Despite steady progress in drug control work, drug-related crimes are ranked third in the total number of criminal cases in China. Based on in-depth interviews with 24 offenders who are now incarcerated for drug offenses, this paper examines the strategies employed by drug offenders to evade detection and mitigate their punishment for drug dealing. Their most frequently-used strategies focus on filtering out risky people, ensuring information asymmetry and knowing when to stop. Exploring how offenders adapt their behavior in response to punishment helps to further our understanding of crime commission and control. [ABSTRACT FROM AUTHOR]

This paper analyzes how illegality can be legitimized in authoritarian states by examining a contested case of transnational illegal drug brokerage in China. Triangulating news articles, legal documents, and interviews, the study distinguishes between two pathways of illegality legitimation: depoliticized and politicized. I argue that the depoliticized pathway is made possible through pragmatic, moral, and legalistic frames, whereas the politicized pathway builds upon an institutional frame. I also identify the media as essential agents of illegality legitimation. While illegal-practice participants and the legal authority tend to only mobilize depoliticized frames, the media make both depoliticized and politicized efforts. Through this in-depth analysis, the paper deepens our understanding of the social construction of illegality and the intricate relation between law, media, and society within authoritarian states. The Gulf Cooperation Council (GCC) countries are a vital source for India's energy requirements and home to a large population of Indian workers. Although for quite some time now, India's strategic influence in the Gulf region has been overshadowed by Pakistan, recent developments seem to present India with an opportunity to expand its influence led by maritime security cooperation. However, the growth of Chinese economic and political influence in the region presents some tough challenges. This paper examines India's extant security ties with the GCC countries and their relations with China, with an aim to make a relative assessment of India's strategic influence and discusses the prospects for India's position in the region. Since the 1980s, Hong Kong triad societies have evolved from hierarchical, pyramidal organizations to loose, compartmentalized syndicates that retain a modicum of hierarchy. Changes in triad organization and modus operandi occurred in response to stringent anti-organized crime measures enacted in Hong Kong. However, organizational evolution has facilitated triad transplantation to China and improved triads’ ability to engage in transnational crime. Triads have exploited favorable circumstances in China: prevalent corruption, rapid urbanization, and high demand for illicit goods and services. This paper includes two case studies of the Sun Yee On triad. The first examines Sun Yee On's localized activity by tracing the evolution of one Shenzhen area chapter. The second case study examines Sun Yee On's role as a supplier of methamphetamine precursor chemicals to Mexico's Sinaloa cartel. Sun Yee On exemplifies how modern triads have become hybridized, assuming attributes of both local Chinese organized crime and transnational criminal networks. [ABSTRACT FROM PUBLISHER]

This paper compares two of history's largest producers of opium - Afghanistan (2000-11) and China (1917-35) - to suggest that in both cases production was facilitated by: (1) A lack of central control over the national territory; (2) The existence of local power-holders; (3) Internal violent conflict; (4) The existence of a significant domestic opium consuming population. The initial analysis is extended by introducing a successful opium production suppression intervention, The People's Republic of China (1950s/1960s), to suggest that the control of opium in contemporary Afghanistan requires the Government to: (1) Extend the state into isolated and hostile areas; (2) Facilitate a sense of self-interest in the Afghan Government and political elite towards opium suppression; (3) Facilitate a perception that suppression benefits opium farmers; (4) Strengthen the capacity to monitor opium farmers and enforce the law. In the last 3 years, the number of young people involved in drug trafficking has multiplied. This paper examines the relationship between changes in drug subculture and drug trafficking among youths. As a former police officer and an experienced frontline social worker in the drug rehabilitation field, the author briefly outlines the involvement of youth in the organised crime of drug trafficking on the streets. The paper explains the reasons behind their behaviour in the context of stringent social opportunities. The paper also proposes that with changes in drug subculture and triad culture, it has become much easier for young people to acquire the knowledge and techniques, and develop a network, that will facilitate drug trafficking; therefore, the chances of young people committing the crime of drug trafficking have increased. This article reports on ethnographic and demographic findings on AIDS and HIV infection in China. Also, it elaborates those cultural, social and political factors involved in China's attempt to manage its growing HIV epidemic. Data from the First Sino-American Management of HIV Diseases Symposium are also blended with the ethnographic material to further clarify the cultural and epidemiologic status of HIV/AIDS in China. Since HIV predominates among drug users, this fact aroused great attention from the Chinese government early on. Laws introduced in 1988 aimed at strengthening existing statutes to insure that drug dealers, traffickers, and users were prosecuted. Not only is drug-dealing illegal in China, but so is drug-taking. Also, it is argued that providing sexuality education as a means of preventing HIV infection offers no guarantee of reduced behavioral risks. It is concluded that HIV/AIDS and its management pose a transforming challenge to: (1) realistically appraise sexual expression, (2) change traditional sexual language symbols, and (3) revamp the avenues by which China presently addresses "sex."

