The report uses the experiences of the Mississippi Labor Mobility Project, STAR, Inc. (MLMP, STAR, Inc.), and the reports from other experimental labor mobility projects to respond to the problems of clarifying relocation assistance delivery techniques and services as they relate to the goals and objectives of manpower services. The population served by MLMP, STAR, Inc. in recent years is described in detail. The report delineates the relocation assistance program as it relates to the total goals of manpower services and as it further relates to legislative needs, national and regional offices of relocation assistance, and the delivery agent(s). The report further outlines the system design and details the specific elements and functions that should be considered in designing relocation assistance. It analyzes the costs and benefits of relocation assistance, provides an outline for financial assistance for relocating disadvantaged poor, and presents forms useful in implementing the design outline.
