'Transforming the future' can have different connotations in different contexts, but here the author focuses on the way in which the vocational education and training (VET) sector is adapting, anticipating and activating change in response to future skill demands. This discussion paper explores how the sector assists learners to skill, upskill and reskill, which in turn actively contributes to the Australian economy. Without a doubt, the past few years have been both difficult and unpredictable for many, with the ongoing COVID-19 pandemic and other natural disasters such as bushfires and floods. This paper therefore also considers how the VET system has been able to adapt to these unforeseen events and what can be learnt from these responses and adapted for the future.

This discussion paper has been produced by Australian Children's Education and Care Quality Authority (ACECQA), on behalf of all state and territory governments and the Australian Government, to inform the "2020 Review of the Disability Standards for Education 2005." This paper asks providers of early childhood education and care (ECEC) and school age education and care services across Australia about their awareness and understanding of their obligation sunder the "Disability Discrimination Act 1992" (DDA). This includes questions of access and participation by children with disability to education and care. ACECQA's paper complements the broader discussion paper by the Australian Government about ECEC and the Disability Standards for Education 2005, and is provided in two parts: (1) part 1 is for all ECEC and school age education and care providers; and (2) part 2 asks questions that specifically target National Quality Framework (NQF) approved ECEC and school age education and care providers. The National Quality Framework (NQF) was established in 2012 to create a more efficient and cohesive approach to regulating early childhood education and care, and outside school hours care in Australia. The NQF provides a shared vision for governments and the children's education and care sector, and an agreed tool for measuring and monitoring service quality. It sets standards for safety and quality so that all children who attend services regulated under the NQF are supported to have the best start in life. This occasional paper discusses how and why the NQF came about, what has changed in the last 10 years, and future directions.

This paper is the first publication from a project focused on the quality of teaching, learning and assessment practices in the vocational education and training (VET) sector in Australia -- what we understand these to be and how they might be measured. Based on a review of the literature, this paper explores current definitions of quality in VET, the factors that impact on the quality of delivery and the various measures used to make judgements about it.

The past informs the future. It achieves this in two ways: first, by providing the context in which decisions are made, and, second, by delivering the various experiences that enable discovery of what does and does not work. As the Australian vocational education and training (VET) system has evolved, the institutional structures and frameworks that are now in place may determine the direction of its next turn, while the willingness to learn from past experiences will dictate whether it will turn at all. 'The past informing the future' is the theme for the 2021 'No Frills' Conference -- a conference to be held online, because if anything has been learned from 2020, it is that the freedom to travel is no longer guaranteed. This 'No Frills' discussion paper reflects on some key developments in VET's past and how they have shaped the sector's approach to enduring issues such as VET's purpose, national harmonisation, and quality.

As part of its regulatory roles, the Australian Government Tertiary Education Quality and Standards Agency (TEQSA) is required to assess evidence of 'scholarship' that is put forward by providers, whether evidence of scholarship by individuals, such as teaching staff within the provider, or for the provider as a whole. TEQSA is seeking to review whether its current approach to assessing claims of scholarship and scholarly activity (as described in the Guidance Note on Scholarship) is adequate, or if the approach needs to be reconceptualised. The purpose of this discussion paper is to set out, for consideration by the sector and other stakeholders, draft principles that are proposed to guide providers in making claims related to scholarship, and to inform TEQSA's assessments of such claims. TEQSA's Guidance Note describes 'scholarship' as 'activities concerned with gaining new or improved understanding, appreciation and insights into a field of knowledge, and engaging with and keeping up to date with advances in the field.' This includes advances in ways of teaching and learning in the field and advances in professional practice, as well as advances in disciplinary knowledge through original research.' This discussion paper proposes a set of principles that would guide providers when offering evidence of their capacity to meet the requirements of the Higher Education Standards (HES) Framework in relation to scholarship. This occasional paper is the seventh in a series on the National Quality Framework (NQF). It explores the quality of children's education and care services based on the socio-economic status of the area in which they are situated. The Socio-Economic Indexes for Areas (SEIFA) Index of Relative Socio-Economic Advantage and Disadvantage (IRSAD) is used by the Australian Bureau of Statistics (ABS) to classify services by the level of relative socio-economic advantage and disadvantage of their local area. This paper uses SEIFA as a proxy measure to identify services that are more or less likely to educate and care for children from disadvantaged backgrounds. This paper begins by highlighting contemporary research about the association between socio-economic status and developmental outcomes, and the impact of high quality education and care on children from more disadvantaged backgrounds. It then outlines the quality and availability of education and care in low socio-economic status areas, analysing service quality ratings and reassessment results. The paper also examines differences across service and provider management types, and remoteness classifications. The detailed analysis suggests that there are differences in the overall quality ratings of education and care services located in high and low socio-economic status areas. Services in relatively disadvantaged areas are slightly more likely to be rated Working Towards NQS and notably less likely to be rated Exceeding NQS than those in relatively advantaged areas.