Regarding illicit drugs as a nontraditional security challenge (NTS), the Chinese state deploys a policy package combining coercive crackdown and development assistance to start transnational narcotics control in the Golden Triangle—the notorious illicit opium-producing area between Myanmar, Laos, and Thailand. This paper examines how illicit drugs are framed as a security challenge and how the state works with other forces to implement transnational narcotics control. Specifically, I focus on the Chinese state's efforts to implement transnational narcotics control in the notorious illicit opium-producing areas in northern Laos and Myanmar. My analysis draws first on the Copenhagen School's work on securitization, that is, how certain discourses are deployed to dramatize and present an issue as a security challenge requiring supreme priority. Then I situate drug trafficking in the tension between the territorial logic of national sovereignty and the transnational logic of NTS challenges in order to analyze the Chinese state's policy of narcotics control in the Golden Triangle. Through this analysis, I seek to underscore the longstanding but underdeveloped theoretical recognition of illicit drugs as a global commodity and an NTS challenge. The Imperial Maritime Customs under British influence accomplished and facilitated much work on the transmission of new samples and first-hand information on Chinese drugs to Britain and beyond. It also participated in the shaping of China's tariff and trade regulation, and quantified China's drug trade with Britain and others in terms of modern statistics. Its intersection with the British presence was in part characteristic of the dissemination of British and foreign materia medica in Chinese society. The matters between drugs and the Imperial Maritime Customs adds a unique perspective on the networks and activities that engaged China further in global trade and the modern world. The recent emergence of coast guard capabilities in East Asia necessitates a deeper assessment of the potential and limit of coast guard co-operation. Developing a framework of analysis based on the experiences of confidence-building measures (CBMs) within the United Nations and the Conference on Security and Cooperation in Europe (CSCE), this article examines if enhanced coast guard cooperation can be a tool to build trust among littoral states in the South China Sea, reduce tension and increase stability in the region. The potential and limit of coast guard cooperation as a confidence-building measure are assessed along five dimensions: First, the importance of local ownership. Second, the necessity of a multi-level operational approach. Moreover, the challenge of spoilers and bureaucratic fragmentation. Fourth, transnational coast guards cooperation in disputed waters, and finally, the risk of cooperation and confidence-building being undermined by great power competition in contested waters. China has been marked as a source country from which large volumes of precursor chemicals are shipped to foreign drug markets for synthetic drug production. However, the basic patterns of illicit distribution remain unclear. Data from closed criminal cases were extracted from legal files to develop an objective understanding of illicit distribution patterns in China. The sample consisted of 534 illicit supply cases involving 1481 individuals, three groups of precursor chemicals and 102 chemical manufacturing companies. The offenders could be categorised as lower-class offenders, occupational offenders and corporate offenders based on their profiles and criminal behaviours. Significant differences between the three groups of offenders and their specific patterns of chemical supply suggest a diverse, dynamic and complex nationwide supply network. To better understand this phenomenon in China's rapidly transitioning society, we provide a description of cultural, legal and political backgrounds, which may provide some explanations at the macro level. Illicit substance misuse has become a serious problem in contemporary China. The number of officially registered illicit substance misusers totals close to 3 million, having increased every year since the government’s first annual report on drug control in 1998. In recent years, synthetic drugs such as methamphetamine and ketamine, have become more popular than heroin which was previously dominant. However, illicit substance use continues to receive little sympathy from the public, despite government’s efforts to move towards treatment and rehabilitation. For