"The paper explores employment effects of environmental product innovations at the firm level. The empirical analysis is based on the establishment panel of the Institute for Employment Research (Nuremberg). A descriptive analysis shows that more than 50 percent of the firms in the environmental sector developed new products or improved existing products or services. The most dynamic environmental fields were analytics, consulting, measurement technology, waste disposal and recycling. A firm specialised in environmental research and development seems to have the best employment perspectives in the short and in the long run. Our econometric analysis had to address a simultaneity problem because the decision of a firm on the realisation of innovations and on the enlargement or reduction of employment is mutually dependant. Therefore, we apply a bivariate probit model that allows estimating the two variables simultaneously. The econometric results show that the influence of environmental innovation activities on the employment development is significantly positive. Furthermore, the quantitative importance of the new products with regard to the whole turnover of the firm is also important for employment growth. Within the bivariate probit model, the determinants of environmental innovation activities are also explored. They may be interpreted as indirect influences on the employment development of the firm. The results show that the improvement of the innovative capacities by R&D and further education measures and the existence of a high qualified human capital are significantly important for the development of new products in the environmental sector. A good strategy to improve the innovativeness of a firm seems to be a diversification of environmental product lines offered by the firm." (author's abstract) Die Studie untersucht die Beschäftigungseffekte von umweltbezogenen Produktinnovationen auf Unternehmensebene. Die empirische Analyse basiert auf dem Betriebspanel des Instituts für Arbeitsmarkt- und Berufsforschung (Nürnberg). Eine deskriptive Analyse zeigt, dass mehr als 50 Prozent der Unternehmen auf dem Umweltsektor neue Produkte entwickelten oder existierende Produkte oder Dienstleistungen verbesserten. Die dynamischsten umweltbezogenen Felder waren Analytik, Consulting, Messtechnologie, Abfallbeseitigung und Recycling. Ein auf Umweltforschung und -entwicklung spezialisiertes Unternehmen scheint sowohl kurzfristig als auch langfristig die besten Beschäftigungsperspektiven zu bieten. Die ökonometrische Analyse hatte ein Simultanitätsproblem zu lösen, weil die Entscheidungen eines Unternehmens über die Realisierung von Innovationen und die Erweiterung oder Reduzierung von Beschäftigung sich gegenseitig bedingen. Es kommt daher ein bivariates Modell zu Einsatz, das die simultane Einschätzung beider Variablen ermöglicht. Die ökonometrischen Ergebnisse zeigen, dass der Einfluss umweltbezogener Innovationsaktivitäten auf die Beschäftigungsentwicklung signifikant positiv ist. Darüber hinaus ist auch die quantitative Bedeutung der neuen Produkte bezogen auf den Gesamtumsatz des Unternehmens wichtig für den Anstieg der Beschäftigung. Im Rahmen des bivariaten Probitmodells werden auch die Determinanten umweltbezogener Innovationsaktivitäten untersucht. Sie können als indirekte Einflüsse auf die Beschäftigungsentwicklung eines Unternehmens interpretiert werden. Die Ergebnisse zeigen, dass die Verbesserung der innovativen Kapazitäten durch FuE und andere Bildungsmaßnahmen sowie die Existenz von hochqualifiziertem Humankapital signifikant wichtig für die Entwicklung neuer Produkte auf dem Umweltsektor sind. Eine gute Strategie zur Verbesserung der Innovationsfähigkeit eines Unternehmens scheint die Diversifikation des umweltbezogenen Produktsortiments zu sein, das von einem Unternehmen angeboten wird. "The so-called Environmental Sector produces technologies, products and services that prevent or reduce environmental damages. On the background of growing environmental problems such as climate protection this sector seems to be more and more important. Contrary to that, a theoretical model shows that this hypothesis may not be true for all sections of the environmental sector. End-of-pipe solutions that operate independently from production processes are mostly driven by environmental regulation so that the demand for these products reacts rather inelastic. This may not be the case for cleaner technologies that are in most cases an integrated part of the production process. Cost-savings are a major motivation to introduce these technologies and products. Unfortunately, the statistical recording of cleaner technologies is very problematic because these technologies or products can not easily be identified separately. This is also the case for our empirical analysis using data from the establishment panel of the Institute for Employment Research. Our analysis of structural change shows a drastic decline of the number of firms and employment in environmental sectors dominated by end-of-pipe but there are positive employment developments and expectations for those cleaner technologies that are captured by our data. This observation is confirmed by an econometric analysis explaining the driving forces of the market shares of firms in the environmental sector." (author's abstract) Der sogenannte Umweltsektor produziert Technologien, Produkte und Dienstleistungen zur Prävention und Reduzierung von Umweltschäden. Vor dem Hintergrund wachsender Umweltprobleme wie dem Klimaschutz kommt diesem Sektor mehr und mehr Bedeutung zu. Im Gegensatz dazu zeigt ein theoretisches Modell, dass diese Hypothese nicht für alle Bereiche des Umweltsektors zuzutreffen scheint. End-of-pipe-Lösungen, die unabhängig von Produktionsprozessen ablaufen, sind meistens die Folge von Umweltregulierungen, mit der Folge, dass die Nachfrage nach diesen Produkten ziemlich unelastisch reagiert. Dies mag nicht der Fall sein für saubere Technologien, die in den meisten Fällen ein integrierter Teil des Produktionsprozesses sind. Kosteneinsparung ist das Hauptmotiv für die Einführung dieser Technologien und Produkte. Unglücklicherweise ist die statistische Messung sauberer Technologien sehr problematisch, da diese Technologien oder Produkte nicht leicht separat identifiziert werden können. Dies gilt auch für die im Beitrag präsentierte empirische Analyse auf der Basis von Daten des IAB-Betriebspanels. Die Analyse des strukturellen Wandels zeigt ein drastisches Abnehmen sowohl der Zahl der Unternehmen als auch der Beschäftigung in Umweltsektoren, die von End-of-pipe-Technologien dominiert werden. Auf der anderen Seite gibt es positive Beschäftigungsentwicklungen und -erwartungen für die sauberen Technologien, die mit den vorliegenden Daten erfasst werden konnten. Diese Beobachtungen werden durch eine ökonometrische Analyse bestätigt, die die treibenden Kräfte des Marktanteils von Unternehmen auf dem Umweltsektor erklärt. (IAB)
