EU countries declared the strategic goal to achieve energy independence and increase energy efficiency. In this case, EU countries have provided a vast range of incentives, mechanisms, and directives to promote energy efficiency. Ukraine as a potential candidate should provide a convergent policy with EU countries to increase energy efficiency. The paper aims to estimate energy efficiency based on the revealed convergent and divergent determinants of energy policies among the EU and Ukraine. The data are compiled from the World Energy Statistics Yearbook, the European Statistical Office, the International Energy Agency, SolAbility agencies, and State Statistics Service of Ukraine. The study applies σ- i β-convergence theory to determine the convergent and divergent determinants of the country's energy efficiency. The empirical results allow concluding that Ukraine has an average level in the integrated energy efficiency index of the national economy, and the highest value of this index was in 2008. The highest values of energy efficiency were in Sweden and Denmark among EU countries. Besides, the findings confirm that the Ukrainian government should pay attention to divergent determinants (expenditure for environmental protection, pricing for energy resources, etc.) to improve the country's energy efficiency. The COVID-19 pandemic and Russia's war on Ukraine have impacted the global economy, including the energy sector. The pandemic caused drastic fluctuations in energy demand, oil price shocks, disruptions in energy supply chains, and hampered energy investments, while the war left the world with energy price hikes and energy security challenges. The long-term impacts of these crises on low-carbon energy transitions and mitigation of climate change are still uncertain but are slowly emerging. This paper analyzes the impacts throughout the energy system, including upstream fuel supply, renewable energy investments, demand for energy services, and implications for energy equity, by reviewing recent studies and consulting experts in the field. We find that both crises initially appeared as opportunities for low-carbon energy transitions: the pandemic by showing the extent of lifestyle and behavioral change in a short period and the role of science-based policy advice, and the war by highlighting the need for greater energy diversification and reliance on local, renewable energy sources. However, the early evidence suggests that policymaking worldwide is focused on short-term, seemingly quicker solutions, such as supporting the incumbent energy industry in the post-pandemic era to save the economy and looking for new fossil fuel supply routes for enhancing energy security following the war. As such, the fossil fuel industry may emerge even stronger after these energy crises creating new lock-ins. This implies that the public sentiment against dependency on fossil fuels may end as a lost opportunity to translate into actions toward climate-friendly energy transitions, without ambitious plans for phasing out such fuels altogether. The European energy policy is a core role in the developing of the new model of the energy market and carbon-free economy in Ukraine. In the paper, the authors analysed the key issues on the way to implement the European policy on increasing of energy efficiency and green innovations which emphasized in pro et contra. The performance of national energy policy could be limited by the market instruments, the efficiency of the smart grid and perception of innovations in the energy sectors, institutional development in general. Thus, the paper aimed to indicate the impact of green innovations on sustainable development and the country's energy efficiency for 2000-2019. The authors used economic and mathematical modelling. The Ordinary Least Square Model was used for the integral assessment of energy efficiency policy. The authors analysed nine sub-indicators from four Sustainable development goals (Affordable and Clean Energy, Decent Work and Economic Growth, Responsible Consumption and Production, Combating Climate Change) and the indicator which characterized the innovation costs of industrial enterprises in the energy sector in Ukraine. The methodological instrument for checking the hypothesis and empirical justification was software stats models Python 3.6.11. Due to the seven rounds of optimisation, the authors developed significant functioning. Considering to the finding of Ordinary Least Square Modelling, the authors highlighted the determinants which influenced on the efficiency of energy policy: dependence on energy imports by-products, real GDP per capita, and final energy consumption. At the same time, the final energy consumption had less effect on the efficiency of energy policy and demonstrated the negative relationships with energy efficiency. This paper proposes methodological approaches to assessing the impact of renewable energy and energy efficiency development on emerging economies' energy security. It is suggested to supplement the current methodology for assessing energy security with the decoupling index of the renewable energy financial burden on the state budget, the energy efficiency decoupling index, the households' energy poverty indicator, the index of capacity development for balancing electricity generation volumes, and the energy fluctuations indicator. These indices provide a comprehensive assessment of energy security under the latest challenges. Thus, the COVID-19 pandemic in the Ukrainian energy sector led to the "green and coal paradox", when the government decided to keep green electricity generation but limit nuclear generation. It required increased flexible capacities (thermal generation) and led to a rise in electricity prices and environmental pollution. Forecasting energy fluctuations with Butterworth filters allows minimizing the risks of maximum peak loads on the grid and timely prevention of emergencies. The energy fluctuations within the 20% range guarantee energy security and optimal energy companies' operation. It is proposed to smooth out energy consumption fluctuations through green energy development, smart grids formation, energy efficiency improvements, and energy capacities balancing to ensure energy and economic sustainability.