This occasional paper is the sixth in a series on the National Quality Framework (NQF). It examines trends in quality improvement from the perspective of services rated Working Towards National Quality Standard (NQS) under the 2012 NQS. In this paper, a service is considered to have improved its quality at reassessment where it: (1) receives a higher overall quality rating; (2) receives a higher rating in a quality area; and (3) meets a higher number of elements of quality. Qualitative analysis suggests primary drivers of quality improvement include the recruitment and retention of highly trained educators that have a good understanding of the NQF, delivering education and care under the direction of high quality service leadership. Case studies describing quality improvement practices that were evident during reassessment have been included in this paper. These case studies are intended to aid and support the process of continuous quality improvement and the ongoing development of quality improvement plans (QIPs).

ACECQA [Australian Children's Education and Care Quality Authority] has published its fifth occasional paper analysing Quality Area 7 -- Leadership and service management. This completes the suite of occasional papers that cover the four quality areas of the National Quality Standard that are comparatively challenging. Quality Area 7 recognises the importance of effective leadership and internal administrative systems in guiding and supporting educators, coordinators and staff members to deliver quality education and care programs. The paper highlights contemporary research and theory related to leadership and service management, describes the operational requirements of the National Law and National Regulations, and examines the distribution of quality ratings for Quality Area 7. It provides case studies of the Quality Area 7 elements, along with examples of evidence collected by authorised officers when assessing the elements. Future directions and the implications of the data and literature for service leadership and management are also examined. The paper will be of interest to people who deliver education and care services, people who provide training and professional development services to the sector, peak organisations, and officers in the state and territory regulatory authorities that regulate education and care services.

Quality in vocational education and training (VET) is a perennial topic of interest, attracting much attention from participants, providers, funders, regulators and public commentators. Quality is as much subjectively in the "eye of the beholder" as it is objectively assessed through hard data, measures and surveys. This paper summarises the quality of the VET system in Australia from the lens point of the eye of the beholder. It considers the perspectives of five key stakeholder groups: learners, employers/industry, providers, government and regulators. The paper explores, from the perspective of each of these groups, what is important in regards to the VET system, what constitutes and promotes a good-quality VET system, and what are the enablers and barriers to having a system that meets their expectations. The paper then examines the usefulness of the measures of quality currently available, as well as approaches that might be more effective. Key messages include: (1) Quality is context- and purpose-specific and means different things to the five stakeholder groups; (2) These multiple perspectives on quality operate at differing levels -- at the training program, at employment outcomes and at higher systemic levels; (3) Effective, fair and prompt regulation is foundational and essential in removing poor quality training from the system; and (4) A number of enabling factors have the potential to either support or detract from VET quality. These factors may impact both objective measures and subjective views of quality.

The third ACECQA Occasional Paper examines activities to promote consistency and efficiency in the implementation and administration of the National Quality Framework (NQF). Striving for consistency and efficiency is a collaborative effort between the eight state and territory regulatory authorities, the Australian Government and ACECQA. This paper highlights the breadth and depth of collaboration to identify, implement and review approaches to promote consistency and efficiency under the NQF. It also includes case studies to illustrate in more detail how certain activities contribute to consistency and efficiency.