many years, compulsory detoxification centers and “education-through-labor” camps were the only treatment options. More humane approaches are emerging, including methadone maintenance, therapeutic communities, and faith-based halfway houses. Government response to drug trafficking remains draconian. Drug distribution and trafficking are among the dwindling number of criminal offenses that qualify for the death penalty. For future drug control policy, China appears willing to accelerate its experiment with decriminalizing substance abuse and applying a public health approach to the treatment of substance misusers. Evidence-based treatment programs through scientific research and rigorous evaluation should be the norm, and harm reduction needs to be seriously explored as an alternative to the harsh criminal justice regime. More importantly, reliable and multi-faceted forecast systems need to be established to monitor and estimate the size of substance misuser population and trends in illicit drug consumption. Unlike previous studies of drug trafficking groups that focused on the characteristics of individual members, this study examined the demographic and socioeconomic composition of drug trafficking groups and the types of relationships binding criminal networks. Through an analysis of 144 drug trafficking groups adjudicated in the intermediate and high courts in several provinces of China, this study found a high level of homogeneity in demographic characteristics and socioeconomic status among the offenders who formed the Chinese drug trafficking networks. Results also showed that most Chinese drug trafficking groups were small and lacked a vertical role structure. The concentration of men was associated with a higher likelihood of having a hierarchical role structure in the trafficking group. [ABSTRACT FROM AUTHOR]

The article presents drug and alcohol addiction-related news briefs and information about events such as the 9th European Public Health Conference which will be held on November 9-12, 2016 in Vienna, Austria. Legislation to legalise cannabis for medical purposes in Germany is examined, along with the trafficking of synthetic drugs on the Vietnam-China border. Laws regulating the use of tax revenues to fund public health programmes in places such as Panama and Poland are assessed.

Objective: To evaluate the impact of harm reduction programs on HIV and syphilis infection and related risk behaviors among female sex workers (FSWs) in a drug trafficking city in Southwest China. Design: Before and after harm reduction program study. Methods: Two cross-sectional surveys were conducted among FSWs before and after harm reduction programs were launched in Xichang city, Sichuan province. The first and second cross-sectional surveys were conducted in 2004 and 2010, respectively. Temporal changes in odds of HIV, syphilis, and behavioral risk factors were assessed by multivariable logistic regression while controlling for socio-demographics. Results: The 2004 and 2010 cross-sectional surveys recruited 343 and 404 FSWs, respectively. From 2004 to 2010, the odds of syphilis infection decreased by 35% and was of borderline statistical significance (AOR: 0.65, 95% CI: 0.41–1.03), while odds of HIV infection rose, but not significantly (AOR: 4.12, 95% CI: 0.76–22.45). Although odds of unprotected sex with primary sex partners did not significantly change over time (AOR: 0.96; 95% CI: 0.61–1.50), odds of unprotected sex with clients declined significantly and remarkably (AOR: 0.14, 95% CI: 0.09–0.21). Notably, the odds of reporting ≥10 new sex partners in the previous month increased by 37% (AOR: 1.37; 95% CI: 0.98–1.90). Conclusions: Harm reduction strategies may be an effective means of reducing unprotected sex with clients among FSWs. Future research is needed to better target both FSWs and IDUs and interrupt bridging networks for HIV transmission in high drug-using areas of China. [ABSTRACT FROM AUTHOR]

