Analysing the agricultural sectors of Taiwan, Malaysia and Singapore, this paper examines the capability‐building process that encourages productivity and innovation. It describes and explains the origins and subsequent evolution of three forms of agricultural production system, each generating different farming capabilities and distinct forms of competitive advantages. The paper argues that Taiwan's rice‐oriented agricultural production system stimulates both productivity and innovation, helping Taiwanese farmers raise their income level and living standards. The active deployment of state institutions and a malleable labour force, evidenced in the Malaysian palm oil industry, is effective in raising farming productivity but not the ability to innovate. Singapore's aquaculture‐oriented agricultural production system is somewhat useful in stimulating productivity and innovation. Yet the city‐state's inherent lack of space and open international trade regime have circumscribed the potential of its aquaculture industry. It now relies on the regional ethnic Chinese business networks to expand the aquaculture industry's knowledge base and its industrial commons. The principles discussed in this paper provide policy lessons, or at least some initial guidance, for other developing economies aspiring to modernise their agricultural sector. Previous studies of East Asian welfare regimes focus on similarities between social security schemes. In contrast, this paper explores cross-national variations in public–private pension mixes in six welfare states: China, Hong Kong, Japan, Singapore, South Korea and Taiwan. Our research echoes the pension policy analysis of international organisations but takes a step forward with emphasis on the historical and institutional characteristics of the respective pension systems. The analysis identifies three institutional patterns. First, the statist pension system (Taiwan and China) primarily relies on public pensions to provide old-age security, with private pensions playing a rather minor role. Second, in the dualist pension system (Japan and Korea) both public and private pensions work in parallel to ensure retirement income, though a clear security gap exists between workers in the formal and informal economies. Finally, the individualist pension system (Hong Kong and Singapore) is characterised by genuine fully funded individual accounts, emphasising citizens' own responsibilities for ensuring old-age security. These three types of pension systems demonstrate distinct institutional characteristics and policy outcomes, illustrated by the juxtaposition of their institutional structures as well as by the comparison of key indicators collected from government reports and Organisation for Economic Co-operation and Development statistics. Purpose: The purpose of this paper is to examine the effect of related party transactions (RPTs) and types of RPTs (complex, simple and loan) on earnings quality in four East Asian countries: Hong Kong, Malaysia, Singapore and Thailand. Design/methodology/approach: RPTs and types of RPTs are measured using two approaches, magnitude and abnormal (magnitude change). Earnings quality is measured using proxies for accrual earnings management and identified as discretionary accruals (DAC) and performance matched discretional accruals (PMDAC). Findings: The results suggest that firms in these countries experience poor earnings quality when they are engaged in RPT. The effect of RPT-simple on earnings quality is more severe than RPT-complex. However, the presence of higher investor protection and stricter enforcement of regulations in countries like Singapore and Hong Kong reduce the negative impact of RPTs on earnings quality. Research limitations/implications: The results support the argument that the presence of controlling shareholders in East Asia is likely to lead to engagement with RPTs, which will increase the likelihood of firms' earnings manipulation via DAC. This study has two limitations. It only focuses on Hong Kong, Malaysia, Singapore and Thailand, and the results may not be generalizable to other countries. Second, this study only measures the magnitude and abnormal RPTs based on the disclosures available in annual reports. The East Asian experience in tackling COVID-19 has been highly praised, but this high-level generalisation neglects variation in pandemic response measures adopted across countries as well as the socio-political factors that shaped them. This paper compares the early pandemic response in Singapore and Hong Kong, two Asian city-states of similar sizes, a shared history of SARS, and advanced medical systems. Although both were able to contain the virus, they did so using two very different approaches. Drawing upon data from a cross-national, probability sample Internet survey conducted in May 2020 as well as media and mobility data, we argue that the different approaches were the result of the relative strength of civil society vs. the state at the outset of the outbreak. In protest-ridden Hong Kong, low governmental trust bolstered civil society, which focused on self-mobilisation and community mutual-help. In Singapore, a state-led response model that marginalised civil society brought early success but failed to stem