In 2006, the journal embraced electronic publishing and open access, aligning with contemporary trends in academic publishing. The adoption of the Open Journal System in 2012 further streamlined the publication process. The journal has maintained rigorous editorial standards and is committed to advancing scientific knowledge. Communication with customers (libraries) is vital to the overall success of academic publishers. Ongoing interaction and involvement with the library community through conference participation, institution of focus groups and other such means allow publishers to better serve the evolving needs of libraries. With foresight and direction, the acquisition of smaller publishing entities by larger organizations can result in a mutually beneficial situation for all parties. Through partnerships with online full-text database aggregators, academic publishers can increase their overall range of exposure and gain more name recognition in areas of the world where, previously, access to that publisher's content was not easily attainable. The use of online pre-publication services allows academic publishers to make the latest articles available to researchers even before the article is made available in print. By assigning Digital Object Identifiers (DOIs) to every article made available through a pre-publication service, researchers are able to fully cite such articles and thus make full use of the information provided in their own studies. Comprehensive online support services provide libraries with a variety of essential subscription management services and help to increase the overall level of interaction between library and publisher. The Open Access (OA) issue is multi-dimensional in nature and has often been misconstrued by many in the publisher and library communities. As the Open Access concept is still being defined, academic publishers must pay close attention to its development and attempt to incorporate such access into their offerings so as to best serve the needs of their subscribers. This paper addresses the question of what open access means in relation to research data. To that end we (1) briefly discuss the definition of open access and the most important expected benefits; (2) highlight the publication - data distinction and the challenges regarding research data; (3) discuss research data and open access in terms of its focus, licensing, and current practices at DANS in publishing data sets open access. Use case illustrate challenges and positive developments. As a result, we see that open access for research data is not clearly defined and that the focus lies on publications, but in general it should come down to accessibility with minimal restrictions for reuse. While publications may need a different business model, making research data open access faces three challenges: awareness is needed for the importance of data and the value for publishing them; ownership should not comprise research data being open access; data management is an essential process in publishing data and needs to be part of a research project. We feel that open access regarding research data logically focusses on reuse. Therefore, it seems logical to combine open access with the FAIR principles. In terms of licensing, it is best not to license data at all, but to apply the Creative Commons CC0 tool. However, citing is a requirement in the initial definition of open access, which would make it relevant to use a Creative Commons licence. CC-BY is in that respect the best match with regards to the open access definition. While there is no clarity yet about what open access for research data exactly means, we see there is a gradual transition to making data open by using the Creative Commons means. This transition does still need careful guidance as publicly sharing research data is not yet common practice. Some extra reuse conditions may then help in at least making the data accessible. Digital Object Identifier (DOI) has been internationally recognized as a standard for identifying information resources on the web. It is an advanced tool that provides unique identification or permanent links to find specific journal articles and other information resources online. This paper discusses digital object identifier and their use in accessing online scholarly materials in Africa. It looks at the extent of Uniform Resource Locators (URL), understanding DOI functionalities, and benefits of DOI, scholarly materials with DOI in Africa with a critical examination of African Online Journals (AJOL) which is the biggest database in Africa. It was therefore discovered that the use and application of DOI in accessing online scholarly materials of African origin is still at crawling stage. The study recommends that the publishers in Africa should take advantage of this development by doing the needful and emulate those journals in African Online Journals (AJOL) to register their publications for DOI. The Digital Object Recognizer (DOR) is a system for identifying Persian digital objects on the web. DOR is a unique alphanumeric string assigned by Regional Information Center for Science and Technology (RICeST) to any entity to identify content and provide a persistent link to its location on the Internet digital networks. The paper describes the construction and functions of the DOR system for Persian articles and then introduces and outlines the underlying architecture regarding DOR system. The study concluded that using DOR will enable Iranian journal publishers assign it to both print and electronic journal articles; finally enumerated the benefits of DOI for stakeholders in the scholarly communication process. In many disciplines, data are highly decentralized across thousands of online databases (repositories, registries, and knowledgebases). Wringing value from such databases depends on the discipline of data science and on the humble bricks and mortar that make integration possible; identifiers are a core component of this integration infrastructure. Drawing on our experience and on work by other groups, we outline 10 lessons we have learned about the identifier qualities and best practices that facilitate large-scale data integration. Specifically, we propose actions that identifier practitioners (database providers) should take in the design, provision and reuse of