Decreasing vegetation cover leads to serious environmental problems, with negative impacts on human health and socioeconomic development. In recent years, these problems have seriously threatened human societies around the world. Although there have been many studies of urbanization's impacts on natural land cover, ecosystem health, and biodiversity, the effects of spatial variation of human factors and their interaction with climate factors are less well known, particularly in rapidly developing countries such as China. This makes it difficult to design effective ecological restoration policies because the lack of such research creates a high risk of misunderstanding the current situation and wasting a lot of money and labour. To provide some of the missing information, we used municipal‐ and county‐level data from China in 2017 to calculate the contributions of 14 factors that affect vegetation cover, which combine urbanization, socioeconomic development, and natural influences. We found significant regional differences in the impacts of the urbanization and socioeconomic development factors, suggesting that their impact differed among northeastern, southern, and western China, sometimes with opposite effects. This was especially true in western China, where most human factors had negative impacts on vegetation cover. Ecosystem degradation is caused by interactions among multiple factors, including climate change and human activity. Therefore, we must understand the key factors that underlie ecological degradation and determine their impacts on ecosystem change before we can undertake ecological restoration. To test this hypothesis, we proposed a measure that we call “targeted measures to control ecological restoration”. This approach calculates the contribution of every key factor and control measure to ecosystem change during ecological restoration; by identifying the key factors, it helps managers to design an effective restoration strategy based on those factors. To test this approach, we performed a case study from 2000 to 2016 in four towns of Changting County, Fujian Province, China. Although the vegetation cover decreased by 3.1% from 1984 to 1999, vegetation cover and vegetation species richness increased by 94.8 and 616.7%, respectively, in the test areas where new measures were implemented from 2000 to 2016. These rates were 4.5 and 148.2 times those in the control area, respectively. Our new approach focuses on repairing degraded ecosystems rather than creating new ones. People who live in ecologically fragile environments face both poverty and environmental degradation, which reinforce each other and create a 'poverty trap.' Traditional ecological restoration projects focus only on ecological measures, and thus ignore the livelihoods of local residents. Those projects therefore fail to solve the poverty trap. In addition, project subsidies to residents typically end when the projects end, thus forcing residents to return to their old way of life and reversing the gains from the projects. To break this cycle, we performed a study in China's Yanan City, in Shaanxi Province, to promote a new 'green purchase' method for implementing sustainable economic activities that bring residents ongoing earnings without harming the environment. This method involves the construction of terraced fields, establishment of fruit tree orchards, implementation of grazing restrictions, and ecological migration. We found that the method was ecologically effective, as it increased Yanan's vegetation cover by 0.89% annually since 1999, which is twice the rate for Shaanxi Province. [ABSTRACT FROM AUTHOR]

An intriguing feature of China's rapid socioeconomic development during the past 30 years is the new path it appears to represent for other developing countries. Unfortunately, the risks associated with China's model are severe; they include a growing gap between the rich and poor caused by an unbalanced supply of social welfare, environmental degradation caused by unsustainable development, growing risks to food security caused by farmland degradation, damage to China's international reputation, and growing social turbulence as a result of runaway corruption. These problems will jeopardize China's achievements if the current path continues to be pursued without intervention by the central government to solve these problems. To provide insights into the damage being caused by China's socioeconomic development model, we provide examples of problems that have arisen during the current period of reform and that must be avoided by other developing countries that hope to emulate China's rapid development without incurring the same costs. Recognizing the connections between a culture and its environment provides an important perspective on a neglected aspect of coupled natural and social systems. Based on the history of grassland degradation in Northern China, we found that cultural invasions (the replacement of an indigenous culture by an invading population's culture) have profoundly affected the local environment and the connections between humans and nature. The environment shapes and is shaped by culture, and we concluded that invasion of a grassland region by an agricultural culture was one of the underlying reasons for land degradation in this region. We discuss how current environmental policy in China, including the ecological migration policy, is inappropriate and harm transmission of important cultural knowledge, and suggest that environmental managers both re-establish traditional practices and find ways for these practices to coexist with newer practices. Given the huge demand for food created by China's large population and the high cost of transporting food across such a large nation, a food security strategy based on local self-sufficiency seems vital. To encourage agricultural production, agricultural subsidies have therefore been implemented since 1997. Although subsidies to support food production in China arose from the desire to combat poverty and hunger, they may have instead led to adverse health impacts, food insecurity, and environmental degradation because the complexity of socioeconomic systems prevented governments from fully understanding the relationships among the many factors in such systems. China therefore faces enormous challenges before it can attain sustainable food production at levels high enough to end hunger, without undesirable consequences. [ABSTRACT FROM AUTHOR]

Abstract: Afforestation is a primary tool for controlling desertification and soil erosion in China. Large-scale afforestation, however, has complex and poorly understood consequences for the structure and composition of future ecosystems. Here, we discuss the potential links between China''s historical large-scale afforestation practices and the program''s effects on environmental restoration in arid and semi-arid regions in northern China based on a review of data from published papers, and offer recommendations to overcome the shortcomings of current environmental policy. Although afforestation is potentially an important approach for environmental restoration, current Chinese policy has not been tailored to local environmental conditions, leading to the use of inappropriate species and an overemphasis on tree and shrub planting, thereby compromising the ability to achieve environmental policy goals. China''s huge investment to increase forest cover seems likely to exacerbate environmental degradation in environmentally fragile areas because it has ignored climate, pedological, hydrological, and landscape factors that would make a site unsuitable for afforestation. This has, in many cases, led to the deterioration of soil ecosystems and decreased vegetation cover, and has exacerbated water shortages. Large-scale and long-term research is urgently needed to provide information that supports a more effective and flexible environmental restoration policy. [Copyright &y& Elsevier]

Abstract: To restore China''s degraded environment, the government launched an environmental restoration project named the “Grain for Green” Project (GGP) in 1999. From 1999 to 2010, the government will spend US$ 40 billion to convert 147 million ha of farmland into forest and grassland and 173 million ha of wasteland (including abandoned farmland) into forest in 25 provinces. A primary focus is to replace farming and livestock grazing in fragile areas with reforestation and planting of forage crops. Given the project''s tremendous size and number of participants, the attitudes of the affected farmers will strongly influence the GGP''s success. To learn their attitudes, we surveyed 2000 farmers in 2005 to quantify their opinions of the GGP and how it has affected their livelihoods, and we discuss the concerns raised by these attitudes. Farmers appreciated the grain and financial compensation offered by the GGP, but few considered planting of trees (8.9%) or forage species (2.2%) to be a priority. Although only 19.1% felt that their livelihoods had been adversely affected by the GGP and 63.8% supported the project, a large proportion (37.2%) planned to return to cultivating forested areas and grassland once the project''s subsidies end in 2018. Therefore, much of the restored vegetation risks being converted into farmland and rangeland again, compromising the sustainability of the environmental achievements. To succeed, strategies such as the GGP must compensate farmers fairly for their costs, create new agricultural products and techniques for use on more suitable land, and create job and training programs that account for the needs and desires of farmers and give them alternatives to returning to old land-use practices.
