3. Iskandar Malaysia Ecolife Challenge: low-carbon education for teachers and students.

Environmental education in Malaysia is not a specific subject in the school curriculum. Rather, its general principles are dispersed across the whole of the curriculum. Consequently, teachers without adequate awareness regarding environmental issues may not make an effort to educate students on the importance of preservation and conservation of the environment, and may refrain from inculcating sustainable practices. The Iskandar Malaysia (IM) Ecolife Challenge is an initiative taken under a low-carbon policy. Its ambitions are twofold: first, to educate both students and teachers on low-carbon issues, and second, to impart the tools with which a low-carbon society may be developed in the IM region. The program took place in 2014, over a period of 1 month, with 80 primary schools participating across IM. The activities covered recycling, saving water and saving electricity, as well as the completion of a workbook designed to raise consciousness of local and global environmental concerns. A survey conducted before and after the program, with 5641 (36.1 %) of 15,623 primary sixth grade students (12 year olds) who had participated in the program, showed that their low-carbon practices had increased by 8 %, while their teachers' awareness had increased by 5 %. The survey also showed that the total weight of recycling items collected during the period of intervention was 45,540 kg, while a total of 90,857 kWh of electricity and 767.85 m of water were saved by the schools. If such an initiative was to be implemented across all 228 primary schools in the IM region, the implications are considerable: a total of 322 kt CO could potentially be reduced in 1 month, which would help to achieve a low-carbon society. 53 pages, 10 figures, 20 tables, This paper provides an overview of the last 40 years of use, and in many cases abuse, of the natural resources in Catalonia, a country that is representative of European countries in general, and especially those in the Mediterranean region. It analyses the use of natural resources made by mining, agriculture, livestock, logging, fishing, nature tourism, and energy production and consumption. This use results in an ecological footprint, i.e., the productive land and sea surface required to generate the consumed resources and absorb the resulting waste, which is about seven times the amount available, a very high number but very similar to other European countries. This overexploitation of natural resources has a huge impact on land and its different forms of cover, air, and water. For the last 25 years, forests and urban areas have each gained almost 3% more of the territory at the expense of agricultural land; those municipalities bordering the sea have increased their number of inhabitants and activity, and although they only occupy 6.7% of the total surface area, they account for 43.3% of the population; air quality has stabilized since the turn of the century, and there has been some improvement in the state of aquatic ecosystems, but still only 36% are in good condition, while the remainder have suffered morphological changes and different forms of nonpoint source pollution; meanwhile the biodiversity of flora and fauna remains still under threat. Environmental policies do not go far enough so there is a need for revision of the legislation related to environmental impact and the protection of natural areas, flora, and fauna. The promotion of environmental research must be accompanied by environmental education to foster a society which is more knowledgeable, has more control and influence over the decisions that deeply affect it. Indeed, nature conservation goes hand in hand with other social and economic challenges that require a more sustainable vision. Today’s problems with nature derive from the current economic model, which is environmentally unsustainable in that it does not take into account environmental impacts. Lastly, we propose a series of reasonable and feasible priority measures and actions related to each use made of the country’s natural resources, to the impacts they have had, and to their management, in the hope that these can contribute to improving the conservation and management of the environment and biodiversity and move towards sustainability, This research was funded by the Institut d’Estudis Catalans (IEC). Can we avoid inheriting serious issues from research related to environmental education when the researcher community is addressing education for sustainable development? This paper identifies and discusses three main issues: if an explicit and coherent concept of environmental education or education for sustainable development is missing; if the field is dominated by researchers with an environmental science background; and if the research is aiming at improving practice through prescriptive, normative recommendations. The elaboration of the issues is taking a point of departure in the World Environmental Education Congress 2007 in Durban with perspectives for future ESD research and traces the historical roots of some of the trends and issues. It is argued that the overall question is related to a basic dichotomy: is the researcher seeing the role as a support to solving environmental problems here and now, or is the researcher seeing long-term empowerment through education as the main idea. This paper examines the implications for sustainability policy of environmental uncertainty and indeterminacy, and relates the associated problems with a conventional understanding of sustainable development to Hayek's critique of collective planning. It suggests that the appropriate recourse is not, however, a Hayekian endorsement of the free market, but an extension of his key idea of spontaneous order to characterise the learning society. The argument is illustrated by a practical application: the analysis of natural capital explored in this Special Issue is shown to be directly relevant to the improvement of the UK's headline sustainability indicators package. 11. A Future for Sustainability?