an outbreak among its segregated migrant population. Our findings show that an active civil society is pivotal to effective outbreak response and that trust in government may not have been as important as a factor in these contexts. Cross-border partnerships are increasingly important for higher education in the twenty-first century. Drawing from the business sector's resource-based theory, this paper explores international partner selection among higher education institutions in Hong Kong, Singapore and Japan. According to resource-based theory, institutions may seek partners with specific technical capabilities, managerial capabilities or other intangible resources to access external knowledge and capabilities, develop internal resources and gain competitive advantage. Through document analysis and interviews, this investigation identified twelve attributes that influenced international partner selection for higher education institutions in these contexts. Eleven fit within resource-based theory's criteria areas of technical capabilities, managerial capabilities and intangible resources. These determined the attractiveness of potential partners. However, existing relationships, the twelfth attribute, wasoften the deciding factor of whether or not a partnership would move forward. Stepfamilies, an emerging family form in Asia, are gaining growing academic and social attention in Asia. This paper presents an overview of stepfamilies in Asia, based primarily on research findings in Japan, which suggest underlying two competing stepfamily models as key factors in understanding stepfamily dynamics: the "scrap and build" household model versus the expanded and interconnected network model. The findings in Japan are, then, juxtaposed with existing research findings on stepfamilies in East Asia and Singapore in terms of (a) cultural views on stepfamilies; (b) values of grandparenting, mothering, and fathering; and (c) family law and policies. Some commonalities are found in remaining influence of the "scrap and build" household model and in recent policy changes toward the expanded and interconnected network model, along with some variations, across these societies. By examining comparatively two recent projects of university-led large-scale real estate development in South Korea and Singapore, this paper contributes to the ongoing efforts to problematise the methodological statism in the study of East Asian urbanisation, i.e., understanding it as a process dominated by state actors, on the one hand, and to challenge the perspective that university-led real estate projects are a neoliberal strategy as conventionally understood in the West on the other. To this end, this paper uses qualitative research methods to investigate how and why East Asian universities participate in real estate development projects; how the universities pursue their material goals by negotiating with the state, which is known to have led condensed urbanisation and industrialisation in East Asia (Global East). This paper concludes that speculative real estate development activities of East Asian universities are variegated based on their developmental legacies and need to be understood as more nuanced processes. The case studies demonstrate that East Asian universities have worked beyond their social roles by directly participating in the urban process, pursuing the accumulation of real estate assets that would eventually undermine their public role as educational institutions. East Asian countries are often characterized as productivist welfare states whose social policies are subordinated to economic growth. However, in the past decade, public pressure for welfare expansion (or welfarism) has built up across all East Asian countries - including China, Japan, South Korea, Taiwan, and Singapore. Therefore, this paper asks: How has pro-welfare civil society influenced welfare expansion in East Asia over the past decade? Addressing this research question will help fill the theoretical gap on the relationship between contemporary pro-welfare civil society activism and welfare state expansion in East Asian countries. I address this theoretical gap by devising the New Power Approach which argues that pro-welfare civil society is the main driver of welfare expansions when the incumbent government is conservative. By implication, the stronger the pro-welfare civil society in generating political impetus for reforms, the greater the extent of welfare expansion in the country with a conservative government. This article critically reviews the national innovation systems of the four little tigers in East Asia, namely Hong Kong, Singapore, Taiwan and South Korea, in fostering R&D and technological research. A national innovation system is characterised by the interactions between the state, industries and universities in promoting innovation. This article attempts to explore such interactions in the four societies, paying particular attention to the role of higher education. Specifically, university–industry collaboration is the main body of analysis. Drawing from comparative perspectives, this article finally maps out the national innovation systems of East Asia. This paper looks at how Singapore's exchange rate regime has coped with exchange rate