Achieving sustainable development globally requires multilevel and interdisciplinary efforts and perspectives. Global goals shape priorities and actions at multiple scales, creating cascading impacts realized at the local level through the direction of financial resources and implementation of programs intended to achieve progress towards these metrics. We explore ways to localize global goals to best support human well-being and environmental health by systematically comparing the UN Sustainable Development Goals (SDGs) with regionally-derived well-being dimensions that encompass components of social–ecological resilience across the Pacific Islands. Our research shows that, in the context of the Pacific, there are overlaps but also significant gaps between regional conceptions of well-being and the globally-derived SDGs. Some dimensions, related to human health and access to infrastructure and finances, are well represented in the SDGs. Other dimensions of high importance when localizing perspectives of well-being, such as those regarding connections between and across people and place and Indigenous and local knowledge, are not. Furthermore, internationally generated indicators may result in trade-offs and measurement challenges in local contexts. Creating space for place-based values in global sustainability planning aligns with international calls for transformational changes needed to achieve global goals. We identify challenges in applying SDG indicators at the local level and provide lessons learned to foster equitable and holistic approaches and outcomes for sustainability.

Pollution from land-based run-off threatens coastal ecosystems and the services they provide, detrimentally affecting the livelihoods of millions people on the world's coasts. Planning for linkages among terrestrial, freshwater and marine ecosystems can help managers mitigate the impacts of land-use change on water quality and coastal ecosystem services. We examine the approaches used for land-sea planning, with particular focus on the models currently used to estimate the impacts of land-use change on water quality and fisheries. Our findings could also be applied to other ecosystem services. This Review encompasses modelling of: large scale drivers of land-use change; local activities that cause such change; run-off, dispersal and transformation of pollutants in the coastal ocean; ecological responses to pollutants; socio-economic responses to ecological change; and finally, the design of a planning response. We find that there is a disconnect between the dynamical models that can be used to link land to sea processes and the simple tools that are typically used to inform planning. This disconnect may weaken the robustness of plans to manage dynamic processes. Land-sea planning is highly interdisciplinary, making the development of effective plans a challenge for small teams of managers and decision makers. Synthesis and applications. We propose some guiding principles for where and how dynamic land-sea connections can most effectively be built into planning tools. Tools that can capture pertinent processes are needed, but they must be simple enough to be implemented in regions with limited resources for collecting data, developing models and developing integrated land-sea plans.

The population of Leatherback Sea Turtles (Dermochelys coriacea) in the western Pacific has experienced dramatic declines over the past two decades. The full extent of these declines and the current status of the western Pacific sub-population remains unclear due to the remote nature of these nesting beaches. Zaira, on the southern coast of Vangunu Island in the Western Province of Solomon Islands is a previously undocumented nesting ground for Leatherback Sea Turtles. Whilst leatherbacks in this area have traditionally been harvested by the local communities, the Zaira community independently initiated a full closure over leatherbacks in 1999 as a response to reducing numbers. This study provides an overview of the scientific and traditional knowledge that the Zaira community has used to underpin their community-based management regime of Leatherback Sea Turtles. The community self-initiated the construction of a leatherback hatchery that was able to replicate the ideal nesting temperature for balanced sex ratios. Furthermore, the community developed a nest monitoring and satellite telemetry programme to provide a regional context to their conservation efforts. This community-led approach highlights the important role local communities can play in the conservation of this iconic species.

Coastal fish populations are typically threatened by multiple human activities, including fishing pressure and run-off of terrestrial pollution. Linking multiple threats to their impacts on fish populations is challenging because the threats may influence a species directly, or indirectly, via its habitats and its interactions with other species. Here we examine spatial variation in abundance of coral reef fish across gradients of fishing pressure and turbidity in Fiji. We explicitly account for multiple pathways of influence to test the alternative hypotheses that (1) habitat moderates predation by providing shelter, so habitat loss only affects prey fish populations if there are abundant predators, (2) habitat change co-drives biomass of both prey and predator functional groups. We examined responses of 7 fish functional groups and found that habitat change co-drives both predator and prey responses to turbidity. Abundances of all functional groups were associated with changes in habitat cover; however, the responses of their habitats to turbidity were mixed. Planktivore and piscivore abundance were lower in areas of high turbidity, because cover of their preferred habitats was lower. Invertivore, browser and grazer abundance did not change strongly over the turbidity gradient, because different components of their habitats exhibited both increases and decreases with turbidity. The effects of turbidity on fish populations were minor in areas where fish populations were already depleted by fishing. These findings suggest that terrestrial run-off modifies the composition of reef fish communities indirectly by affecting the benthic habitats that reef fish use.