identifiers. We also outline the important considerations for those referencing identifiers in various circumstances, including by authors and data generators. While the importance and relevance of each lesson will vary by context, there is a need for increased awareness about how to avoid and manage common identifier problems, especially those related to persistence and web-accessibility/resolvability. Good accessibility of publicly funded research data is essential to secure an open scientific system and eventually becomes mandatory [Wellcome Trust will Penalise Scientists Who Don’t Embrace Open Access. The Guardian 2012]. By the use of high-throughput methods in many research areas from physics to systems biology, large data collections are increasingly important as raw material for research. Here, we present strategies worked out by international and national institutions targeting open access to publicly funded research data via incentives or obligations to share data. Funding organizations such as the British Wellcome Trust therefore have developed data sharing policies and request commitment to data management and sharing in grant applications. Increased citation rates are a profound argument for sharing publication data. Pre-publication sharing might be rewarded by a data citation credit system via digital object identifiers (DOIs) which have initially been in use for data objects. Besides policies and incentives, good practice in data management is indispensable. However, appropriate systems for data management of large-scale projects for example in systems biology are hard to find. In a research project funded by the German Research Foundation, meteorologists, data publication experts, and computer scientists optimised the publication process of meteorological data and developed software that supports metadata review. The project group placed particular emphasis on scientific and technical quality assurance of primary data and metadata. At the end, the software automatically registers a Digital Object Identifier at DataCite. The software has been successfully integrated into the infrastructure of the World Data Center for Climate, but a key was to make the results applicable to data publication processes in other sciences as well. Large, data-rich organizations have tremendously large collections of digital objects to be 'repurposed,' to respond quickly and economically to publishing, marketing, and information needs. Some management typically assume that a content management system, or some other technique such as OWL and RDF, will automatically address the workflow and technical issues associated with this reuse. Four case studies show that the sources of some roadblocks to agile repurposing are as much managerial and organizational as they are technical in nature. This paper explores the topic of electronic books (e-books) and the effect that these digital devices and other new technologies has on the publishing industry. Contemporary society often claims that the publishing industry is dying and that the innovation of the e-book will eventually sentence the printed book to death. But this study will show that such is not the case. While it is true that the world is undergoing a digital revolution, publishers today have not been left in the dust, because these firms have embraced electronic publishing (e-publishing). The invention of e-books opens a world of opportunities and since the e-book market is still in its growth stage, there is much work left to be done. As with any new venture, the industry faces certain challenges, such as piracy, but with tools like encryption, digital asset management (DAM), digital rights management (DRM), and digital object identifiers (DOI), publishers are well on the way to a solution. While it is safe to say that the digital revolution has forever changed the face of publishing, e-books could actually revitalize the industry. No one knows what the future of e-publishing will hold, but developments affect publishing houses, authors, and consumers alike. One of the main tasks of the Persistent Identifier Linking Infrastructure (PILIN) project on persistent identifiers was to establish a policy framework for managing identifiers and identifier providers. A major finding from the project was that policy is far more important in guaranteeing persistence of identifiers than technology. Key policy questions for guaranteeing identifier persistence include: what entities should be assigned persistent identifiers, how should those identifiers be exposed to services, and what guarantees does the provider make on how long various facets of the identifiers will persist. To make an informed decision about what to identify, information modelling of the domain is critical. Identifier managers need to know what can be identified discretely (including not only concrete artefacts like files, but also abstractions such as works, versions, presentations, and aggregations); and for which of those objects it is a priority for users and managers to keep track. Without working out what actually needs to be identified, the commitment to keep identifiers persistent becomes meaningless. To make sure persistent identifiers meet these requirements, the PILIN project has formulated a six-point checklist for integrating identifiers into information management, which we present here. Digital imaging and communication in medicine (DICOM) specifies that all DICOM objects have globally unique identifiers (UIDs). Creating these UIDs can be a difficult task due to the variety of techniques in use and the requirement to ensure global uniqueness. We present a simple technique of combining a root organization identifier, assigned descriptive identifiers, and JAVA generated unique identifiers to construct DICOM compliant UIDs. The scientific and information communities have largely mastered the presentation of, and linkages between, text-based electronic information by assigning persistent identifiers to give scientific literature unique identities and accessibility. Knowledge, as published through scientific literature, is often the last step in a process originating from scientific research data. Today scientists are using simulation, observational, and experimentation techniques that yield massive quantities of research data. These data are