Background: The main goal of the paper is to define the level of energy efficiency in the economies of selected countries in the Balkan region that have opted for the EU Green Deal, a circular economy, and a transition to carbon neutrality. Energy efficiency, as a determinant of carbon neutrality, was selected as an indicator for analysis because it records particularly unfavorable indicators in the region under observation. The research was carried out on a sample of seven Balkan countries and their surrounding areas. An initial qualitative analysis was followed by a quantitative analysis based on a combination of statistical methods and soft computing. Six indicators were selected for the analysis covering a period of 30 years (1990–2020). Results: A significant obstacle to the green transition and the region's transition to a circular economy and carbon neutrality is energy efficiency and energy related pollution—the reliance of most countries on coal-fired thermal power plants for electricity generation. The research results showed the following: (a) the degree of economic development and membership in the European Union are not significantly related to the level of energy efficiency; (b) most of the sampled countries are in the initial stages of introducing activities to achieve carbon neutrality; and (c) only Slovenia has documented consistent indicators and evident advancements in its efforts to achieve carbon neutrality. Based on the research findings, proposals for improvements were made in the direction of policymaking and in a methodological sense. Conclusions: The implementation of circularity and carbon neutrality as a long-term goal of the European Union is not necessarily related to the level of economic development, nor can its trajectory be exclusively ascertained by means of data processing and monitoring. A more precise understanding of a carbon-neutral future can be achieved through the incorporation of qualitative data to a greater extent, a realistic evaluation of historical facts and their repercussions, as well as projections of the effects that reality and global developments after 2022 will have on each country. Background: The aim of this paper is to reconsider the necessity for the green transition and the key preconditions for the implementation of a circular economy in Western Balkan countries. With the objective of the research in mind, the method of analysis and synthesis was applied to determine (1) regulatory and institutional prerequisites for the green transition; (2) the need for the Western Balkan countries to redefine the model of sustainable economic growth towards the green transition; (3) the development opportunities for recovery defined in the Green Agenda for the Western Balkans; and (4) the possibility of implementing the circular economy in the Western Balkans. Main text: The main findings of the research indicate that: (1) the countries of the Western Balkan region, following the example of the EU, should define a national strategic approach to the green transition with an accompanying action plan and regulatory framework; (2) the biggest challenge of the green transition is the reform of the energy sector and the restructuring of the energy-intensive economy; (3) the countries have untapped potential in renewable energy sources and report the improvement of energy efficiency; (4) the circular economy can boost the green transition, because the countries of the region have a five-time lower value of resource productivity than the average of the EU, while the generation of waste (excluding major mineral wastes) per GDP unit is lower compared to the EU; (5) cross-sectoral governance should be more coordinated. Conclusions: The green transition might be a development opportunity for the Western Balkans, which should enable sustainable economic growth as well as energy security and environmental protection. However, the implementation of the Green Agenda is not easy, because the region faces the problem of underdeveloped regulatory and institutional capacities that might provide not only the base for long-term planning but also financial resources for the efficient implementation of projects. Background: The European Commission (EC), based on the European Green Deal (2019) and the Recovery plan for Europe (2021), envisages investing 30% of the budget in climate-related programs, projects, and initiatives, which clearly shows Europe's commitment to becoming the first climate-neutral region by 2050. Activities are also planned for countries that are not members of the European Union (EU), which require complex changes in the field of legislation, strategic planning, implementation, and monitoring. To successfully plan short-term and long-term activities on these grounds, it is necessary to have a realistic picture of the state of climate change in each country—as they spill over into the entire region of Europe. The main objective of this paper is to answer the following questions: (i) is climate change observed in Western Balkans? (ii) how are certain sectors vulnerable to climate change in Western Balkans? (iii) what are the climate change adaptation strategies in the six countries of the Western Balkans? The answers to these questions can help in planning activities and initial alignment of