In this paper an approach for analysing the potential for implementation of different technology pathways for the European pulp and paper industry (PPI) is presented. The approach is based on detailed technical research and aggregates the knowledge from previous studies to incorporate the whole European PPI. Thus, the potential for different technology pathways can be estimated on a European level whilst still considering important characteristics of individual mills. The usefulness of the approach was exemplified by applying it to a case study of the potential for introduction of carbon capture and storage (CCS) within the European PPI. The results from the case study show that for the European PPI, CCS has an up-hill road in order to be a viable, large scale alternative for reduction of CO2 emissions. If CCS is to be introduced in large scale within the European PPI, large biomass-based point sources of CO2 emissions need to be included when planning for CCS infrastructure and also the infrastructure needs to be built out for clusters emitting <20 MtCO2/yr. To assess the responses of nitrogen and greenhouse gas emissions to pan-European changes in land cover, land management and climate, an integrated dynamic model, INTEGRATOR, has been developed. This model includes both simple process-based descriptions and empirical relationships, and uses detailed GIS-based environmental and farming data in combination with various downscaling methods. This paper analyses the propagation of uncertainties in model inputs and model parameters to outputs of INTEGRATOR, using a Monte Carlo analysis. Uncertain model inputs and parameters were represented by probability distributions, while spatial correlation in these uncertainties was taken into account by assigning correlation coefficients at various spatial scales. The uncertainty propagation was analysed for the emissions of NH3, N2O and NOx and N leaching to groundwater and N surface runoff to surface water for the entire EU27 and for individual countries. Results show large uncertainties for N leaching and N runoff (relative errors of ~19% for Europe as a whole), and smaller uncertainties for emission of N2O, NH3 and NOx (relative errors of ~12%). Uncertainties for Europe as a whole were much smaller compared to uncertainties at Country level, because errors partly cancelled out due to spatial aggregation. [ABSTRACT FROM AUTHOR]

The impact of climate and emissions changes on the deposition of reactive nitrogen (Nr) over Europe was studied using four offline regional chemistry transport models (CTMs) driven by the same global projection of future climate over the period 2000- 2050. Anthropogenic emissions for the years 2005 and 2050 were used for simulations of both present and future periods in order to isolate the impact of climate change, hemispheric boundary conditions and emissions, and to assess the robustness of the result across the different models. The results from these four CTMs clearly show that the main driver of future N deposition changes is the specified emission change. Under the specified emission scenario for 2050, emissions of oxidised nitrogen were reduced substantially, whereas emissions of NH3 increase to some extent, and these changes are largely reflected in the modelled concentrations and depositions. The lack of sulphur and oxidised nitrogen in the future atmosphere results in a much larger fraction of NHx being present in the form of gaseous ammonia. Predictions for wet and total deposition were broadly consistent, although the three fine-scale models resolve European emission areas and changes better than the hemispheric-scale model. The biggest difference in the models is for predictions of individual N-compounds. One model (EMEP) was used to explore changes in critical 20 loads, also in conjunction with speculative climate-induced increases in NH3 emissions. These calculations suggest that the area of ecosystems which exceed critical loads is reduced from 64% for year 2005 emissions levels to 50% for currently estimated 2050 levels. A possible climate-induced increase in NH3 emissions could worsen the situation, with areas exceeded increasing again to 57%(for a 30%NH3 emission increase). [ABSTRACT FROM AUTHOR]

We present an overview of the modelling of particle number concentrations (PNC's) in five major European cities, namely Helsinki, Oslo, London, Rotterdam and Athens, in 2008. Novel emission inventories of particle numbers have been compiled both on urban and European scales. We use atmospheric dispersion modelling for PNC's in the five target cities and on a European scale, and evaluate the predicted results against available measured concentrations. The concentrations of PN in the selected cities were mostly influenced by the emissions originated from local vehicular traffic; however, in some of the cities, also harbour and airport activities were significant. The highest values of the predicted PNC's were higher in the megacities, London and Athens, and also in Rotterdam, whereas these were lower in Helsinki and Oslo. It was numerically evaluated that the influence of coagulation and dry deposition on the predicted PNC's was substantial for urban background in Oslo. The predicted and measured annual average PNC's in four cities agreed within approximately ⩽36% (measured as fractional biases), except for one traffic station in London. The indexes of agreement (IA) for the comparisons of hourly measured and predicted time-series in Oslo and Helsinki ranged from 0.75 to 0.79. [ABSTRACT FROM AUTHOR]

The study focuses on the application of a dynamic ammonia emission into the Weather Research and Forecasting Chemistry model (WRF-Chem) and the influence on the simulated ammonia concentrations and the overall model performance. We have focused on agricultural ammonia sources and have analysed both hourly and daily patterns of ammonia emissions and concentrations at measurement sites located in agricultural areas or influenced by this activity. For selected episodes, we have also investigated the 3-D patterns of the ammonia concentrations in the atmosphere. The application of the dynamic ammonia emission into the WRF-Chem model (the "DYNAMIC" simulation) results in an improvement of the modelled daily ammonia concentrations in comparison to a static approach (the "BASE" simulation), which is currently widely used in chemical transport models. In the case of hourly resolution, we have observed an improvement for the DYNAMIC approach for the winter and autumn seasons, but for the entire year the modelled hourly ammonia peaks are shifted toward the afternoon hours if compared with measurements. This study indicates that the current description of the diurnal cycle of the ammonia concentration from fields is not accurate and more research is needed in order to improve the processes that describe the emission from fertilised fields. The results suggest that the governing processes in relation to the diurnal cycle are the atmospheric mixing and the emission strength. Therefore, an improved description of the diurnal profile of ammonia concentrations within atmospheric models requires a better description of the planetary boundary layer height and a stronger daily pattern of ammonia emission, e.g. through increased evaporation or increased fluxes from the surface. The paper presents the analysis of some indicators that capture important aspects regarding the protection of the environment. The indicators chosen were: environmental protection investment of total economy, area of wooded land, protected areas and protected forest, as well as air emissions of pollutants and greenhouse gases from production activities and households. The results showed that the reduction of pollution both from the productive activity and from the households of the population can lead to the mitigation of polluting emissions as well as to the preservation of biodiversity. The demand for inland freight transport in Europe is mainly met by road transport, leading to unsustainable impacts such as air pollution, greenhouse gas emissions and congestion. Since rail transport has lower externalities than road transport, a modal shift from road to rail is an accepted policy goal for achieving a more sustainable and competitive transport system. However, intermodal road-rail transport is mainly competitive for long-distance transport, and as a consequence, the potential for modal shift is limited. The cost efficiency of road-rail intermodal transport is particularly sensitive to pre- and post-haulage (PPH) costs, since this activity typically has a larger cost compared with its share of the total distance in the transport chain. For intermodal transportation over shorter distances, for example, below 300 km and where there are substantial PPH activities at both ends of the chain, the competitiveness of the intermodal transport system compared with that of direct road is low. Improving the efficiency of PPH