volatility, by comparing the performance of Singapore's actual regime in minimizing the volatility of the nominal effective exchange rate (NEER) and the bilateral rate against the US dollar with some counterfactual regimes and the corresponding performance of eight other East Asian countries. In contrast to previous counterfactual exercises, we apply a more disaggregated methodology for the trade weights, a larger number of trade partners and ARCH/GARCH techniques to capture the time-varying characteristics of volatility. Our findings confirm that Singapore's managed floating exchange rate system has delivered relatively low currency volatility. Although there are gains in volatility reduction for all countries in the sample from the adoption of either a unilateral or a common basket peg, particularly post-Asian crisis, these gains are relatively low for Singapore, largely because of low actual volatility. There are additional gains for non-dollar peggers from stabilizing intra-east Asian exchange rates against the dollar if they were to adopt a basket peg, especially post-crisis, but the gains for Singapore are again relatively modest. Finally, the conclusion from previous counterfactual studies that there is little difference between a unilateral basket peg and a common basket peg in terms of stability reduction is confirmed. This paper examines the evidence on saving-investment correlations and the covered interest parity conditions to gauge the degree of capital mobility in eight East Asia emerging markets. It is found that Hong Kong and Singapore have fairly mobile capital markets while other countries exhibit financial openness only to a certain extent. The results also indicate that financial integration has been broadly enhanced among these markets following their liberalizations. However, except for Hong Kong, the degree of capital mobility in all markets has not yet returned to the level before the Asian crisis. [ABSTRACT FROM AUTHOR]

This paper aims to develop an integrated policy index system using a Surface Measure of Overall Performance ( SMOP) approach to comprehensively evaluate and compare the policy input and social output of the retirement payment system in urban and rural China, Hong Kong, Singapore and Taiwan. With this, a tool may be developed to help insightfully examine the old-age income policies and appropriately, and perhaps theoretically in the future, categorize the types of retirement provisions or social security policies as a whole in the East and West. The results indicate that, particularly in urban China, Hong Kong, Singapore and Taiwan, a low level of de-familization and medium and high levels of gender equality are the common features of these five pensions in China, Hong Kong, Singapore and Taiwan. Furthermore, it is found that the retirement provisions in China, Hong Kong, Singapore and Taiwan can well be divided into two groups based on the level of pension right protection and illustrate different characteristics between them accordingly. In addition, policy implications and suggestions for further reforms of these retirement payment schemes are elaborated in the light of the findings of this policy index system. The global financial crisis has shattered many illusions, one of which being that sovereign wealth funds (SWFs) are properly treated as arms-length investment institutions subject only to global standards of good governance. In fact, in a number of East Asian countries SWFs have acted as 'insurers of last resort' for their nation-states underwriting financial stability and social welfare. In this paper, we explain how and why this came to pass, arguing that this role serves to sustain the legitimacy of the nation-state as well as justify the separation of SWF assets from the public interest in current consumption and spending. Focusing upon the Government of Singapore Investment Corporation (GIC), we suggest that the prospect of recurrent financial crises was an important prompt for its establishment in 1981, reinforced by the experience of many East Asian countries in the 1997 Asian financial crisis. The formal constitution of the GIC, the mechanisms by which its reserves are returned to the government in crisis, and the role of different sections of the political elite in managing those assets are explained. Referencing the principles of best-practice fund governance and the Santiago Principles underwriting the legitimacy of SWFs, we also consider the governance of the GIC, especially as regards its investment processes. Implications are drawn for the experience of Western countries, particularly the UK and the USA, wherein the failure of their banking systems has put untold pressures on current and future living standards. The article discusses the mandated reporting of key performance indicators by public agencies to public accountability authorities in Taiwan, Hong Kong, and Singapore. The author suggests that the existence of these indicators in public agencies' annual reports and budget papers does not necessarily lead to their effective use for decision making. The actual utilization of these indicators for making decisions should be described as careful and cautious. They are still affective because they give symbolic benefits to the government.

