Globally there is a shortage of organs available for transplant resulting in thousands of lives lost as a result. Recently in the United Kingdom 457 people died as a result of organ shortage in just 1 year. 1 NHS Blood and Transplant suggest national debates to test public attitudes to radical actions to increase organ donation should be considered in addressing organ shortage. The selling of organs for transplant in the United Kingdom is prohibited under the Human Tissue Act 2004. This discussion paper considers five ethical objections raised in the United Kingdom to paid donation and discusses how these objections are addressed within the only legal and regulated paid living unrelated renal donation programme in the world in Iran, where its kidney transplant list was eliminated within 2 years of its commencement. This article discusses whether paid living unrelated donation in Iran increases riskier donations and reduced altruistic donation as opponents of paid donation claim. The paper debates whether objections to paid donation based upon commodification arguments only oppose enabling financial ends, even if these ends enable beneficent acts. Discussions in relation to whether valid consent can be given by the donor will take place and will also debate the objection that donors will be coerced and exploited by a paid model. This article suggests that exploitation of the paid donor within the Iranian model exists within the legally permitted framework. However, paid living kidney donation should be discussed further and other models of paid donation considered in the United Kingdom as a radical means of increasing donation. [ABSTRACT FROM AUTHOR]

This report shares the findings and lessons learned from an investigation into the economics of disaggregated models for assessing and accrediting informal learners undertaking post secondary education. It presents some key economic and governance challenges for universities to consider in implementing OER assessment and accreditation policies. It also includes discussion of findings from a small-scale survey conducted by two of the authors on perceptions, practices and policies relating to openness in assessment and accreditation in post secondary institutions, with a particular focus on the "OER universitas" (OERu) concept. Recruitment is one of the main strategic tools for universities, which aim to hire the best possible candidates for their academic positions. However, not every institution can hire whom they perceive as the best. Our paper investigates what are perceived to be the most pressing hindrances to attracting the best researchers. We focus on national and disciplinary differences in researchers' perceptions of barriers to recruiting the best scholars in their fields. We surveyed researchers in economics and physics in the Netherlands, Norway, and the UK and find that economists emphasize salary level and institutional prestige as the main barriers, while physicists underline competition from non-academic actors and career development opportunities. We further find differences by country. In Norway, limited institutional prestige is a key barrier to attracting the best researchers, while researchers in the UK highlight salary levels. Respondents at Dutch universities claim that they experience multiple, equally important barriers.

Application for Research Ethics Committee (REC) approval and the conduct of medical research is paper intensive. This retrospective study examined all applications to a single REC in the south of England over one year. It estimated the mass of paper used, comparing the proportional paper consumption of different trial types and during different stages of the research process, quantifying the consumption in terms of carbon dioxide emissions. In 2009, 68 trials were submitted to the REC. Total paper consumption for the REC process and study conduct was 176,150 sheets of A4 paper (879 kg), equivalent to an estimated 11.5 million sheets (88 tonnes, 2,100 trees) a year for the UK; the REC process accounted for 26.4%. REC applications and the conduct of approved trials generate considerable environmental impact through paper consumption contributing to the NHS's carbon footprint. Paper use might be reduced through the implementation of digital technologies and revised research methods, namely changing attitudes in both researchers and ethics committees. Education is the core of the factors that improved people for a better lifestyle and increases the level of society' development. Quality education is one of the most vital goals of Sustainable Development Goals (SDGs) due to actualizing these factors. Using relational network data envelopment analysis (DEA), which have three interrelated substages, this current paper computes the educational economy efficiency of the Organisation for Economic Co-operation and Development (OECD) countries bearing in mind the characteristics related to SDGs. The contribution of our study is the use of a novel approach to computing the educational economy efficiency using relational network DEA with GAMS. Even though some interesting differences reveal in the efficiency of the countries, the findings show that countries with high-efficiency scores are clustered around countries like Latvia, Slovenia, and Korea.

