The establishment of incentive zones represents a cluster policy approach that a country can implement to boost economic growth. Being influenced by regional characteristics, the success of specific incentive types (special economic zones, free-trade zones, free zones) may vary considerably. By using a new composite indicator, differently designed according to each type of development plan, this study analyses 51 European incentive zones so as to identify best practices. Moreover, propensity score matching allows the net impact of the industrial policy to be assessed. This paper investigates the causality dynamics between happiness and per capita GDP growth and the impact of the recent financial crisis using a VAR-GARCH model for 10 European EMU countries divided in peripheral and non-peripheral members. The rationale of the analysis is to look at the two different dimensions (mean and variance) of economic growth and happiness within a time-series framework. The results show that GDP growth has significant positive effects on happiness in all countries considered, particularly in the PIIGS countries; happiness volatility is responsive to economic uncertainty. The size of this effect is bigger following the most recent crisis period, especially for the PIIGS countries. Our findings confirm the important role played by economic growth in determining population happiness and, most importantly, provides new evidence on the existence of causality linkages between economic uncertainty and happiness volatility. The paper presents the evolution of national disparities in Italy in a cyclical perspective, comparing GDP per capita growth rates in the Centre-North and South from 1892 to 2007. The aim is to evaluate the pro-cyclical pattern of macro-area divergences and to measure, with a non-parametric analysis, the degree of the Southern regions (Mezzogiorno) dependence on the whole country. A performance indicator for national growth is used to determine whether the South can be defined as a sheltered economy. Our results show that peripheral regions as a whole had different degrees of dynamism during the period considered and that the South can be defined as unequivocally sheltered only when national policies switched from industrialization and investments into simple transfers. In other periods, including recent times, national disparities do not show pro-cyclical patterns, supporting the conclusion that the Mezzogiorno has been exposed to market conditions and its economy has not always been dependent on external factors.