activities is, therefore, of utmost importance for the competitiveness of the intermodal transport system. This paper looks into the issue of improving the cost efficiency of an intermodal transport chain by implementing an innovative and flexible legal framework regarding the PPH activities in the chain. By extending the legal framework with exemptions for longer vehicles in PPH, the cost efficiency could be greatly improved. The purpose of such a framework is to allow and enable, for PPH exclusively, the use of 2 × 40 foot or even two semi-trailers using only one vehicle in the context of the Swedish regulatory framework. This paper develops a strategic calculation model for assessing and investigating the consequences of such a framework and investigates the framework's potential in terms of cost efficiency. The model in combination with a sensitivity analysis of input variables gives a comprehensive understanding of the effects of PPH under different circumstances. From the results, it is evident that there are substantial positive effects associated with a PPH framework of longer vehicles. Results indicate that a typical shipper may experience cost reductions of about 5-10% of the total costs of the intermodal transport chain. In summary, a more innovative and flexible legal framework regarding vehicle length in the PPH links can contribute to a greater modal shift, improved cost efficiency and more environmentally friendly transportation systems. Purpose – This paper aims to investigate the manner in which technological innovation in the European electrical-grid sector has developed by focusing, in particular, on the effect of public policy on innovation. To achieve this aim, this paper highlights how technological innovation and development progressed from the 1960s to the 1980s, and contrasts this period with the deregulated/privatization environment. Design/methodology/approach – The paper is based on a series of in-depth multiple company case studies of grid companies, some of their suppliers and other actors in their broader business network. Empirical data were collected through 55 interviews. Findings – The authors find that a phase of mutual collaboration was encouraged in the first period, which led to strong technological innovation with a focus on product quality and the development of functionality. Buyers played a pivotal role in the development of products and posed technical requirements. In contrast, the current role of the buyer has transformed principally into one of evaluating competing bids for specific projects. Today, buyers face increasing pressure to substantially lower CO2 emissions and transform the energy grid system. These goals are difficult to achieve without a new way of thinking about innovation. Research limitations/implications – Models to achieve innovation must not only focus on individual research projects; instead, the innovation should be factored into normal business dealings in the supply chain. Practical implications – We propose that policymakers and regulators need to: accommodate for innovation and address the collaborative elements of innovation when developing policies and regulations. Furthermore, regulators have the option of either developing a strategic vision for the electrical-grid network or incorporating sustainability into the evaluation of electrical grids and, thus, consumers’ willingness to pay. Originality/value – This paper makes a distinctive contribution in the area of innovation for electrical grids. Our paper shows how innovation and the development of new technology for electrical grids changed over time. Furthermore, this paper describes the energy sector in terms of a business network comprising the different actors involved in innovation and development and, thus, their role in the energy supply chain. Climate change impacts are already happening through the world, and it is now clear that there is the need for an adaptive response from global institutions down to the local level. Reducing vulnerability to cope with climate variability might be more challenging in tropical countries than in North America or Europe. The ten papers of this special issue were presented during the Adaptclim conference that was held by the Sinergia Project, the CLARIS LPB project, and the GeoData Institute in Asunción, Paraguay, in 2010. All papers, except one regarding the Brahmaputra Basin in South Asia, present studies from South America. These studies are first contextualized geographically and then are related one to another by a simplified vulnerability concept linking climate stress to sensitivity and adaptive capacity of natural and human systems. One half of the papers focus on actual or future climate change and the present-day causes of the vulnerability of natural and agrosystems. Droughts are and will be the main source of stress for agriculture in South America. Increasing fragmentation of forest of the center of this continent is aggravating their vulnerability to dry spells. Another half of the studies of this special issue deal with the adaptive capacity human populations to system perturbations produced or enhanced by climate change. The studies point out inclusion of traditional knowledge and involvement of local actors in their own vulnerability assessment to increase adaptive capacity. These elements of climate justice, giving voice to those less responsible for carbon emissions but bearing their most severe consequences, allow the particular needs of a community to be considered and can direct adaptation policy toward preserving or rebuilding their specific capabilities under threat from climate change. The special issue also made clear that a basin analysis of the climate change problem could provide information, results, and methods more readily of use for the local population and decision makers. Purpose The purpose of this paper is to examine the suitability of free carbon calculators aimed at the agricultural industry, for use in greenhouse gas (GHG) emission benchmarking, using the European dairy industry as an example.Design/methodology/approach Carbon calculators which were claimed to be applicable to European dairy farms were identified and tested using six production scenarios based on data from real European farms supplemented using published literature. The resulting GHG emission estimates, together with estimates apportioned using three functional units, were then compared to determine the robustness of the benchmarking results.Findings It was found that although there was a degree of agreement between the seven identified carbon calculators in terms of benchmarking total farm emissions, once a suitable functional unit was applied little agreement remained. Tools often ranked farms in different orders, thereby calling into question the robustness of benchmarking in the studied sector.Research limitations/implications The scenario-based approach taken has identified issues liable to result in a lack of benchmarking robustness within this sector; however, there remains considerable scope to evaluate these findings in the field, both within this sector and others in the agricultural industry.Practical implications The results suggest that there are significant hurdles to overcome if GHG emission benchmarking is to aid in driving forward the environmental performance of the dairy industry. In addition, eco-labelling foods based on GHG benchmarking may be of questionable value.Originality/value At a time when environmental benchmarking is of increasing importance, this paper seeks to evaluate its applicability to sectors in which there is considerable scope for variation in the results obtained. Ship emissions constitute a large, and so far poorly regulated, source of air pollution. Emissions are mainly clustered along major ship routes both in open seas and close to densely populated shorelines. Major air pollutants emitted include sulfur dioxide, NOx , and primary particles. Sulfur and NOx are both major contributors to the formation of secondary fine particles (PM2.5) and to acidification and eutrophication. In addition, NOx is a major precursor for ground-level ozone. In this paper, we quantify the contributions from international shipping to European air pollution levels and depositions. This study is based on global and regional model calculations. The model runs are made with meteorology and emission data representative of the year 2017 after the tightening of the SECA (sulfur emission control area) regulations in 2015 but before the global sulfur cap that came into force in 2020. The ship emissions have been derived using ship positioning data. We have also made model runs reducing sulfur emissions by 80 % corresponding to the 2020 requirements. This study is based on model sensitivity studies perturbing emissions from different sea areas: the northern European SECA in the North Sea and the Baltic Sea, the Mediterranean Sea and the Black Sea, the Atlantic