The notion of internationalization in higher education is understood as the recruitment of international students, marketing of academic programs and courses, and teaching English as a Second Language to student cohorts from Asia, Africa, and Latin America. Various models of internationalization (Knight, 2004, 2006; Leask, 2009; Pimpa, 2009; Welikala, 2011) have been explored and promoted in Canada, the United Kingdom, Australia, and New Zealand. Often, as noted in the literature, these models emphasize the acculturation of international students into the host country culture rather than a respectful exchange of academic and cultural knowledge and ideas. The central thesis of this critical reflective discussion paper is that "glocalization" in higher education is an appropriate alternative to internationalization. Glocalization advocates a positive learning experience and encourages the enhancement of learners' "glocal" experience through a critical academic and cultural exchange of global and local socio-economic and political issues. Instructional strategies supporting glocalized learning curricula are recommended. The glocalization pedagogical framework for higher education, introduced in this paper, embraces the principles of social responsibility and justice with a firm commitment to sustainable futures for local and global societies.

To date research and scholarship on privatisation in education lacks critical depth and intensity. Many accounts have been largely descriptive, focusing on how privatisation takes places, or on the threat of privatisation, or its insertion within education systems. Furthermore, work on educational commodification has been substantially dissociated from studies on privatisation in education. This paper builds on this last point. Writing and research on privatisation in education has largely avoided what it represents and calls forth: the development of capital, the deeper capitalisation of education. Furthermore, discussion on educational privatisation typically ignores its implication in the social production of labour-power. Therefore, with reference to Karl Marx, this contribution drives the critique of privatisation in education forward by focusing on commodity form(s) in education and their relations to the capitalisation of educational services and labour-power. Consequently, the points of resistance to privatisation in education are sharpened as anti-capitalist weapons. These points of resistance are derived from aspects of the capitalisation of education: marketisation, privatisation and other related aspects. On the basis of the analysis in the paper, anticapitalist education is only a first step, it is argued; anti-capitalism in education based on an anti-affirmationist outlook flowing from negativity toward the capitalisation of education, is also required.

The article introduces papers published within the issue which were presented at the 6th Annual Forum of the World Association for Political Economy (WAPE) in Amherst, Massachusetts in May 2011, including one on state-owned enterprises (SOE) in China, another on the implications of the need to prevent major climate change for the developmental strategies of China and India and a paper on the influence of neoliberalism on the reform of emergency services in Great Britain.

Over the last two decades, education privatization has become a widespread phenomenon, affecting most education systems and giving place to a consistent increase in private school enrolment globally. However, far from being a monolithic phenomenon, privatization advances through a variety of context-sensitive policy processes that translate into multiple policy outcomes. This paper aims at understanding why and how education privatization unfolds in a broad variety of settings and, to this purpose, examines the different manifestations of education privatization on the light of Cultural Political Economy (CPE). The conceptual and analytical tools provided by CPE prove to be particularly well suited to explore such a multi-faceted and multi-scalar phenomenon. CPE has helped us to capture the intersect and tension between different drivers (global and local, material and ideational) of education privatization through the evolutionary mechanisms of variation, selection and retention. On the basis of a systematic literature review methodology, encompassing 227 research papers, the article identifies and systematizes six different paths towards education privatization--understood as groups of frequently associated circumstances, mechanisms and courses of action leading to privatization. Conceived as ideal types, these different paths ultimately allow for a richer understanding of education privatization and show that the international diffusion of education privatization norms and discourses is far from producing policy convergence at a global scale.

The paper reviews major Economics textbooks used in the UK from the point of view of their use of rationality as a teaching tool. The textbooks vary widely in their explicit analysis of rationality from finding it important to totally ignoring it. When textbooks do use the concept as part of their analysis, the definitions vary considerably. In fact, there are some implicit uses of rationality in all textbooks although these are not always acknowledged. This complexity is reflected in the history of economic thought and modern economic analysis. The future use of rationality as a teaching tool is discussed in the context of current research in economics. JEL Classification: A22

The article discusses the author's fascination of the economic thought put forward by Herbert Somerton Foxwell in Great Britain. Through his research, he learned that Foxwell was a great hoarder as described by his daughter Audrey. To satisfy his curiosity, he requested to examine the personal letters of Foxwell from his daughter. When Foxwell's daughter died, he decided to rescue the valuable papers.