Aim Connectivity structures populations, communities and ecosystems in the sea. The extent of connectivity is, therefore, predicted to also influence the outcomes of conservation initiatives, such as marine reserves. Here we review the published evidence about how important seascape connectivity (i.e. landscape connectivity in the sea) is for marine conservation outcomes. Location Global. Methods We analysed the global literature on the effects of seascape connectivity on reserve performance. Results In the majority of cases, greater seascape connectivity inside reserves translates into better conservation outcomes (i.e. enhanced productivity and diversity). Research on reserve performance is, however, most often conducted separately from research on connectivity, resulting in few studies (

Sea-level rise will change environmental conditions on coral reef flats, which comprise extensive habitats in shallow tropical seas and support a wealth of ecosystem services. Rapid relative sea-level rise of 0.6 m over a relatively pristine coral reef in Solomon Islands, caused by a subduction earthquake in April 2007, generated a unique opportunity to examine in situ coral reef response to relative sea-level rise of the magnitude (but not the rate) anticipated by 2100. Extent of live coral was measured from satellite imagery in 2003, 2006, 2009 and 2012. Ecological data were obtained from microatolls and ecological surveys in May 2013. The reef was sampled at 12 locations where dense live hard coral remained absent, remained present or changed from absent to present following subsidence. Ecological data (substratum depth, live coral canopy depth, coral canopy height, substratum suitability, recruitment, diversity and Acropora presence) were measured at each location to identify factors associated with coral response to relative sea-level rise. Vertical and horizontal proliferation of coral occurred following subsidence. Lateral expansion of live coral, accomplished primarily by branching Acropora spp., resulted in lower diversity in regions which changed composition from pavement to dense live coral following subsidence. Of the ecological factors measured, biotic factors were more influential than abiotic factors; species identity was the most important factor in determining which regions of the reef responded to rapid sea-level rise. On relatively pristine reef flats under present climatic conditions, rapid relative sea-level rise generated an opportunity for hard coral to proliferate. However, the species assemblage of the existing reef was important in determining response to sea-level change, by providing previously bare substrate with a source of new coral colonies. Degraded reefs with altered species composition and slower coral growth rates may be less able to respond to climate change-induced sea-level changes.

Local perceptions of environmental and climate change, as well as associated adaptations made by local populations, are fundamental for designing comprehensive and inclusive mitigation and adaptation plans both locally and nationally. In this paper, we analyze people's perceptions of environmental and climate-related transformations in communities across the Western Solomon Islands through ethnographic and geospatial methods. Specifically, we documented people's observed changes over the past decades across various environmental domains, and for each change, we asked respondents to identify the causes, timing, and people's adaptive responses. We also incorporated this information into a geographical information system database to produce broad-scale base maps of local perceptions of environmental change. Results suggest that people detected changes that tended to be acute (e.g., water clarity, logging intensity, and agricultural diseases). We inferred from these results that most local observations of and adaptations to change were related to parts of environment/ecosystem that are most directly or indirectly related to harvesting strategies. On the other hand, people were less aware of slower insidious/chronic changes identified by scientific studies. For the Solomon Islands and similar contexts in the insular tropics, a broader anticipatory adaptation planning strategy to climate change should include a mix of local scientific studies and local observations of ongoing ecological changes.