Ocean close to Europe, shipping in the rest of the world, and finally all global ship emissions together. Sensitivity studies have also been made setting lower bounds on the effects of ship plumes on ozone formation. Both global- and regional-scale calculations show that for PM2.5 and depositions of oxidised nitrogen and sulfur, the effects of ship emissions are much larger when emissions occur close to the shore than at open seas. In many coastal countries, calculations show that shipping is responsible for 10 % or more of the controllable PM2.5 concentrations and depositions of oxidised nitrogen and sulfur. With few exceptions, the results from the global and regional calculations are similar. Our calculations show that substantial reductions in the contributions from ship emissions to PM2.5 concentrations and to depositions of sulfur can be expected in European coastal regions as a result of the implementation of a 0.5 % worldwide limit of the sulfur content in marine fuels from 2020. For countries bordering the North Sea and Baltic Sea SECA, low sulfur emissions have already resulted in marked reductions in PM2.5 from shipping before 2020. For ozone, the lifetime in the atmosphere is much longer than for PM2.5 , and the potential for ozone formation is much larger in otherwise pristine environments. We calculate considerable contributions from open sea shipping. As a result, we find that the largest contributions to ozone in several regions and countries in Europe are from sea areas well outside European waters. [ABSTRACT FROM AUTHOR]

In this paper we run the EMEP air quality model with 3 different emission inventories at 2015, that is to say using CAMS, EMEP emissions, and EDGAR. The EMEP model has been run for the entire year 2015, and resulting concentration results have been compared with background monitoring stations. Results show that the air quality model, run with the 3 emission inventories, provide similar results despite the emission differences. More in details, EDGAR is providing slightly better validation results for PM2.5, while the EMEP emissions are slightly better to model yearly average NO2. The main differences among the model applications arise in the Eastern part of Europe, where the values between the officially estimated emissions and those independently estimated by EDGAR are higher. Results suggest that EDGAR, despite being a methodology aimed at global coverage, with independent sources for activity level, technologies and emission factors and generic gridding practices, can be effectively used for air quality modelling in Europe. The primary objective of this paper is the structural analysis of source-receptor air pollution problems in the EU region. Two views are provided for the analysis: an emission-driven view and a deposition-driven view. Different visualization modules are used to reproduce the global pollution network and identify the biggest sources and sinks of pollution. Visual modelling helps to understand the linkages and interconnections in the transboundary pollution network. Our interactive outputs give the options to bring out the crucial actions of the global source-receptor air pollution scheme and highlight the top emitters or receptors of pollution. Ranking of countries in decreasing order of pollution responsibility and/or vulnerability using graph metrics is a main result. Purpose: The aim of this paper is to evaluate assumptions and data used in calculations related to palm oil produced for biodiesel production relative to the European Renewable Energy Directive (EU-RED). The intent of this paper is not to review all assumptions and data, but rather to evaluate whether the methodology is applied in a consistent way and whether current default values address relevant management practices of palm oil production systems. Methods: The GHG calculation method provided in Annex V of the EU-RED was used to calculate the GHG-emissions from palm oil production systems. Moreover, the internal nitrogen recycling on the plantation was calculated based on monitoring data in North Sumatra. Results and discussion: A calculation methodology is detailed in Annex V of the EU-RED. Some important aspects necessary to calculate the GHG emission savings correctly are insufficiently considered, e.g.: • 'Nitrogen recycling' within the plantation due to fronds remaining on the plantation is ignored. The associated organic N-input to the plantation and the resulting nitrous oxide emissions is not considered within the calculations, despite crop residues being taken into account for annual crops in the BIOGRACE tool. • The calculation of GHG-emissions from residue and waste water treatment is inappropriately implemented despite being a hot-spot for GHG emissions within the life cycle of palm oil and palm oil biodiesel. Additionally, no distinction is made between palm oil and palm kernel oil even though palm kernel oil is rarely used for biodiesel production. • The allocation procedure does not address the most relevant oil mill management practices. Palm oil mills produce crude palm oil (CPO) in addition either nuts or palm kernels and nut shells. In the first case, the nuts would be treated as co-products and upstream emissions would be allocated based on the energy content; in the second case the kernels would be treated as co-products while the shelöls are considered as waste without upstream emissions. This has a significant impact on the resulst or GHG savings, respectively. • It is not specified whether indirect GHG emissions from nitrogen oxide emission from the heat and power unit of palm oil mills should be taken into account. Conclusions and recommendations: In conclusion, the existing calculation methodology described in Annex V of the EU-RED and default values are insufficient for calculating the real GHG emission savings from palm oil and palm oil biodiesel. The current default values do not reflect relevant management practices. Additionally, they protect poor management practices, such as the disposal of empty fruit bunches (EFB), and lead to an overestimation of GHG savings from palm oil biodiesel. A default value for EFB disposal must be introduced because resulting GHG emissions are substantial. Organic nitrogen from fronds must be taken into account when calculating real GHG savings from palm oil biodiesel. Further, more conservative data for FFB yield and fugitive emissions from wastewater treatment should be introduced in order to foster environmental friendly management options. In this paper, we study whether the release of pollutant emission information has an effect on housing prices. The event under study is the publication of the first wave of emission quantity data from the European Pollutant Release and Transfer Register in 2009. Our analysis is based on quarterly housing prices at the German postal code level for the years 2007-2011 and provides the first evidence from Europe on this research question. Estimating a differences-in-differences model and controlling for observable differences in land use, housing type distribution, tax revenues and other postal code area characteristics by means of propensity score matching, we find no significant effect of the release of emission information on the value of houses in affected postal code areas. This result survives a number of robustness checks designed to assess whether our findings are due to data aggregation issues or the actual treatment definition. This leads to the conclusion that on an aggregate level the 2009 publication of E-PRTR data did not have an immediate and noticeable effect on housing prices in Germany. [ABSTRACT FROM AUTHOR]