Western Balkan countries with the EU plan to achieve net zero greenhouse gas (GHG) emissions by 2050. Main body: The main results of the research show that in all countries of the region, the average annual temperature increased by 1.2 °C compared to 1970, with stabilization and the beginning of the decline which can be expected around 2040. The main reasons for climate change in the region are: industry, energy, and heating sector based on coal exploitation, low energy efficiency, etc. Conclusions: It can be concluded that Croatia as a member of the EU has adopted, and other five Western Balkans countries are in the process of adopting the necessary regulations and strategies towards climate change mitigation, but the implementation of specific activities is at a low level. The reason for this most often lies in the insufficient commitment of decision-makers to make significant changes in the field of climate change transition (lower level of economic development, lack of investment, and preservation of social peace). The aim of this paper is to replicate an existing study using the Generalized Method of Moments on the impact of ICT penetration (Mobile Phone and Internet) in Western Balkan countries on environmental sustainability through changing CO2 emissions for the period 2000–2015. A two-step system GMM method is used to handle both endogeneity of the independent and persistency of the dependent variables. Two important findings are derived: First, we find that mobile phones have a positive impact, whereas the Internet has a positive but insignificant impact on CO2 emissions per capita in noninteractive models. The impact of ICTs is insignificant as far as CO2 emission from liquid fuel consumption is concerned in noninteractive specifications. Based on this finding, we suggest policymakers of Western Balkan countries follow interdisciplinary policies and strategies considering ICTs such as Internet penetration to mitigate CO2 emissions. Second, in interactive models, all marginal effects are negative, and in one specification the impact is statistically significant. We argue that increasing Internet penetration has a negative net effect on CO2 emissions from liquid fuel consumption. By calculating the policy threshold for this net effect, we discuss the practical implications for policy making in Kosovo where the average Internet penetration is below this threshold. The aim of this paper is to analyse the expansion of the thermal generation in the long-term for the Western Balkan region. This paper concentrates on the estimation of long-term energy data for the (Western) Balkan countries. The process was implemented by the use of the PRIMES model in order to perform simulations for the future growth of electricity supply and demand in the region. Two scenarios were applied. The first (Baseline) scenario was based on the current energy path of each country and on the absence of any specific energy policy like tax emissions or renewable subsidies. The second (Reference) scenario was practically a series of "environmental" sub-scenarios, based on specific energy subsidy policy applied to the electricity generated by renewable sources. Results were given for the period between 2015 and 2050 in 5-year steps and conclusions were made for the whole region. The Western Balkan countries have experienced significant economic fluctuations in recent years. Among the primary contributors to these fluctuations is the volatility of energy prices. Energy, being a fundamental input in both production and consumption, has a direct and often disproportionate impact on inflation trends. Therefore, this study analyzes how energy prices have contributed to inflation in the Western Balkan (WB) countries in the period 2002 and 2022. The panel regression models, such as the fixed and random effects model as well as the Least Square Dummy Variables (LSDV), have been employed. The results reveal that there is a positive and significant relationship between energy prices and inflation. Variations in energy dependency, domestic energy policies, and economic structures lead to different inflationary responses across the Western Balkan countries. South East Europe is the region in a part of Europe with approximately 65.5 million inhabitants, making up 8.9% of Europe’s total population. The countries concerned have distinct geographical features, various climates and significant differences in gross domestic product per capita, so the integration of their energy systems is considered to be a challenging task. Large differences between energy mixes, still largely dominated by fossil-fuel consumption, make this task even more demanding. This paper presents the transition steps to a 100% renewable energy system which need to be carried out until the year 2050 in order to achieve zero carbon energy society. Novelty of this paper compared to other papers with similar research goals is the assumed sustainable use of biomass in the 100% renewable energy system of the region considered. It is important to emphasize here that only the sustainable use of biomass can be considered carbon-neutral. The resulting biomass consumption of the model was 725.94 PJ for the entire region, which is in line with the biomass potential of the region. Modelling the zero-carbon energy system