article lies in demonstrating the developed methodology for determining and evaluating the degree of innovative readiness of students in the process of transition to a new educational format University 4.0. This methodology can be used in the process of developing an innovative strategy for organizing the educational process in the conditions of Industry 4.0 taking into account its challenges and opportunities. Higher education is a key pillar in constructing new knowledge economies for the 21st century, and the digitalization of higher education is a central focus area for national authorities. Visionary discourses from authorities state that the decision-making authority for digital strategies should be centralized to the domain of management. Digitalization is, however, driven by key features of modern technology and may also lead to the transformation of traditional educational methods as well as educational practices. Since the university contains several disciplines, different strategies can be used when products or processes within the disciplines are digitalized. It is important to consider in the ways that different disciplines can proceed to digitalize their educational practices. Based on these interests, our research question is as follows: how do digital strategies in higher education emerge, and how do they align with the educational context? Through a qualitative case study with interviews, participation in workshops, and document analyses, we investigated two digitalization efforts in the fields of medicine and law. We found that the two classical disciplines' strategic approaches differed substantially. Based on the findings, our main contribution is a digitalization model with two archetypes, namely digital transformation strategy and digital innovation strategy. The model highlight the main object of the respective strategies, but also the institutional reaction to digitalization efforts. An implication from our study is the demonstration of how specific faculties adapt digital strategies to educational practices. This may sometimes lead to the transformation of educational practices, while other times more incremental moderate changes may be implemented. From a practical point of view, policymakers, politicians, educational management, and professionals need knowledge and expertise about the implications of digital strategies for educational practices. As public sector organizations are undergoing a digital transformation, public auditing is increasingly relying on technology to enable it to collect and analyze large amounts of data. We analyze how the introduction and development of digital artifacts in a governmental audit setting end up affording audit practices. Focusing on the introduction of computer‐assisted audit tools and techniques (CAATTs) developed by Courts of Accounts in Brazil, our findings indicate that the digital infrastructure maintained by each Court in Brazil is the material center of a dominant frame of remote compliance audit practice. Besides CAATTs' interface, scripts and algorithms in the infrastructure's backstage also add to the affordance of the digital devices used by auditors—that is, auditors' action possibilities molded by technology. Through interviews with governmental auditors, we provide evidence on how CAATTs afford their practices while showing that auditors are not fully aware of how their skepticism and autonomy are being affected by the introduction of such devices and by the reinforcement of remote audit practice. The work is devoted to the study of the readiness of Russian regions to implement digital transformation. The relevance of the research is due to the widespread introduction of advanced digital and intelligent technologies, as well as the need to transition to a digital economy. The processes of digital transformation are increasingly penetrating into the life of the regions, and have a direct impact on their socio-economic situation. At the state level, a significant number of programs and strategic documents are being created for the development of the digital economy throughout the Russian Federation, while the interests of the regions are considered only indirectly. The absence of a developed regional policy aimed at digitalization of regions leads to an increase in the differentiation of regions by the level of digital development. In this connection, there is a need to assess the level of digital development of the regions of Russia, to determine the readiness of the regions to implement digital transformations, or to obtain results indicating that the processes of digital transformation already confidently permeate all socio-economic activities of the regions. To assess the level of digital development of regions, it is necessary to choose an appropriate methodology that informatively and objectively reflects the situation of digital transformations in the region. In this connection, the article conducts a study of existing domestic and foreign methods that assess the level of digital development. As a result, the authors have developed and proposed an integral indicator for assessing the digital development of Russian regions, which includes the main indicators of the digital development of society, business and the state. With the help of the proposed integral indicator, the level of digital development of each region of Russia in 2012 and 2019 is determined. A comparative analysis of changes in the values of the integral indicator reflecting the level of digital development of the regions from 2012 to 2019 was carried out. The dynamics of changes in digital processes in various regions of Russia is determined. The leading regions that have achieved high results in digital development, as well as lagging regions, have been identified. At the end, the main conclusions are given and some reasons for significant changes in the level of digital development in certain regions are identified.

During the COVID-19 pandemic, traditional communications were in crisis. Many businesses have ceased to exist or are on the verge of bankruptcy. Local governments, as well as businesses, were forced to work during the first month of severe quarantine. We had to quickly transfer most business processes to the online environment to ensure the social distance of employees and reduce the possibility of their infection. The author analyzed the international experience of using information and communication technologies for the effective development of communities and territories. The article analyzes the introduction of "Digital Agendas" as a regulatory framework for the implementation of digital transformation at the local level. The role of digital infrastructure and digital literacy as factors of implementation and use of information and communication technologies is highlighted. The experience of implementing an innovation cluster on the example of the city of Oulu (Finland) is considered. Steps are proposed for the territorial communities of Ukraine to accelerate the implementation of digital transformation.

• Collaborative networks' role in boosting sustainability is conceptualized and investigated at the country-level. • A configurational analysis of digital infrastructures and socio-cultural factors enhancing the sustainability competitiveness of countries is proposed. • High level of social-cultural factors fostering collaboration and high level of digital infrastructure are associated with a high level of sustainable competitiveness at the country-level. • Even in the absence of a high level of socio-cultural factors enhancing collaboration, the presence of digital infrastructures is sufficient to lead to high sustainable competitiveness. This paper aims to shed light on collaborative networks' role in boosting sustainability at the country level, both in terms of digital infrastructures and cultural factors supporting collaboration. Using three different country-level databases, it investigates how different combinations of cultural factors supporting collaboration and digital infrastructure lead to sustainability performance. Longitudinal data on 16 European countries are analyzed employing fuzzy-set qualitative comparative analysis (fs-QCA). The findings suggest that in the presence of high levels of digital and cultural factors that enable collaborative networks, countries also are characterized by high sustainability performance. • We investigate the IT/IS strategy research activity from its inception until today. • We identify five research trends in recent IT/IS strategy research. • We find shifts in how IT/IS strategy is understood by scholars in the last decade. • We infer how IT/IS strategy can, should, or should not be understood in the digital age. IT/IS strategy is of central importance to practice and many well-developed lines of research have contributed to our understanding of IT/IS strategy. However, throughout the last decade, digitalization has fundamentally transformed the business world and put into question traditional strategy wisdom. As information technologies are the driver of this digital transformation, we can expect an even more fundamental change in IT/IS strategy thinking. To verify this expectation, we undertook an in-depth, extensive review of the academic literature on this topic. Our review, which is time-framed to the years 2008–2018, distils five different directions in the development of IT/IS strategy research. It also identifies a shift in how IT/IS strategy is defined and investigated over this period. Moreover, we present an emerging debate on how digitalization challenges traditional IT/IS strategy wisdom. As this debate is still in its infancy, we take it further by entering into the larger discussion on digitalization, including digital innovation, digital ecosystems, and digital transformation.