The aim of this paper is to analyze the main determinants of the economic acceptability of four Green Technologies (GTs): alternative fuel vehicles, energy savings in residential buildings, smart meters and renewable electricity, using a meta-analysis on a sample of 35 selected papers, which provided 245 primary data. This approach allows detecting relationships across heterogeneous studies, avoiding the subjectivity of qualitative surveys. We implement a new two-step procedure. First, we compute a measure of the implicit price for a kilogram of CO2 avoided (PCO2), homogenizing the usable information for the GTs considered. Second, we conduct a meta-regression using the computed PCO2 values to estimate the socio-economic determinants' impact. In general, our results show a wide degree of acceptability for GTs which is stronger among European citizens. In particular, it emerges that, on average, the estimated PCO2 is positive for the GTs considered, and additional positive effects exist when respondents are confronted with an explicit reference to quantitative targets in terms of CO2 abatement, a clear proposal for payment timing, and a specific renewable electricity mix. These results indicate that information and transparency are crucial to spur GTs deployment. Therefore, to support GTs’ market penetration, public and private institutional stakeholders, have to provide “ad hoc” information to the end users, setting a clear and suitable system of prices to increase the economic value end users place on GTs. In a previous study, we assessed the efficiency of reducing either traffic or industrial emissions on various ozone metrics for several cities in Europe, based on the Air Control Toolbox surrogate model. Here, we perform various model parametrisation sensitivity analyses in order to assess the robustness of our results. We find that increasing the model resolution has a limited impact on the ozone response to emission changes when focusing on concentration peaks but strongly changes the response of the ozone daily mean with a switch to a titration regime for all zones with significant nitrogen oxide (NOx) emissions. The impact of pollution imported from outside the simulation domain was also studied and we show that if the first lever for action on ozone peaks remains as the reduction of local and regional emissions, in order to achieve higher levels of reduction, it is necessary to act at a European level. We also explore more up-to-date temporal profiles and sectoral emission speciation and find a shift towards a more NOx-limited regime in a number of cities. Overall, these sensitivity tests show that most of the differences are simulated in cities with high NOx emissions and little solar radiation but do not change the overall conclusions that were previously obtained. Purpose – The purpose of this paper is to provide a descriptive analysis of the carbon management activities of the cement industry in Europe, based on a study involving the four largest producers of cement in the world. Based on this analysis, the paper explores the relationship between managerial perception and strategy, with particular focus on the impact of government regulation and competitive dynamics. Design/methodology/approach – The research is based on extensive documentary analysis and in-depth interviews with senior managers from the four companies who have been responsible for and/or involved in the development of climate change strategies. Findings – It was found that whilst the cement industry has embraced climate change and the need for action, there remains much scope for action in their carbon management activities, with current effort concentrating on hedging practices and win-win efficiency programs. Managers perceive that inadequate and unfavourable regulatory structure is the key barrier against more action to achieve emission reduction within the industry. Interestingly, EU cement companies are also shifting their CO2 emissions to less developed countries of the South. Originality/value – The paper analyses corporate climate strategy in one of the most carbon intensive and yet least studied industries. ABSTRACT This paper shows that the use of a few developed applications of the environmental accounts can provide a useful basis to understand and analyse several strategies to reduce emissions to water. This paper presents figures for emissions to water embodied in imports and exports attributed to different European and non-European countries. Also the effects of volume growth, composition change and technology change are quantified for the different trade flows at country level. The applications illustrate the advantages of using integrated data on emissions to water and economic variables for the years 1996 and 2007 in the Netherlands. Trends in the CO and C2H6 partial columns (~0-15 km) have been estimated from four European ground-based solar FTIR (Fourier Transform InfraRed) stations for the 1996-2006 time period. The CO trends from the four stations Jungfraujoch, Zugspitze, Harestua and Kiruna have been estimated to -0.45±0.16% yr-1, -1.00±0.24% yr-1, -0.62±0.19% yr-1 and -0.61±0.16% yr-1, respectively. The corresponding trends for C2H6 are -1.51±0.23% yr-1, -2.11±0.30% yr-1, -1.09±0.25% yr-1 and -1.14±0.18% yr-1. All trends are presented with their 2-σ confidence intervals. To find possible reasons for the CO trends, the global-scale EMEP MSC-W chemical transport model has been used in a series of sensitivity scenarios. It is shown that the trends are consistent with the combination of a 20% decrease in the anthropogenic CO emissions seen in Europe and North America during the 1996-2006 period and a 20 % increase in the anthropogenic CO emissions in East Asia, during the same time period. The possible impacts of CH4 and biogenic volatile organic compounds (BVOCs) are also considered. The European and global-scale EMEP models have been evaluated against the measured CO and C2H6 partial columns from Jungfraujoch, Zugspitze, Bremen, Harestua, Kiruna and Ny-Ålesund. The European model reproduces, on average the measurements at the different sites fairly well and within 10-22% deviation for CO and 14-31% deviation tor C2H6. Their seasonal amplitude is captured within 6-35% and 9-124% for CO and C2H6, respectively. However, 61-98% of the CO and C2H6 partial columns in the European model are shown to arise from the boundary conditions, making the global-scale model a more suitable alternative when modeling these two species. In the evaluation of the global model the average partial columns for 2006 are shown to be within 1-9% and 37-50% of the measurements for CO and C2H6, respectively. Biodiesel and bio-ethanol are expected to be the most applied biofuels in Europe in the short- to mid-term, especially in blended form with diesel and gasoline, respectively. There is a clear need to see what impact this blending will have on emissions and fuel consumption of current vehicles. Public information on this topic is mostly based on older technology. Within the Belgian research project BIOSES, emission and fuel consumption tests were performed on recent types of vehicles running on various biodiesel–diesel blends for diesel vehicles, and bio-ethanol–gasoline blends for gasoline and flex-fuel vehicles. The vehicles were tested on a proving ground with on-board emission measurement equipment, following different test cycles, including the European test cycle (NEDC) and a real-traffic-based cycle (MOL30). Transport is one of the fastest growing sources of emissions of greenhouse gases. Some European countries have adopted comprehensive 'sustainable transport' policies, in which climate change is addressed. This paper looks into how sustainable transport policy frameworks deal with climate change challenges in three countries: the Netherlands, Sweden, and the United Kingdom. In particular, the focus is on the role of follow-up and monitoring systems to keep the policies on track. For the United Kingdom, a critical analysis is made of strengths and weaknesses of the policy monitoring regime. The analysis shows that the monitoring approach, while ambitious, has suffered some deficits that may have weakened the role of the high-level strategies. This paper examines how the effectiveness of regulatory framework influences levels of sulphur emissions in a scenario where, to reduce its (emission-) tax payments, a polluting firm may under-report emissions level at the risk of being audited and fined. First, a model to explain how changes in regulatory framework (e.g., audit effectiveness) and transboundary spillovers affect both actual and reported emissions is developed. Then the theoretical predictions using data for 39 European countries from 1999 to 2003 are tested and inferences about true emission levels are made. The empirical analysis supports the theoretical predictions with significant implications for the interpretation of pollution data reported to international monitoring agencies. Countries with effective regulation are likely to have relatively high reported emissions of sulphur. But this should not automatically be interpreted as weak environmental performance, because their actual pollution levels are likely to be lower than in nations with less effective regulation. Many European politicians argue that the EU should set tougher emission targets than what is required by the Kyoto protocol, and moreover, that emission trading with other countries outside EU should be limited so as to keep emission quota prices high. One of the arguments, frequently cited for such a policy, is the need for technological development. However, the literature on climate change and technological innovation does not unambiguously support the need for setting high emission taxes today. In this paper we investigate the relationship between emission taxes and technological change further by modeling innovation activity explicitly. In our model both the amount of R&D and the amount of carbon abatement are decided in a decentralized way by the market as a response to an emission tax. Moreover, we introduce several distinct failures in the market for new innovations, among others, insufficient patent protection and intertemporal knowledge spill-overs. Our findings suggest that