Background. Between 2015 and 2020, 1,578 care homes in the UK closed, displacing nearly 50,000 older and disabled people with very significant care and support needs. It is widely thought that relocation can have a significant impact on the health and well-being of older people. Yet, evidence is limited due to sensitivity and logistical difficulties with data collection. This study aimed to review the published literature in order to (i) identify evidence on the costs, consequences, and wider impacts of care home closures, for older people, family members, care home staff, and local authorities and (ii) understand the causes of and processes surrounding the closure of residential care homes in the UK. Methods. Eight electronic databases (Medline, Embase, Web of Science, Scopus, ASSIA, HMIC, AgeInfo, and SPP) were searched from 1st January 2000 to 9th February 2023; Google and Google Scholar were searched for guidance/policy documents from the grey literature. Data on the objectives, methods, and main results were extracted, and the findings were narratively reported. Results. Eighteen records, comprising guidance documents and academic publications (quantitative, qualitative, and mixed-method approaches), met the inclusion criteria. We found a lack of good quality evidence on costs of closure and no consideration of outcomes for staff. Studies reporting on outcomes for residents suggest there may not be any long-term adverse effects on their health, in contrast to often-expressed views that care home closures result in harm. Conclusion. Future research should consider the stress and anxiety experienced by staff and families as relevant outcomes and show caution with respect to the use of proxy reporting of resident health outcomes. Given that a sizable portion of the costs associated with care home closure falls on local authorities, an evidence-based approach to closures that includes an assessment of cost-effectiveness will help to improve future outcomes and guide the most efficient use of limited public resources. In this chapter, network analysis has been used to map out disciplinary areas of research and authorship in economic history. A total of 5,330 peerreviewed articles published in the leading economic history journals has been surveyed. Since 1980, the number of publications has risen and then rapidly accelerated over the last 2 decades. This paper discusses how art and design pedagogy can further entrepreneurship in societal, economic and educational contexts, so that students may thrive in a world full of complexity and flux, empowered to create sustainable futures of their own making for themselves and their communities. The author touches on some of the methodologies inherent in art and design pedagogy for teaching creativity and innovation and provides a broader overview of how the values and attitudes inherent in this pedagogy can further the current concepts of innovation and entrepreneurship and their societal and economic contexts. The paper highlights how the values, attributes and attitudes associated with art and design pedagogy translate into the economic focus of most current entrepreneurship thinking.

This paper uses the Economic Market mechanisms and the 4P Marketing Mix as lenses to review the context of UK higher education (HE) and to explore the relationship between the market and marketing disciplines and practice. Four Economic Market mechanisms--autonomy, competition, price and information--are contrasted with the four Ps of marketing: product, price, place and promotion. This paper demonstrates how market forces influence HE institutions and, in contrast, how HE institutions shape the environment via marketing practice. Knowing how one discipline relates to another is crucial for those who strive to understand the context of HE.

Universities, across the globe, are increasingly judged on social and economic impact. An important initiative in the UK is the Research Excellence Framework (REF) 2014, which assessed the wider impact of university research. The Impact Case Studies, produced for REF 2014, provide a rich new source of information to explore the wider impact of Business and Management (B&M) research. Each B&M case study, from a structured sample of 194, was read and analysed for this paper. The detailed findings show significant differences between sub-disciplines in demonstrating impact and illustrate why some research reaches a wider audience. The findings show a relatively low level of Mode 2 knowledge production, but a wide range of levels and types of engagement with research users across disciplines. The implications of the findings are discussed in relation to building a more nuanced theory on modes of knowledge production and in relation to policy and academic practice.

