Syftet med studien är att genom kvalitativa semistrukturerade intervjuer undersöka hur rektorer uppfattar sitt uppdrag kring systematiskt kvalitetsarbete i förskolans verksamhet. Studien har utgått från en fenomenografisk teori samt en fenomenografisk metodansats, detta för att redogöra samt synliggöra rektorernas uppfattningar inom ett fenomen. Det fenomenografiska perspektivet ger studien utrymme till att undersöka det fenomen som studien har som fokus. Nio rektorer har intervjuats, frågeställningarna riktades mot rektorernas uppfattning samt vad rektorerna anser att det finns för möjligheter och utmaningar i genomförandet av systematiskt kvalitetsarbete i verksamheten. Studiens resultat visar att det är rektorerna som lägger grunden men det är förskollärarna, barnskötarna och arbetslaget som gör det stora arbetet kring uppdraget med det systematiska kvalitetsarbetet. Om rektorerna inte lägger ramen och organiserar verktyg och strategier för uppdraget är det svårt för förskollärarna, barnskötarna och arbetslaget att genomföra och fullfölja sitt arbete kring systematiskt kvalitetsarbete baserat på de mål som står i läroplanen för förskolan. I studiens resultat framgår det även att det finns flertalet faktorer som påverkar arbetet. Slutsatser som lyfts fram från denna studie är att rektorers uppfattning kring sin egen del i det systematiska kvalitetsarbetet varierar. Det finns de som är djupt engagerade och delaktiga i arbete och ser till att verktyg som behövs för att utföra arbetet finns. Det finns även de rektorer som anser att det stora ansvaret ligger på förskollärarna, att det är förskollärarna som ska driva och genomföra kvalitetsarbetet. Dock har alla rektorer ett gemensamt förhållningssätt, och det är att det systematiska kvalitetsarbetet behövs för att kvalitetssäkra en likvärdig och bra undervisning. The purpose of the study is to investigate through qualitative semi-structured interviews how principals perceive their assignment regarding systematic quality work in preschool's activities. The study has been based on a phenomenographic theory and a phenomenographic methodological approach, this to account for and make visible the principals' perceptions within a phenomenon. The phenomenographic perspective gives the study room to investigate the phenomenon that the study has as focus. Nine principals were interviewed, the questions were directed at the principals' opinion and what the principals believe are opportunities and challenges in the implementation of systematic quality work in the organization. Our results show that it is the principals who lay the foundation, but it is the preschool teachers, childcarers and the work team who do the main work around the assignment with systematic quality work. If the principals do not set the framework and organize tools and strategies for the assignment, it is difficult for the preschool teachers, childminders, and the work team to carry out and complete their work on systematic quality work based on the goals stated in the curriculum for the preschool. The results of the study also show that there are several factors that affect the work. Conclusions that emerge from this study are that principals' perceptions of their own part in the systematic quality work vary. There are those who are deeply committed and involved in work and see that the tools needed to carry out the work are available. There are also principals who believe that the greatest responsibility lies with the preschool teachers, that it is the preschool teachers who must do most of the quality work. However, all principals have a common approach, and that is that systematic quality work is needed to ensure the quality of an equal and good teaching.

Förskolans uppdrag formas och förändras av samhället och det är upp till verksamma förskollärare att hålla sig uppdaterade och agera utifrån rådande styrdokument och uppdrag. Studien syfte är att lyfta hur förskollärare och förskollärarstudenters identifierar och relaterar sig själva till forskning i egen praktik, framför allt syftat till systematiskt kvalitetsarbete. Studien är gjord med digitala enkäter för att få en vid geografisk spridning och resulterade i 38 svar. Det framkommer att det finns ett glapp mellan kunskap och användande av kunskapen. Där utbildning och praktik inte når hela vägen fram till de intentioner som finns i styrdokumenten. Vetenskaplig grund och vikten av aktuell forskning ges mer plats i relationerna till vetenskap än det faktiska användandet av vetenskapliga strategier och även om dessa används så relaterar inte praktiken varför eller i vilket syfte. The preschool's mission is shaped and changed by society, and it is up to preschool teachers to stay up to date and act on the basis of prevailing governing documents and missions. The purpose of the study is to highlight how preschool teachers and preschool teacher students identify and relate themselves to research in their own practice, above all aimed at systematic quality work. The study was done with digital surveys to get a wide geographical spread and resulted in 38 responses. It appears that there is a gap between knowledge and the use of knowledge. Where education and practice do not reach all the way to the intentions contained in the governing documents. Scientific basis and the importance of current research are given more space in the relations to science than the actual use of scientific strategies and even if these are used, practice does not relate why or for what purpose.

For almost 30 years, the school subject Swedish as a second language (Sva) has struggled with poor goal achievement, a high proportion of unqualified teachers and a political lack of interest in multilingualism. With large flows of refugees in recent years, there is a considerable number of students in Swedish primary school who are in need of a school subject with clear assessment routines for more effective second language teaching.In order to make visible how assessment routines are used for second language development and thus enable the purpose of this qualitative study, semi-structured interviews have been conducted with seven sva-teachers at six different primary schools in a medium-sized city in northern Sweden. A conventional content analysis has been done based on the transcribed material, through coding and thematization.Based on Vygotsky's sociocultural perspective and Hattie's theory of visible learning, this descriptive study investigates how and why the interviewed Swedish teachers apply continuous assessment of students' second language development.The result shows that even if the sva-teachers in this study use the same assessment tool to make students' progression in the second language visible, it is not certain that the effect of the assessment is the same because the same assessment tool is used for different purposes by different sva-teachers.