Background: The rate of international migration for the primary purpose of employment has increased exponentially in recent decades. A significant proportion of this global movement takes place across East and Southeast Asia as workers move on a temporary basis from lower-middle-income home countries such as Indonesia, the Philippines, Thailand and Vietnam to high-income host destinations including Hong Kong and Singapore. Relatively little is known about the unique and long-term health needs of this heterogeneous group of people. This systematic review presents an analysis of recent research into the experiences and perceptions of health of temporary migrant workers in the East and Southeast Asian regions. Methods: Five electronic databases CINAHL Complete (via EbscoHost), EMBASE (including Medline), PsycINFO (via ProQuest), PubMed and Web of Science, were systematically searched for qualitative or mixed methods, peer-reviewed literature published in print or online between January 2010 and December 2020. Quality of the studies was assessed using the Critical Appraisal Checklist for Qualitative Research published by the Joanna Briggs Institute. Findings from the included articles were extracted and synthesised using qualitative thematic analysis. Results: Eight articles were included in the review. Findings from this review indicate that multiple dimensions of workers' health is impacted by the processes of temporary migration. In addition, the research reviewed indicated that migrant workers used various strategies and mechanisms to attempt to address their health-related issues and to take better care of themselves. Such agentic practices could help them manage and maintain their health and wellbeing across physical, psychological and spiritual dimensions within the structural constraints of their employment. Conclusions: Limited published research has focused on the health perceptions and needs of temporary migrant workers in East and Southeast Asia. The studies included in this review focused on female migrant domestic workers in Hong Kong, Singapore, and the Philippines. These studies provide valuable insights but do not reflect the heterogeneity of migrants moving within these regions. The findings of this systematic review highlight that temporary migrant workers experience high and sustained levels of stress and are exposed to certain health risks which may compromise long-term health outcomes. These workers demonstrate knowledge and skills in managing their own health. This suggests that strength-based approaches to health promotion interventions may be effective in optimising their health over time. Background: Data literacy is increasingly important in today's data-driven world. Students across many educational systems first formally learn about data in elementary school not as a separate subject but via the mathematics curriculum. This experience can create tensions in the priorities of learning and assessment given the presence of other foundational mathematics content domains such as numbers, algebra, measurement, and geometry. There is a need to study data literacy in comparison to these other content domains in elementary mathematics. To address this need, we developed a methodology motivated by thinking curriculum theory and aligned with international assessment framework, for comparative analysis across mathematics content domains. This methodology examined increasing levels of cognitive domains from knowing to applying to reasoning across mathematics content domains. Intended, assessed, and attained curricula were analyzed using Singapore as a case study, combined with broader comparisons to attainments in four East Asian countries in TIMSS, an international large-scale assessment. Results: We found that learning in the data domain had very limited coverage in intended and assessed curricula in Singapore. However, compared to other mathematics content domains, the data curriculum placed heavier emphasis on higher-order cognitive domains including the use of generally difficult mixed data visualizations. This demanding curriculum in Singapore was associated with the highest attainment in the data domain among average 4th grade Singaporean students relative to students in four East Asian countries in TIMSS, as analyzed by quantile regression. However, lower-performing Singaporean students at the 10th percentile generally did not outperform their East Asian peers. We further found very limited applications of data in other mathematics domains or cross-domain learning more generally. Conclusion: Our study offers a comparative analysis of the data curriculum in elementary school mathematics education. While the data curriculum was cognitively demanding and translated to very high average attainments of Singaporean students, the curriculum did not equally help weaker Singaporean students, with implications on current discourse on equity–excellence trade-off in science, technology, engineering, and mathematics (STEM) education. Our study further highlights the lack of cross-domain learning in mathematics involving data. Despite the broad applicability of data science, elementary school students' first formal experience with data may lack emphasis on its cross-domain applications, suggesting a need to further integrate data skills and competencies into the mathematics curriculum and beyond. Different from the development of health