Steamship lines face the prospect of losing between $300 million and $400 million in 1992. In addition to overcapacity, the industry's problems stem from increased pressure to relax its rate-setting cartels. The agreement formed among several shipping lines dominating North Atlantic routes, in particular, is coming under the close scrutiny of the US Defense Dept, the European Commission and organizations such as the Alliance for Competitive Transportation. The trans-Atlantic agreement, formed specifically to push freight rates higher, does not violate the Shipping Act of 1984 and was granted approval by the Federal Maritime Commission. It was given immunity from anti-trust laws since it purportedly brings order in the world market. Nevertheless, a movement supporting the break-up of such cartels is growing. A bill has already been proposed by Delaware's Thomas R. Carper to the House of Representatives seeking to reform the Shipping Act.