was carried out using the smart energy system concept, together with its main integration pillars, i.e. power-to-heat and power-to-gas technologies. The resulting power generation mix shows that a wide variety of energy sources need to be utilized and no single energy source has more than a 30% share, which also increases the security of supply. Wind turbines and photovoltaics are the main technologies with shares of 28.9% and 22.5%, followed by hydro power, concentrated solar power, biomass (mainly used in cogeneration units) and geothermal energy sources. To keep the biomass consumption within the sustainability limits, there is a need for some type of synthetic fuel in the transportation sector. Nevertheless, achieving 100% renewable energy system also promises to be financially beneficial, as the total calculated annual socio-economic cost of the region is approximately 20 billion euros lower in the year 2050 than in the base year. Finally, energy efficiency measures will play an important role in the transition to the zero-carbon energy society: the model shows that primary energy supply will be 50.9% lower than in the base year. In this paper, we explore the long-run co-integration relationship between output per worker, capital per worker and energy per worker for 12 countries in the Balkan Peninsula (Albania, Austria, Bulgaria, Cyprus, Greece, Hungary, Italy, Macedonia, Romania, Slovakia, Slovenia and Turkey) which are part of the Energy Community. In line with the current developments in energy economics [62] , we add to the literature by reviewing the elasticity coefficients for the 12 countries using the augmented Solow [63] framework and the ARDL bounds procedure [57] . The causality nexus is explored using the Toda and Yamamoto (1995) procedure. The results show that output, capital and energy (in per worker terms) are co-integrated. We note that all countries have positive and statistically significant long-run energy elasticity coefficients. Except for Macedonia, we note that energy is statistically significant in the short-run for all other countries. The causality results support the conservation hypothesis for 7 countries (Albania, Bulgaria, Cyprus, Hungary, Italy, Romania and Turkey); the growth hypothesis for 2 countries (Austria and Macedonia); and the feedback hypothesis for 3 countries (Greece, Slovakia and Slovenia), respectively. Earth structures have been continuously used in construction from prehistory until nowadays (33% of worldwide houses), due to their low cost and easy production, without high energy embodied materials. They were constructed with various techniques and materials which depicted apart from the regional traditions in building, the construction philosophy of the past, inspired from the respect to environment and saving of materials and energy resources. In many towns of the South East Europe there is a stock of earth block houses of vernacular architecture. Most of them have been abandoned and destroyed or reconstructed with concrete or cement based materials, altering completely their original characteristics. Nowadays, there is not a unified policy for the preservation of this significant part of the common European Cultural Heritage due to: - The tradition of manufacturing earth masonry has been vanished - The lack of scientific knowledge regarding the restoration and repair materials of earth structures by using adequate and mild interventions. - The lack of regulations regarding the proper compatible materials and techniques. However, the consolidation, upgrading and reuse of these earth masonry houses in the urban plan of modern cities, is of great importance for the cultural identity and development of them. In the paper the main characteristics of these houses have bee recorded, as well as the main damages and problems they confront. Then a series of techniques and materials compatible to the existing ones is proposed and commented properly from the aspect of performance and cost effectiveness. [ABSTRACT FROM AUTHOR]

The goal of this paper is to analyze recent developments in the renewable energy sector in the Western Balkans – Albania, Bosnia and Herzegovina, Croatia, Kosovo, Macedonia, Montenegro, Serbia, and Slovenia. In order to achieve this goal, existing knowledge gaps regarding the use of renewable energy as a share of the region׳s final energy consumption had to be filled in. This was done by creating a reliable model for the calculation of these shares for the years 2010 and 2011. The results were then put together with the official data for the years 2009, 2012, and 2013, and a linear trend forecast was included based on the combined data. In this way it was possible to make an estimation of the time frame in which the countries with positive linear trend results would reach their renewable energy use targets. The results of the analysis show inconsistent development of renewable energy sources for countries outside of the EU. Combined with political challenges, such as the natural gas crisis of 2009, this creates increased volatility in the proportion of renewable energy in final energy consumption. Additionally, regulatory and market issues ranging from a lack of appropriate legislation and complicated administrative procedures, to poor coordination between various