sector, there are significant variations in the underpinnings and formation timings of solidarity-based long-term care (LTC) systems. This paper compares the historical developmental trajectories and identifies factors of the transitions of the actual practices of solidarity - the scope of community, the scope of interdependence, and the costs of joint action - in the health and LTC sectors in four East Asian countries: Japan, South Korea, Taiwan, and Singapore. Comparative policy analysis. Healthcare tends to be considered a universal value such that its boundary should include all residents, while LTC is closer to an entitlement of citizens. The differing solidarity reflects path dependency as well as historical legacies and policy diffusion between the health and LTC sectors. In both health and LTC sectors, the costs involved in collective service provision are not distributed evenly between generations. Centralized governance is a prevailing feature of health and LTC sectors in East Asia, allowing solidarity-based institutional arrangements to be established without an overall sense of solidarity. East Asian students regularly take top positions in international league tables of educational performance. Using internationally comparable student-level data, I estimate how family background and schooling policies affect student performance in five high-performing East Asian economies. Family background is a strong predictor of student performance in Korea and Singapore, while Hong Kong and Thailand achieve more equalized outcomes. There is no evidence that smaller classes improve student performance in East Asia. But other schooling policies such as school autonomy over salaries and regular homework assignments are related to higher student performance in several of the considered countries. We investigate the effect of related party transactions (RPTs) on value relevance and informativeness of accounting earnings for firms based in East Asia. Using a hand-collected sample of 398 listed companies comprising 1194 firm-year observations from Hong Kong, Malaysia, Singapore and Thailand, we find that firms engaging more extensively in RPTs have significantly lower value relevance and lower informativeness of earnings both in the current year and subsequent year than firms engaging less in RPTs. Furthermore, the results indicate that the types of RPTs affect value relevance and informativeness of earnings differently in that the effect of simple and loans RPTs are more negative than complex transactions. The extent of the negative effect of RPTs is lower in Hong Kong and Singapore where investor protection is higher compared to the other two economies. These findings are robust to controlling for firm-specific attributes, corporate governance, ownership structure, earnings quality, and a variety of sensitivity tests. These results are consistent with the conflict of interest view that RPTs compromise the quality of accounting earnings and this leads to the reduction in earnings and market value relationship for firms that engage in RPTs. The newly industrialised and high income economies of East Asia perform remarkably well on a range of health system indicators. We adopt an institutional lens to examine and compare the similarities and differences in health care financing and provision in the paired cases of Singapore, Malaysia, Taiwan and South Korea. This illuminates how, despite seemingly common global, regional and functional demands, reformers have responded through diverse means to different institutional constraints. Moreover, some of these cases illuminate the cognizance of reformers with respect to vulnerabilities in their own health care systems enabling effective, albeit ongoing, management. Contrary to definition, postcolonial critique is not even about colonialism, literally. What it really refers to on the other hand and in what sense it is ‘post’ are more difficult to answer. In short, the advent of postcolonial critique as a broad-based theoretical movement may have developed full scale in the 1990s, but its meaning and focus for scholars entrenched in different disciplinary frameworks and mindsets were very different. Mainly incompatible discourses have accounted for much of the debate and confusion that resulted, but definitional problems are in fact a crucial point of departure for how one should understand the potential of postcolonial critique and its broader ramifications for theory. In this regard, I attempt to follow up on one definition or frame of reference then develop this into a critical theory of institutions and practices, with particular reference to contemporary Singapore. Adopting homothetic variable returns to scale functional specifications, this study identifies the returns to scale in the aggregate production functions of four East Asian newly industrialized economies–Hong Kong, Korea, Singapore, and Taiwan–and the Group of Five economies based on a maximum likelihood estimation. The study finds evidence of increasing returns in the early developmental stage of the East Asian economies. Separating out the scale contribution from the non-scale factor contributions, the decomposition of the sources of East Asian economic growth differs significantly from the conventional constant returns to scale results, indicating that the role of technical progress is overestimated when constant returns to scale is assumed.