governments should under some circumstances set a higher carbon tax today if we have technological change driven by R&D than if we have pure exogenous technological change. This paper analyses the impact of population growth on CO2 emissions in European Union countries. Traditionally, researchers have assumed a unitary elasticity of emissions with respect to population growth. In this study population is treated as a predictor in the model, instead of being included as part of the dependent variable (per capita emissions), thus relaxing the above-mentioned assumption of unitary elasticity. We also contribute to the existing literature by taking into account the presence of heterogeneity in the sample and considering a dynamic specification. The sample covers the period 1975–1999 for the current European Union members. Our results show that the impact of population growth on emissions is more than proportional for recent accession countries whereas for old EU members, the elasticity is lower than unity and non significant when the properties of the time series and the dynamics are correctly specified. The different impact of population change on CO2 emissions for the current EU members should therefore be taken into account in future discussions of climate change policies within the EU. Goal, Scope and Background. Taking into account the location of emissions and its subsequent, site-dependent impacts improves the accuracy of LCIA. Opponents of site-dependent impact assessment argue that it is too time-consuming to collect the required additional inventory data. In this paper we quantify this time and look into the added value of site-dependent LCIA results. Methods. We recalculated the acidifying impact for three existing LCA studies: linoleum, stone wool, and water piping systems. The amount of time needed to collect the required additional data is reported. The ED1P2003 methodology provides site-generic and site-dependent acidification factors. We used these factors to recalculate acidification for the case studies. We analyzed differences between site-generic and site-dependent acidification and reported problems experienced. Results and Discussion. Finding the location of processes and emissions was easy. The reports of the three case studies contained most of this information. Far more time was needed to disaggregate processes to the level where emissions can be localized. Although the overall conclusions with regard to acidification did not change in the case studies, the relative importance of processes shifted when considering sub-levels. This is especially important for improvement analysis. Site-dependent acidification assessment was hampered in the linoleum case study where about 40% of the acidification originates from non-European emissions. However, EDIP2003 provides no site-dependent factors for these countries and site-generic factors had to be used instead. Thus, calculating site-dependent acidification is only feasible for LCA studies in which the majority of the emissions originate in Europe. We could not reproduce all parts of the three case studies using the report and additional public resources. This hindered our recalculation. In fact, any additional analysis will be hampered by this lack of reproducibility. ISO recommends such reproducibility for comparative assertion disclosed to the public. Conclusion. Spatially differentiated acidification is feasible for each of the three case studies. Finding the location of processes and emissions was easy, but quite some time was needed to disaggregate processes and emissions to the appropriate level. Overall conclusions on acidification remained the same for the case studies, but the relative contribution of basic processes changed when applying site-dependent impact assessment. Though the three case studies were all rather detailed and complete, none of them was fully reproducible. This paper critically analyses the voluntary agreement of the European Automobile Manufacturers Association (ACEA) which is intended to ensure a significant reduction of average CO 2 emissions from new passenger cars. It concludes that the voluntary agreement is far from being an adequate solution in terms of both ecological effectiveness and economic cost-efficiency. Therefore, the paper proposes to replace the voluntary agreement by an emission trading scheme which directly places car makers under obligation. This switch in policy should be accompanied by further phased increases in the ecotax levied on fuels and a vehicle taxation system that places greater focus on CO 2 emission. [ABSTRACT FROM AUTHOR]

Office buildings are thought to be significant sources of energy use and emissions in industrialized countries, but quantitative assessments of all of the phases of the service life of office buildings are still quite rare. In order to enable environmentally conscious design and management, this paper presents life-cycle assessments of newly constructed European and U.S. office buildings from materials production through construction, use, and maintenance to end-of-life treatment. The significant environmental aspects indicate the dominance of the use phase in the quantified environmental categories, but draw attention to the importance of embedded materials and expected maintenance investments throughout the assumed 50-year service life, especially for particulate matter emissions. The relevance of the materials, construction, maintenance, and end-of-life phases relative to the use of buildings is expected to increase considerably as functional obsolescence of office buildings becomes more rapid, and complete reconstruction and reconfiguration become more frequent. By quantifying the energy use and environmental emissions of each life-cycle phase in more detail, the elements that cause significant emissions can be identified and targeted for improvement. This paper attempts to identify whether declining industrial pollution intensities in many European countries are a result of reductions in sectoral emissions intensities (i.e. the effects of regulations and technology) or changes to the product mix (e.g. the decline of heavy industries). This distinction is important since reductions in pollution that are a result of changes to the product mix may simply reflect a transfer of pollution from one country to another, rather than a net reduction. We attempt to resolve this issue by applying the divisia decomposition technique to a new dataset of industry-specific emissions intensities for three common air pollutants, for four European countries. European energy policy has not faced up to something about which there is increasingly little doubt: global reduction, or even stabilisation in energy use will not be achieved unless Europe and the other rich OECD countries aim at significantly curbing their energy services (heat, light, motive power, mobility and so on). The policy makers at the centre of the policy discourse on energy sustainability suffer from a form for self-deception which revolves around the equation of 'efficiency' with 'reduction' and 'sustainability', i.e., the untenable contention that technological and market efficiency alone will offset continued growth in energy services to the extent that deep reductions in energy use are possible. Many researchers and environmentalists seem to have, partly for strategic reasons, adapted to this view and thereby supported politicians in the selfdeception. In this paper we use results from India and China, with more than one third of the world population, to show how there is likely to be dramatic increases in energy use and greenhouse gas emissions in those countries over the next halfcentury. Much of this increase will be in conjunction with the development of basic services and infrastructure for homes, businesses, transport, health and public services, so that it is neither ethical nor even practical to argue for restrictions in overall energy growth in these and other developing countries. This places the onus for deep reductions in energy use on Europe, North America and the other affluent countries. The paper explores what such a change of focus would mean for policy and research agendas, and why there is friction to moving the policy envelope from 'efficiency' to also include 'sufficiency'. While concentrations of most air pollutants have been decreasing in Europe over the last 20 years, O 3 is showing variable trends, with increasing average and decreasing peak concentrations. The complexity of O 3 chemistry adds to the difficulty of understanding both the trends observed and how concentrations can be mitigated. This paper tries to answer the following questions: which emission sectors should be targeted and what levels of reduction could be achieved? To address these reflections, an Atlas of O 3 chemical regimes has been constructed. For this Atlas, 22 European cities were selected and the surrogate model Air Control Toolbox (ACT) was