For over a decade policy-makers have claimed that advanced industrial societies should develop a knowledge-based economy (KBE) in response to economic globalisation and the transfer of manufacturing jobs to lower cost countries. In the UK, this vision shaped New Labour's policies for vocational education and training (VET), higher education and skills, and it continues to be influential. Learning for the KBE, according to policy-makers' claims, requires individuals to acquire measurable knowledge or skills in the form of qualifications through formal education and training, which will allegedly improve national economic competitiveness and productivity. This paper argues that quite different conceptualisations of learning for the KBE can be drawn from the fields of economic geography and regional studies; in particular, the "cluster" literature, which analyses the processes which underpin innovation and learning in regional agglomerations of economic activity. The paper argues that the cluster literature can and should be used to open up a debate about the nature, scale and location of the learning processes that support the KBE; the implications of which have not yet been fully appreciated in the fields of VET and skills policy. Moreover, when these insights are combined with those from social theories of learning, a more holistic understanding of how innovation occurs emerges. The paper concludes with some recommendations for the Coalition Government as it develops policies to rebalance and grow the UK economy, and suggests that these recommendations may also be relevant for other countries facing similar challenges.

Although mathematicians frequently use specialist software in direct teaching of mathematics, as a means of delivery e-learning technologies have so far been less widely used. We (mathematicians) insist that teaching methods should be subject-specific and content-driven, not delivery-driven. We oppose generic approaches to teaching, including excessively generalist, content-free, one-size-fits-all promotion of information and communications technology. This stance is fully expressed, for example, in the recent Teaching Position Statement from the London Mathematical Society (2010) and is supported by a recent report from the National Union of Students (2010, 5): "Not every area of study needed or was compatible with e-learning, and so to assume it would grant blanket advantages was not accurate". This paper is an attempt to explain mathematicians' selectivity in use of information and communications technology and its guiding principles. The paper is addressed to our non-mathematician colleagues and is not intended to be a survey of the existing software and courseware for mathematics teaching--the corpus of existing solutions is enormous and its discussion inevitably involves hardcore mathematics. Our current globalized economic regimes of financialized capital have systematically altered relations of learning and labour through the dynamics of precarity, debt, and the political economy of new wars. The risks of these regimes are absorbed unevenly across transnational landscapes, creating cartographies of violence and dispossession, particularly among youth, indigenous, working class, and racialized women. Presently there is surprisingly little discussion on the relevance of financialization for adult educators. Transnational resistances organizing against neoliberal restructuring, austerity policies, and debt crises are emerging at the same time that massive investments are being made into homeland security and the carceral state. This paper opens up discussion on the implications of financialized times for educators, and develops an analytic framework for examining how these global realities are best addressed at local sites of adult and higher education.

The contribution of the discipline of geography to the field of education is complex since they have both been dependent upon the contributions of other social science disciplines, particularly those in the mainstream of social sciences (economics, sociology and political science). Indeed, the number of researchers who would consider themselves as working within the sub-discipline of the geography of education is small, but apparently growing. While the paper suggests that to date there has been relatively little debate at the intersection of these two fields of enquiry it goes on to propose that the potential contribution this would have for both fields remains significant. The pivotal contribution of geography to all the social sciences, that of space (and place), has been central to UK education research since the early origins of a national education system and the roles education and curricular developments have played in nation building. The role of space has also featured heavily in analyses of territorial justice and governance at the level of local authorities and further down in scale to spatial analyses of the classroom. But in order to fully appreciate its contribution the paper utilises the related concept of "scale" to systematically explore the relationship between space and education, in terms of its analytical, theoretical and methodological uses. The paper also considers the recent "spatial turn" in education (and the social sciences more generally) and the equivalent focus on education matters within the field of human geography. In developing this approach it becomes apparent where interdisciplinary research across and between the disciplines of geography and education remains limited and what further contributions from geography would be beneficial to the field of education. The paper explores the incidence of over and under education and the effect on earnings for immigrants and natives who hold UK qualifications, drawn from the Quarterly Labour Force Survey 1993-2003. The paper also compares earnings penalties associated with over and under education across immigrant and minority ethnic groups for men and women. The results show that compared to Whites, Black African, Other Non-White and Indian men are more likely to be over-educated, whilst for women it is Indian and Pakistani/Bangladeshi's who are more likely to be over-educated. Estimating earnings equations shows significantly large over-education penalties for South Asian immigrant and native men, as well as White immigrant men, Black women and White UK born women. However, there are large returns to occupational skills for some minority ethnic and immigrant groups, over and above the returns to qualifications. It is suggested that these groups may therefore find it easier to find a suitable job for their UK education level if higher or further education programmes for immigrants were combined with occupational specific training. The paper considers the broader policy context in which English Post Compulsory Education and Training (PCET) is placed, examining the model of class implicit within policy documents and particular currents within new Labour thinking. It notes that class relations and patterns of inequality have deepened. Class as a structural feature of the social formation has been obscured as a result of individualisation and allied theorisations. Whilst class may be obscured, it remains a salient feature of contemporary society. Personalisation of the curriculum and changes to 14-19 education are related to class formation and the on-going generation of inequality. The closing section of the paper comments on current work that examines teaching and learning in the sector, suggesting that class needs to be placed in a pivotal position in such analyses. It concludes by arguing that a concern with social justice as well as one that seeks to interrupt processes of class formation necessitates a politicised practice that extends beyond the classroom. This requires an analysis that stresses the salience of class but also works with an expansive notion of practice that calls for a politicised understanding of PCET. (Contains 5 notes.)