Syftet med denna studie är att undersöka hur förskollärare använder systematiskt kvalitetsarbete som verktyg för att vidareutveckla verksamheten. Studien utgår från en kvalitativ metod, vi har använt oss av semistrukturerade intervjuer där öppna frågor ställts till sju förskollärare. Detta ledde till att förskollärarna gav sina personliga åsikter som svar på intervjufrågorna. Syftet med intervjuerna är att genom förskollärarnas personliga åsikter ta reda på hur de jobbar med det systematiska kvalitetsarbetet, hur de tänker kring det och om de i sitt arbete med det systematiska kvalitetsarbetet använder sig utav något verktyg. I Läroplanen för förskolan (LpFö18) finns det ett kapitel som handlar om hur de svenska förskolorna ska förhålla sig till att arbeta med det systematiska kvalitetsarbetet, det centrala i kapitlet är att förskolan ska följa olika steg, vilka är uppföljning, utvärdering och utveckling. Resultatet visar att de olika förskolorna och förskollärarna har mer likheter i sitt arbetssätt och i sina tankar än vad det finns olikheter. I resultatet framkommer det också att de intervjuade förskollärarna ger liknande svar om hur viktigt det systematiska kvalitetsarbetet är för både barnen, verksamheten och de själva, det framgår också att de har ett positivt tänkande angående arbetet. The purpose of this study is to investigate how preschool teachers use systematic quality work as a tool to further develop the business. The study is based on a qualitative method, we have used semi-structured interviews where open-ended questions are asked to seven preschool teachers. This led to the preschool teachers giving their personal opinions in response to the interview questions. The purpose of the interviews is to find out through the preschool teachers' personal opinions how they work with the systematic quality work, how they think about it and whether they use a tool in their work with the systematic quality work. In the Curriculum for preschool (LpFö18) there is a chapter that deals with how the Swedish preschools should relate to working with the systematic quality work, the central thing in the chapter is that the preschool should follow different steps, which are follow-up, evaluation and development. The results show that the different preschools and preschool teachers have more similarities in their way of working and in their thoughts than there are differences. The results also show that the interviewed preschool teachers give similar answers about how important the systematic quality work is for both the children, the business and themselves, it also appears that they have a positive thinking about the work.

Studiens syfte är att kartlägga attityder och mönster i uppfattningar om begreppen kvalitet, mätning och systematiskt kvalitetsarbete. Studien svarar på frågan vilka uppfattningar det finns hos nyckelpersoner i skolans utvecklingsarbetes runt begreppen kvalitet och mätning i förhållande till skolutveckling. Studien svarar också på om uppfattningarna kan leda till svårigheter eller problem utvecklingsarbetet att förbättra skolans kvalitet. Undersökningen är kvantitativ och har genomförts genom en webbenkät som riktades mot förstelärare och skolledare i grundskola och gymnasium. Studiens resultat visar mönster som har gemensamma drag med den utvecklingsform som benämns effektiva-skolor-modellen. Där ses mätvärden som viktiga och med dem som utgångspunkt söker man en ”best practice” som är generaliserbar för skolan. Studien visar också mönster som överensstämmer med skolutvecklingsmodellen där bedömningar av utbildningens kvalitet har fler utgångpunkter än mätvärden. I samma mönster finns upp-fattningar som värdesätter kollegiets betydelse för utveckling och överensstämmer med en verksamhetsinriktad skola. Studien pekar på problem med att skolor drivs av mätfokus och lägger stor del av sin tid och energi på processer som tar resurser från kärnverksamheten. Andra problem är upplevda svårigheter i att bedöma utbildningens kvalitet samt upplevda svårigheter att få analysen att generera förbättringar av utbildningens kvalitet. Samma mönster visar och att mätning väger tyngst och är viktigast i utvärderingsarbetet. Resultaten kan användas för långsiktiga strategier runt kompetensutveckling samt för att hantera svårigheter i det systematiska kvalitetsarbetet. The study aims to identify attitudes and patterns of perceptions concerning the concepts of quality and measurement. The study investigates the question of what the perceptions are of key functions in the school's development process, relating to concepts of quality and measurement in relation to school improvement. The study also answers about perceptions that can lead to difficulties or problems in the work of improving school quality. The study is quantitative and has been implemented through a web survey sent to teachers in career program and school-leaders in primary and secondary education. The study results show patterns that have features in common with the development of the form called effective-schools-model. Based on grades as the most dignified values, researchers and schools strive to find a "best practice" that is generalizable. The study also shows patterns consistent with models on development in schools, in which assessments of the quality of education have a better variety of information than the grade ratings. The same patterns are also perceptions that values ​​college collaboration to the development. The study indicates that the problem of the schools driven by focuses on measurement and puts much time and energy on documentation processes that take resources from the core of teaching. The study also demonstrates the problem through perceived difficulties in assessing the quality of education and to get the analysis to lead to improvements in the quality of education. At the same time the study shows that measuring grade ratings is the most important factor in the evaluation work. The results can be used for long-term strategies around skills development and to address difficulties in the systematic quality work.

This article analyses the intentions and internal logic of a systematic quality work programme in Swedish schools as an example of institutionalization of an international super-standard in large public organizations. A programme theory analysis is used to illuminate the intentions, inner logic, involved actors, possible limitations and underlying assumptions of the evaluation system, which together constitute the systematic quality work. What is realistically achievable is also highlighted and analysed in relation to current research and the welfare liberal, and social democratic education policy perspectives expressed in the National curriculum. The programme analysis indicates an ambitious, all-embracing, and ever-present evaluation system and exposes inherent potential contradictions. The programme could foster improvement and mirrors the distribution of responsibilities that characterizes Swedish school governance, which implies that how the programme is enacted in schools will be decisive for its results. The potential of the programme in practice is discussed in relation to the varying local context’s inherent risks and dilemmas, concerning governance, reductionism, constitutive effects, and working conditions.