Benthic cyanobacteria have commonly been a small but integral component of coral reef ecosystems, fulfilling the critical function of introducing bioavailable nitrogen to an inherently oligotrophic environment. Though surveys may have previously neglected benthic cyanobacteria, or grouped them with more conspicuous benthic groups, emerging evidence strongly indicates that they are becoming increasingly prevalent on reefs worldwide. Some species can form mats comprised by a diverse microbial consortium which allows them to exist across a wide range of environmental conditions. This review evaluates the putative driving factors of increasing benthic cyanobacterial mats, including climate change, declining coastal water quality, iron input, and overexploitation of key consumer and ecosystem engineer species. Ongoing global environmental change can increase growth rates and toxin production of physiologically plastic benthic cyanobacterial mats, placing them at a considerable competitive advantage against reef-building corals. Once established, strong ecological feedbacks [e.g., inhibition of coral recruitment, release of dissolved organic carbon (DOC)] reinforce reef degradation. The review also highlights previously overlooked implications of mat proliferation, which can extend beyond reef health and affect human health and welfare. Though identifying (opportunistic) consumers of mats remains a priority, their perceived low palatability implies that herbivore management alone may be insufficient to control their proliferation and must be accompanied by local measures to improve water quality and watershed management.

Baseline records are crucial in understanding how chemicals of concern impact on the receiving environment. We analysed terrestrial and marine resources from a pristine site on Isabel Island, Solomon Islands, to provide environmental baseline levels for total arsenic and arsenic species composition for commonly consumed marine resources. Our data show that levels of the more toxic inorganic arsenic species were very low or below detectable limits, with the exception of the seaweed Sargassum sp. that contained pentavalent inorganic arsenic levels of 4.63 μg g −1 . Total arsenic concentrations in the majority of marine and terrestrial samples collected were below 2 μg g −1 . The less toxic arsenobetaine was the predominant arsenic species present in all marine fauna samples analysed. This work highlights the need for arsenic speciation analysis to accurately assess potential toxicity of marine resources and provides a crucial baseline to assess the impact of future development within this region.

Conservation focuses on maintaining biodiversity and ecosystem functioning, but gaps in our knowledge of species biology and ecological processes often impede progress. For this reason, focal species and habitats are used as surrogates for multispecies conservation, but species-based approaches are not widely adopted in marine ecosystems. Reserves in the Solomon Islands were designed on the basis of local ecological knowledge to conserve bumphead parrotfish (Bolbometopon muricatum) and to protect food security and ecosystem functioning. Bumphead parrotfish are an iconic threatened species and may be a useful surrogate for multispecies conservation. They move across tropical seascapes throughout their life history, in a pattern of habitat use that is shared with many other species. We examined their value as a conservation surrogate and assessed the importance of seascape connectivity (i.e., the physical connectedness of patches in the seascape) among reefs, mangroves, and seagrass to marine reserve performance. Reserves were designed for bumphead parrotfish, but also enhanced the abundance of other species. Integration of local ecological knowledge and seascape connectivity enhanced the abundance of 17 other harvested fish species in local reserves. This result has important implications for ecosystem functioning and local villagers because many of these species perform important ecological processes and provide the foundation for extensive subsistence fisheries. Our findings suggest greater success in maintaining and restoring marine ecosystems may be achieved when they are managed to conserve surrogate species and preserve functional seascape connections.

Numerous studies have explored the “shifting baseline syndrome” (SBS), which suggests that individual perceptions of environmental health are formed by comparing the environment to a “baseline” from the past. Understanding social perceptions of environmental conditions, especially where they differ from ecological assessments, can help guide environmental management efforts. In this study we compared ecological assessments of coral reef health with perceptions of reef health from surveyed residents in five villages in Solomon Islands and Fiji. Comparative analysis suggests that respondents from Solomon Islands perceived their reefs as being degraded, yet based on ecological measurements actually had healthier reefs, while in Fiji fewer people perceived their reefs to be declining in health, yet ecological measurement showed them to be more degraded than Solomon Islands reefs. We found no evidence of baselines “shifting” relative to respondent age in this instance and suggest that these differential baselines and the inverse relationship between local perceptions and ecological measurements may be a result of: (1) differences in the rate of environmental change experienced at local scales; and (2) may also be related to differences in respondent perceptions of “quality of life” at each site. If the success of conservation approaches such as marine protected areas (MPAs) are dependent on local social consensus that natural resources are diminished or degraded, then tracking broader social indicators like “quality of life” and “rates of change” (real and perceived) alongside ecological assessments of environmental health may prove beneficial to conservation practitioners.