used to evaluate the simulated changes in several ozone metrics as a result of reductions in road transport and industrial emissions. O 3 chemical regimes have been classified and put in perspective with meteorological and emission data at each city location and around. The O 3 sensitivity to road transport and industrial emissions differ from one city to another, but also for the same city when considering different ozone metrics and seasons (e.g., annual means versus SOMO35 or summer peaks). Counterproductive impacts yielding O 3 increase when emissions are reduced are mainly encountered in regions or periods where O 3 concentration are relatively low. In terms of meteorological factors, O 3 chemical regimes are mostly impacted by the amount of solar radiation received but wind speed also has a considerable impact. Most cases show a higher sensitivity to emission reductions from road transport or equal sensitivity to emission reductions from road transport and industry. Very few cases are more sensitive to emissions from the industrial sector. However, the response of annual or seasonal average O 3 metrics to industrial and road transport emissions can be considered relatively low with a maximum reduction of 33% for a 100% reduction of both industrial and road transport emissions. This is because anthropogenic emission can only mitigate ozone above a substantial natural tropospheric background. It is precisely this incremental anthropogenic ozone, which should be targeted by efficient policies as we also demonstrate that none of the cities studied would exceed the European target value with a 100% reduction in emissions. • An atlas of ozone chemical regimes has been constructed for 22 European cities. • O 3 sensitivity to road transport and industrial emissions differ when considering different ozone metrics and different periods of the year. • Counterproductive effects of precursors emission reductions on ozone are a concern where and when ozone concentrations are low. • On the contrary, significant reductions of precursor emissions are found to reduce the number of exceedances of the EU target limit value. • In most cities, mitigation of road transport yields larger benefit to ozone air pollution than mitigation of the industrial sector. There is considerable academic interest in the potential for air quality improvement as a co-benefit of climate change mitigation. Few studies use regional air quality models for simulating future co-benefits, but many use global chemistry-climate model output. Using regional atmospheric chemistry could provide a better representation of air quality changes than global chemistry-climate models, especially by improving the representation of elevated urban concentrations. We use a detailed regional atmospheric chemistry model (WRF-Chem v 4.2) to model European air quality in 2050 compared to 2014 following three climate change mitigation scenarios. We represent different climate futures by using air pollutant emissions and chemical boundary conditions (from CESM2-WACCM output) for three Shared Socioeconomic Pathways (SSP1-2.6, SSP2-4.5, SSP3-7.0; a high, medium and low mitigation pathway). We find that in 2050, following SSP1-2.6, mean population-weighted PM2.5 concentrations across European countries reduces by 52 % compared to 2014. Whilst under SSP2-4.5, this average reduction is 34 %. The smallest average reduction was 18 % by following SSP3-7.0. Maximum 6-monthly-mean daily-maximum 8 h (6mDM8h) ozone (O3) is reduced across Europe by 15 % following SSP1-2.6, and 3 % following SSP2-4.5, but increases by 13 % following SSP3-7.0. This demonstrates clear co-benefits of climate mitigation. The additional resolution allows us to analyse regional differences and identify key sectors. We find that mitigation of agricultural emissions will be key for attaining meaningful co-benefits of mitigation policies, evidenced by the importance of changes in NO3 aerosol mass to determining future PM2.5 air quality and changes in CH4 emissions to future O3 air quality. We suggest that the unprecedented and unintended decrease of emissions of air pollutants during the COVID-19 lock-down in 2020 could lead to declining seasonal ozone concentrations and positive impacts on crop yields. An initial assessment of the potential effects of COVID-19 emission reductions was made using a set of six scenarios that variously assumed annual European and global emission reductions of 30% and 50% for the energy, industry, road transport and international shipping sectors, and 80% for the aviation sector. The greatest ozone reductions during the growing season reached up to 12 ppb over crop growing regions in Asia and up to 6 ppb in North America and Europe for the 50% global reduction scenario. In Europe, ozone responses are more sensitive to emission declines in other continents, international shipping and aviation than to emissions changes within Europe. We demonstrate that for wheat the overall magnitude of ozone precursor emission changes could lead to yield improvements between 2% and 8%. The expected magnitude of ozone precursor emission reductions during the Northern Hemisphere growing season in 2020 presents an opportunity to test and improve crop models and experimentally based exposure response relationships of ozone impacts on crops, under real-world conditions. Substance emissions resulting from modern agriculture in the European Union (EU) affect the entire environment and are no less harmful than those caused by industrial installations. Even so, the EU requires only industrial installations, which include large intensive livestock holdings, to use the best available techniques (BAT). Agricultural land use, by contrast, needs simply to meet the standard of tried-and-tested technologies and generally accepted farming methods (good practice). This paper seeks to add a new perspective to existing political debates and scientific investigations by questioning the adequacy of existing regulatory requirements concerning agricultural land use and proposing that the BAT-Standard should be applied to agricultural land use, especially for high-input-farms. Were the BAT standard to be applied to agricultural land use, those techniques and farming methods which are most advanced and efficient in preventing environmental emissions, and so most effectively help to achieve a generally high level of protection of the environment as a whole, would have priority by law. The paper discusses which techniques and methods might meet these criteria by looking at four examples: conservation tillage, integrated pest protection, precision farming and organic farming. In this paper, we develop a model to analyze the economics of carbon capture, transport, and storage (CCTS) in the wake of expected rising CO prices. We present a scalable mixed integer, multiperiod, welfare-optimizing network model for Europe, called CCTS-Mod. The model incorporates endogenous decisions on carbon capture, pipeline and storage investments, as well as capture, flow and injection quantities based on given costs, CO prices, storage capacities, and point source emissions. Given full information about future costs of CCTS-technology, and CO prices, the model determines a cost minimizing strategy on whether to purchase CO certificates, or to abate the CO through investments into a CCTS-chain on a site by site basis. We apply the model to analyze different scenarios for the deployment of CCTS in Europe, e.g., under high and low CO prices, respectively. We find that beyond CO prices of €50 per t, CCTS can contribute to the decarbonization of Europe's industry sectors, as long as one assumes sufficient storage capacities (onshore and/or offshore). This paper provides an account of urban greenhouse gas (GHG) emissions from 40 countries in Europe and examines covariates of emissions levels. We use a 'top-down' analysis of emissions as spatially reported in the Emission Dataset for Global Atmospheric Research supplemented by Carbon Monitoring for Action from 1153 European cities larger than 50 000 population in 2000 (comprising >81 % of the total European urban population). Urban areas are defined spatially and demographically by the Global Rural Urban Mapping Project. We compare these results with 'bottom-up' carbon accounting method results for cities in the region. Our results suggest that direct (Scopes 1 and 2) GHG emissions from urban areas range between 44 and 54 % of total anthropogenic emissions for the region. While individual urban GHG footprints vary from bottom-up studies, both the mean differences and the regional energy-related GHG emission share support previous findings. Correlation analysis indicates that the urban GHG emissions in Europe are mainly influenced by population size, density, and income and not by biophysical conditions. Up-to-date and accurate emission inventories for air pollutants are essential for understanding their role in the formation of tropospheric