While teachers' initial education is key to ensuring that new teachers are prepared for their work, it is only one piece in the continuum of teachers' professional growth. Continuing professional learning is vital for teachers to broaden and deepen their knowledge, keep up with new research, tools and practices and respond to their students' changing needs. It also plays a key role in building collaborative school cultures and supporting the collective improvement of the teaching profession. While the importance of continuing teacher learning is widely recognised, building efficient, equitable and sustainable professional learning systems is far from trivial. The OECD Teachers' Professional Learning (TPL) study seeks to support the development of effective TPL policies and practices in schools and school systems. This paper proposes a theoretical and analytical framework for the study, systematically maps available OECD indicators to this framework and identifies information gaps and areas for future comparative work.

ACECQA has published the second in its series of occasional papers, analysing one of the most challenging quality areas -- Children's Health and Safety. Quality Area 2 addresses one of the primary objectives of the National Quality Framework -- to ensure the health, safety and wellbeing of children attending education and care services. The paper examines performance across service types, socio economic and remoteness classifications, jurisdictions and management types. It also breaks down Quality Area 2 and highlights that standard 2.3 (each child is protected) and element 2.3.3 (incident and emergency planning) are the most challenging aspects of the Quality Area. One of the findings from the analysis is that services in remote and very remote areas may benefit from more support to understand and comply with the requirements of Quality Area 2. The paper also summarises recent state, territory and Commonwealth initiatives around child safe organisations, as well as some examples of the types of compliance and enforcement action that state and territory regulatory authorities have taken relating to children's health and safety.

The Group of Eight (Go8) welcomes the Government's commitment to developing a comprehensive research workforce strategy. Australia's research capacity and the continuing translation of research into policy, products and services is directly linked to the future productivity of the economy, social wellbeing, environmental outcomes and the nation's long-term prosperity. The "Meeting Australia's research workforce needs" consultation paper provides a useful starting point for discussions on Australia's research workforce needs but the Go8 believes that some issues will need to receive more attention in the final strategy to ensure it is comprehensive and well targeted. In particular, the paper gives insufficient attention to: (1) the quality of both the research workforce and of the research training experience--increasing the size of the research work force will not be sufficient in itself to keep Australia competitive; (2) interdependencies between the research workforce and other parts of the innovation system, including schools and research users; (3) the roles and importance of research-trained people in the broader workforce including in industry and government; (4) the need for a whole of government approach and the removal of inconsistencies between the proposed strategy and other policies and programs (for example in relation to visas) that could impede its implementation; and (5) the dependence of the strategy on increased and better targeted funding and a concentration of capability (talent and infrastructure). A number of important actions have been identified which if adopted would be positive steps in helping to build Australia's research capacity and would help Go8 universities in managing their research training programs. The purpose of this study is to explore aspects and indicators most commonly used to assess the quality of education systems in different countries through the comparison of 12 national publications describing the state of the educational system. To compare indicators the CIPP model was chosen. This model is organized in four main parts: Context, Input, Process and Product. Each main part was then divided into categories based on the research literature (e.g., Input is divided into human, financial and material resources). Based on the CIPP model an electronic database for quality indicators comparison has been designed and implemented. This system is dynamic and easy to update. Using the database it is possible to compare countries according to several criteria (e.g., main parts and categories of the CIPP model, ISCED [International Standard Classification of Education] level, level of data collection). The database is available to the public and is designed for researchers and scholastic decision makers. A first comparison shows that processes at the classroom level are rarely considered, whereas public financial resources as well as achievement results are always included. The study concludes with a discussion of the findings of the comparison, as well as suggestions for future research aimed at further defining relevant indicators for the assessment of education quality." Over 20 years ago, during a period of high youth unemployment, Peter Kirby recommended that a system of traineeships be adopted for disadvantaged 16- and 17-year-olds. Growth in traineeships was initially slow until the mid-1990s, when rapid growth followed a series of reforms to traineeships. The reforms included the introduction of employer incentives and the widening of traineeships to existing workers, part-time workers, and older workers. This paper builds on work commissioned by the Victorian Interdepartmental Policy Unit on Youth Transitions into the effectiveness of traineeships for the youth cohort. Findings suggest that traineeships are an important pathway for female early school leavers. However, if the target group for traineeships is disadvantaged young people, then they are poorly targeted. The employment outcomes from traineeships are good, particularly for young early school leavers, but they find little evidence that traineeships have had a significant impact on skills acquisition. Overall, the authors conclude that the traineeship model is a good one, as the mixture of formal education and experience in the workplace is educationally very attractive. Their suggestions for improvement relate to better targeting of government support. In particular, they suggest that government support be targeted towards disadvantaged job seekers, such as early school leavers. This paper is based on one prepared for South Australia's Training and Skills Commission. It comes at a time of strong interest in the quality and professionalism of the vocational education and training (VET) workforce. This interest is underpinned by research into what constitutes quality teaching, as well as initiatives such as the strategic audit of the Certificate IV in Training and Assessment under the auspices of the National Quality Council. The author argues that professional development is just one approach to improving the quality of the VET workforce. A strong professional culture in the workplace and better approaches to recruitment, job design, industrial relations, workplace and performance management also need to play their part. Whatever the approach, professional development needs adequate resourcing if it is to be effective. He does not shy away from two areas surrounded by controversy--the Certificate IV in Training and Assessment and the registration of VET practitioners. On the former, the author's view is that the certificate IV is a sound qualification as long as it is taught well and adequate support is provided. On the latter, he opposes mandatory registration but notes that under the Australian Quality Training Framework it is possible to audit so that providers not only have staff with the necessary qualifications and skills profile but also have an ongoing professional development program in place that helps the organisation run--and improve--its core business of teaching and learning. Perhaps these audit requirements should be particularly rigorous for providers issuing teaching qualifications. (Contains 22 footnotes.)