Aim: To evaluate the potential of habitat connectivity to promote the effectiveness of marine reserves. We used heterogeneous reef seascapes as a model system to examine the potential interaction of reserves and mangrove-reef connectivity and compared the magnitude of these effects across the western Pacific Ocean. Location: The tropical and subtropical western Pacific, including the Solomon Islands, Great Barrier Reef and Moreton Bay, Australia. Methods: We quantified fish densities on coral reefs (38 sites) and in mangrove forests (19 sites) across seven marine reserves and twelve unprotected control locations. Fish assemblages were in seascapes supporting either adjacent reefs and mangroves or isolated reefs. For each reserve-control comparison, we evaluated the potential interactive effects of habitat connectivity on species richness and densities of harvested species, functional groups, families and individual species. We then examined the influence of spatial variation in reserve attributes, seascape heterogeneity and latitude on the magnitude of reserve-connectivity effects. Results: Snappers (Lutjanidae) and rabbitfish (Siganidae) were more abundant on reserve reefs close to mangroves in all regions. These interactive effects also enhanced the abundance of sweetlip (Haemulidae), bream (Sparidae), harvested fish, herbivores and piscivores and species richness in two of the three regions examined. Spatial variation in the magnitude of reserve-connectivity effects was explained by differences among reserves in seascape variables (i.e. area of mangroves and reef, duration of mangrove inundation and distance to rivers) but not by reserve attributes (i.e. age, size, poaching) or latitude. Main conclusions: Habitat connectivity improved the effectiveness of reserves across the western Pacific Ocean. We recommend that heterogeneous landscapes with high-habitat connectivity should be viewed as high priorities for conservation. By improving our understanding of connectivity, and through its explicit incorporation into conservation, we may have greater success in restoring biodiversity and functioning of ecosystems.

Coastal ecosystems can be degraded by poor water quality. Tracing the causes of poor water quality back to land-use change is necessary to target catchment management for coastal zone management. However, existing models for tracing the sources of pollution require extensive data-sets which are not available for many of the world’s coral reef regions that may have severe water quality issues. Here we develop a hierarchical Bayesian model that uses freely available satellite data to infer the connection between land-uses in catchments and water clarity in coastal oceans. We apply the model to estimate the influence of land-use change on water clarity in Fiji. We tested the model’s predictions against underwater surveys, finding that predictions of poor water quality are consistent with observations of high siltation and low coverage of sediment-sensitive coral genera. The model thus provides a means to link land-use change to declines in coastal water quality.

Monitoring and evaluation are central to ensuring that innovative, multi-scale, and interdisciplinary approaches to sustainability are effective. The development of relevant indicators for local sustainable management outcomes, and the ability to link these to broader national and international policy targets, are key challenges for resource managers, policymakers, and scientists. Sets of indicators that capture both ecological and social-cultural factors, and the feedbacks between them, can underpin cross-scale linkages that help bridge local and global scale initiatives to increase resilience of both humans and ecosystems. Here we argue that biocultural approaches, in combination with methods for synthesizing across evidence from multiple sources, are critical to developing metrics that facilitate linkages across scales and dimensions. Biocultural approaches explicitly start with and build on local cultural perspectives — encompassing values, knowledges, and needs — and recognize feedbacks between ecosystems and human well-being. Adoption of these approaches can encourage exchange between local and global actors, and facilitate identification of crucial problems and solutions that are missing from many regional and international framings of sustainability. Resource managers, scientists, and policymakers need to be thoughtful about not only what kinds of indicators are measured, but also how indicators are designed, implemented, measured, and ultimately combined to evaluate resource use and well-being. We conclude by providing suggestions for translating between local and global indicator efforts.