Sustainability has become a focal topic and important goal for many people concerned about environmental issues. It is, therefore, important for educators, and others, to talk about sustainability with their students and colleagues—about its meaning, curricular application, and practice. However, I do not think this is sufficient. In this paper I will examine limitations of the language of sustainability and implications for environmental thinking. Before launching into a critique, I do acknowledge the importance of "sustainability" and the usefulness of this concept. Many ecological processes are not sustained—not kept going continuously. Species are going extinct at an alarming rate and whole ecosystems are at risk. So, sustainability is important. However, we must also pay attention to what sustainability is not. And, we should consider why these limitations matter. For example, "education for sustainability" has gained rapid acceptance, yet little critical attention has been given to the term. Just as many environmental educators have expressed reservations about "education for sustainable development," I believe there are serious problems associated with allowing our work to be subsumed by the term "education for sustainability." In this presentation I will explore reasons for educators, and others, to be concerned about relying on the language and goals of sustainability. These areas of concern, or limitations, are discussed in terms of determinism, exclusivity, and conceptualization. Some suggestions are provided to help refocus our direction. [ABSTRACT FROM AUTHOR]

However, in 1997, the National Environmental Council (CONAMA), by Resolution No. 237/1997, establishing the evaluation of local environmental impacts of projects for competence of municipalities, which must coordinate actions, developing environmental education for understanding and community respect for the environment, implementing regulations to control environmental deterioration, enabling a reduction of degraded areas, thus taking the mission to stimulate local sustainable development with social equity, economic development and environmental protection.Keywords: Sustainable Development, Environmental Education and Environment.

Current international financing (primarily ODA) for environmental services in developing countries is very roughly estimated to be upwards of $21 billion annually (not including climate change financing), but additional resources on the order of tens, if not hundreds, of billions of dollars are needed. In 2009, environmental ODA was estimated at $18 billion with a few billion more delivered through philanthropic and market-based financing channels. Although there are only a few studies of the additional financing needed, and those are relatively narrow in scope, the estimates that are available clearly indicate that significantly higher levels of finance still need to be reached. Additionally, the impacts of environmental finance on environmental sustainability and development objectives are poorly understood. Systematic reviews of previous experience, and standardized monitoring in the future, would support the countries and projects monitored, while also providing important lessons for the broader development and environment communities.

Awareness of the need for environmental protection must in Croatia be translated into a clear, overall and long-term concept, particularly because of the process of rapprochement with the European Union (EU), in which it is one of the key topics. This paper gives a brief review of the existing system of environmental protection in Croatia with emphasis on the institutional framework, the information system, the education system, and public participation. In the context of access to information and public participation, separate treatment is given to the Aarhus Convention, as well as to attitudes to this convention in Denmark, Estonia and Croatia. It is upon the basis of attitudes to Aarhus, one of the possible models for the democratisation of the process of environmental protection, that the final part of the paper draws certain conclusions and recommendations for political decision-makers and agencies in charge of implementing such decisions on Croatia's path to convergence with the EU.

Seit 1989 werden durch das Bundesumweltministerium und das Umweltbundesamt mehr als 100 Umweltberatungsprojekte unter der Trägerschaft von etwa ebenso vielen Bundes- und Dachverbänden gefördert. Im Rahmen der Evaluationsstudie werden stellvertretend für das Gesamtprogramm 32 dieser Vorhaben unter Beteiligung von 27 unterschiedlichen Verbänden auf ihre Wirkungen hin untersucht und einer vergleichenden Bewertung unterzogen. Insbesondere geht es dabei um die Frage, inwieweit die geförderten Aktivitäten zur dauerhaften Etablierung des Umweltthemas und konkreter Umweltberatungsleistungen innerhalb der Verbandsstruktur beitragen (interne Nachhaltigkeit) und inwieweit sich Projektwirkungen auch über die Verbandsstrukturen hinaus, d.h. unter den Zielgruppen oder anderen Projektbeteiligten verbreiten (externe Nachhaltigkeit). Auf der Grundlage einer theoriegeleiteten Evaluationskonzeption wurden mehr als 60 qualitative Interviews mit Verbandsmitarbeitern und Projektbeteiligten durchgeführt und die schriftlichen Projektmaterialien ausgewertet. Die Ergebnisse der Studie belegen, dass das Förderprogramm hinsichtlich der Etablierung von Umweltberatungsstrukturen ausgesprochen erfolgreich ist, wenngleich es noch nicht in allen Verbänden gelingt, diese Strukturen finanziell dauerhaft abzusichern. Auf der Grundlage einer empirisch begründeten Typenbildung können die untersuchten Verbände fünf verschiedenen Typen zugeordnet und differenzierte Empfehlungen für die weitere Förderpraxis abgeleitet werden. Valide Aussagen über die externe Nachhaltigkeit sind wegen der Vernachlässigung der Wirkungskontrolle bei der Projektdurchführung nicht möglich. Nach Auffassung der Forschungsteilnehmer könnten der Aufbau geeigneter Qualitätsmanagementsysteme und die Einrichtung eines kontinuierlichen Wirkungsmonitorings zu einer Verbesserung der Beratungsleistungen und damit auch zur Steigerung der Umwelteffekte des Förderprogramms führen.