The aim of this report is to examine the potential use of information from the Student Outcomes Survey, including the use of student course satisfaction information and post-study outcomes, as a means of determining markers of training quality. In an analysis of the student course satisfaction measures, the authors found there are very small variations in reported average student satisfaction across providers, with and without controls for factors that differ among providers unrelated to training quality, such as differences in student intake. There are several possible reasons for this, including the sample used for the survey not being representative of all VET (vocational education and training) participants. The authors argue that outcome measures from the Student Outcomes Survey, such as further study and labour market outcomes, are more meaningful for students making choices on courses and providers, given that such outcomes are the main motivations for study. Further, differences in labour market outcomes also signal how valuable the skills acquired are to employers. All else being equal, the more favourable the graduate employment outcomes relative to competitors, the better a provider is in meeting the needs of students. The authors recommend the collation of outcome measures from the Student Outcomes Survey, along with other relevant course and provider information, to be made available as part of a "scoreboard" of information on courses, similar to the "Good universities guide" for prospective higher education students. Such a depository of information makes it easy for students to compare and contrast courses and providers. However, they recognise that using outcomes for comparison has its drawbacks. In particular, differences in the outcomes across providers may not only reflect differences in quality, but also differences in the regions and in student clientele, which may create perverse incentives for providers to bias their student intake, shift their location, or pressure poor students to exit prematurely. For this reason the authors suggest that raw outcome measures are validated against measures that control for differences in student characteristics and student opportunities across providers, such as output from regression models. To ensure that data from the Student Outcomes Survey are better used, including as part of a "scoreboard" of information, the authors recommend a number of changes to the survey, listed in order, from what they consider to be easiest to hardest: (1) publish individual provider information; (2) collect more information on students and their labour market outcomes; (3) increase the sample size and survey response rates; (4) expand the survey to include information on private fee-for-service courses and all adult and community education (ACE) courses; and (5) add a panel dimension to the survey. This discussion paper provides a rationale for the development of professional teaching standards in Australia. It is the result of a 2000 national forum on professional teaching standards held in Melbourne, Australia, which included 150 educators who explored contemporary issues associated with such standards and constructed a framework for collaborative and strategic action. The paper is designed to stimulate discussion about the need to identify and deploy standards of professional practice for accomplished school teachers. This is a report on the quality review of distance learning in a sample of five countries. The report was commissioned by the Council for Higher Education Accreditation's (CHEA's) International Commission in order to understand better the nature of existing regulatory arrangements in the context of growth in electronically supported learning and in the import and export of education world-wide. The data collected from readily available public sources were used to create country case studies for Jordan, Malaysia, Australia, Kenya and the UK, which were subsequently verified by in-country experts. From the data and information collected, a summary report was produced in two parts. Part One summarizes information and issues arising from relevant policy reports and academic literature. The sections of the report cover: context and terminology, approaches to quality review, agencies involved, review processes, and challenges and issues in the quality review of distance learning. The second part presents data from the case studies. After a brief section outlining the socio-economic context, educational system and policy context for each country, Part Two addresses the main themes of the project: the nature of distance learning in each country and the main providers, the nature of the regulatory and quality assurance systems as they apply generally and to distance learning in particular, and the relationship between trade in educational services (from an importing and exporting perspective) and arrangements for quality review. An Australian national task force examined a number of areas related to achieving educational equality for Australia's Indigenous peoples. This paper reviews recent and current efforts to raise the quality of initial teacher education and presents a draft set of professional standards for accomplished teachers of Indigenous students in early childhood services and schools. Chapter 1 summarizes the international and Australian policy context relating to changes in education in the last two decades and the pressures on teaching and teacher education to respond to changes in attitudes toward the fundamental purposes and functions of education, particularly social justice issues. The outcomes-based approach to schooling has the potential to improve the education and attainments of disadvantaged students, including Aboriginal and Torres Strait Islander students. However, realization of this potential depends upon appropriate preparation of preservice teachers. Chapter 2 examines difficulties that some Indigenous children experience in meeting national literacy standards, populations statistics, and national efforts to accelerate progress in Indigenous education. Chapter 3 discusses work undertaken in the United States, England, Canada, and Australia to improve teacher quality; describes the Quality Improvement and Accreditation System for day care centers; and presents five draft professional standards related to teacher commitment, knowledge base for teaching, teacher responsibility, reflective practice, and learning communities. Australia introduced User Choice nationally in January 1998 to develop a national training system that is more responsive to clients' needs. User Choice is based on nine principles, including the following: (1) clients can negotiate their publicly funded training needs; (2) User Choice operates in a national training market not limited by state or territory boundaries; (3) pricing of training programs is based on clearly identified state/territory unit cost benchmarks; and (4) clients can negotiate and purchase training over and above what is essential to their qualification outcomes. The evaluations of User Choice have been broadly supportive. A comprehensive evaluation concluded that the overall policy framework is strong and progressing well. However, support for User Choice by employers has been stronger than support by public and private providers. Studies have credited User Choice with increasing the range of training options to satisfy client needs and increasing interaction between employers and providers, particularly in technical and further education. However, all the evaluations of User Choice have highlighted areas of concern and made recommendations for change, particularly in the areas of