Utilizing renewable energy (RE) sources can provide a realistic answer to the problem of many nations' energy needs. This paper reviews the current status of using RE to produce electricity in the Kingdom of Saudi Arabia (KSA). The primary aim of the review is to identify and analyze the solar- and wind-energy utilization, problems, and future trends in KSA while taking into account all relevant aspects, associated development hurdles, and suggested solutions. All involved parties will receive useful results and conclusions from a thorough examination and analysis of the pertinent literature that can assist them in understanding the potential of solar and wind energy, considering all the linked issues. In this paper, we explore the co-movements between renewable and non-renewable energy sources and CO 2 emissions and GDP per capita in Saudi Arabia, respectively. Using the spectral Granger causality approach, our results suggested that non-renewable energy sources lead to carbon emission expansion in the frequency domain. Taken together, a significant causal relationship from fossil to economic growth is perceived over the long-term horizon while renewable energy source drives economic growth over different frequencies and considerably contributes to carbon emissions reduction. The wavelet plots revealed strong discrepancies in all variables in the time-frequency space. While non-renewable energy sources indorsed the economic growth across short-and medium-term scales and contribute to a polluted environment, renewable energy consumption has a substantial effect on carbon emission drop and on economic growth in the short-term. The multiple wavelet outcomes show that renewable energy may not only stimulate the economic growth but also promote sustainable and cleaner environment. The combined effects of non-renewable energy sources rise the carbon emissions. Thus, Saudi's government is counselled to promote the green energy investments and accelerate the transition to renewable energy production as its use as a substitute of fossil fuels carries advantages and opportunities alternating from environment to social-economic. To meet the increasing energy demand and to shave the peak, the Kingdom of Saudi Arabia (KSA) is currently planning to invest more on renewable energy (RE) seeking diversity of energy resources. Through the integration of demand-side management measures and renewable energy distributed generation (DG) systems, the study outlined in this paper aims at investigating the potential of hybrid renewable energy systems in supplying energy demands for residential communities in an oil-rich country. The residential community considered in this study, located in the eastern region of KSA, has an annual electrical usage of 1174 GWh and an electrical peak load of 335 MW that are met solely by the grid. The results of the analyses indicated that the implementation of cost-effective energy efficiency measures (EEMs) reduced the electricity usage by 38% and peak demand by 51% as well as CO2 emissions by 38%. Although the analysis of the hybrid systems showed that purchasing electricity from the grid is the best option with a levelized cost of energy (LCOE) of $0.1/kWh based on the current renewable energy market and economic conditions of KSA, RE systems can be cost-effective to meet the loads of the residential communities under specific electricity prices and capital cost levels. The energy sector is the main contributor to GHG emissions in Saudi Arabia. The tremendous growth of GHG emissions poses serious challenges for the Kingdom in terms of their reduction targets, and also the mitigation of the associated climate changes. The rising trend of population and urbanization affects the energy demand, which results in a faster rate of increase in GHG emissions. The major energy sector sources that contribute to GHG emissions include the electricity generation, road transport, desalination plants, petroleum refining, petrochemical, cement, iron and steel, and fertilizer industries. In recent years, the energy sector has become the major source, accounting for more than 90% of national CO2emissions. Although a substantial amount of research has been conducted on renewable energy resources, a sustainable shift from petroleum resources is yet to be achieved. Public awareness, access to energy-efficient technology, and the development and implementation of a legislative framework, energy pricing policies, and renewable and alternative energy policies are not mature enough to ensure a significant reduction in GHG emissions from the energy sector. An innovative and integrated solution that best serves the Kingdom's long-term needs and exploits potential indigenous, renewable, and alternative energy resources while maintaining its sustainable development stride is essential. Rapid population growth has led to significant demand for residential buildings around the world. Consequently, there is a growing energy demand associated with increased greenhouse gas (GHG) emissions. The residential building energy demand in arid countries such as Saudi Arabia is supplied with fossil fuel. The existing consumption pattern of fossil fuels in Saudi Arabia is less sustainable due to the depletion of fossil fuel resources and resulting environmental impacts. Buildings built in hot and arid climatic conditions demand high energy for creating habitable indoor environments. Enormous energy is required to maintain a cool temperature in hot regions. Moreover, climate change may have different impacts on hot climatic regions and affect building energy use differently. This means that different building interventions may be required to improve the performance of building energy performance in these geographical regions, thereby reducing the emissions of GHGs. In this study, this framework has been applied to Saudi Arabia, a hot and arid country. This research proposes a community–government partnership framework for developing low-carbon energy in residential buildings. This study focuses on both the operational energy demand and a cost-benefit analysis of energy use in the selected geographical regions for the next 30 years (i.e., 2050). The proposed framework primarily consists of four stages: (1) data collection on energy use (2020 to 2050); (2) setting a GHG emissions reduction target; (3) a building intervention approach by the community by considering cost, energy, and GHG emissions using the Technique for Order of Performance by Similarity to the Ideal Solution (TOPSIS) to select the best combinations in each geographical region conducting 180 simulations; and (4) a clean energy approach by the government using grey relational analysis (GRA) to select the best clean energy system on the grid. The clean energy approach selected six different renewable power generation systems (i.e., PV array, wind turbine, hybrid system) with two storage systems (i.e., battery bank and a combination of electrolyte, fuel cell, and hydrogen tank storage). This approach is designed to identify the best clean energy systems in five geographical regions with thirty scenario analyses to define renewable energy-economy benefits. This framework informs through many engineering tools such as residential building energy analysis, renewable energy analysis, multi-criteria decision analysis (MCDA) techniques, and cost-benefit analysis. Integration between these engineering tools with the set of energy policies and public initiatives is designed to achieve further directives in the effort to reach greater efficiency while downsizing residential energy demands. The results of this paper propose that a certain level of cooperation is required between the community and the government in terms of financial investments and the best combinations of retrofits and clean energy measures. Thus, retrofits and clean energy measures can help save carbon emissions (enhancing the energy performance of buildings) and decrease associated GHG emissions, which can help policy makers to achieve low-carbon emission communities.