The relationship that has existed historically between industry and higher education in Western economies is currently being mirrored in the transforming economies of the former Soviet Union. These emerging market economies have been encouraged by their association with a now obsolete British Council awards scheme to study historical and current relationships between businesses and education providers in established market economies. This paper analyses the professional and academic collaboration between a British and Russian university and their respective business networks. The case is set in the context of a UK government "Know How Funds" project. The paper summarizes and analyses discursive sections of the periodic financial reports of the award holder, submitted throughout the project, to the British Council. The findings from the case study support the use of peer education and the resultant cascade of knowledge as mechanisms to drive through the transition to a market economy. (Contains 5 tables.)

This paper reports on a survey from economics departments (n=57) in the United Kingdom which found the major course objectives to be liberal education, training for graduate school, and vocational training. The discussion examines links between functions of economics degrees as seen by educators, course structures, and entry qualifications demanded. (DB)

This paper presents a critical discourse analysis, situated within a broad Foucauldian framework, focusing on the construction of food and eating within the context of youth, schools and education, drawing on speeches, documents and public texts produced or sponsored by members of the UK Coalition Government (2010-2014). Michael Gove, the then Secretary of State for Education, spoke of the "clear moral purpose" (June 2011) of the education reform agenda, one key policy of which was the provision of free school meals for all infant school pupils from September 2014. Gove has said of this policy that "the reason that is so important is they won't just get the right nutrition, they will get the right values" (October 2013). The analysis draws on such statements, and other speeches, policy documents and public availably texts to delineate six discourses. These are the discourses of: School (Attainment and Community); Health; Party Political Identity; "Manners Maketh Man"; Economics; and "Good Parent/ Bad Parent". Within these, two overarching themes emerge: a tension between neoliberalism and liberal paternalism, and a link between meals and morality.

Questions around the value of the arts and humanities to the contemporary world and the benefits they are expected to bring to the society that supports them through funding have assumed an increased centrality within a number of disciplines, not limited to humanities scholarship. Especially problematic, yet crucial, is the issue of the measurement of such public value. This article takes as a starting point a discussion of the "cultural value debate" as it has developed within British cultural policy: here, the discussion of "value" has been inextricably linked to the challenge of "making the case" for the arts and for public cultural funding. The paper discusses the problems with the persisting predominance of economics in shaping current approaches to framing articulations of "value" in the policy-making context. It concludes with a plea for a collaborative effort to resist the economic doxa, and to reclaim and reinvent the impact agenda as a route towards the establishment of new public humanities.