quality of training and implementation of the nine principles of User Choice in practice. Recent changes to the student profile in higher education and calls for improved graduation rates and better quality graduates have caused consternation among academics. Greater access to higher education by non-traditional groups is supported both ideologically and pragmatically. However, the disparate needs of such a student population has led to concern about the capacities of institutions and individual staff and students to meet the simultaneous calls for accountability. This paper argues for student support centers to assist transition to, and progress through, a course of study. A pedagogical stance appropriate for underpinning the operations of such a center is suggested, and the practical implications of the pedagogy are considered. Two propositions are discussed. First, initiatives which have led to the expansion of the student profile in higher education should be complemented by the provision of appropriate programs which assist students to meet the demands of study at the higher education level. Second, the approaches used by student support centers are critical for non-traditional students in linking educational access to academic success. Developing a cogent pedagogy to underpin the operations of these centers is essential, or else the services provided are likely to be ad hoc and consequently, much less efficient and effective. Primary and secondary data sources confirm that Australia is trapped in a low-skills/low-quality cycle. Among the factors that have contributed to this cycle are the following: the relatively small average size and low technology base of Australian firms and the relatively short-term planning horizon and underperformance of many Australian enterprises (compared with the planning and performance of their counterparts in the United States and New Zealand). The theory of a low skills equilibrium, which states that all major stakeholders in skill formation contribute to maintaining the low skills equilibrium, provides a broader-based explanation for Australia's problems regarding worker skills and quality. Five key stakeholder groups influence the nature of the demand for quantity and quality of skills: enterprises; groups of enterprises; the government; employer associations; and individuals and training providers. Specific measures that each stakeholder group can take to move Australia into a high-skills cycle have been identified. Unfortunately, because of Australia's continuing high levels of unemployment and the poor performance of Australia's other economic sectors, many Australian employers and the Australian government will likely remain under pressure to continue following an ad hoc, low-skill/low-quality approach to forming intermediate skills in Australia's economy. The expansion of higher education in the 1960s from an elite to a mass activity has led inevitably to a demand that higher education be responsive and accountable to the wider community. There are several approaches to evaluation of quality and economic effectiveness in higher education institutions and programs. In the mid-1980s, Australia's Commonwealth Government initiated a series of discipline reviews, as part of an ongoing process of the evaluation of higher education. This paper discusses the discipline review approach to evaluation, in the context of the Discipline Review of Australian Law Schools. It considers the following aspects of the Law School review: the objectives of the Commonwealth discipline reviews, the assessment of quality, the assessment of economic efficiency, responsiveness to community needs, and responses to the law discipline review itself. Appendices provide data on the expansion rates of students in higher education and results from a survey of law students concerning their rating of a law course and the law school. This paper offers a broad look at accreditation and quality assurance in higher education and how these issues are addressed around the world. Section 1 is an overview of accreditation and addresses the aims and objectives of accreditation, standards, accreditation bodies, stages of the accreditation process, the quality of that process, the role of government in the accreditation process, some critical points of view concerning the process, and present accreditation trends. Section 2 looks at accreditation and quality assurance through brief national case studies. The nations represented are France, Germany, United Kingdom, the Netherlands, Sweden, the United States, China, India, Hong Kong, South Africa, Nigeria, Kenya, and Australia. This section closes with a section comparing accreditation and quality assurance in various regions. Section 3 takes a closer and more detailed look at the accreditation process in Romania, particularly in light of the recent political and educational changes in this nation and the fairly recent decision to introduce accreditation of institutions of higher education. This examination covers accreditation principles and objectives, standards for initial and subsequent accreditation, application rules, structure of the accreditation committee and its functions, and provisions for financing accreditation. Since the 1960s there has been a major expansion in the number of people in Australia holding post school educational credentials and the proportion of the full time work force with those credentials. The penalties of not holding credentials, in terms of the incidence and duration of unemployment, are increasingly severe. At the same time, there has been a long term decline in the income associated with degree and trade qualifications, relative to all incomes. One source of claims about declining educational standards is that the need for education is coinciding with declining returns from education. Within the long term trend there has been some fluctuation, with the 1980s showing increases in the incomes associated with academic degrees. However, this trend is thought to be only temporary because increases in numbers of graduates have been more rapid than the growth of total employment. The notion of credentialism and positional good explains that if educational demand and supply don't rise in tandem, and if the value of that education is not held high in the labor market, quality increases in education do little to influence the economic benefits of having higher education. In the Australian higher education scene the importance of recognizing effective teaching is gaining increasing prominence. Issues of academic accountability and the increasing scarcity of financial resources for higher education have added pressure to the debate about what constitutes quality in higher education. Central to this debate is the issue of the extrinsic rewards available for teaching competence or teaching excellence. Within the older universities, excellence in research within traditional disciplines has been rewarded by research grants and by promotion procedures much more than excellence in teaching has been. Within the post-1987 universities there are pressures to develop high level research profiles. This study looks at one strategy which has been used in an attempt to redress the research/teaching imbalance and promote quality in higher education, namely that of awards for teaching excellence. An analysis of survey responses from 37 Australian institutions of higher education about how they viewed teaching awards is reported, together with comment on the possible benefits and drawbacks of these awards. Suggestions are made for modifying them in a way which deals with the criticisms of some existing programs. Contains 17 references. (Author/GLR)