On April 2nd, 2007 a 12 m tsunami struck Simbo, a relatively remote island in Western Province, Solomon Islands. Although Simbo's population continues to depend on their own food production and small-scale governance regimes regulate access to resources, the island's way of life over the last century has increasingly been affected by processes associated with globalization. In this context of a rapidly globalizing world, this article examines the island's resilience and vulnerability to the tsunami and the adaptive capacities that enabled the response and recovery. The tsunami completely destroyed two villages and damaged fringing coral reefs, but casualties were low and social–ecological rebound relatively brisk. By combining social science methods (household surveys, focus group and ethnographic interviews) and underwater reef surveys we identify a number of countervailing challenges and opportunities presented by globalization that both nurture and suppress the island's resilience to high amplitude, low-frequency disturbances like tsunamis. Analysis suggests that certain adaptive capacities that sustain general system resilience come at the cost of more vulnerability to low-probability hazards. We discuss how communities undergoing increasingly complex processes of change must negotiate these kinds of trade-offs as they manage resilience at multiple spatial and temporal scales. Understanding the shifting dynamics of resilience may be critical for Pacific Island communities who seek to leverage globalization in their favor as they adapt to current social–ecological change and prepare for future large-scale ecological disturbances.

A marked decline in the contribution by Marovo Lagoon to the annual total bêche-de-mer production of the Solomon Islands from 58% in 1989 to 17% in 2003 prompted investigation of their current biomass and diversity. We also assessed changes to critical ecological services and the prospects for population recovery following a fisheries closure. Day time and nocturnal transects revealed a mean abundance of 32.4 (SD = 5.3) low value species per ha (e.g. Holothuria atra, H. edulis, H. coluber and Thelenota anax) and 15.2 (SD = 2.7) high value species per ha (e.g. H. fuscogilva, Actinopyga lecanora, Stichopus hermanni and Thelenota ananas). Following a 17 month closure of the fishery (2005-2007), the abundance of bêche-de-mer was reported by local fisherman to have increased; however, no scientific studies were conducted that can substantiate this community held belief. The current study aimed to document the impact of re-opening the fishery in 2007 and documented a decline in high value species of 9% over a 5 month period following the opening of the fishery, while low value species continued to increase in abundance by 11%, over the same period based on nocturnal surveys. Continued observation of the recovery, post closure, and any subsequent harvest in Marovo will be required to properly understand population dynamics and provide a sustainable harvest plan for bêche-de-mer in the future.

Settlement tiles were used to characterise and quantify coral reef associated algal communities along water quality and herbivory gradients from terrestrial influenced near shore sites to oceanic passage sites in Marovo Lagoon, the Solomon Islands. After 6 months, settlement tile communities from inshore reefs were dominated by high biomass algal turfs (filamentous algae and cyanobacteria) whereas tiles located on offshore reefs were characterised by a mixed low biomass community of calcareous crustose algae, fleshy crustose algae and bare tile. The exclusion of macrograzers, via caging of tiles, on the outer reef sites resulted in the development of an algal turf community similar to that observed on inshore reefs. Caging on the inshore reef tiles had a limited impact on community composition or biomass. Water quality and herbivorous fish biomass were quantified at each site to elucidate factors that might influence algal community structure across the lagoon. Herbivore biomass was the dominant driver of algal community structure. Algal biomass on the other hand was controlled by both herbivory and water quality (particularly dissolved nutrients). This study demonstrates that algal communities on settlement tiles are an indicator capable of integrating the impacts of water quality and herbivory over a small spatial scale (kilometres) and short temporal scale (months), where other environmental drivers (current, light, regional variability) are constant.

Fish aggregating devices, or FADs, are used widely in developing countries to concentrate pelagic fish, making them easier to catch. Nearshore FADs anchored close to the coast allow access for rural communities, but despite their popularity among policy makers, there is a dearth of empirical analysis of their contributions to the supply of fish and to fisheries management. In this paper we demonstrate that nearshore FADs increased the supply of fish to four communities in Solomon Islands. Estimated total annual fish catch ranged from 4300 to 12,000 kg across the study villages, with nearshore FADs contributing up to 45% of the catch. While it is clear that FADs increased the supply of fish, FAD catch rates were not consistently higher than other fishing grounds. Villages with limited access to diverse or productive fishing grounds seemingly utilized FADs to better effect. Villagers believed FADs increased household income and nutrition, as well as providing a source of fish for community events. FADs were also perceived to increase intra-household conflict and reduce fishers' participation in community activities. FADs need to be placed within a broader rural development context and treated as another component in the diversified livelihoods of rural people; as with other livelihood options they bring trade-offs and risks.