This paper estimates the effect that the league table published in the Sunday Times University Guide has on perceptions of the quality of universities by head teachers and academics, and on Home, EU and Overseas student applications, using data from 2005 to 2009 and a System GMM model for dynamic panel data. Our main result is that university rankings influence the perceptions of head teachers and academics, but have no statistically significant impact on student applications. There is evidence of persistence in perceptions and applications, suggesting the importance of reputational factors. Perceptions of head teachers and academics of pre-92 and post-92 universities are influenced by different criteria. (Contains 7 tables and 9 notes.)

Purpose: Competition for resources appears to be increasing at a time of political, security (including energy, food and climate) and economic change; leading to potential collapse. The purpose of this conceptual paper is to examine the impact of policies exercised at the macro level on methods and processes applied at the micro level through, for example, performance management. It looks at the impact at the micro level on the macro and upon industry, innovation and the generation of productive wealth. It contrasts the techno-socio application of Lean with the socio-techno dynamics of agility as impacted by the info-techno-socio and emerging socio-info-techno systems. Design/methodology/approach: From collaborative doctoral level research and an extensive literature review--integrating the three cultures (the natural sciences, the social sciences and the humanities)--macro/global and local/micro cross level thematic complex systems models were identified and modelled across their connecting political, security and economic ecologies. Connecting models were designed considering "trust" and "risk" as applied to socio, techno and info-techno systems. These systems were then considered in terms of lean and agility and their impact "in the extreme" and "over time" on complex political, security economic models. Findings: Lean in the extreme can lead to vertical polarisation; causing conditions for competition leading to hyper-competition. Originality/value: Complex models are considered and explained by historical reference and story-telling so as to enable access across different disciplines and to explain and potentially inspire researchers, managers, consultants and workers to consider alternative less competitive and more agile, collaborative and adaptive futures. Using a survey of a cohort of UK graduates, linked to administrative data on higher education participation, this paper investigates the labour market attainment of recent graduates by subject of study. We document a large heterogeneity in the mean wages of graduates from different subjects and a considerably larger one within subject with individuals with the most favourable unobserved characteristics obtaining wages almost twice as large as those with the worst. Moreover, gender differences in wages within subjects are also large. We then simulate a graduate tax to calculate a willingness to pay--in form of tuition fees--to capture these subject wage premia. This article considers some of the ways in which the transformative power of Web 2.0 digital technology is reconfiguring learning, knowledge and academic identities in the contemporary university. Through a focus on five specific examples, we consider the impact of virtualization processes on spatiality, materiality and embodiment, and pedagogic relations. We argue for the benefits of taking a microsociological approach in order to reflect on the potential of virtualization to bring about new geographies of knowledge production and as a means to identify the ways in which potential transformations are uneven, problematic and contested. In this paper we investigate the role of workers' training history in determining current training-incidence. The analysis is conducted on an unbalanced sample comprising information on approximately 5000 employees from the first seven waves of the BHPS. Training participation is modelled as a dynamic random effects probit model where the effects of unobserved heterogeneity and initial conditions are accounted for in a fashion consistent with methods proposed by Chamberlain (1984) and Wooldridge (2005), respectively. The results suggest that prior training experience is a significant determinant of a worker's participation in a current training episode comparable with other formal educational qualifications. In this paper we offer an appraisal of the economics of education research area, charting its history as a field and discussing the ways in which economists have contributed both to education research and to education policy-making. In particular, we highlight the theoretical and methodological contributions that economists have made to the field of education during the last 50 years. Despite the success of the economics of education as a field of inquiry, we argue that some of the contributions made by economists could be limited if the economics of education is seen as quite distinct from the other disciplines working in the field of education. In these areas of common interest, economists need to work side by side with the other major disciplines in the field of education if their contribution to the field is to be maximised, particularly in terms of applying improved methodology. We conclude that the study of education acquisition and its economic and social impact in the economics of education research area is very likely to remain a fertile research ground. Numerous economic studies have shown a strong positive correlation between health and years of schooling. The question at the centre of this research is whether the correlation between health and education represents a causal relation. This paper uses changes in compulsory schooling laws in the United Kingdom to test this hypothesis. Multiple measures of overall health are used. The results provide evidence of a causal relation running from more schooling to better health which is much larger than standard regression estimates suggest. (Contains 2 figures and 4 tables.)