Over the past few years the question of whether the lecture is an effective teaching method has been one of the most heatedly debated topics in the field of higher education. While research on the effectiveness of lectures has been carried out since at least the 1960s, the value of the lecture has been increasingly questioned recently for a number of reasons that include waning lecture attendance rates by students, the heightened emphases on active learning and interactive modes of teaching, and technological advances that allow for the instructional component of lectures to be delivered online. The recent discussions on the lecture are often driven by passionate opinions and tend to depict the lecture either at its very worst or as a romantic ideal. In this paper the authors try to move beyond the polarised and often polemical perspectives that characterise the debates and consider both the potential problems and the possible pedagogical benefits of the lecture. They propose that the lecture remains a valuable teaching method for both practical and pedagogical reasons. However, the authors also suggest that in many cases lectures need to be improved and their scope broadened to incorporate more dialogic, active and interactive teaching and learning approaches. Recent descriptions of lecture practices suggest that in many institutions the lecture has already evolved beyond the traditional idea of a unidirectional monologue and that the lecture format is becoming increasingly interactive (Dawson, 2015; Palaima, 2014). It is also important that lectures are used in combination with a range of other teaching methods to provide flexibility and diversity for students as well as to enhance their learning. Thus, while the lecture remains a useful mode of teaching, the authors suggest that more innovative approaches to lecturing as well as alternatives to lectures are needed to adapt to a changing educational environment.

