Fossil fuels such as coal, petroleum, and natural gas have been used as the major sources of energy in the recent past. However, the negative environmental impacts associated with the emission of the greenhouse gases from these conventional energy sources forced to realize the importance of renewable energy resources. At the same time, the average annual exponential rate of population growth in India needs increasing amounts of fresh-water for the basic necessities. This might result in water scarcity as the overall population in India is expected to increase to 1.60 billion by 2050. It has been forecasted that, by the year 2040, India will rank 40th in the world in terms of water scarcity. To meet the rising fresh-water demand, desalination is an intelligent and sustainable option for India, which has a very long coastline measuring 7517 km. In this paper, an attempt has been made to provide a comprehensive review of water scarcity in India and suggest a possible solution, which is implementing desalination technologies coupled with renewable resources. The paper reviews the ground water scenario in India and the global desalination market. We summarize the energy consumption in various desalination processes and provide a brief outlook of the desalination techniques in India. Apart from this, desalination using non-conventional sources such as solar, wind, and geothermal energy is discussed. In addition, factors affecting the environment due to desalination and the potential counter measures are presented. This review aims to provide an awareness of the projected water crisis in India, in the coming decades, and is also aimed to help the policy makers for selecting an appropriate desalination technology. Globally, most urban planning techniques and practices at the municipal level and below approach issues of urban environment from the perspective of certain dominant paradigms. Such paradigms are based on two primary theoretical frameworks of ecological modernization and neoliberal planning. The paper showcases how the urban environmental reality in the context of Southern (developing) countries and at a local scale necessitates revisiting the theoretical frameworks. Ecological modernization, which relies on technocentricism and instrumental rationality, calls for innovation to solve environmental problems. Neoliberalism argues for a decentralized power structure and enhanced role of the actual stakeholders in development, particularly the market. It holds that economic growth takes care of livelihood issues, and hence also the environment. Planning strategies that evolve out of these paradigms are theoretically congruent with the aims of sustainable urban development. This paper discusses evidence from Kolkata, India, and contrastingly shows that cities can continue to have pockets of declining environmental conditions and deplorable living conditions while having 'liberally-enabled economic growth', 'instrumental environmental management', and a 'decentralized planning milieu'. Evidence from Kolkata highlights reasons for the mismatch between the urban transformation pattern and planning practices. This paper identifies reasons behind this paradox and argues that such planning approaches having their origin in industrialized economies can be critical impediments to achieving sustainability in the South. Small hydropower projects (SHPs), though generally considered more environmentally benign and socially acceptable as compared to large projects, yet their overall sustainability is under suspicion in the Himalayan regions. Almost all SHPs in this region are being developed as run of the river mode which generally causes less/no submergence and quite less displacement of people as compared to large reservoir based hydropower production mode. However, in the absence of proper planning and monitoring mechanism, these projects are causing implacable tunnelling of hills, choking of streams, conversion of streams into dry ditches and long term socio-environmental impacts. This paper presents a SHP development study from hydro rich Beas river basin of Himachal Pradesh, a state nestled in western Himalayan region of India. In depth field studies, focus group discussions with the project affected people and interaction with project proponents of five SHPs in this region suggest that sustainability issues with respect to SHPs are not small vis-a-vis size of their installed capacity. There is an urgent need to take steps to include SHPs having an installed capacity of above 10 MW into the ambit of environment clearance process which is absent in many countries of the world at present. This paper describes the assessment of the sustainability of a number of different sewage treatment technologies by means of a multi-criteria, participatory method for a scattered settlement of urban fringe of Surat. The special efforts have been made for the broad participation to achieve stronger democracy, better quality of the end product, and a more effective process. The mere participation of technocrats and bureaucrats certainly lead to the greater efficiency in working methods. However, the ultimate goal of sustainable developments of such technologies could not be reached in absence of democratic participation and social learning. Keeping this important aspect in view for assessment of sustainability, the detailed study was conducted in the presence of policy makers and stakeholders, academicians, technical experts, finance managers and NGO, to find out sustainability criteria and indicators for three different sewage treatment technologies: (A) Conventional Activated Sludge Process (B) Extended Aeration System, and (C) Upflow Anaerobic Sludge Blanket (UASB) Reactor followed by Aerated Lagoon and Polishing Pond. Technologies were compared according to four criteria subdivided into twenty operational indicators. Criteria and indicators were evaluated as in a weighted-scale matrix. In India, sustainability criteria used in this type of comparisons are often restricted to a limited set of environmental impacts and financial costs but in this study additional criteria were evaluated including economic, social, and technical aspects. Based on the values assigned by the panel, the Sustainability Index (SI) was calculated for each technology. According to the SI and a predefined scale, sustainability was medium for options A and B, whereas high for option C. The purpose of this study is to provide a basis for the selection of a particular technology based on a rational and democratic assessment of its contribution to sustainability in the local and global context.
