Türkiye ekonomisinde yıllardır tartışılan en büyük sorunlarından biri işsizliktir. Politika yapıcıları işsizliği azaltmak için birçok politika belirlemektedirler. Bu politikaların en önemlilerinden biri yüksek büyüme oranları ile işsizliği azaltmaktır. İşsizlik ile büyüme arasındaki ilişki ilk kez Arthur M. Okun (1962) tarafından incelenmiş ve bu ilişkiyi konu alan yasa Okun Yasası olarak adlandırılmıştır.Çalışmada Türkiye ekonomisi için ekonomik büyüme ve işsizlik ilişkisini 2000:Q1-2010:Q3 üç aylık verileri kullanılarak analiz edildi. Kullanılan değişkenler büyüme verisi olarak GSYİH ve işsizliği tanımlamak için ise işsizlik rakamlarıdır. Çalışmanın birinci bölümünde işsizlik, işsizlik çeşitleri ve istihdam kavramları açıklandı ve daha sonra büyüme modellerinden bahsedildi. İkinci bölümde Okun Yasası açıklandı, Türkiye'de ekonomik büyüme ve işsizlik hakkında bilgi verildi ve konuyla ilgili geçmişte yapılan çalışmalara değinildi. Uygulama aşamasına serilerin birim kökleri incelenerek başlandı. Durağanlığın incelenmesi amacıyla uygulanan ADF, PP ve KPSS testleri sonucunda serilerin birinci dereceden durağan olduğu sonucuna varıldı. Ayrıca kırılmanın durağanlık üzerindeki etkisini sınamak amacıyla Zivot ve Andrews testi kullanıldı. Bundan sonraki aşamada Engle-Granger analizi ve Johansen Yöntemi kullanılarak iki serinin eşbütünleşik olmadığı bulunduğu için serilerin aralarında uzun dönemli ilişki olmadığı sonucuna varıldı. VAR modeli kurulmadan önce uygulanan Granger nedensellik analizi sonucunda iki serinin de birbirinin Granger nedeni olmadığı bulundu. Son olarak Etki Tepki Analizi ve Varyans Ayrıştırması Analizi uygulandı. Etki Tepki analizi sonucunda iki serinin altıncı dönemde dengeye ulaştığı görülmektedir. Varyans Ayrıştırması sonuçları işsizliğin oluşumunda büyümenin etkisi varken büyüme üzerinde işsizliğin etkili bir değişken olmadığını göstermektedir. One of the main problem of the Turkish economy in many years is unemployment. Policy makers determine many policies to reduce unemployment. One of the most important policy of these policies is reduce unemployment by high economic growth. Arthur M. Okun who first analyzed the relationship with unemployment and growth and the law which is refers this relationship named as a Okun Law.This study analyzes relationship of economic growth and unemployment by using quarterly data from 2000:Q1-2010:Q3 for Turkish economy. The variables used are GDP as a economic growth and number of unemployment person as a unemployment. First part of the study unemployment, types of unemployment and employment are explained than growth models are discussed. In second part Okun Law is explained, economic growth and unemployment in Turkey are discussed and previous literature about the subject is investigated survey. The empirical application is started by investigating integration levels of the variables. Based on results of ADF, PP and KPSS tests which is used to investigate stationarity it is decided that all series are first order integrated. Also by using Zivot Adreews test structural break is tested. After this applications long run relationship is investigated by using Engle-Granger Analysis and Johansen Method. The analysis results show that variables are not cointegrated it is decided that they have not long run relationship. Before VAR model constructed Granger Causality Analysis is carried out and shows that two variables is not Granger cause of each other. At last Impulse- Response Functions and Variance Decomposition Analysis applied for the model. Impulse Response Analysis shows that unemployment comes to equilibrium at the sixth period. Variance Decomposition shows that although GDP has a explanatory ratio on unemployment, unemployment has not on GDP. 124

Çalışmada Türkiye ekonomisi için fonksiyonel sınıflandırma kapsamında Kamu Mali Yönetimi ve Kontrol Kanunu'na ekli (I), (II) ve (III) sayılı cetvelde yer alan merkezî yönetim kapsamındaki kamu idarelerinin birinci düzey faaliyetlerini temsil eden harcama kalemleri ile Gayri Safi Yurtiçi Hasıla (GSYİH) arasındaki nedensellik ilişkisi 2006:Q1-2019:Q4 dönemi üç aylık verileri kullanılarak analiz edildi. Çalışmanın birinci bölümünde kamu harcaması kavramı, kamu harcamalarının sınıflandırılması, kamu harcamalarının artış nedenleri, kamu harcamalarının artışını açıklayan bazı görüşler açıklandı. İkinci bölümde Türkiye'de kamu harcamaları ve ekonomik büyümenin seyri hakkında bilgi verildi ve konuyla ilgili geçmişte yapılan çalışmalara değinildi. Uygulama aşamasında ilk olarak serilerin birim kök dereceleri Augmented Dickey Fuller (ADF) testi ve Phillips Perron testi ile incelendi. Birim kök testi sonuçlarına göre GSYİH birinci dereceden birim kök içermekteyken, kamu harcaması serilerinin bir kısmının birim kök içermediği ve bir kısmının da birinci derceden birim kök içerdiği gözlemlenmiştir. Daha sonra nedensellik ilişkisi Todo-Yamamoto nedensellik testi ile incelenmiş ve Gayri Safi Yurtiçi Hasıladan (SLRGSYİH) Çevre Koruma Hizmetleri (SLRÇKH), Dinlenme Kültür ve Din Hizmetleri (SLRDKDH), Eğitim Hizmetleri (SLREH), İskan ve Toplum Refahı Hizmetleri (SLRITRH), Sağlık Hizmetleri (SLRSH), Savunma Hizmetleri (SLRSVH) değişkenlerine ve Kamu Düzeni ve Güvenlik Hizmetleri (SLRKDGH) değişkeninden Gayri Safi Yurtiçi Hasıla (SLRGSYİH) değişkenine doğru tek yönlü nedensellik bulunmuştur. For Turkey's economy in this working within the scope of functional classification, the causality relationship between the expenditure items representing the first level activities of public administrations within the scope of central government included in the tables (I), (II) and (III) attached to the Public Financial Management and Control Law and the Gross Domestic Product (GDP) is analyzed using quarterly data of 2006:Q1-2019:Q4. In the first part of the study public expenditures concept, classification of public expenditures, some views explaining the increase in public expenditures are mentioned. In second part information is given on public spending and the course of economic growth in Turkey and past studies on the subject are mentioned. At the application stage, the unit root grades of the series are first examined by Augmented Dickey Fuller (ADF) test and Phillips Perron test. According to the results of unit root test, it is observed that while GDP includes first-order unit root, some of the public expenditure series do not contain unit root and some of them contain first-order unit root. Then, the causality relationship between them is examined with the Todo-Yamamoto causality test and one-way causality is found from Gross Domestic Product (SLRGDP) to Environmental Protection Services (SLRÇKH), Recreation, Culture and Religious Services (SLRDKDH), Education Services (SLREH), Settlement and Community Welfare Services (SLRITRH), Health Services (SLRSH), Defense Services (SLRSVH) variables and from Public Order Security Services (SLRKDGH) variable to Gross Domestic Product (SLRGDP) variable.