analyzed, synthesized, interpreted, and the outcome of this process is generally published as a scientific article. Access to the original data as the foundation of knowledge has become an important issue throughout the world and different projects have started to find solutions. Global collaboration and scientific advances could be accelerated through broader access to scientific research data. In other words, data access could be revolutionized through the same technologies used to make textual literature accessible. The most obvious opportunity to broaden visibility of and access to research data is to integrate its access into the medium where it is most often cited: electronic textual information. Besides this opportunity, it is important, irrespective of where they are cited, for research data to have an internet identity. Since 2005, the German National Library of Science and Technology (TIB) has offered a successful Digital Object Identifier (DOI) registration service for persistent identification of research data. In this paper, we study the problem of video transcoding from MPEG-2 to Windows Media Video (WMV) format, together with several desired functionalities such as bit-rate reduction and spatial resolution downscaling. Based on in-depth analysis of error propagation behavior, we propose two architectures (for different typical application scenarios) that are unique in their complexity scalability and adaptive drifting error control, which in return provide a mechanism to achieve a desired tradeoff between complexity and quality. We perform extensive experiments for various design targets such as complexity, scalability, performance tradeoff, and drifting control effect. The proposed transcoding architectures can be straightforwardly applied to the MPEG-2 to MPEG-4 transcoding applications due to the significant overlap between the MPEG-4 and WMV coding technology. Digital Object Identifiers (DOIs) have uses beyond reference linking and document identification, which are their current primary selling points. Due to their inherent stability, DOIs are well suited for creating deeplinked e-reserves. This paper outlines reasons why libraries should use DOIs whenever possible in the construction of deeplinked e-reserves and provides examples of how such linking can take place, including means for providing security and authentication. New accurate results of the neutron-proton spin-dependent total cross section difference ΔσL (np) at the neutron beam kinetic energies 1.39, 1.69, 1.89 and 1.99 GeV are presented. Measurements were carried out in 2001 at the Synchrophasotron of the Veksler and Baldin Laboratory of High Energies of the Joint Institute for Nuclear Research. A quasi-monochromatic neutron beam was produced by break-up of extracted polarized deuterons. The deuteron (and hence neutron) polarization direction was flipped every accelerator burst. The vertical neutron polarization direction was rotated onto the neutron beam direction and longitudinally (L) polarized neutrons were transmitted through a large proton L-polarized target. The target polarization vector was inverted after 1-2 days of measurements. The data were recorded for four different combinations of the beam and target parallel and antiparallel polarization directions at each energy. A fast decrease of ΔσL (np) with increasing energy above 1.1 GeV was confirmed. The structure in the ΔσL (np) energy dependence around 1.8 GeV, first observed from our previous data, seems to be well pronounced. The new results are also compared with model predictions and with phase shift analysis fits. The ΔσL quantities for isosinglet state I = 0, deduced from the measured ΔσL (np) values and the known ΔσL (pp) data, are also given. The results were completed by the measurements of unpolarized total cross sections &sigmal;0tot(np) at 1.3, 1.4 and 1.5 GeV and &sigmal;0tot(nC) at 1.4 and 1.5 GeV. These data were obtained using the same apparatus and high intensity unpolarized deuteron beams were extracted either from the Synchrophasotron, or from the Nuclotron. [ABSTRACT FROM AUTHOR]

The inclusive production of D*± mesons in two-photon collisions is measured with the ALEPFI detector at e+e- centre-of-mass energies from 183 GeV to 209 GeV. A total of 360±27 D*± meson events are observed from an integrated luminosity of 699 pb-1. Contributions from direct and single-resolved processes + are separated using the ratio of the transverse momentum ptD*± of the D*± to the visible invariant mass Wvis of the event. Differential cross sections of D*± production as functions of ptD*± and the pseudorapidity are ¦ηD*± are measured in the range 2 GeV/c < ptD*± <12 GeV/c and ¦D*± < 1.5. They are compared to next-to-leading order (NLO) perturbative QCD calculations. The extrapolation of the integrated visible cross section to the total charm cross section, based on the Pythia Monte Carlo program, yields σ(e+e- → e+e- c&cmacr;)〈√s〉=197 GeV = 731 ± 74stat ± 47syst ± 157extr pb. With the increase in the use of electronic information services in libraries, and in particular with the dramatic increase in the use of electronic journals, there is an urgent need by libraries for solutions that link the disparate information resources in a meaningful way for the end user and that optimize the use of these resources. Such linking solutions are now available for libraries, supported and assisted by the emergence of new standards such as the OpenURL and the Digital Object Identifier (DOI). The management of intellectual content in a digital environment (Internet) requires the existence of persistent, reliable unique identifiers for each distinguishable piece of content, and associated services activated by these identifiers to manage access and other rights. The digital object identifier (DOI) is a major initiative from the content industries which is now being implemented widely. The DOI is a unique identifier of any piece of intellectual content (in any form), together with a syst em for using that identifier to locate digital services (on the Internet) associated with that content. This paper describes as separate strands the approach of the technology and the content communities, and how these have been brought together in the D OI initial implementation (as a reliable location tool) and future implementations of other services.