There has been a resurgence in community-based management of coral reef resources in the developing world over the last two decades. However, many of the threats to reef ecosystems are increasing at a rate beyond local knowledge acquisition. Consequently, there is a continuing need for management tools and monitoring to support community-based approaches. Using algal, fish and reef indicators we provide a rapid assessment method of herbivorous fishes in Locally Managed Marine Areas in Fiji. The algal indicator technique provided a time-integrated assessment of the process of herbivory within Locally Managed Marine Areas and could be used by untrained community members to quantify management responses. Generally, reefs with higher herbivore biomass had a diverse low biomass of algae typical of healthy reefs. Reefs with fewer herbivores had a higher biomass of turf or leathery algae typical of degraded reefs. These results show that simple ecological indicators can be a useful addition to the existing local knowledge that underpins community-based management.

During the last decade there has been a significant rise in observations of blooms of the toxic cyanobacterium Lyngbya majuscula along the east coast of Queensland, Australia. Whether the increase in cyanobacterial abundance is a biological indicator of widespread water quality degradation or also a function of other environmental change is unknown. A bioassay approach was used to assesses the potential for runoff from various land uses to stimulate productivity of L. majuscula. In Moreton Bay, L. majuscula productivity was significantly (p < 0.05) stimulated by soil extracts, which were high in phosphorus, iron and organic carbon. Productivity of L. majuscula from the Great Barrier Reef was also significantly (p < 0.05) elevated by iron and phosphorus rich extracts, in this case seabird guano adjacent to the bloom site. Hence, it is possible that other L. majuscula blooms are a result of similar stimulating factors (iron, phosphorus and organic carbon), delivered through different mechanisms.

The bioavailability of iron, in combination with essential macronutrients such as phosphorus, has been hypothesised to be linked to nuisance blooms of the toxic cyanobacterium Lyngbya majuscula. The present laboratory study used two biological assay techniques to test whether various concentrations of added iron (inorganic and organically chelated) enhanced L. majuscula filament growth and productivity (14C-bicarbonate uptake rate). Organically chelated iron (FeEDTA) with adequate background concentrations of phosphorus and molybdenum caused the largest increases (up to 4.5 times the control) in L. majuscula productivity and filament growth. The addition of inorganic iron (without added phosphorus or molybdenum) also stimulated L. majuscula filament growth. However, overall the FeEDTA was substantially and significantly more effective in promoting L. majuscula growth than inorganic iron (FeCl3). The organic chelator (EDTA) alone and molybdenum alone also enhanced L. majuscula growth but to a lesser extent than the chelated iron. The results of the present laboratory study support the hypothesis that iron and chelating organic compounds may be important in promoting blooms of L. majuscula in coastal waters of Queensland, Australia.

The livelihood of many coastal communities in the Pacific Islands is directly dependent on the health of adjacent coral reefs. Reduction in water quality and over-harvesting of herbivorous fish are known to drive reef ecosystems towards a more degraded state. Community-based resource management practices have the potential to improve damaged reefs but quantitative data on their effectiveness remains largely unreported. This study investigated how land use changes and implementation of marine management influenced water quality, herbivorous fish biomass and reef condition of Marovo Lagoon in the Solomon Islands. Four study sites were located along a gradient of water quality, with two of the sites located inside marine protected areas (MPAs) designated in 2006. The results suggest that water quality in coastal areas adjacent to catchments modified by logging was negatively impacted. However, following natural revegetation of bare soil in the catchment between 2000 and 2010, water quality improved at all sites. The biomass of herbivorous fish was significantly greater in the MPAs compared to other sites and, importantly, we detected an increase in herbivore biomass between 2005 and 2008. Inshore reefs adjacent to logging operations had significantly lower coral cover and higher macroalgal cover than those offshore. Between 2005 and 2008 all sites showed an increase in crustose coralline algae cover and a decrease in turf algae colonising rocks, with the changes indicative of improving reef health. Collectively, these results indicate that reduction in logging and implementation of community-based management can have a positive influence on reefs in Marovo Lagoon.