Questions of existence of the “China Route” for drug smuggling and trafficking have been important in the literature. The profile of the offenders, particularly whether they are primarily members of traditional criminal organization, is a hotly debated issue. Much qualitative evidence has been collected and it provides important insights into these questions. However, little quantitative data has ever been collected and analyzed to provide a broader picture of these issues. The present study involves the systematical collection of data from court sentencing files from seven high courts whose jurisdictions cover the China Route. The findings provide valuable information that sheds light on the debated questions. Some evidence consistent with the China Route arguments is found. No evidence supports the idea that traditional organized criminal syndicates are behind most offenses. Background: HCV transmission is closely associated with drug-trafficking routes in China. However, the transmission route of HCV in Eastern China remains unclear. Here, we investigate the role of Zhenjiang city of Jiangsu province, an important transportation hub linking Shanghai with other regions of China, in HCV transmission. Methodology/Principal Findings: A total of 141 whole blood samples were collected from injection drug users (IDUs) in Zhenjiang and then tested for HCV infection. Of them, 115 HCV positive plasmas were subjected to RNA extraction, RT-PCR amplification, and sequencing. The subtype characterization and the evolutionary origin of HCV strains circulating in Zhenjiang were determined using polygenetic or phylogeographic analyses. Seven HCV subtypes 1b, 2a, 3a, 3b, 6a, 6e and 6n were detected among Zhenjiang IDUs, showing a complex HCV epidemic. The most predominant subtypes were 3a (38%) and 1b (26.8%). Among these subtypes, subtypes 3b, 6n and 6e originated from Southwestern China (i.e., Yunnan and/or Guangxi), subtypes 2a and 6a from Southern China (i.e., Guangdong), subtype 1b from Central (i.e., Henan) and Northwestern (i.e., Xinjiang) China, and subtype 3a from Southwestern (i.e., Yunnan) and Northwestern (i.e., Xinjiang) China. From Zhenjiang, subtypes 1b and 2a were further spread to Eastern (i.e., Shanghai) and Northern (i.e., Beijing) China, respectively. Conclusions/Significance: The mixing of seven HCV subtypes in Zhenjiang from all quarters of China indicates that as an important middle station, Zhenjiang plays a crucial role in HCV transmission, just as it is important in population migration between other regions of China and Eastern China. Background: As an entry point for illicit drug trafficking, Yunnan was hit hard by the twin epidemics of drug abuse and HIV/AIDS. There are no empirical studies regarding the reasons for initiation of drug use in Yunnan. Objectives: The study investigated the reasons for initiating drug use in drug-dependent adolescents and youths in five regions in Yunnan. Methods: The data were collected in 2004–2005 from a stratified random sample of 467 registered drug addicts under age 25. Pearson chi-square tests were used to analyze the association of reasons for drug use with sociodemographic factors, knowledge of drug related harm, and access to illicit drugs. Results: Curiosity was the most commonly reported reason for initiating drug use and the majority of the respondents reported having little or no knowledge of drug-related harm. The majority of the drug abusers initiated drug use at the age of 13–14 years or younger. Conclusions: There is a potential for sustained educational programs to reduce the high prevalence of adolescent drug use in Yunnan. Scientific Significance: This is the first empirical study that has investigated reasons for initiating drug use based on a random sample of registered drug users in a high risk province of China. To determine the HIV and hepatitis C virus (HCV) geographical distribution among drug users in China, a systematic literature review of 40 peer-reviewed publications (comprising 15,565 drug users) was conducted. Of the total drug users, 10,724 were found to be injection drug users (IDUs) and 4841 were non-injection drug users (non-IDUs). Various studies identified that among IDUs and non-IDUs, the overall HIV prevalence rates were 12.55% and 1.05%, and the HCV prevalence rates were 66.97% and 18.30%, respectively. The HIV prevalence rate ranged from 0% (Anhui and Inner Mongolia) to 52.51% (Yunnan) among IDUs, and from 0% to 19.80% among non-IDUs correspondingly. The HCV prevalence rate ranged from 11.43% (Shannxi) to 90.77% (Hubei) among IDUs, and from 0% (Anhui) to 40.00% (Fujian) among non-IDUs. Based on the high prevalence of HIV and HCV among drug users, scaling-up harm reduction was required from 'heroin trafficking areas' to other areas in China. [ABSTRACT FROM AUTHOR]