institutions act as barriers to increased investment in renewable energy. Combustible renewable energy can be an effective instrument to confirm sustainable development in reducing CO2 emissions to Gross Domestic Product (GDP) per capita in developing countries. However, connecting to some developing regions, the main research question is to what extent, in EU post-communist fast-developing countries (Visegrad Countries/Czech Republic, Slovakia, Hungary, Poland), will meeting the climate change preferences affect the use of biomass for energy and waste incineration, and how will this affect GDP growth? In addition, of course, what the Balkan countries can learn from this is also very important. The study investigates the relationship between GDP per capita, CO2 emissions, and Combustible Energy and Waste Consumption (CEWC). According to the Hausman test, the regression model along with random effect is the appropriate method for panel-balanced data as of 2008 to 2020 concerning Balkan countries. The data was divided into three categories: 10 Balkan countries, 4 countries without access to the sea (Kosovo, Bosnia and Herzegovina, Serbia, and Macedonia), and Visegrad countries. The study discovered a substantial positive influence of CEWC on GDP per capita and a significant negative influence of CO2 emissions. The cointegration test confirms the cointegration of all three variables. This means that all three variables have a long-term relationship concerning the sense of each three forms of the chosen panel. The Granger causality findings shows the variables have a two-way causative relationship. The biomass energy use can dramatically hamper GDP growth in Visegrad and less developed Balkan countries without sea water, due to low energy productivity and a lack of technical innovation. The study recommended that instead of using energy production from simple biomass, these countries can use other circular, platform-based models to prevent unexpected rises in CO2 emissions and achieve Green House Gas (GHG) reductions. Therefore, this should be given more attention when setting climate and renewable energy policy targets, because they can significantly slow down economic growth. [ABSTRACT FROM AUTHOR]

This study aims at describing the different type of renewable energy sources and at revealing the importance given by each country regarding the investments and technologies in the field. Particular attention is given to the potential of renewables and their role in reducing the dependence on energy imports, global warming and environmental pollution. The article considers four different axes of the national renewable energy policy in the countries analysed. Each axe is described in detail and reveals the support mechanism for promoting renewables. Based on the the most recent data regarding the production of renewables and their share in total energy consumption the study highlights the role played by renewables in each country invetigated. The most relevant conclusion of the paper is that the share of renewable energy sources in the energy supply will significantly increase in the future. [ABSTRACT FROM AUTHOR]

Abstract: Western Balkan (WB) countries have the highest energy intensities in Europe, i.e. much more energy is used for the production of a unit of work here than in any European country. Nonetheless, very little investment and priority are being given to the increase of the efficiency. On the other hand, the Western Balkan countries have a high potential for developing energy production from renewable energy sources (RES): water, wind, biomass, and geothermal energy. However, these potentials are not studied and exploited enough and the present situation for their utilization is not so good. Although energy is a critical foundation for economic growth and social progress of all the WB countries, there are many constraints for RES development in all of them (political, technological, financial, legislative, educational, etc.). Obviously, defining development strategies and new support measures is necessary since renewable energy sources can make an important contribution to the regional energy supply and security. The ongoing climate change, together with the global increase in energy consumption and unpredictable fossil fuel prices have been the main drivers for the implementation of power exchange, market coupling, energy efficiency measures and larger use of renewable energy. All these targets bring up the need for the development of new modelling frameworks and governance systems that will be based on competitive, secure and sustainable national action plans. For this purpose, the Dispa-SET model has been applied to six countries in the Western Balkans region. In the first scenario, the model has been validated for the year 2010. The second scenario has been developed according to the targets from national energy strategies for the years 2020 and 2030, while the third scenario has been developed with the purpose of determining the maximum share of renewable energy sources in the regional power mix. Simulation results indicate that the integration of additional wind and solar capacities, compared to the short and long-term national strategies for the years 2020 and 2030, can be achieved without compromising the stability of the system.