ozone and particulate matter at various temporal scales, for anticipating pollution peaks and for identifying the key drivers that could help mitigate their emissions. This paper describes the Bayesian variational inverse system PYVAR-CHIMERE, which is adapted to the inversion of reactive species. Complementarily with bottom-up inventories, this system aims at updating and improving the knowledge on the high spatio-temporal variability of emissions of air pollutants and their precursors. The system is designed to use any type of observations, such as satellite observations or surface stations. The potential of PYVAR-CHIMERE is illustrated with one-day inversions of CO and NO2 emissions in Europe, using the MOPITT and OMI satellite observations (for CO and for NO2, respectively). The existing European Union (EU) natural gas network provides large capacity to integrate renewable (RGs) and low-carbon gases. Today, hydrogen contributes only a few percent to Europe's energy consumption and is almost exclusively produced from fossil fuels and used in the industry. Nevertheless, hydrogen has a significant role to play in emission reduction in hard-to-decarbonize sectors, in particular, as a fuel in transport applications and as a fuel or feedstock in certain industrial processes (steel, refining or chemical industries, the production of "green fertilizers"). Carbon dioxide (CO2) in reaction with hydrogen can also be further processed into synthetic fuels, such as synthetic kerosene in aviation. In addition, hydrogen brings other environmental co-benefits when used as fuel, such as the lack of air pollutant emissions. However, in transitional phase from fossil to RG, namely, renewable or green hydrogen, natural gas/biomethane and hydrogen blends, are needed to gradually replace natural in existing gas transmission and distribution networks. The gas networks are believed to be able to use natural gas/biomethane and hydrogen blends with 5–20 % of hydrogen by volume. Most systems and applications are able to handle it without a need for major infrastructure upgrades or end-use appliance retrofits or replacements. The promotion of hydrogen network such as European Hydrogen backbone (EHB) is gaining momentum in Europe. To decarbonize the natural gas grids, the threshold of hydrogen in the existing grid systems must be increased, which can be done by means of wider natural gas/biomethane and hydrogen blending and simultaneous transportation in currently operational gas networks. This paper analyses factors that contributed to the evolution of SO, NO and CO emissions in Europe from 1960 to 2010. Historical energy balances, along with population and economic growth data, are used to quantify the impacts of major determinants of changing emission levels, including energy intensity, conversion efficiency, fuel mix, and pollution control. Time series of emission levels are compared for countries in Western and Eastern Europe, throwing light on differences in the importance of particular emission-driving forces. Three quarters of the decline in SO emissions in Western Europe resulted from a combination of reduced energy intensity and improved fuel mix, while dedicated end-of-pipe abatement measures played a dominant role in the reduction of NO emissions. The increase in atmospheric emissions in Eastern Europe through the mid-1990s was associated with the growth of energy-intensive industries, which off-setted the positive impact of better fuel quality and changes in fuel mix. A continuous decrease in energy intensity and higher conversion efficiencies have been the main factors responsible for the moderate rate of growth of European CO emissions. [ABSTRACT FROM AUTHOR]

Road transport emissions are a major contributor to ambient particulate matter concentrations and have been associated with adverse health effects. Therefore, these emissions are targeted through increasingly stringent European emission standards. These policies succeed in reducing exhaust emissions, but do not address “nonexhaust” emissions from brake wear, tire wear, road wear, and suspension in air of road dust. Is this a problem? To what extent do nonexhaust emissions contribute to ambient concentrations of PM10or PM2.5? In the near future, wear emissions may dominate the remaining traffic-related PM10emissions in Europe, mostly due to the steep decrease in PM exhaust emissions. This underlines the need to determine the relevance of the wear emissions as a contribution to the existing ambient PM concentrations, and the need to assess the health risks related to wear particles, which has not yet received much attention. During a workshop in 2011, available knowledge was reported and evaluated so as to draw conclusions on the relevance of traffic-related wear emissions for air quality policy development. On the basis of available evidence, which is briefly presented in this paper, it was concluded that nonexhaust emissions and in particular suspension in air of road dust are major contributors to exceedances at street locations of the PM10air quality standards in various European cities. Furthermore, wear-related PM emissions that contain high concentrations of metals may (despite their limited contribution to the mass of nonexhaust emissions) cause significant health risks for the population, especially those living near intensely trafficked locations. To quantify the existing health risks, targeted research is required on wear emissions, their dispersion in urban areas, population exposure, and its effects on health. Abstract: Heavy metals constitute an important group of persistent toxic pollutants occurring in ambient air and other media. One of the suspected sources of these metals in the atmosphere is combustion of transport fuels in road vehicles. However, estimates of the emissions of these metals from road vehicles as reported in national emission inventories show a very high variability in emission factors used. This paper provides high quality data on concentrations of heavy metals in fuels and derives default emission factors from these. The paper discusses these values against the emission estimates presently reported by the Parties to the LRTAP Convention. The measured concentrations of heavy metals in petrol and diesel fuel show a high variability between different samples taken at gas stations throughout Europe. Metal concentrations in road transport fuels vary over two orders of magnitude, but all remain in the ppb region (a few tenths of a ppb to a few hundred ppb for all metals). The frequency distributions of the measurements could be approximated by lognormal distributions. The emission factors, including 95 percent confidence intervals were derived from a statistical analysis of the survey data. We could not detect a significant difference between samples from different countries. The fuel based emission factors as derived in this study are complemented with those related to unintentional lubricant oil combustion. This allowed an estimation of total exhaust heavy metal emissions for UNECE Europe, indicating that As, Hg and Se exhaust emissions were dominated by fuel combustion while Cd, Cr, Cu, Ni, Pb, and Zn exhaust emissions were dominated by lubricant oil combustion. The proposed emission factors were generally lower than previously published emission factors. National emissions of heavy metals from vehicle exhaust, estimated in this study are in many cases considerably lower than those reported by the countries for this source. [Copyright &y& Elsevier]

In order to explore future air quality in Europe at the 2030 horizon, two emission scenarios developed in the framework of the Global Energy Assessment including varying assumptions on climate and energy access policies are investigated with an ensemble of six regional and global atmospheric chemistry transport models. A specific focus is given in the paper to the assessment of uncertainties and robustness of the projected changes in air quality. The present work relies on an ensemble of chemistry transport models giving insight into the model spread. Both regional and global scale models were involved, so that the ensemble benefits from medium-resolution approaches as well as global models that capture long-range transport. For each scenario a whole decade is modelled in order to gain statistical confidence in the results. A statistical downscaling approach is used to correct the distribution of the modelled projection. Last, the modelling experiment is related to a hind-cast study published earlier, where the performances of all participating models were extensively documented. The analysis is presented in an exposure-based framework in order to discuss policy relevant changes. According to the emission projections, ozone precursors such as NOx will drop down to 30% to 50% of their current levels, depending on the scenario. As a result, annual mean O3 will slightly increase in NOx saturated areas but the overall O3 