Economic cooperation between Hong Kong and Mainland China, especially Guangdong province, has flourished since the establishment of the Hong Kong Special Administrative Region in 1997. The landmark is the conclusion of the Closer Economic Partnership Arrangement (CEPA) between Hong Kong and the Mainland in 2003. CEPA covers liberalisation of trade in goods, liberalisation of trade in services, mutual recognition of professional qualifications, and other trade facilitation measures. This paper uses the collaborative governance regime framework to analyse the economic cooperation between Hong Kong and Mainland China under CEPA. This case shows that if there are environmental conditions generating incentives for both parties to cooperate, a committed leadership on both sides to drive the regime, and institutional arrangements that could facilitate the collaborative dynamics, effective collaboration between players from different political and institutional backgrounds can still be achieved. The article presents information about the book "Guangdong: Survey of a Province Undergoing Rapid Change." The book contains nineteen papers, revised and updated, that take stock of the recent transformation of Guangdong. The papers discuss the changing relations between the central government and Guangdong; the economy; agriculture and forestry; energy resources; industry and trade; service industries; money, banking, and finance; entrepreneurs; education; changing health needs and emerging health problems; welfare provisions.

Abstract: Most of China’s coastline is economically developing, densely populated, and frequently hit by landfalling Tropical Cyclones (TCs). Economic losses below province level have not been systematically analyzed due to lack of data. The objective of this paper is to conduct a TC loss assessment on county level in Fujian Province, coastal SE China, and to break down economic losses from province-scale to smaller administrative units. A unique loss database established by the China Meteorological Administration (CMA) and National Climate Center is used, and four entries at county-level are derived: location of losses due to TC, total economic losses per TC, start time of TC, and end time of TC. Tracks and intensities of TCs from 1949–2008 are derived from the CMA and Shanghai Typhoon Center annual typhoon yearbooks. Physical and economic data are overlaid in a Geographical information System. The landfall spots of TCs on China’s mainland coastline from 1949–2008 are determined by generating segments of 1° length. The result shows that Guangdong Province (South China) and Fujian Province (South-East China) host distinct hot spots where TCs make frequent landfall. All TCs making landfall in Central-North Fujian originated from the West North Pacific and none from the South China Sea. Direct economic losses in 25 counties along Fujian’s coastline due to TCs from 1984–2007 are analyzed and corrected with the Consumer Price Index. Some counties report losses frequently at low magnitude but seldom at high magnitude. Others like urban Fuzhou experience losses above 10 million CNY per TC, the most costly one 70 times higher. Other rural counties might experience economic losses far below 10 million CNY when being hit. Landfalling TCs in average cause economic losses of minimum 10 million CNY in 21 of 25 counties. In roughly one third of the counties, economic losses account for more than 30 million CNY when a TC has impact. The average economic losses per TC are 0.2–0.5% of the counties’ GDP (South and North of Fujian’s coastline) and even more than 0.5% of the GDP in North-East Fujian. The economic impacts of TCs are higher along the southern and northern coastline of Fujian Province where TC landfall activity is higher, but higher economic losses are triggered by higher GDP in these counties. The most costly TCs in Fujian had intensities of Severe Tropical Storm or Typhoon and occurred mostly in the 2000’s after making landfall in July. [Copyright &y& Elsevier]

Guangdong is a developed province in China, but suffers from frequent typhoon disasters which cause great economic loss. Quantitative regional risk assessment of typhoon disasters is important for disaster prevention and mitigation. According to direct economic loss and typhoon intensity information, we established a typhoon disaster loss rate curve using data from 1954 to 2008. Based on GIS spatial module, the economic vulnerabilities of different intensity typhoons were calculated for 98 counties in Guangdong Province. Different intensity typhoon landing frequencies in Guangdong were also calculated, and used to indicate typhoon disaster probability. A risk assessment model was established to assess economic loss risk under different intensity typhoons in Guangdong. The results show that economic loss risk caused by typhoon is more than 10 thousand million CNY; according to typhoon intensity grade, economic risk is up to 10.467, 14.429, 7.753 and 13.591 thousand million CNY for slight, light, medium and severe typhoons, respectively. The Pearl River Delta is the highest risk region, especially Guangzhou, Dongguan, Shenzhen, Zhongshan and Zhuhai. Risk value decreases from Pearl River coastal outfall to the inland in a radial pattern. Inland areas far from coastal counties have lower risk, and the risk value is less than 50 million CNY. When typhoon intensity increases from slight to medium, the risk in western is higher than in eastern parts, but when typhoons become to severe, the risk value in eastern Guangdong part is higher than in the west. This study examines whether there are changes to the inter-influence between the economic positions of Guangdong and Hong Kong. We use the Granger causality test to determine the mutual influence of Guangdong and Hong Kong in their economic positions. Our result indicates that there is a long-term cointegrating and stable economic relationship between Guangdong and Hong Kong. In addition, the result of the ECM Granger causality test suggests that the economies of Guangdong and Hong Kong are substitutes for each other but not complementary. Our analyses of the structural changes before and after 1997 show that the lead economic position between Guangdong and Hong Kong changes before and after 1997. [ABSTRACT FROM AUTHOR]