Over the past twenty years, universities have increasingly employed credit-­based modular curriculum structures in an attempt to cater to the needs of more diverse student groups and to allow students greater flexibility and choice in managing their studies. With the increasing pressures placed on Australian universities to better support teaching and learning while also creating greater efficiency, the possibility of adopting modularised course structures is likely to emerge as an issue facing higher education institutions in this country. It is therefore timely and relevant to examine the possibilities and challenges that modularisation presents. This paper outlines the background and rationale behind modularisation of university curricula and discusses both the potential benefits and possible disadvantages of modular course structures.

Higher education institutions (HEIs) have experienced increasing pressures to provide accountability data and consumer information on the quality of teaching and learning. Existing ratings and rankings of HEIs tend to neglect information on student learning outcomes. Instead, they focus on inputs, activities and research outputs, such as resources used, classes taught, and articles published. Such indicators provide no indication of the degree to which HEIs actually develop the knowledge and skills of their students. In most countries, hardly any comparable information is available on the educational quality of different programmes and institutions. In some countries, approaches to assess higher education learning outcomes have been developed, but little cross-country information is available on the characteristics of the instruments used. This paper provides an overview of experience gained in this domain across OECD and partner countries. Based on illustrative evidence collected for 18 assessment instruments, it examines conceptual, organizational and methodological aspects of existing assessments. It proposes a typology of higher education learning outcomes and reviews the ways in which these have been assessed across countries. Examples are drawn from Australia, Brazil, Mexico, the United Kingdom and the United States. (Contains 2 footnotes and 7 tables.)

During the past three decades, extensive literature has accumulated on the early years of life for children. Research findings unequivocally agree that these years are a critical period of intense learning for children which provides the foundation for later academic and social success. This review explores the literature on the complex relationship between developmental outcomes and attendance at early childhood education and care programs. The article reviews Australian and international literature to evaluate the impact of both the quality and quantity of early childhood education and care (ECEC), the impact for different age groups, and which groups of children benefit most.