burden will decrease substantially. Exposure to detrimental O3 levels for health (SOMO35) will be reduced down to 45% to 70% of their current levels. And the fraction of stations where present-day exceedences of daily maximum O3 is higher than 120 µg m-3 more than 25 days per year will drop from 43% down to 2 to 8%. We conclude that air pollution mitigation measures (present in both scenarios) are the main factors leading to the improvement, but an additional cobenefit of at least 40% (depending on the indicator) is brought about by the climate policy. Metals, as well as other air toxic pollutants, can be responsible for a range of human health effects via inhalation or ingestion. European normatives regulate lead, arsenic, cadmium, mercury and nickel ambient air levels in order to prevent potential damage to human health and ecosystems; annual target levels of 500, 6, 5 and 20 ng/m for Pb, As, Cd and Ni are set for these pollutants in directives 2008/50/CE and 2004/107/CE. Air quality models constitute a powerful tool to understand tropospheric dynamic and to assign concentration values to areas where no measurement is available. However, not many models include heavy metals in their code, and mainly results for Pb, Cd and Hg have been published. In this paper, we present preliminary results on modelling Pb, Cd, As, Ni, Cu, Zn, Cr and Se air background concentration in Europe using the CHIMERE model, at a 0.2° resolution and the evaluation of the model performance in order to see its capability to reproduce observed levels. This evaluation was performed by comparing simulated values with observations at the EMEP monitoring sites, as only values at background sites can be captured at the 0.2° model resolution. Important uncertainties mainly related to emissions should be solved in order to obtain an improvement of model performance; more recent annual totals, information on snap activities for each metal, higher spatial resolution and a better knowledge of the temporal emission behaviour is necessary to adequately model these air pollutants. Also a better treatment of these particles considering more realistic metal size distribution, more refined deposition processes or some chemical processes regarding Se could result in better model results. A larger number of stations and a better temporal coverage of observations are also important to carry out a better statistical analysis of model performance. [ABSTRACT FROM AUTHOR]

This paper analyzes changes of maximum temperatures in Europe, which are evaluated using two state-of-the-art regional climate models from the EU ENSEMBLES project. Extremes are expressed in terms of return values using a time-dependent generalized extreme value (GEV) model fitted to monthly maxima. Unlike the standard GEV method, this approach allows analyzing return periods at different time scales (monthly, seasonal, annual, etc). The study focuses on the end of the 20th century (1961-2000), used as a calibration/validation period, and assesses the changes projected for the period 2061-2100 considering the A1B emission scenario. The performance of the regional models is evaluated for each season of the calibration period against the high-resolution gridded E-OBS dataset, showing a similar South-North gradient with larger values over the Mediterranean basin. The inter-RCM changes in the bias pattern with respect to the E-OBS are larger than the bias resulting from a change in the boundary conditions from ERA-40 to ECHAM5 20c3m. The maximum temperature response to increased green house gases, as projected by the A1B scenario, is consistent for both RCMs. Under that scenario, results indicate that the increments for extremes (e.g. 40-year return values) will be two or three times higher than those for the mean seasonal temperatures, particularly during Spring and Summer in Southern Europe. Abstract: This paper presents evidence for the role of building energy certificates as a behaviour change tool that drives improvements in the energy performance of public buildings. Findings are presented from an evaluation of a large-scale voluntary building labelling campaign, CYBER Display®. Energy-Cities, the European association of local authorities, launched its Display® Campaign in 2001 aimed at encouraging authorities to publicly display the energy and environmental performances of their buildings. Over 500 local and regional authorities in Europe participated in producing over 22,000 certificates. The database contains over 10,000 buildings and provides an excellent opportunity to produce an overview of the broad energy performance trends of buildings in Europe. Common technical factors are identified that lead to improved energy performance. Evidence from a comprehensive survey also reveals a further set of common factors in terms of communication activities that appear to lead to improved energy performance. The paper concludes that whilst building energy certificates are no panacea for the problem of increased emissions from public buildings, producing and displaying building energy certificates such as the Display® Poster can act as a catalyst for behaviour change. Abstract: This paper highlights the similarities and differences in how emission inventories and datasets were developed and processed across North America and Europe for the Air Quality Model Evaluation International Initiative (AQMEII) project and then characterizes the emissions for the two domains. We focus specifically on the creation of “model-ready” gridded emission datasets for 2006 across the two continental study domains. The practice of creating and processing the two inventories is discussed with a focus on emission factors, spatial allocation, temporal variability, speciation of PM and VOCs, and the mechanics of distributing the data and supporting emission algorithms to the modeling community. The spatial and temporal distribution on common scales is compared for the pollutants of primary concern: NOx, VOCs, SO2, PM2.5, CO, and NH3. Because of differences of population distribution, emissions across North America tend to be more heterogeneous in spatial coverage than in Europe. The temporal patterns in the estimated emissions are largely the result of assumptions used to characterize human activity, with the exception of “natural” emissions, which are modulated by meteorological variability, and emissions from large electric generating units in the U.S., which have the benefit of continuous emission monitors that provide hourly resolved profiles. Emission estimates in both study domains are challenged by several important but poorly characterized emission source sectors, notably road dust, agricultural operations, biomass burning, and road transport. Finally, this paper provides insight on the strengths and weaknesses of emission inventory preparation practices on both continents. One important outcome of this comparison of 2006 emissions between Europe and North America is the greater understanding provided into how the emission estimates developed for the AQMEII project impact regional air quality model performance. The pollution of our planet is one of the major problems nowadays. European commission gave warnings to some EU countries, because they are not able to achieve goals for the greenhouse gas emissions reduction, to which they were obligated by signing the Kyoto protocol. The data for Slovenia shows, that the 2010 greenhouse gas emissions in comparison with year 1990 were increased for 4,7% instead of being reduced for 8%. 21% of all greenhouse gas emissions in EU are produced by traffic (without international air and sea traffic) and its shear is growing from year to year. Around 12% of emissions are produced by personal vehicles. EU givesaway yearly subventions for the traffic in amount between 270 and 290 billion euros and almost half of that amount is intended for road traffic, which is one of the less appropriate ways of transport. One of the most appropriate solutions for the existing technology is conversion of vehicles to run on LPG. Deriving a parameterisation of ammonia emissions for use in chemistry-transport models (CTMs) is a complex problem as the emission varies locally as a result of local climate and local agricultural management. In current CTMs such factors are generally not taken into account. This paper demonstrates how local climate and local management can be accounted for in CTMs by applying a modular approach for deriving data as input to a dynamic ammonia emission model for Europe. Default data are obtained from information in the RAINS system, and it is demonstrated how this dynamic emission model based on these input data improves the NH3 calculations in a CTM model when the results are compared with calculations obtained by traditional methods in emission handling. It is also shown how input data can be modified over a specific target region resulting in even further improvement in performance over this domain.
