Long-term care (LTC) services will become increasingly important, but there is lack of public program funds. LTC policies must control costs, assure quality, have available resources and ensure equity of access. Life insurance companies can help finance long-term care by underwriting individual disability-escalating annuities policies and by spreading the risk of functional disability over people, over time and against the inversely-related risk of extended longevity.