"Realising the potential of new technology" was one of the central educational themes of New Labour's 1997 election manifesto, with "information and communications technology" (ICT) established subsequently as a prominent feature of the Blair administration policy portfolio. As such New Labour can claim rightly to have made an unprecedented and sustained political commitment to technology in education, directing over 5 billion British Pounds of funding towards educational ICT during the 1997 to 2007 period. Yet the fact remains that the New Labour ICT agenda has failed to achieve the much promised technological "transformation" of the UK education system. With this in mind the present paper develops the argument that New Labour's concern with educational ICT was driven primarily by concerns over enhancing competitiveness in a globalising economy, creating a lifelong learning system fit for a successful knowledge economy and modernising the formal education sector. Thus whilst New Labour's ICT agenda may well have had the short term impact of increasing the physical presence of ICT resources in all education institutions, its longer-term educational legacy was compromised by the wider macro-level issues it purported to address. As such the legacy of this high-profile segment of policy-making should be seen primarily in terms of establishing ICT as an ideological presence in the UK education system.

Globalization is putting increasing pressure on jobs in the United Kingdom, particularly among less skilled activities. The European response through the Lisbon Strategy has been diffuse, while UK policy appears much more focused, concentrating on the need to raise education and skill levels. The present paper examines the transition towards a more highly qualified workforce in the United Kingdom, including an assessment of probable future developments given recent trends towards greater participation in higher education. It describes two complementary forecasting exercises, whereby a stock-flow model is used to produce UK-wide estimates and, then, a multi-logit equation is used to disaggregate these forecasts by region. The result is a set of estimates of the likely developments in the pattern of qualification attainment across the different parts of the United Kingdom, running through to 2014. It focuses upon the numbers of individuals broken down by level of qualification, gender, age and region. These forecasts suggest that, based on past trends (and consistent with meeting government targets), there will be substantial increases in the numbers and proportions of more qualified individuals and corresponding reductions among the less qualified. Further policy initiatives that may result from the Leitch Review are likely to further accentuate these changes. (Contains 4 tables, 8 figures, and 10 notes.)

This paper uses a new survey of graduates from one large civil university in the UK to examine the determinants of over-education and its subsequent impact on labour market earnings. Multiple measurements of over-education were collected to assess the effect of measurement error on the estimated pay penalty associated with over-education. Panel estimates suggest that the upward bias in standard OLS estimates is offset by an equal downward bias resulting from measurement error.

Can education for sustainable development (ESD) policies help to create a more sustainable society? In the article I argue that contemporary secondary school curriculum policies relating to ESD are rhetorical devices that will achieve little towards resolving global problems. I suggest that the conceptualization of SD is itself fundamentally flawed and inevitably restricts the scope of possible policy solutions. I analyse three ESD curriculum policy texts to reveal their concealments, silences and blocks to enquiry, demonstrating how their rhetorical forms make them readily assimilable into dominant economic discourse. I then introduce a recent UK Government Report explaining the failure in implementing ESD policies in the school curriculum and I expose how this analysis is a further demonstration of the problems in the prevailing policy perspective. In conclusion, I propose a new direction for progress in curriculum policy regarding sustainability. (Contains 1 note.)

This article outlines how the commercialization of structures and management in education risks accelerating the intensification of corporate marketing in schools. It is argued that marketing promotes materialistic values which are harmful to children and US and UK examples are offered to demonstrate how companies seek to use schools as brand-building sites. The article argues that these activities pose a threat to children and to the integrity and purposes of education.

In the first half of this paper we develop a perspective on the role of "boldness" in explaining gender differences in thinking and attitudes. We apply this analysis to evidence from Australia, the USA and the UK in relation to economics at school and university levels. In the second half we present the results of a study of over 1000 15-17-year-olds in UK secondary schools. On the basis of the gender differences revealed in these data and our preceding analysis we offer some implications for learning and teaching.