At the end of the 19th century, British missionaries campaigned to abolish the India-to-China opium trade, whose profits were crucial for British ambitions in Asia. This challenge by the missionaries had been slow to emerge, however, and focusing only on that well-known opposition masks the preceding half-century of accommodations and compromises with the opium traffic, both on the production end (Bengal) and on the receiving end (in Macau and Canton). Our research addresses the subjective calculus that was at work for the missionaries and asks how their reading of that calculus affected their movement across the spectrum from unconcern to outrage about opium. At the core of their enterprise from beginning to end was their unwavering commitment to the evangelical “Great Commission,” which spelled out the obligation to bring the Christian gospel to unsaved multitudes around the world. We argue that they consistently embraced whatever was pragmatically necessary to advance that goal and resisted whatever threatened to block movement toward it. Beneath changeability on the surface, a thread of value-rational coherence ran through a century of calculated and strategic missionary activity. China’s red-hot economy in recent decades has not only brought the country unprecedented wealth and political prominence in the world but also created ample opportunities for criminal enterprises to flourish. A review of recently published literature reveals that two types of transnational criminal activities – human smuggling and drug trafficking – received a fair amount of empirical attention in the research community. Other crimes, however, although carrying equally significant cross-national implications, have received scant attention. Thanks to a handful of empirical studies in recent years, the notion that traditional Chinese crime syndicates dominated transnational criminal activities has largely been dispelled. Most of those involved in transnational crimes (at least in human smuggling and drug trafficking) were found to be otherwise ordinary individuals who exploit their social or familial networks to take advantage of emerging opportunities. The criminal underworld in China appears to be growing along two separate tracks, with transnational organized crimes operating on one track and locally based criminal organizations on the other. Both groups of criminal entities are not known to cross paths in any systemic way. Research on Chinese organized crime (either locally based or transnational) has remained rather limited. Future research needs to emphasize empirical strategies to explore these and other pressing transnational criminal activities, as well as to solidify recent findings. [ABSTRACT FROM AUTHOR]

Objective: To estimate HIV prevalence among injecting drug users (IDUs) in a drug trafficking city in southwest Sichuan Province, China. Methods: A total of 314 IDUs was invited to participate in the cross-sectional survey in 2004 through community outreach recruitment and peer referrals. Blood sample was taken for HIV antibody testing and a structured questionnaire was administered to collect information on socio-demographics, drug using and sexual behaviors. Results: HIV prevalence among IDUs was 17.8% (56/314), about one half higher than that in previous survey in 2002 (11.3%, 43/379). Yi and other minority ethnicity (Odds ratio [OR], 3.1; 95% confidence interval [CI], 1.7-5.8; P < 0.001), and total times of sharing injecting equipments 1-9 times versus none, OR, 2.7; 95% CI 1.2-6.2; P = 0.02; and ≥10 times versus none, OR, 7.5; 95% CI, 3.2-17.7; P < 0.001) were independent risk factors for HIV infection. Conclusion: IDUs with high prevalence rates of HIV and equipment sharing behavior in the drug trafficking city may serve a source for further spread of HIV to other areas in China. Through field observations and interviews with Chinese human smugglers and heroin traffickers in the past few years, we have come to realize that a generation of non-triad organized criminals has emerged as an active, if not dominant, force in illegal transnational enterprises. The rapid expansion of global commerce, coupled with shrinking totalitarian societies, has created many opportunities for people of all stripes to come into the illicit market place. While the American law enforcement policies and strategies are still influenced by the dated La Cosa Nostra model, this new generation of Chinese organized criminals is enjoying unprecedented opportunities in their provision of illicit services and goods. Empirical studies thus far have not been able to link these transnational organized crime groups to any traditional triad societies. We present a conceptual framework here to argue that triad's entrenched culture and patterns of organization, which have served them well for centuries, are incompatible with conditions necessary for entering into present-day transnational criminal activities.
