Inside the Institute of Electrical Engineers of Japan, abbreviated as IEEJ in this article, there is an organization called the Investigating R&D Committee, whose task is to search the status quo and future trend of research and development on a specific technology or topic relating to electrical engineering. The partial discharge (PD) resistance of three kinds of biodegradable polymers, namely poly-L-lactic acid (PLLA), polybutylene succinate (PBS), and poly e-caprolactone butylene succinate (PCL-BS), was studied in comparison to that of low-density polyethylene (LDPE). The polymers were exposed to PDs under the IEC (b) electrode system, and the PD resistance was judged by the surface erosion depth or the time to breakdown induced by PDs. As a result, the 'practical' PD resistance, which is the resistance to PDs under a constant voltage application, is ranked as LDPE > PLLA ⪢ PBS ≥ PCL-BS, while the 'true' PD resistance, which is the resistance to PDs with a constant charge quantity, is ranked as PLLA ≅ LDPE > PBS ⪢ PCL-BS. The article discusses the development of two halogen-free flame-retardant insulating materials for cables in Tokyo, Japan. The first resistant-cable, which was developed in cooperation with the Japan Atomic Energy Agency, was polyolefin resin. It has been added with several kinds of radiation-resistant stabilizers or visible-to-ultraviolet light absorbers. The second radiation-resistant cable was polyether-etherketone (PEEK) which was developed with IHI Corp. and Japan Atomic Energy Agency. PEEK can address the hardening or cracking of the cable constituent materials under high-level radiation.

The article discusses the activities of the Investigation Committee on Evaluation Technology for Interaction Between Radiation and Polymeric Materials, a committee belonging to the Fundamentals and Materials Society of the Institute of Electrical Engineers of Japan. The interactions between radiation and polymeric materials have been investigated mainly for the materials used for nuclear power plants.

Information about the National Convention of the Institute of Electrical Engineers of Japan held on March 15-17, 2007 in Toyama, Japan is presented. The convention attracted 1,507 regular papers and 163 lectures that covered almost every aspect of electrical engineering. The number of paid participants rose to about 1,300, which is more than the organizing committee had expected.
