This paper considers the entrepreneurial ecosystem concept, which in recent years has gained interest from a variety of perspectives including entrepreneurship, management, and economic geography. Specifically, the paper identifies a gap in the literature regarding the concept's sectoral or industrial focus. Prior applications to real‐world case studies have focused on a fairly narrow range of industries and places. In this paper, we apply the concept to a case study of one creative and cultural industry, the fashion industry, to help us understand not only the performance and function of entrepreneurs and small businesses in this industries, but also potential policy supports. We map the institutions and spaces in Toronto's entrepreneurial ecosystem, drawing on extensive qualitative research to consider the dynamics and interactions therein. In parallel, we advance the concept theoretically, questioning its tenability and applicability in a wider range of economic systems by adding the perspective of cultural and creative industries. This paper studies entrepreneurship ecosystem development in a context little discussed in the extant literature to date: Oman. Specifically, it focuses on business incubation (BI) initiatives as a policy tool for developing the local, regional, and national systems of supporting entrepreneurship and SME growth. Although BI's are a popular policy measure for ecosystem development, spreading globally from their original conception in the United States around 60 years ago, their universal effectiveness is questioned. We analyse the tenability of BI as an economic development strategy by entrepreneurship ecosystems as a conceptual framework to help us understand the multitudinous cultural, institutional, and governance structures required for success. Specifically, we consider these ecosystem dynamics and their influence on the incubation of SMEs in the novel context of an oil-rich yet transitioning economy such as Oman. Conducting interviews with 22 key informants within a range of ecosystem actors (policy-makers, incubator managers, academics, and entrepreneurs) we find that existing capabilities within the Omani BI programme are not yet fully fit for purpose, highlighting the need to establish developmental priorities for the wider entrepreneurial ecosystem, bottom-up. Finally, we reflect on the wider cultural and institutional constraints highlighted, and suggest potentially fruitful avenues for further research. [ABSTRACT FROM AUTHOR]

This paper considers a concept gaining popularity: entrepreneurial ecosystems. It finds a significant lacuna in the concept as it stands as it does not sufficiently consider learning within regional ecosystems. Considering the established centrality of learning for entrepreneurial activity and regional development, it is surprising that the entrepreneurial ecosystem literature does not yet incorporate how learning occurs in time and space within regional ecosystems. This paper presents research conducted in the North West of England over (20) years examining programmes to support entrepreneurial and regional development. It argues that learning, and the pro-active support thereof, is crucial within an entrepreneurial ecosystem and should be fully considered within theoretical frameworks and policy blueprints designed to support and encourage entrepreneurship within regions. As a tangible suggestion of how to theoretically incorporate learning into entrepreneurship ecosystem development efforts, we present an integrated learning model developed by entrepreneurship scholars through collaborations with practitioners. This paper explores public policy's role and capability in fostering the emergence and evolution of entrepreneurial ecosystems. While the entrepreneurial ecosystem approach has focused on the ingredients and essentials of entrepreneurial ecosystems, the policy-focused dimensions are lacking, and especially insights derived through the "real world" policy efforts to develop entrepreneurial ecosystems. This paper contributes to the discussion by focusing on various actors' roles in supporting entrepreneurship and facilitating interaction and collaboration within entrepreneurial ecosystems by taking a participatory action research approach to study the case of ecosystem-based policy in Finland. Findings illustrate that public policy may incubate and facilitate entrepreneurial ecosystems through regionally embedded actors. Through well-designed, sustainable and leadership-based innovation services, entrepreneurs are linked to co-creation processes, data, infrastructure and competencies to support new ventures whilst benefitting also the regional ecosystem. During the recent years, the question of whether an Entrepreneurial Ecosystem emerges organically or is man-made has been disputed. This paper explores the case of an Entrepreneurial Ecosystem in a developing country. We argue that in the context of lagging industrial development and weak institutions, a lead actor needs to step in to aid the emergence of an Entrepreneurial Ecosystem. We argue that only a locally embedded actor who has the resource endowment and the legitimacy to do so can assume such a role. By applying social capital theory, we show that deliberate strategies by this lead actor to densify the social network within the Entrepreneurial Ecosystem will assist in establishing trust and future collaboration, which will result in productive entrepreneurship. This paper examines the concept of entrepreneurial ecosystems and the more established concept of systems of innovation and considers their application in Latin America, where many countries are currently experiencing political and economic upheaval. The paper finds that current entrepreneurial ecosystem literature is not directly applicable to most of Latin America, as it takes for granted features of an advanced economy, while the innovation system literature favours studies of well-functioning economies and innovation in high-technology sectors. Findings suggest that network and institutional perspectives may enrich both concepts in theoretical and analytical term and complementary innovation system and entrepreneurial ecosystem perspectives appear well suited in further defining the needs and demands of local production structures and existing resource and knowledge capabilities. The paper suggests the need for measurable transformations in Latin American production and support structures that include embracing social, organisational, and interactional innovation and socially oriented entrepreneurial activity. The paper encourages further research to identify the drivers and economic consequences of distinctive Latin American entrepreneurial ecosystems and for researchers to adopt an evolutionary perspective that acknowledges historical trajectories in different regions, where local social, political, and economic regimes will influence the trajectory and success of future innovation policy initiatives.
